About this position
We are looking for a professional with strong program management skills, a deep understanding of the Caribbean region, and validated experience in advancing a multi-stakeholder and multi-sector agenda of sustainable and inclusive development in the Caribbean.
The Caribbean Country Department (CCB) is responsible for the promotion and development of IDB country and regional strategies and programming aimed at achieving greater economic and social progress. The principal objective of CCB's work program is to support the development agenda of Caribbean countries. To that end, the Department supports the conceptualization, processing, negotiation, and implementation of regional and country-specific projects and programs; leads and maintains the relations of the Bank with member countries; supports the implementation of country-specific and regional operations; promotes and coordinates the use of funds administered by the Bank; and helps to supervise the project-related fiduciary activities of Bank borrowers and beneficiaries. The Department is also responsible for the promotion and development of Bank country/regional strategies and programming, as well as knowledge and capacity-building work that will contribute to country/regional dialogue.
The IDB Group, through CCB, will implement "ONE Caribbean," which is a regional umbrella program to address the Caribbean region's common problems under four priority areas: (1) climate adaptation, disaster risk management and resilience;   (2) citizen security;   (3) private sector engagement; and   (4) food security.   In addition, the Program will focus on strengthening institutions and facilitating digital transformation as crosscutting areas. 

 

What you'll do: 


As the One Caribbean Coordinator, you will work independently with minimal oversight, leading and handling the implementation of the One Caribbean initiative, in close collaboration with other relevant areas of the IDB Group. This includes, but is not limited to:

  • Advising and making recommendations to the Vice-Presidency of Countries and CCB in the preparation, development and implementation of the national and regional dialogues with diverse partners and relevant stakeholders, as well as strategy and country programs related to One Caribbean.
     
  • Providing input to the Caribbean Country Department Manager on the development of operational strategies, policies, and guidelines in the four priorities of One Caribbean.
     
  • Ensuring strong coupling between the One Caribbean initiative and the IDB Group's institutional strategy, as well as with other regional initiatives, both under IDB administration or externally handled.
     
  • Promoting alignments, consistency and strong integration of transversal issues, results and knowledge creation and dissemination, as well as encouraging experimental programs and a groundbreaking research agenda.
     
  • Representing CCB, as appropriate, in external initiatives with others Multilateral Development Banks and relevant National and International Organizations.
     
  • Developing a roadmap for implementation of One Caribbean, with a timeline of activities, achievements, bottlenecks and corresponding mitigation actions, as well as main activities to be developed under the main pillars. The roadmap should also include a dissemination strategy and the foreseen actions to strengthen the results framework already proposed in the One Caribbean initiative. 
     
  • Collaborating with the Office of Outreach and Partnerships (ORP) in resource mobilization efforts, contributing with strategic and operational inputs to showcase One Caribbean. 
     
  • Leading the coordination and monitoring of the Project Preparation Facility (PPR).
     
  • Overseeing, jointly with the Office of Strategic Planning and Development Effectiveness (SPD), the monitoring of impact indicators associated with One Caribbean.
     
  • Crafting and leading the evaluation of One Caribbean results, preparing interaction with the Board.
     
  • Generating knowledge as it pertains to the Caribbean region, ensuring that best practices and lessons learned are captured and shared with others.
     
  • Contributing to the training and development of others, coaching and mentoring junior staff to build technical expertise.

 

 

 

Qualifications

What you'll need: 

 

Education: Master's degree (or equivalent) in Public Policy, Economics, Law or similar field in the social, sciences or humanities that is relevant to sustainable and inclusive development.

 

Experience: A minimum of 10 years of validated experience related to advancing sustainable and/or inclusive development in the Caribbean region is needed. Additional experience in the following would be a plus:
 

 

  • Conducting strategic-level technical dialogues with diverse groups (e.g. public sector, private sector, civil society, and/or traditional communities), including dialogues in matters related to our work.
     
  • Facilitating dialogues and negotiations that directly involved more than one Caribbean Country.
     
  • Connecting strategic-level discussions with realities at the operational level.
     
  • A working understanding of multi-lateral development banks.
     
  • Understanding of the fundamental economic, socio-cultural and environmental characteristics of the Caribbean territories within the One Caribbean initiative.
     
  • Diplomatic skills with a track-record of strengthening impactful collaborations among diverse counterparts.  
     
  • You can quickly adapt to changing circumstances while maintaining focus on quality, priorities and results.
     
  • You show a collaborative spirit that allows you to integrate quickly and contribute effectively to a wide variety of settings with a variety of partners.

 

Languages:  Proficiency in English is required. Additional knowledge of another Bank language (Portuguese, Spanish, French) is a plus.

The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ). Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.  The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff.    Duties and Accountabilities: The Operations Officer will report to the GEF Policy and Operations Manager and will focus predominantly on project cycle management with both internal and external clients – e.g., GEF Secretariat, GEF implementing Agencies, and GEF Participants/countries.  The main duties and responsibilities will be to: (a) support the development of GEF policies and corporate strategy; (b) provide strategic advice on internal processes and procedures, and policy implementation; (c) carry out operational quality reviews and administration of key workflows and support project and program reviews by internal clients; (d) contribute to preparation of analytical reports in response to requests from key stakeholders and responding to business needs; (e) support portfolio management; (f) collaborate with information technology teams on requirements for GEF systems (GEF Portal). Specific duties include the following: i. Provide critical contributions to the process of overall project and program reviews; ii. Take specific responsibilities for the operational quality review of key project documents submitted for GEF approval;  iii. Provide advice, coaching and support to staff in other units in the GEF Secretariat, as well as to external partners on issues related to GEF policy and guidelines; iv. Collaborate across different units in the GEF Secretariat, and with other members of the GEF Partnership, to help ensure smooth processing of funding proposals and other GEF business processes; v. Coordinate and gather project data required; vi. Monitor and ensure GEF project and program information is accurate across different online platforms;  vii. Contribute to the preparation of business requirements and follow-up on the adjustments of the functionalities to business process systems, such as the GEF Portal; viii. Prepare analytical reports on the GEF portfolio for targeted audiences including donors, Council, international organizations, among others; ix. Provide inputs to corporate monitoring requests, prepare and analyze GEF portfolio reports/dashboards and identify existing or potential issues, focusing on risks in operations; x. Monitor and report on follow up actions resulting from portfolio/pipeline reviews and discussions, and GEF governing Council decisions; xi. Prepare briefings, talking points, presentations and action plans on GEF portfolio for senior management, Council, and other audiences as requested.   Selection Criteria The ideal candidate will have operational experience in a field relevant to the GEF mandate as well as exposure to members of the GEF Partnership, in positions with a GEF implementing agency, a government and/or a Civil Society Organization.  Key requirements are: • Master's degree in a relevant discipline with a strong quantitative background. The IDB is an accredited agency of the GEF, with full and direct access to their funds, engaging in the preparation and execution of grant and non-grant projects.  You will work in the SC Division, which is part of the Climate Change and Sustainable Development Sector (CSD) Department. This team is responsible for supporting government policies and plans on climate change and sustainability. It provides technical advice and concessional financing and helps mobilize private financing to implement these policies and plans. The unit houses the Global Facility for Disaster Reduction and Recovery (GFDRR) umbrella trust fund partnership and a number of standalone trust funds, and manages technical partnerships and delivers services through 14 global technical programs. The Unit has the majority of its staff in Washington with smaller satellite offices in Brussels, Paris, and Tokyo. The GFDRR Secretariat is responsible for resource mobilization, awarding and managing grants, reporting on results, and carrying out outreach and partnership development. The Global Unit acts as the support hub for a decentralized network of Disaster Risk Management experts within the World Bank.   Senior Specialist – Monitoring, Evaluation, and Learning Expert  The GFDRR is seeking a Senior Specialist to lead the Global Unit's and GFDRR's evaluation and learning work, in close collaboration with our portfolio team currently comprised of one other Sr. Specialist as well as several analysts who oversees our grant monitoring functions. The Unit has been working to improve development impact measurement and monitoring related to both our knowledge and technical services as well as to our grant allocation functions. The Senior Specialist will be leading the continuation of this work. In addition to working closely with the unit's portfolio team, the Sr. Specialist will build relations and be working with the team leads of the Unit's 14 technical lines of work, work with the Sr. DRM Specialist leading the Unit's involvement supporting the World Bank's corporate work on disaster and climate risk related indicators, and become a core member of the team delivering the GFDRR Annual Report and the GFDRR Annual Work Plan, as well as lead the delivery of the commitments to the GFDRR donor group related to GFDRR Umbrella TF  monitoring, evaluation, and learning plan.    Role and Responsibilities • Oversee the implementation and when needed update the GFDRR's MEL framework, including theory of change, results framework and indicators, evaluation and learning plans covering both the GFDRR Umbrella and other trust funds managed by the Unit. • Support and advise GFDRR's results data collection, monitoring and reporting including data validation and quality control;  • Assist the Unit's global technical teams in selecting appropriate M&E indicators for their lines of work • Lead the work to set baselines and targets for GFDRR's new strategy phase (starting FY25), annual work plan as well as GFDRR funded projects and programs.  • Plan and organize periodic MEL workshops to agree on major decisions relating to GFDRR's MEL plan and activities based on consultation and feedback from donors, GFDRR teams and other key stakeholders.  • Design and carry out or coordinate GFDRR's multiyear and multifaceted evaluations (formative and summative as well thematic, country level and programmatic evaluations) with support from the GFDRR teams and outsourced consultants/firms.  • Prepare high-quality reports on the GFDRR's monitoring and evaluation progress and results, including periodic progress updates to donors, Annual Progress Report as well as other reports as needed. • Identify major gaps, lessons and areas for improvement based on M&E's findings and recommendations; extract, synthesize, and craft compelling lessons learnt from GFDRR-funded projects or programs in support of the GFDRR's key decision making, learning and communications needs and activities.  • disseminate key findings and recommendations from M&E activities and promote or facilitate internal learning accordingly.  • Represent the GFDRR's M&E perspectives at different fora, as needed, including within WB and other key stakeholders. • Other duties and tasks as might be specified from time to time.   Selection Criteria • Master's degree in in in international development, public policy, economics, statistics, social science, or other related fields and at least 8 years of relevant professional experience in World Bank or other IFI operations that can be applied to evaluation work. Some experience and/or an aptitude for designing and conducting evaluations. • Good understanding of monitoring and evaluation principles and best practices with proven knowledge of a range of monitoring and evaluation methods, results-based management, monitoring, and participatory approaches.  • Demonstrated knowledge and experience in developing and implementing theories of change, results frameworks, evaluation and learning plans, especially in monitoring and evaluation analysis of development projects and programs, using quantitative, statistical and qualitative analysis for complex, multicomponent programs and funds across sectors, regions, and topics. • Good understanding of international development topics, especially those relating to climate mitigation, resilience and adaptation, and disaster risk management, gender and social inclusion, or sector exposure to sustainable development in developing countries. • Knowledge of WBG operational and trust fund policies and procedures is a plus. • Ability to conceptualize and produce concise, logical, clear, user-friendly, and persuasive written outputs, reports and presentations; Data visualization and/or IT skills a plus • Proven project management, planning, and organizational skills; able to multi-task, deal with conflicting priorities and deliver high quality work on time. • Demonstrated excellent analytical, writing and oral skills.
