Purpose of Job


Works under supervision and guidance of the Principal, People Solutions & Advisory, and together with other team members, to provide operationally excellent HR advisory services across the Bank to line managers and staff. Indicates to the relevant HROD team where people solutions are required through the relevant internal mechanisms, whilst optimising technology and data to provide insights.


Accountabilities & Responsibilities


  • Provides tailored advice and guidance to staff and managers in order to support and influence the business in the implementation of HR policies and procedures, escalates issues within the team and HROD as appropriate.
  • Close cooperation and seeks expert advice from HR centres of expertise including Reward & Benefits, Talent Development and Acquisition, Employee Relations and HR Operations.
  • Provides assistance and problem solving related to more complex referred queries from line managers and staff at all levels, liaising with HR centres of expertise as necessary.
  • Facilitates sensitive employee relations issues. Plays a key role in keeping a good employee relations environment and a high level of staff engagement and trust.
  • Prepares, analyses and interprets various HR metrics and KPIs and providing feedback.
  • Supports and contributes to staff health and other employee relations activities and processes, including compiling scripts, presentations, coordinating meetings with employees / line managers, ensuring required paperwork is submitted, tracking the progress of referrals or actions, recording outcomes against timetables, answering staff queries and holding staff clinics, liaising between Managers and the relevant HRBP liaising with other HROD teams
  • Works collaboratively with ER, People Solutions & Advisory, HR Business Partnering, HR Operations, COEs in order to ensure the provision of a high quality service.
  • Actively collaborates with HR centres of expertise to implement HR initiatives.
  • Record-keeping to underpin sound administration of Bank personnel: Documenting and filing an accurate audit trail to clarify policy decisions and/or to document rationale for policy variations in the realms of reward and employee lifecycle events. Ensuring adequate details are kept and filed correctly so that any future recollection of a decision is fully captured and easily retrievable. Documenting and accurately filing contemporaneous notes of manager/employee meetings about pertinent HR matters (includes using template chronology document).
  • Enabling the successful execution of the distinct HR projects through proactive implementation and delivery of defined project stages.

Knowledge, Skills, Experience & Qualifications


  • Professional HR Adviser experience.
  • Graduate (minimum degree) in relevant discipline preferred or equivalent experience.
  • CIPD or equivalent (either completed or studying towards). Desirable.
  • Demonstrable clear understanding of all HR elements of the employee life cycle and policies.
  • Demonstrable proactive approach, results focused with the ability to display good judgement during in a demanding client facing role.
  • Self-motivated with excellent organisational and administrative skills, the ability to prioritise and multitask is essential.
  • Strong partnership and client orientation skills to enable positive engagement with stakeholders throughout the Bank.
  • Analytical skills to deliver insight on qualitative and quantitative organisational data to drive decision making.
  • Experience in the use and application of technology, data analytics experience and the ability to generate insight through systems and tools. Previous use of case management tools desirable.
  • Skills in facilitation. Ability to communicate and influence diplomatically and effectively at all levels.
  • Change management experience, displaying confidence in guiding both managers and staff.
  • Fluency in English both written and oral. Knowledge of another language is a plus.
  • Experience of working in a multi-national environment with a dispersed workforce.

The Principal, Evaluation Manager is an important member of the Evaluation Department (IEvD) team tasked with delivering on this objective. Principal, Evaluation Manager prepare and deliver both thematic and transactions-focussed evaluation work, alone and as a member of a team, including project evaluations, research and analytical products and services.  Principal, Evaluation Manager apply analytical tools, technical strengths, and good judgment to this work, often with the guidance of more senior task leaders but always operating within IEvD's mandate and strategic vision. Principal, Evaluation Manager are familiar with evaluation methods and practices and may be asked to contribute in the areas of IEvD Work Programme development, database development, IT and software support, training, publications and outreach to the larger EBRD community. They are effective IEvD representatives to multiple audiences.       Accountabilities & Responsibilities:       ?            Design and lead preparation of corporate, thematic evaluations of projects or groups of projects using appropriate independent research, analysis and other evaluation tools and drawing upon a good understanding of a project's design, context, and metrics, and operational team views. ?            Serve as lead evaluator for evaluation products such as operation evaluations, synthesis papers, cluster analyses, and complex case studies. ?            Contribute substantial original work as a main team member on major studies led by other IEvD colleagues, including analytical and judgmental contributions, and providing review and quality assurance services. ?            Design and develop background papers for use in large, complex thematic evaluations. ?            Demonstrates strong knowledge of evaluation methodology in their work; e.g. theory of change, logical frameworks, causal chains, mixed methods, etc. ?            Utilises complex financial analysis tools to assess projects and outcomes. ?            Manage major components of departmental processes and products such as Work Programme, project selection and Annual Evaluation Review. ?            Provide peer reviews for studies led by other IEvD colleagues. ?            Provide analytically sound and effectively reasoned comments on IEvD and/or Management or other documents, including strategy and policy papers, operations, instruments, etc. ?            Provide guidance to and manage Analysts, Assistant Analysts and Officers for individual projects and tasks. ?            Identify, hire and manage (if appropriate) consultants. ?            Design and lead, deliver and/or assist with outside briefings and trainings delivered by IEvD team members. ?            Plays a key role in disseminating evaluation findings and promoting learning from evaluation products and leads/ contributes to evaluation capacity development (ECD) activities. ?            Present work internally to senior audiences. ?            Represent IEvD in internal and external evaluation events as requested. ?            Ensure all products are of high quality ? presented clearly, succinctly and persuasively, and tailored to different audiences. ?            Keep team members and supervisors well informed of progress and developments, addressing setbacks when they arise and reasonably anticipating challenges. ?            Work simultaneously on multiple tasks and deliver assigned products/services within agreed timelines and resource limits. ?            Maintain good professional relationships outside IEvD, reflecting well on IEvD's professionalism. ?            Contribute to a positive work environment in IEvD with best practice behaviours and standards; engage productively with senior colleagues and peers. ?            Connect individual work items effectively to larger IEvD purposes and objectives.       Knowledge, Skills, Experience & Qualifications:       ?            Masters degree in business, finance, social sciences, relevant sector or other area. ?            At least 10 years of relevant experience in development, including relevant evaluation experience; expertise in innovative approaches and techniques for evaluation (i.e. GPS data, AI, BDA, etc.) is an asset. Experience working or evaluating in Sub-Saharan Africa is an advantage. ?            Experience in evaluation and/or quantitative and qualitative analysis is preferred; relevant experience in the areas of external affairs and communication and/or knowledge management and learning in the field of development; working experience for other MDBs or IFIs is an advantage. ?            Strong analytical skills and hands-on experience in data analysis and management, including data cleaning and preparation, data analysis and exploration, statistical knowledge, creating data visualizations and creating dashboards and reports. ?            Highly proficient in Excel, Word and PowerPoint; knowledge of any of Tableau, Power BI, Access, Stata, MaxQDA desirable ?            Strong research and analytical skills with a proven ability to derive sound conclusions. ?            Some understanding of EBRD activities and methods and countries of operations or those of comparably mandated public institution. ?            Ability to present analysis and findings effectively and persuasively in clear and simple English and using sophisticated presentational techniques. ?            Capacity to see linkage of specific tasks to IEvD's wider institutional purposes. ?            Good communication and interpersonal skills, including the ability to adapt to the Bank's multicultural environment and build effective working relationships based on professional respect and credibility. ?            Capacity to deliver to deadlines and within resource limits.       What is it like to work at the EBRD? / About EBRD    Our agile and innovative approach is what makes life at the EBRD a unique experience!
