WHAT IS GENDER EQUALITY AND EMPOWERMENT OF WOMEN?

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
 

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policies and guidance to support the results of UNDP's Strategic Plan. BPPS's personnel provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government, and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response.
 

UNDP has achieved significant progress in making gender equality and women's empowerment integral to its work on human development. The new UNDP Gender Equality Strategy 2022-2025 builds on the lessons of the previous strategies it has established as the main goal to help governments to shift systems and power structures that generate gender inequalities and women's disempowerment. It will work through its six signature solutions on poverty and inequality, governance, resilience, environment, energy, and gender equality; and promote integrated approaches in each thematic area, stronger investments in data and analysis, and the implementation of innovative solutions to transform social norms, and stronger partnerships with UN agencies and with civil society.

Currently UNDP GPN is expanding its roster of experts and invites qualified specialists on Gender Equality and Women Empowerment (hereinafter GEWE) to join the global roster of Programme Specialists - Gender Specialists (hereinafter Specialist) to support the country offices (hereinafter COs) on gender equality and gender mainstreaming aspects in broad spectrum of thematic areas.
 

Under the guidance of the Resident Representative/Country Director and in close collaboration with the Deputy Resident Representative, the Specialist will act as an advisor to UNDP CO Management to support the office in promotion and integration of gender equality in programme and operations, as well as in internal/external gender mainstreaming efforts. The Specialist will ensure that the country office, including those in crisis setting, receive advice and hands-on support on aspects of gender equality, women empowerment, gender mainstreaming, gender equality in crisis context, as needed. She/he will support UNDP to facilitate the establishment of mechanisms to ensure that services are in place to meet the needs of women, girls, boys, and men equally.
 

If deployed, the Specialist will work with CO Management and programmatic teams responsible for the area where the support is necessary. The Specialist will also work in close collaboration with relevant Government officials, other UN Agencies, UNDP HQ.

 

SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK

  1. Identify and analyze gender gaps to inform and develop strategies for gender equality programming, including in the context of crisis response and recovery
  2. Support in establishment and maintaining of strategic partnerships and resource mobilization for gender equality and women empowerment programmes
  3. Support in gender sensitive, gender responsive and gender-transformative development programming; manage Gender component of the Country Office programme, portfolios, and projects
  4. Provide technical and strategic advisory services, capacity development and facilitation of knowledge sharing on a gender sensitive/ responsive/ transformative programming
  5. Support in evidence and knowledge generation and development via research and analytics on gender equality and women empowerment aspects.

 

1. As a member of the CO management team, identifies and analyzes gender gaps and opportunities to inform and develop strategies for gender equality programming, including in the context of crisis response and recovery, with the focus on:

  • Provision of strategic advice to CO Management based on in-depth analysis of the political, social, and economic challenges faced by women, girls, the elderly, vulnerable and marginalized groups in the country development or crisis recovery context.
  • Undertaking comprehensive gender-sensitive needs assessment on social and economic situation and needs focusing on the underrepresented, vulnerable, and marginalized groups, crisis-impacted communities, drawing on sex disaggregated data and analysis by age, location, ethnic group, income, and disability.
  • Wherever possible, drawing on existing primary and secondary data in UN Reports, World Bank, and other relevant reports.
  • Ensuring direct consultation with women's groups and organizations on topical needs and priorities.
  • Identification of strategic opportunities for potential development and recovery programming that will address women's practical and strategic needs, exploring opportunities for joint programming with UN agencies and other development partners (IFIs, INGOs etc.) in the area of gender equality and women empowerment.
  • Ensuring alignment and coordination of an inclusive development and recovery programming with other programme activities of the CO as well as those of UN Agencies; capitalizing on existing and potential synergies where possible.
  • Support the national government entities in national strategy development and planning in regard to GEWE in general, and in specific thematic areas in particular.
  • Prior to the completion of the assignment, making an assessment on the CO's future needs for gender sensitive development and recovery programming and providing the necessary guidance and recommendations.

 

2. Supports in establishment and maintaining of strategic partnerships and resource mobilization for gender equality and women empowerment development and recovery programmes [when necessary, in collaboration with the Management Support and Business Development Teams], with focus on:

  • Horizon scanning for resource mobilization and partnership opportunities for the CO programming on gender equality and women empowerment and achievement of gender-specific outcomes.
  • Liaising with relevant parties, support in establishment of partnerships and development of resource mobilization strategy for the CO GEWE development and crisis recovery programming.
  • Support the teams in design of development and recovery programmes, or programmatic segments (for integration in larger, multidimensional initiatives) on gender equality and women empowerment and pitching those to potential donor entities and national partners.
  • Creation and coordination of partnerships with the UN Agencies, IFI's, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.; ensuring consultations and coordination with women's organizations and groups, as well as national gender machineries (e.g., Ministry of Gender).
  • Determination of areas of cooperation based on development and recovery programmatic needs on GEWE priorities and needs, aligning them with strategic goals of UNDP and donors' priorities.
  • Analysis and research on donors, preparation of substantive briefs on areas of cooperation, identification of opportunities for cost-sharing.
  • Suggest short/medium and long-term sector-tailored strategies for the COs to partner with private sector and civil society organizations (with strong focus on women's organizations) and coalitions around GEWE priorities.

 

3. Support in gender-sensitive/ responsive/ transformative development and crisis recovery programming and operations, with focus on:

  • Ensuring effective management of the GEWE components of the development and recovery programming.
  • Portfolio reviews from gender perspective, development of recommendations towards stronger programmatic interventions.
  • Identify the relevant key partners from public and private sectors and civil society organizations and suggest effective collaboration schemes.
  • Supporting design and formulation of development and recovery programmatic interventions on GEWE, in line with the UNDP global Gender Equality Strategy 2022-2025, CO CPD, national priorities and country national development agenda.
  • Ensuring implementation of the Institutional Transformation component of the Gender Equality Strategy 2022-25 at Country Office level.
  • Support Operations, Finance and Human Resources teams and units to integrate gender elements and implement corporate gender policies.
  • Integrating gender dimension in CO programmes and projects, especially the multi-dimensional one.
  • Effective application of gender sensitive RBM tools, establishment of management targets.
  • Strategic oversight of planning, budgeting, implementing, and monitoring of the gender-related programme, tracking use of financial resources in accordance with UNDP rules and regulations. Performing the function of Manager Level 1 (or 2 – depending on needs) in Quantum for project transactions approval monitoring achievement of results.
  • Effective monitoring and evaluation, continuous analysis of the programme environment and timely readjustment of programmes, where possible make women's groups part of the monitoring process.
  • Preparation of regular aggregate reports on activities, outputs, and outcomes; preparation and submission of donor reports in due time and manner.
  • Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

 

4. Provision of technical and strategic advisory services, capacity development and facilitation of knowledge sharing on a gender-sensitive/ responsive/ transformative programming:

  • Advocacy for and strengthening of national capacity for integrating solid gender analysis and gender mainstreaming into national development and crisis recovery policies and programs.
  • Advocate for an inclusive participation and representation of women and marginalized groups in decision making processes, including in crisis response and recovery context.
  • Design and deliver capacity development activities for UNDP personnel and external national partners and stakeholders, as needed on broad spectrum of GEWE topics
  • Support the CO in implementation of UNDP corporate Gender Equality Seal Certification Programme, overall or during selected phases (self-assessment, planning, learning, preparation for final assessment). UNDP has three Gender Seals – Gender Seal for Development, Gender Seal for Public Institutions, Gender Seal for Private Sector, and assignments proposed for any of them, based on the expertise and track-record of the Specialist.
  • Raise awareness and sensitization among various stakeholders to improve women's, vulnerable and marginalized groups' access to services and resources, especially to justice, protection, and health.
  • Provision of top-notch policy and strategic advice to Government on development and implementation of inclusive recovery policies and strategies.
  • Identification, sharing and application of international best practices and lessons on inclusive recovery needs and goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Capacity building for country office personnel (programme and operations).

 

5. Support in evidence and knowledge generation via research and analytics on gender equality and women empowerment aspects, with focus on:

  • Research and assessment on specific priorities areas of GEWE for evidence and data collection and analysis in support to programming, especially in UNDP GES priority areas.
  • Gender audits, gender impact assessments and similar interventions with the UNDP's partner or stakeholder government entities for strengthening national policies and programmes.
  • Applying sense-making and other innovative research methods in regard to identification most topical and nuanced dimensions in regard to GEWE.

OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This position-specific job opening is being advertised for the position of Humanitarian Affairs Officer/Research Manager in New York at UNHQ. The incumbent reports to the Branch Chief.   Responsibilities Within delegated authority, the Humanitarian Affairs Officer/Research Manager will be responsible for the following duties: • Serves as a senior policy officer; advise on overall policy direction on specific issues; and, more generally, reviews and provides advice on a diverse range of policy issues related to safeguarding humanitarian principles and ensuring the effective delivery of humanitarian assistance and the linkages with other related areas (e.g. human rights). • Prepares policy position papers for review. • Monitors, analyzes and reports on humanitarian developments, disaster relief/management programmes or emergency situations in assigned country/area; develops and maintains a "watch list" of countries with potential for humanitarian crisis. • Leads and/or participates in large, complex projects, to include disaster assessment or other missions; coordinates international humanitarian/emergency assistance for complex emergency/disaster situations; ensures necessary support (e.g. staff, funding, specialized equipment, supplies, etc.); prepares situation reports to the international community, apprising of situation to date and specifying unmet requirements of stricken countries. • Assists in the production of appeals for international assistance; ensures the proper use and spending of donor contributions channeled through OCHA. • Assists member states in capacity-building for handling emergency situations; develops country-specific indicators for countries of concern in collaboration with area experts and ensures the subsequent monitoring of these indicators; recommends actions based on the analysis of pertinent information. • Initiates and coordinates activities related to technical cooperation and technical assistance projects in disaster response and disaster response preparedness; formulates project proposals and relevant project documents; provides technical support to field work; reviews and clears project reports for submission to governments. • Analyzes and assists in introducing new technologies for disaster warning/management. • Organizes and prepares studies on humanitarian, emergency relief and related issues; organizes follows-up work, including interagency technical review meetings to support policy development work and decision-making on important issues; and ensures the implementation of recommendations emanating from relevant studies. • Assists or leads, as appropriate, in the preparation of OCHA reports, studies, background papers, policy guidelines, correspondence, presentations, background papers, policy guidelines, parliamentary documents, etc.; with respect to the latter, takes the lead in providing support and information to relevant councils or other entities on specific issues. • Partners with other humanitarian agencies to plan and evaluate complex humanitarian and emergency assistance programmes; helps ensure that latest findings, lessons learned, policy guidelines, etc. are incorporated into these activities, including gender-related considerations. • Establishes and maintains contacts with government officials, other UN agencies, non-governmental organizations, diplomatic missions, media, etc.; ensures appropriate mechanisms to facilitate collaboration and exchange of information both in and outside the UN system, including on early warning and contingency planning, etc. • Serves as the primary focal point on specific topics or policy-related issues; keeps abreast of latest developments, liaises with other humanitarian organizations, donors, etc., ensures appropriate monitoring and reporting mechanisms; provides information and advice on a range of related issues. • Organizes and participates in work groups, meetings, conferences, consultations with other agencies and partners humanitarian and emergency relief-related matters. • May participate in planning and preparation of unit budget and work program. • Provides leadership and work direction to assigned work team, and/or mentors and supervises the work of new/junior officers. • Performs other duties as required.   Competencies  • PROFESSIONALISM: Knowledge of wide range of humanitarian assistance, emergency relief and related human rights issues.  Conceptual and strategic analytical capacity, to include ability to analyze and articulate the humanitarian dimension of complex issues that require a coordinated UN response. As part of the GPN, the Crisis Bureau has primary oversight over Conflict Prevention and Peacebuilding, Rule of Law and Human Rights, Migration and Displacement, Integrated Recovery Solutions, Disaster Risk Reduction and Mine Action. The CB ensures that issues of risk are fully integrated into UNDP's development programmes and assists UNDP partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  Within the Crisis Bureau, the Recovery Solutions and Human Mobility (RSHM) Team has special responsibility to lead UNDP's corporate policies and programmatic engagement on integrated recovery solutions, including stabilization, reintegration and mine action (Strategic Plan result 3.3) and human mobility, including forced displacement (Strategic Plan result 3.4). The RSHM team also serves as focal point for the global partnership with relevant UN Agencies such as UNHCR and IOM and UN Secretariat entities such as UN/DDR Section and UNMAS.   Position Purpose The Team Leader for RSHM is a member of both the Crisis Bureau senior management team and the GPN management team. S/he has authoritative technical knowledge of recovery and resilience building for sustainable development with a focus on area-based approaches to recovery, livelihoods and economic recovery, human mobility (migration and forced displacement), stabilization, reintegration, and mine action.  Within the Crisis Bureau, s/he is the overall focal point and lead on recovery issues. S/he is responsible for providing leadership and substantive direction to all the Team's sub-thematic areas and experts located both in HQ, the Regional Hubs and relevant Global Policy Centers, as well as for the overall management of staff. S/he works closely with all other teams in Crisis Bureau and Development Policy Bureau to ensure integrated and coordinated support to countries.  S/he will bring world-class authoritative leadership, advice and technical expertise, leading advocacy and speaking authoritatively on behalf of the Team and the organization, establishing guidelines and directing the work of staff within the Team.  S/he will facilitate the creation of integrated support and ensure an integrated multi-disciplinary approach to recovery and resilience building in crisis and post crisis settings.  S/he is accountable for the following functions:  - Policy formulation and development.  - Policy advice and programme support delivery for Recovery and Resilience. - Team management.  - Partnerships, representation, advocacy and resource mobilization. - Knowledge development and management.   Duties and Accountabilities Policy Formulation and Development  - Lead and guide the Team in the development of UNDP strategic policy and thought leadership on the visioning, support and implementation of the thematic areas of economic recovery, migration and displacement, stabilization, mine action, re/integration and recovery in crisis and post crisis within the context of the UNDP Strategic Plan and SDGs. - Direct and substantively guide the Team on integrating UNDP's support to area-based approaches, stabilization, migration and forced displacement, DDR and mine action into a coherent resilient recovery policy framework for crisis and post crisis situations. - Provide substantive inputs in the formulation and development of UNDP's integrated policies and strategies ensuring that the thematic areas are incorporated where required. - Lead and coordinate the production of relevant analysis and guidance, in close collaboration with GPN substantive and strategic policy teams on emerging issues of global significance. - Design high quality policy initiatives and research for different contexts on key emerging policy agendas, in collaboration with UNDP offices at global, regional and country level, UN entities, in particular UNHCR, IOM, ILO, UN/DPO (DDR Section, UNMAS) and other partners. - Oversee the quality assurance of policy services and foster policy innovation in the thematic areas of area-based approaches, economic recovery, stabilization, migration and displacement, mine action, DDR and recovery in crisis and post crisis. Policy Advice/ Programme Support Delivery for Recovery and Resilience - Provide substantive leadership, supervision and guidance to the policy advisors in their provision of integrated policy and programme advisory services to country offices in the thematic areas, ensuring relevance of the services provided to country and regional context in particular crisis and post crisis situations. - Ensure the timely identification and provision of world-renowned expertise which creates global recognition of the organization as the authority, source of innovation and effective hub of the global community on issues of economic recovery, migration & displacement, mine action, re/integration and recovery. - Provide high level and effective coordination of delivery on technical assistance, policy development and programme support on knowledge domains that cut across the organization in particular migration and displacement, and recovery. - Ensure coherence and alignment of Crisis Bureau's economic recovery, migration and displacement and recovery work with relevant corporate policies and strategies, and maintain close contact with the other teams in Crisis Bureau, Development Policy Bureau within the GPN, regional hubs, Regional Bureaux and other key central bureau units; - Guide the team in using integrated multi-disciplinary approaches to meet policy and programming needs in line with corporate guidance and standards. - Liaise with CB Country support management team and Regional Bureaux teams to ensure a rapid and well-coordinated response to crisis and conflict situations and provide related contributions to UNDP SURGE for country offices. - Liaise with external partners and the SDG Integrator Team to provide support to SDG implementation especially G16Plus implementation; SDG Accelerator labs; and integrated support missions from the thematic perspective.   Team Management - Set the direction for the team, including roles and responsibilities, accountability, and reporting. - Promote a collaborative work culture in the team, in the spirit of the GPN, working in full collaboration with the Inclusive Growth Team and the other CB thematic teams. - Lead and manage staff in the team in the formulation and implementation of the substantive work plan of the team and oversee staff accountability. - Ensure that the technical capacity of the policy advisors and specialists managed is optimally aligned with business needs and that team members are encouraged to seek new client opportunities and amplify the value and reputation of BPPS in the thematic area. - Encourage the team to critically assess itself against emerging trends and thinking in the profession. - Ensure that Performance Assessments are carried out according to UNDP procedures. - Establish and maintain an enabling environment for staff well-being, harmonious working relationships and team building, by promoting consistent and constructive communication, open information sharing, and coordination among all staff. - Ensure that the work of the team is conducted in accordance with relevant business processes and that high-quality outputs are delivered on time. Partnerships, Representation, Advocacy and Resource Mobilization - Mobilize, foster and strengthen strategic key partnerships with key UN agencies and other relevant bodies, including UNHCR, IOM, ILO, UN/DPO (DDR Section, UNMAS) and the World Bank, governments, think-tanks, research institutions, academia, and other development partners to bring resources, expertise and attention to the thematic areas of economic recovery, migration and displacement, mine action and recovery. - Coordinate UNDP's engagement in migration and displacement with other UN agencies in particular the UN Migration Network, the Steering Group on Internal Displacement, the Inter-Agency Working Group on DDR, the European Union, and the World Bank. - In collaboration with BERA and under the coordination of the Deputy Director, lead resource mobilization to support the delivery of UNDP results. - Represent the Crisis Bureau and /or GPN in UNDP's corporate discussions, in interagency coordination, policy processes and in other fora to engage partners in advancing the Team's and hence UNDP's strategic agenda. - Advocate the importance of the Team's thematic areas, and the SDGs in various international fora.
