Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. The Financial Operations Department (FOD) is a dynamic financial, strategic and responsive business partner and service provider fully supporting IFAD in developing its financial strategy and managing its financial, investments and material resources. FOD ensures that these resources are efficiently, economically and effectively used to achieve IFAD's objectives in the long-term and deliver on its development commitments. 

The Financial Operations Department (FOD) comprises three divisions (i) Procurement Services and Financial Management Division (PFM), (ii)  Financial Controller's Division (FCD) and Treasury Services Division (TRE).

The Procurement Services and Financial Management Division (PFM) anchors two of IFAD's  fiduciary functions for operations, project financial management and project procurement. In this context, the PFM develops and oversees fiduciary policies for procurement services and financial management practices in IFAD-funded operations, including project procurement, project financial reporting, project audit, project liquidity management and overall project fiduciary oversight. In addition to oversight, the PFM oversees training through corporate learning programmes, as well as fiduciary performance monitoring and results reporting. The PFM division is responsible for IFAD's project financial management and project procurement workforce, which are located across IFAD's headquarters and regional offices, including ensuring an adequate certification system and cadre of accredited consultants to support country and regional operations.

The Director, PFM works under the direct supervision of the Associate Vice President (AVP), FOD.The incumbent will need to ensure collaborative and productive working relationships with other departments and divisions in IFAD. The Director, PFM is responsible for ensuring a client focused problem-solving approach, and support close and efficient working relations with Operations, in particular ensuring strong operational support to the regional divisions and other operational and technical divisions and project staff. 

 

Job Role

Directors are responsible for managing a division or office. The main focus of Director positions is strategic leadership, innovation and management. Most typically as a member of a departmental management team, they are responsible for managing and supervising the delivery of a division's programme of work within an allocated budget.

The Director, PFM has a pivotal role in leading the division to provide project procurement and project financial management services for IFAD projects, and to maintain strategic partnerships with other International Financial Institutions (IFIs) in the areas of procurement, financial management, policy and administration. 

The PFM supports IFAD's development effectivenenss through a twofold mandate: (i) to provide  assurance that the funds provided by IFAD are used for the intended purpose; and (ii) to assist country teams and client countries to ensure robust procurement and financial management arrangements in all project designs, providing  a pro active support to  resolve implementation issues, and building and strengthening national Procurement and Financial Management (PFM) systems and capacity, and to drive an increased use of national systems.

The Director, PFM is responsible to ensure that IFAD's fiduciary oversight, and operational support and capacity building, are delivered effectively in an increasingly challenging environment shaped by a high lending volume,growing active portfolio, changing demands from clients (Borrowers/Receipients), and growing fragile context. The delivery of these functions needs to take place with recognition of an increased focus on governance and anticorruption concerns by donors, IFAD's evolving systems, processes and tools, and a challenging budget environment that emphasizes maximizing operational efficiencies and gains. 

 

Key Functions and Results

1.VISION AND STRATEGY: Directors at IFAD are responsible for developing and promoting a strategic vision that translates the organization's corporate and departmental mandates, strategies, goals, and objectives into a divisional programme of work. They ensure that the division's activities are integrated with the overall Fund mandates and strategies and participate in the design of IFAD's strategic approaches. Directors set and communicate clear objectives and are accountable for the division being seen as a credible and trusted partner in managing for results and as an innovator in its field.

2. POLICY DEVELOPMENT AND ADVICE: Directors provide leadership in the development and interpretation of major policies, regulations and rules, and systems that govern the work of a division and ensure they support divisional goals and objectives within the overall Fund mandates and strategies. Directors also serve as a trusted business/programme advisor with a significant role in authoritative policy advice within the Fund at the senior management level as well as in policy dialogue in their representational activities.
 
3.PROGRAME MANAGEMENT: Directors provide leadership in 
(a) all phases of the division's medium term planning and management, including operational requirements such as (i) establishing annual work plans, (ii) ensuring regular programme assessment and (iii) identifying opportunities for innovation and implementation of best practices generated within the Fund as well as in peer organizations, both private and public; 
(b) reviewing and innovating core processes of the division in order to achieve better efficiency and effectiveness, as well as financial sustainability, of operations; 
(c) enhancing synergy among divisional staff and holding staff accountable for results and (d) ensuring the preparation of all divisional publications, reports and governing bodies documents. 

4. MANAGEMENT OF RESOURCES: Directors are responsible for ensuring the transparent, equitable, and efficient management of IFAD's resources, including human, financial, and material resources. This includes managing staff through workforce planning, recruitment, performance management, and career development. Directors are also responsible for managing the division's budget, ensuring accountability and fiduciary integrity. Additionally, they are responsible for managing material resources and promoting knowledge and content management to achieve innovative outcomes and cost-effective processes. Directors also leverage information technology to improve business results, reporting processes, and client services 

5. REPRESENTATION AND EXTERNAL RELATIONS: Directors serve as designated representatives of the Fund. They catalyse effective partnerships with a broad range of institutions including borrowers, bilateral and multilateral development agencies, UN agencies, funds and programmes, international financial institutions (IFls), non-governmental organizations and academic  institutions  for the purpose of programme co-operation,  knowledge sharing,  policy dialogue and/or resource mobilization. Directors represent the Fund in official United Nations committees and networks, and in IFls, multilateral and bilateral meetings, symposia, fora and Global conferences upon request of the President, and build organizational networks with peers in major private, public and international institutions.

 

The key responsibilities of the Director, PFM include: 

STRATEGY AND EFFECTIVENESS MANAGEMENT: The Director PFM provides overall strategic direction for the development of IFAD's fiduciary oversight function, ensuring that procurement activities and the financial management undertaken by clients (Borrowers/Recipients) in the context of IFAD-financed projects are conducted effectively and efficiently and are consistent with applicable policies and guidelines. The Director PFM participates in the design of IFAD's corporate strategic approaches and ensures that corporate strategies are fully integrated in the design of assigned activities. The Director PFM sets and communicates clear strategic and operational objectives for IFAD's fiduciary functions and is a credible and trusted partner in managing for results and as an innovator in the field of fiduciary oversight and support. The Director PFM defines the principles and requirements for the management of project external auditing and accountability for projects financed by IFAD, manages preparation of, standard bidding documents and other knowledge and operational fiduciary materials and negotiates their application with country authorities, to comply with the IFAD's procurement policies while coordinating the evaluation and validation for the use of national fiduciary systems.

QUALITY CONTROL AND ASSURANCE: The Director PFM strategically guides the organization, delivery and continuous improvement of fiduciary oversight and support services across IFAD's portfolio, ensuring an appropriate chain of fiduciary and quality controls, and consistent application of IFAD's fiduciary standards. The Director PFM is responsible for implementing, executing and continuously improving effective and streamlined Project Fiduciary Management (including IT systems) across the lifecycle of IFAD projects, ensuring high quality project procurement and financial management processes, oversight, project-level controls and risk mitigation, including the assessment of fiduciary performance criteria, monitoring and corrective actions as appropriate. 

POLICY DIALOGUE: The Director PFM promotes constructive dialogue and advances partnerships on public procurement matters and financial management. The incumbent attends high-level policy meetings in order to exchange best practices and actively promotes fiduciary reform dialogue within IFAD and champions continuous improvements, working in close collaboration with different functions of the organization such as IFAD's Regional Divisions, the Office of the General Counsel and the Office of Audit and Oversight. The Director, PFM maintains strategic partnerships with other International Financial Institutions (IFIs) in the areas of project procurement, financial management and project administration to support harmonization efforts on Procurement and Financial management policies and operational practices where applicable.

CAPACITY BUILDING: The Director PFM is responsible for overseeing adequate capacity building of both external stakeholders, including government and project staff, auditors, as well as IFAD workforce; and leads related capacity building programmes, and tools development. This includes ensuring a problem-solving approach to implementation support for on-going projects.

Directors are responsible for building and maintaining strong working relationships both within and outside of IFAD. Internally, Directors provide strategic advice to senior management and collaborate with other divisions to ensure effective coordination of programme planning and activities. Externally, Directors develop strategic partnerships with a range of institutions, including borrowers, development agencies, UN agencies, and non-governmental organizations, for the purpose of programme cooperation, knowledge sharing, policy dialogue, and resource mobilization. Directors also represents IFAD in official committees, meetings, and conferences, and build organizational networks with peers in major private, public, and international financial institutions. 

The Director, PFM serves as the lead strategic advisor on fiduciary issues, advising senior management in the areas of project procurement services, project financial management strategies, including on related systems and standards. In addition to the compliance role, the Director of PFM is responsible for ensuring a client focused problem solving approach, and support close and efficient working relations with Operations, in particular ensuring strong operational support to the regional divisions and other operational and technical divisions and project staff.

Certifications:

  • A professional qualification in finance is required - chartered accountant (CA) qualification, certified public accountant (CPA) qualification or equivalent from a recognized Institute of Accountancy an advantage. A certification in procurement is highly desirable.

Experience:

  • At least twelve (12) years of progressively responsible professional experience in project procurement, accounting, or financial management,  in a multi-cultural organization or national organization providing support on a global scope. Experience in project design and implementation in the development sector is an advantage;
  • At least five (5) years' experience in strategizing, developing and implementing fiduciary controls and operational policies, preferably with an MDB or IFI or similar institution working in the international public sector sphere. 
  • Demonstrated experience and ability at leading and managing multicultural teams, and work experience across multiple geographic regions is desired.

  • Highly desirable: French, Spanish, or Arabic

The structure of IFAD is currently undergoing a recalibration process. The definite set-up of the Procurement Services and Financial Management Division is being finalized and is subject to confirmation of institutional processes requirements, which will be confirmed during the recruitment process.

At this level Technical Specialists independently analyse technical and policy problems of concern to IFAD, intergovernmental bodies, and national authorities and provide substantive technical input to the development of policies, technical strategies and proposals. The incumbent may work collaboratively with the thematic Technical Specialists, Country Directors and other staff to ensure consistency, cohesion and synergy in the application of technical advice and provision of programme development support. The IPAF, as one of the instruments to implement the principles of engagement of the Policy, is a funding instrument that finances small projects that foster self-driven development and strengthen indigenous peoples' communities and their organizations. - Support the country-level processes of the Indigenous Peoples' Forum at IFAD (IPFI), including managing relationship with its Steering Committee. 8. KNOWLEDGE MANAGEMENT: The Technical Specialist will support capturing, systematizing, and sharing the results generated from IFAD portfolio of loan and grants, and of the Indigenous Peoples' Assistance Facility, and engage in new and existing knowledge partnerships. PARTNERSHIP BUILDING AND RESOURCE MOBILISATION: The Technical Specialist develops and maintains a network of contacts inside and outside IFAD to keep up to date on activities at country, regional and global levels, to support joint advocacy and enhance the Fund's profile as a result-oriented and trusted and viable partner to Indigenous Peoples and to all actors willing to engage with them. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation. The Ethics Office (ETH) is a stand-alone division which assists the Office of the President and Vice President, in ensuring that all staff observe and perform their functions consistent with the highest standards of integrity required by the organization's Code of conduct and Core values fostering a culture of ethics, transparency and accountability. The Ethics Office reports administratively to the Vice-President. This position is located in IFAD Headquarters in Rome, Italy and the Ethics Officer reports to the Chief Ethics Officer.   Job Role Under the general supervision of the Chief Ethics Officer, the Ethics Officer supports ETH's initiatives aimed at preventing and responding to sexual misconduct, including Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA), and the implementation of ETH's relevant policies and procedures to reinforce IFAD's workplace culture and uphold the values of the Organization. The Ethics Officer coordinates the IFAD Sexual Misconduct Focal Points Programme globally. make prima facie determination whether there are elements that indicate possible instances of unsatisfactory conduct and/or misconduct, and refer cases where such a determination is made to the Office of Audit and Oversight for further investigation, by the IFAD's procedures. - Engage, as needed, on a strictly confidential basis with victims or witnesses reporting sexual misconduct.   - Administer ETH's reporting tools and provide timely answers to requests made via the ethics helpline while applying current IFAD policies and procedures and analysing the root causes of ethical dilemmas. - Conduct in-depth legal research on ETH related topics, identify best international practices, including to prevent and respond to sexual misconduct, and recommend initiatives to the Chief of Ethics to be implemented in ETH Sexual Misconduct annual workplan. - Under the supervision of the Chief of Ethics, draft ETH Prevention and Response to Sexual Misconduct annual workplan and coordinate its timely execution.  2.    Monitoring of Annual Declaration of compliance to the Code of Conduct and Financial Disclosure Programme (FDP) - Support the administration of the Annual Declaration of compliance to the Code of Conduct and the Financial Disclosure program in line with applicable rules and established procedures addressing conflict of interest, actual, perceived, and potential, to mitigate or eliminate them in the best interest of IFAD.  - Provide advice and guidance related to the FDP to IFAD staff and support FDP corporate activities.  3.    Review of Protection against Retaliation requests - Under the supervision of the Chief of Ethics, review requests for protection against retaliation, make a prima facie determination whether there is a credible case of retaliation or a threat of retaliation, and refer cases where such a determination is made to the Office of Audit and Oversight for further investigation, following the IFAD's Whistle-blower protection policy. - Liaise as appropriate with relevant divisions such as the Human Resources Division, the Office of the General Counsel, and the Office of Audit and Oversight to implement IFAD's whistle-blower procedures.  4.    Education, Training and Outreach  - Under the supervision of the Chief of Ethics, develop the Ethics Office's strategy and directions on training and outreach, and plan and conduct training and outreach activities in coordination with other relevant offices as required.  - Develop and deliver education, training, and outreach events on IFAD's Code of Conduct, anti-harassment programs, policy on preventing and responding to sexual harassment, sexual exploitation and abuse, and any other ethical topic within ETH's mandate. - Develop ad hoc ethics outreach materials and activities, including designing advocacy materials to respond to ethical situations. - Increase awareness of IFAD's values, standards of conduct, and procedures through training and outreach. - Incorporate best international practices in ETH's processes.  - Represent ETH in knowledge-sharing activities and on internal and external fora.  5.    Reporting Under the supervision of the Chief of Ethics: - Prepare the Ethics Office sexual misconduct reports to be presented to the Audit Committee and the Executive Board. - Monitor and report progress to the President on the effectiveness of prevention and management of Sexual misconduct at IFAD.  - Prepare regular and ad hoc sexual misconduct reports and communications to the UN Secretariat, IFAD stakeholders, and ETH networks, included but not limited to the United Nations System Chief Executives Board for Coordination (CEB) on SH and SEA and the High-level Committee on Management (HLCM) on SH and SEA. 6.    Coordination and cooperation - Lead ETH's engagements with Ethics Networks (United Nations and IFIs) and Rome-based agencies (FAO and WFP) to discuss best practices to prevent and respond to sexual misconduct.  - Act as ETH Sexual Misconduct Focal Point and participate in regular meetings of the Ethics Network of Multilateral Organizations, Inter-Agency Standing Committee (IASC) Task Team on Accountability and Inclusion; the United Nations System Chief Executives Board for Coordination (CEB) Task Force on Addressing Sexual Harassment; the Multilateral Financial Institutions (MFIs) SEA and SH Working Group; and other regular working groups meetings, as needed.  - Liaise with stakeholders in field locations (the United Nations, IFIs, governments, and others) for closer SH/SEA coordination, knowledge sharing, and collaboration (including SH and SEA resident coordinators and local SEA networks, as appropriate). - Review and assess requests from IFAD stakeholders regarding Sexual misconduct matters and initiatives, including donor´;s initiatives on aligned language on SEAH.  - Support ETH´;s participation in the United Nations innovation challenge in close cooperation with the World Food Programme Innovation Accelerator to identify and propose tangible and implementable projects in leadership, culture, and prevention of sexual misconduct. - Drafting policy guidance and recommendations for managers including senior management referring where appropriate to the legal policy frameworks; Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Office of the President and Vice-President of IFAD (OPV) oversees the Corporate Services Support Group (CSSG) and supervises the Protocol Unit. The CSSG comprises the: (a) Office of the General Counsel (LEG) ; and (b) Office of Audit and Oversight (AUO), reporting to the President; (c) Office of Strategic Budgeting (OSB); (d) Quality Assurance Group (QAG); (e) Change, Delivery and Innovation Unit (CDI); and (f) Office of Enterprise Risk Management (RMO), reporting to the Vice-President; and (g) Ethics Office (ETH), a stand-alone unit reporting administratively to the Vice-President.  The Office of Enterprise Risk Management (RMO) is a dynamic, strategic and responsive service provider, leading IFAD's second line of defense by fully supporting the management of all risks across the organization. The RMO implements, monitors, and maintains an efficient and effective Enterprise Risk Management programme, supporting IFAD's strategic vision and mandate. The RMO aims to enable better informed risk taking by using consistent risk management best practices across the organization to achieve the Fund's objectives in the long-term and deliver on its development commitments. The Office is responsible for oversight and monitoring of risk exposures and enabling clear reporting of IFAD's risk profile. The Operational and Programme Delivery Risk Officer reports to the Lead Operational and Programme Delivery Risk Management Officer under the overall strategic guidance of the Associate Vice President (AVP) & Chief Risk Officer and will work in the operational and programme delivery risk team or function.   Job Role The Operational and Programme Delivery Risk Officer provides seasoned verbal and written advice and guidance to supervisors and staff on operational and programme delivery matters, rules and procedures, facilitating a mutual understanding of roles and fiduciary accountabilities in direct support of integrity in the management of the Fund's financial resources.   Key Functions and Results 1. AGENT OF CHANGE: The Risk Officer understands and contributes in applying the principles of change management and proactively serves as a role model for transformation and positive change. The incumbent has a general knowledge of results based management, enterprise resource planning (ERP) and information technology. At this level the Risk Officer contributes to change, working with the manager in consulting inter-organizational and internal risk management colleagues, IFAD senior management and outreaching client offices to build understanding of risk management practices, and to ensure open and regular communications pertaining to current and planned changes in the Fund's risk management standards, regulations and rules. The incumbent might supervise the work of junior unit staff to ensure the achievement of divisional objectives.  2. MANAGERIAL FUNCTIONS: The Risk Officer is accountable for integrity, transparency, and equity in the personal use of assigned IFAD resources, including equipment, supplies and, as applicable, staff supervised. This includes People Management through supporting the Lead Risk Officer with technical leadership/capacity development initiatives and awareness campaigns. UN and IFI documentation & processes, Knowledge of the relevant policies, rules, regulations and guidelines on document processing and distribution within the UN and other IFIs. Position-specific functions: - Contribute to the mandate/work of risk management function in efficiently implementing the operational risk and programme delivery framework;  - Assist the unit in the implementation and maintenance of the Risk Control Self-Assessments process across the organization for the identification of risks, existing controls and action plans for mitigation; - Assist in the regular monitoring of the RCSA activity, follow up on action plans and in the preparation and implementation of the work plan for control testing.  - Support the analysis of operational risk incidents recorded in IFAD repository; - Review and challenge the key risk indicators regularly submitted by risk owners for inclusion in the Corporate Risk Dashboard and work closely with risk owners for the identification of new metrics that allow for the enhancement of the control environment;  - Perform the monitoring of Projects risk appetite established by the Board of the Level 2 programme delivery risk sub-categories;  - Perform ad-hoc risk analysis of IFAD projects portfolio in line with the established guidelines; - Perform controls on the first line portfolio risk assessment tools;  - Develop and enhance interdepartmental communication and engage with the 1st line of defence to enabling the evaluation of the adequate implementation of operational and programme delivery risk management practices and effectiveness of controls; - Consult and collaborate with a variety of internal stakeholders to promote risk culture;  - Support the Lead to constantly enhance technical risk committees (Operational Risk Committee and Programme Delivery Risk Committee)   Key Performance Indicators Risk Officers work in an independent and rigorous risk management function and are accountable, under the Lead Officer supervision, for producing various reports to stakeholders and others interested in the activities of the Fund. The incumbent contributes to achieve RMO work plan goals and objectives also through the preparation of new and/or modified versions of existing policies, practices and techniques. Based on a thorough knowledge of finance and risk principles, concepts and systems, the Risk Officer independently performs the full range of tasks assigned. The supervisor may be consulted in the analysis of complex and/or precedent setting cases to ensure consistency in the interpretation and application of regulations and rules and to document such decisions. The work typically requires the identification of the need for changes to risk policies, as well as the authoritative interpretation and application of risk policies, rules and regulations to a broad range of complex casework. The Risk Officer's responsibilities also include supporting the supervisor in key decision-making initiatives. The key performance indicators for Risk Officers at this level include both technical and behavioural results. Accurate performance of assigned risk operations, technical quality in terms of both substantive depth and adaptive relevance to client needs and customer service approach to problem resolution. The Operational and Programme Delivery Risk Officer works in an independent and rigorous risk management function. The incumbent works within a framework of broad policies, principles, and goals, applying a high degree of autonomy in selection of work methods in consultation with the Lead Officer. The key results from this role have impact on the overall effectiveness and efficiency of risk management at IFAD, as well as the successful establishment and implementation of risk policies and standards to accompany the new organizational architecture and business model for IFAD 13 and beyond. The key performance indicators include efficient performance of assigned responsibilities, technical quality, and team working characteristics.   Working Relationships Internally, Risk Officers are the Fund's technical experts. Contacts extend throughout the organization and include Country Office staff, internal audit officers and evaluation officers. The incumbent may need to be performed in collaboration and coordination with other organizational units to ensure the effective implementation of risk management rules and procedures. External work relationships, if and when required by the Lead Officer, supporting the Lead Officer, the incumbent may need to be in direct contact with external auditors and counterparts in other IFI and UN organizations, which normally requires a potential exchange of information with external stakeholders. They are also delegated authority to make commitments on routine aspects of the assignment.
