Purpose of Job


The Director will have overall responsibility for the Bank's activities in the energy sector in the region covering Central Europe and the Baltic States, South-eastern Europe including the Balkans, Ukraine, plus portfolio in Czechia and Greece (Europe), including all financing products and overall policy dialogue with the relevant stakeholders in the sector. The Director will lead a team responsible for the origination, structuring, execution, implementation and monitoring of all transactions in the sector as well as designing and delivering an ambitious policy agenda, all in coordination with Banking regional team, VP3 and other colleagues, fulfilling EBRD's standards, operational principles and transition mandate.

They will report to the Managing Director, Sustainable Infrastructure Group. The Director will have a high commitment to the Bank's mandate and institutional goals, the ability to create an environment conducive to operational delivery and technical excellence, a capacity to provide strategic though leadership in the sector, and engage staff, clients and shareholders.

Accountabilities & Responsibilities


  • Accountable for the team's delivery and fulfilment of quantitative and qualitative objectives of the annual scorecard; these objectives support the annual objectives for the Business Group and the annual business plan of the Bank.

  • Supervision of the team's budget and other non-staff resources in coordination with relevant departments to ensure an efficient and optimum utilisation of resources in compliance with the rules and procedures of the Bank, such as corporate procurement, budget processes, travel and expenses policy and the Staff Handbook.

  • Proposing for approval by the Managing Director, the strategic direction and operational goals for the Bank in the energy sector in Europe. Advising the Managing Director on all sector related operational and strategic matters, preparing proposals for the annual business plan and budget and providing inputs for the Group's business plan.

  • The origination, structuring, execution, implementation and monitoring of investment projects in those of the Bank's countries of operations that are the team's responsibility, ensuring that the quality of financial analysis, transaction structuring, implementation and monitoring of projects meet the highest standards, further the EBRD's transition mandate and achieve the annual business plan for the sector.

  • Oversee market analysis in the sector and for product development and innovation in response to market requirements.

  • Policy dialogue activities in the sector, ensuring suitability of the activity, quality of the advice and integration with other Bank efforts and cross-cutting themes.

  • Review and approval of projects and project documentation for examination and approval by the Bank's Operations Committee (including the Small Business Investment Committee) and Board. Ensure the quality and thoroughness of inter-departmental consultation on such projects prior to Committee and Board review and of their presentation.

  • Presentation of relevant policy and strategic documents to SPCom/Excom/Risk Com and Board Committees as well as putting in place arrangements for their subsequent implementation.

  • Active development and management of relationships with clients, private investors, operators and local, regional and central/federal government authorities, as well as with senior officials of national and multi-lateral institutions. Represent the Bank at relevant conferences.

  • Liaison with the Managing Directors and Directors of country teams and Heads of Resident Offices in sector project development, implementation and policy dialogue, ensuring an optimal use of Bank's resources, and contribute to the preparation of country strategies.

  • Active management of the existing portfolio of loans and investments with a view to building and protecting revenue earning assets, and in the case of equity investments, enhancing value creation. Preparation of recommendations for the appropriate committee on equity exits and on amendment or enforcement of loan terms.

  • Participation in the Sustainable Infrastructure Group's senior leadership group, taking responsibility for the generation of a collective identity focused on delivery of the group's and the Bank's objectives through engagement with concerns beyond those of the Director's team, or the group, alone.

  • Ensuring team compliance with the Bank's integrity procedures.

  • Directly accountable for the engagement and effective overall management of the Energy Europe team including recruitment, compensation, performance management, coaching and development. Where matrix reporting is in place, work jointly with the country counterpart when setting objectives and completing performance appraisals for relevant staff.

  • Champion and role model the Bank's Behavioural Competencies and Corporate Behaviours, ensuring adherence within the team(s) so that the highest standards of integrity and ethical conduct are exhibited at all times.

  • Experience of conceptualising, articulating and overseeing the delivery of substantive policy reforms.

  • Demonstrated, proven capacity to do business in a tough and challenging environment.

Using a range of online data sources the function is a key controlling activity that is designed to support adherence to our Integrity Due Diligence Guidelines, conducting searches into the identity, reputation and commercial/political interests of relevant parties with whom the Bank may/has conducted business. The function also undertakes research related activity covering a range of topics to support the acquisition and maintenance of projects and other business activities. The role holder will day-to-day be responsible for conducting screening activity to established service standards, escalating key issues in a timely manner to relevant 1st, 2nd and 3rd line of defence teams or other stakeholders. The role holder will require a good level of subject matter expertise, able to navigate matters relating to integrity risk factors, including PEPs, sanctions, criminal matters and beneficial ownership. The role provides direct support to the Associate Director in work to challenge and advise budget holders in the use of their budgets and in preparing resource proposals and other specific analysis, as needed.    The Associate provides detailed expenditure analysis as part of the annual top-down budget process, productivity analysis, monitoring of budget execution. The Associate provides input to the preparation of specific sections of Bank documents issued to senior management and to the Board, including such as the Strategy Implementation Plan document incorporating the annual Budget document. The role requires maintaining the relevant policies, procedures and processes related to resource management, including budget and accounting guidelines and for staffing related issues.   Please note that there are three vacant positions available for this role.   Background   The FP&A team, as part of Finance ? Strategy, Planning and Control (FSPC), is responsible for establishing the Bank's administrative and capital expenditure budgets and monitoring their execution. This includes assessment of the medium-term resource framework and preparation of the budget framework, for discussion with senior management. The key document co-ordinated by the team is the Bank's three-year Strategy Implementation Plan incorporating the annual Budget that is approved by the Board of Directors normally in December each year.   The role involves contributing and facilitating client partnering work for all respective Departments in active monitoring of annual budget execution and interaction with clients, as needed. This includes assessment of medium-term resource requirements, development of top-down budget proposals, productivity analysis for efficient reallocation of resources, proposals or assessment of resource requirements for new initiatives, ensuring consistency across regular reporting on staffing and expenses.   This role requires maintaining a strong and effective working relationship with Budget holders and Officers and respective HR Client Managers for the relevant teams. Reporting to an Associate Director in the Green Financial Systems team of the Climate Strategy and Delivery Business Group, the role includes taking on responsibility for effective leadership of GET delivery via financial institutions, including Paris Alignment and Climate Corporate Governance at the transaction level and including all aspects of technical cooperation management, policy dialogue activities, and capacity building. As such, the Analyst will be competent in undertaking all tasks related to EBRD project life cycle development and implementation, including project origination, structuring, execution, monitoring, technical cooperation, and donor financing. As needed, the Analyst will support other special projects related to greening the financial system.       Background   The EBRD, created 30 years ago to help formerly communist economies adapt to market conditions, works in many countries that face the toughest challenges in reducing carbon emissions, or are vulnerable to the effects of climate change. Designing a way out of economies built around fossil fuels within the next three decades will require intensive planning, including in securing the social conditions for a sustainable and just transition. The EBRD will significantly scale up policy advice and institutional capacity building for low carbon and climate resilient strategies, promoting and supporting ambitious action in, and with, its countries of operations. This builds on the EBRD's long track record of financing green investments. To date, the EBRD has signed close to €72 billion in green investments and financed 3,800 green projects, which are expected to reduce in excess of 166 million tonnes of carbon emissions yearly. The goal of the EBRD is to support its countries of operation in creating that environment and assist innovators and investors in realising those goals.       Accountabilities & Responsibilities   - Work as a supporting project team member to develop new green financial products and contribute to all other aspects of project structuring and execution, including implementing and monitoring. - Undertake marketing and business development efforts in the relevant sector and countries to build reputable market contacts to develop deal flow and cross selling of the Bank's competencies. - Support identification and structuring of Green Economy Transition components for EBRD investments, including the associated implementation and operational risks. - Support related due diligence processes ensuring they meet the Bank's standards. - In cooperation with relevant units within the Bank, support selected policy dialogue projects and contribute to policy dialogue activities in a leading role or support function with local authorities and industry associations to improve the investment climate and strengthen the EBRD impact in the area of green economy transition. - Structure and manage outsourced assignments for technical and policy services to clients.
