About this position

We are looking for someone with demonstrated skills in leading teams, achieving results, and serving customers to head its Enterprise Cloud Team (ECT). As a lead, you will oversee and inspire a talented technical team, as well as multiple partners, for service delivery. You will work with IDB staff and with technical service providers, both internal and external, to support and enhance the IT infrastructure, connectivity, Cybersecurity, and Cloud computing services that the ECT team offers. This position requires proficiency in project management, various Cloud technologies, Cybersecurity, network, and IT Infrastructure in general.  

 

What you'll do:

  • Manage a team of Staff and on-site and off-site service providers mentor junior staff, create development plans, and monitor their implementation.
  • Manage the provision of ECT services with quality and in line with the expected service levels as per the contract with service providers. Participates and Cooperates with the IT Leadership to define annual plans aligned with the Bank's digital strategy to advance the functions and services provided by the department. 
  • Manage the resources allocated to ECT, including processes and administrative budget planning and execution. 
  • Lead the design and implementation of Cloud Computing solutions and their integration, as well as enterprise communications (Network/Telecommunications/Cybersecurity) projects.
  • Oversee activities to optimize Cloud computing resources and seek maximum return on Cloud investments. Promote. 
  • Advise or provide input to resolve complex or interdependent technical problems within the team's scope. 
  • Design, implement, and test Disaster Recovery (DR) and Business continuity solutions and processes to meet required recovery time objectives (RTO) and recovery point objectives (RPO). 
  • Make technical recommendations that will have a positive impact on performance, optimization of resource utilization, and cost reduction/efficiency. 
  • Lead the design or selection of new or revised tools, methodologies, procedures, and policies to improve efficiency, user experience, and service quality. 
  • Look after Service Level Agreements and advise on opportunities for improvements. 
  • Oversees the planning and execution of capital projects under the purview of the Enterprise Cloud team. (ECT) 
  • Coordinate IT infrastructure planning, configuration, and deployment for the annual Board of Governors meeting. 
  • Coordinate the response and resolution of all internal and external IT audit recommendations within the scope of the ECT.

 

What you'll need

  • Education: A master's degree in computer sciences, Information Technology, or related field. Desirable Certifications: 
    • Management of Cloud Computing, ITIL, or Security related
    • AWS or Azure Cloud certification at the Architect level is a plus. 
    • Disaster Recovery and High Availability configurations and setup agile or Project management PMI/PMP
  • Experience: A minimum of eight years of relevant experience, with at least two working in a similar position, is desirable. Management of Cloud Computing, ITIL, or Security related. 
  • Languages: Proficiency in English and one of the other Bank's official languages (Spanish, French, or Portuguese) is required.

Visit www.worldbank.org.      The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development. The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ). Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.  The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff.    Duties and Accountabilities: The Operations Officer will report to the GEF Policy and Operations Manager and will focus predominantly on project cycle management with both internal and external clients – e.g., GEF Secretariat, GEF implementing Agencies, and GEF Participants/countries.  The main duties and responsibilities will be to: (a) support the development of GEF policies and corporate strategy; (b) provide strategic advice on internal processes and procedures, and policy implementation; (c) carry out operational quality reviews and administration of key workflows and support project and program reviews by internal clients; (d) contribute to preparation of analytical reports in response to requests from key stakeholders and responding to business needs; (e) support portfolio management; (f) collaborate with information technology teams on requirements for GEF systems (GEF Portal). The GFDRR Secretariat is responsible for resource mobilization, awarding and managing grants, reporting on results, and carrying out outreach and partnership development. The Global Unit acts as the support hub for a decentralized network of Disaster Risk Management experts within the World Bank.   Senior Specialist – Monitoring, Evaluation, and Learning Expert  The GFDRR is seeking a Senior Specialist to lead the Global Unit's and GFDRR's evaluation and learning work, in close collaboration with our portfolio team currently comprised of one other Sr. Specialist as well as several analysts who oversees our grant monitoring functions. The Unit has been working to improve development impact measurement and monitoring related to both our knowledge and technical services as well as to our grant allocation functions. The Senior Specialist will be leading the continuation of this work. In addition to working closely with the unit's portfolio team, the Sr. Specialist will build relations and be working with the team leads of the Unit's 14 technical lines of work, work with the Sr. DRM Specialist leading the Unit's involvement supporting the World Bank's corporate work on disaster and climate risk related indicators, and become a core member of the team delivering the GFDRR Annual Report and the GFDRR Annual Work Plan, as well as lead the delivery of the commitments to the GFDRR donor group related to GFDRR Umbrella TF  monitoring, evaluation, and learning plan.    Role and Responsibilities • Oversee the implementation and when needed update the GFDRR's MEL framework, including theory of change, results framework and indicators, evaluation and learning plans covering both the GFDRR Umbrella and other trust funds managed by the Unit. • Support and advise GFDRR's results data collection, monitoring and reporting including data validation and quality control;  • Assist the Unit's global technical teams in selecting appropriate M&E indicators for their lines of work • Lead the work to set baselines and targets for GFDRR's new strategy phase (starting FY25), annual work plan as well as GFDRR funded projects and programs.  • Plan and organize periodic MEL workshops to agree on major decisions relating to GFDRR's MEL plan and activities based on consultation and feedback from donors, GFDRR teams and other key stakeholders.  • Design and carry out or coordinate GFDRR's multiyear and multifaceted evaluations (formative and summative as well thematic, country level and programmatic evaluations) with support from the GFDRR teams and outsourced consultants/firms.  • Prepare high-quality reports on the GFDRR's monitoring and evaluation progress and results, including periodic progress updates to donors, Annual Progress Report as well as other reports as needed. • Identify major gaps, lessons and areas for improvement based on M&E's findings and recommendations; extract, synthesize, and craft compelling lessons learnt from GFDRR-funded projects or programs in support of the GFDRR's key decision making, learning and communications needs and activities.  • disseminate key findings and recommendations from M&E activities and promote or facilitate internal learning accordingly.  • Represent the GFDRR's M&E perspectives at different fora, as needed, including within WB and other key stakeholders. • Other duties and tasks as might be specified from time to time.   Selection Criteria • Master's degree in in in international development, public policy, economics, statistics, social science, or other related fields and at least 8 years of relevant professional experience in World Bank or other IFI operations that can be applied to evaluation work.
