Organizational Setting

The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. 

The External Relations Department (ERD), comprising the Communications Division (COM), and the Global Engagement Partnership and Resource Mobilization Division (GPR)  leads IFAD's engagement with Member States and other stakeholders, including through public and political advocacy, global policy engagement, resource mobilization and strategic communications. 

The Communications Division (COM) leads implementation of IFAD's Global Communications and External Advocacy Strategic Approach and acts variously as facilitator, partner and leader with regards to delivery of IFAD's internal and external communication work. COM is a strategic partner for IFAD departments, divisions, offices and units in Rome and across the globe. The division has a team of expert staff in media relations, video production, writing and publishing, web and other digital media, graphic design, visual identity, brand management, internal communication and campaigns and events to meet IFAD's communication priorities.

The Chief, Strategic Communications works under the direct supervision of the Director of Communications and in line with IFAD's corporate communication strategy.

 

Job Role

The Chief, Strategic Communications, heads up the Strategic Communications Team and leads and advises on COM's work to ensure a dynamic and innovative external communication programme, including compelling storytelling, media outreach, social media, web/digital communications, video and reputation management. The Chief, Strategic Communications brings a proven track record in driving global coverage across elite markets and building global campaigns with the digital platforms to deliver them. The Chief, Strategic Communications also leads and advises on COM's internal communication work.

 

Key Functions and Results

1.STRATEGIC COMMUNICATION:

      (a) Lead the Strategic Communication Team's contributions to the implementation of IFAD's communication strategy;

      (b) Assess the overall effectiveness of IFAD's strategic communication approaches from the media, web, social media, video and internal communications perspectives,  and adjust approaches and techniques as required;

      (c) Lead and direct a team of communication officers and consultants with expertise in media outreach, web and social media, video production and internal communications; build synergies and team capacity to ensure that colleagues deliver high quality and on target products and activities, including coordinating with the relevant COM staff to ensure that agreed priorities are met;

      (d) Lead COM's work to intensify IFAD's internal communication and to ensure a dynamic and an innovative external communication programme, including through strategic approaches to media and social media outreach, web and video content creation, reputation management and events;

      (e) Represent the Communication Division in important meetings, conferences and events, both internally and externally;

      (f) Co-leads and plans strategic communications and external outreach/visibility in/for our decentralised locations working with our regional and national communications officers.

 

2. NEWS and MEDIA OUTREACH AND REPUTATION MANAGEMENT:

      (a) Oversee the conceptualization of IFAD's approach towards print and broadcast media, taking into account the need to support an independent media agenda and to leverage developments in digital media; manage the implementation of this new approach. This will include providing guidance on positioning IFAD spokespeople, targeting non-traditional IFAD media contacts, developing new types of media materials and creating new opportunities, venues and platforms to promote IFAD's work;

      (b) Oversee the work of the Communications Manager, Global Outreach to lead the organization's media relations, working closely with the Corporate Content and Regional Outreach Team to ensure coherence in COM's media outreach efforts at the global, regional and national levels and to maximize results;

      (c) Guide the effort to develop a stepped up media training programme for key IFAD staff in Rome and in the field as part of COM's broader capacity development programme;

      (d) Create and maintain networks of high level communication contacts with key influential journalists in the international arena and boost IFAD's positioning with them;

      (e) Act in the absence of the Director of Communications as the senior media spokesperson for IFAD;

      (f) Monitor and flag reputational risks and crisis communication needs within COM. Under the guidance of the COM Director, collaborate with other members of the COM rapid response team to develop recommendations for senior management and/or other key staff/units with regards to responses (to the media or stakeholders) to sensitive matters or crises impacting IFAD operations or staff and propose and implement approved plans to offset reputational issues;

      (g) Lead the implementation of strategic outreach initiatives involving a wide variety of audiences and partners, including parliamentarians, academia and notable international personalities;

      (h) Co-leads and plans media and outreach plans in/for our decentralised locations working with our regional and national communications officers. 

 

3. DIGITAL / MULTIMEDIA PRESENCE: Build on and advance COM's work to strengthen and boost IFAD's digital presence, taking into account IFAD's decentralization and transparency agendas as well as current research and best practice. Lead the development, execution and implementation of IFAD's social media strategy, policies and guidelines; oversee the planning and supervision of social media campaigns for corporate events and activities; integrate social media with external initiatives and campaigns; ensure collaboration with other UN and International FinanciaI Institutions (IFIs) agencies' social media strategists to raise awareness and understanding on rural poverty related issues; develop a training curriculum and oversee briefing sessions on social media tools as part of COM's communication capacity development programme. Develop a strategic vision for IFAD's web-based communication channels and on-line presence; lead the design and management of IFAD's internal and external web-based communication channels; establish policies, procedures, guidelines, quality and editorial standards for these channels. Oversee expansion of content in IFAD's official languages on the corporate website and on IFAD's social media channels. In support of the knowledge management agenda, develop and implement innovative collaboration solutions. Explore opportunities for new partnerships which could provide value to IFAD's digital presence. 

 

4. CAMPAIGN AND EXTERNAL VISIBILITY:

      (a) Take the co-lead in strategy, planning, development and implementation of external campaigns and strategic approaches to storytelling; where appropriate, works with other departments, IFAD country offices and other agencies to develop and implement campaigns and incorporate campaign message and themes into all relevant events and products;

       (b) Provide advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems;

      (c) Develops strategic partnerships with key constituencies to maximize IFAD visibility and elicit support for and impact of  communications objectives;

      (d) Draft strategies for the distribution of content which maximizes reach and impact with target audiences;

      (e) Evaluate results and impact of communications activities, reporting on developments, trends and attitudes regarding the UN and International Financial Institutions (IFIs);

     (f) Represent the institution in meetings and conferences; fulfill speaking engagements and make presentations to groups on IFAD's activities and issues of concern; organize media coverage and arrange for media contacts, briefings, interviews; organize seminars, lectures, conferences, public events on major issues and events concerning the organization;

      (g) Build information networks; plan and oversee maintenance of publicly accessible information materials on the Organization; plan and develop outreach activities;

      (h) Oversee publications programme; produce materials for print/electronic/voice/visual media.

 

5. INTERNAL COMMUNICATION:

      (a) Lead development and implement IFAD's internal communication strategy in consultation with key partners to inform and engage staff about IFAD's work;

      (b) Provide guidance to colleagues on internal communication opportunities and ensure messages are consistent and coherent;

      (c) Recommend, implement and maintain internal communication tools to foster two-way transparent communication and enhance flow of information, particularly between colleagues in the field and HQ; flag internal communication challenges to senior management in a timely manner and recommend mitigation strategies;

      (d) Conceptualize, manage, and continuously improve IFAD's internal communication channels, including internal events and products;

      (e)  Oversee development of an on-going internal communication training/sensitization programme. 

 

6. MANAGERIAL FUNCTIONS:  

      (a) Prepare work-plans, budgets and reports for the various work streams led by the Strategic Communication Team. Monitor/manage budgetary resources allocated to the Strategic Communication Team;

      (b) Identify, recruit and ensure effective supervision, utilization and development of communication staff dedicated to strategic communications; assess the skills of external suppliers and consultants in select capitals contributing to the delivery of the Team's work programme; select suppliers and manage related rosters;

      (c) In consultation with the Chief, Corporate Content and Regional Outreach, ensure that the human resources and financial resources invested in strategic communication efforts are both effectively managed and optimally used;

      (d) Liaise constantly and work with Chief, Corporate Content and Regional Outreach,  and members of the team, to ensure seamless collaboration and successful delivery of high quality, multifaceted communications operations and products;

      (e) Exercise political sensitivity, keen diplomatic skills and good judgment in carrying out high level communication work;

      (f) Demonstrate mastery of IFAD behavioral competencies and serve as a role model in this regard in COM.

 

Key Performance Indicators

Assignments require the provision of authoritative professional expertise. The Chief, Strategic Communications is expected to drive global coverage, campaigns, and storytelling to position IFAD as the authoritative voice on rural transformation, climate adaptation in small-scale farming, and innovative methods to scale up investments in food systems. The Chief, Strategic Communications leads and manages the team and represents IFAD amongst external partners. Work at this level is considered of critical concern to the Fund as it serves to improve IFAD's partnerships, corporate outreach and engagement in the assigned regions. An inadequate handling of activities may result in damaging the credibility of the Fund with partners in the assigned regions.

 

Working Relationships

The Chief, Strategic Communications serves as the Fund's lead expert in the team and exercises wide professional latitude in developing and maintaining strategic communication and collaboration with key contacts in the assigned regions in order to expand communication and increase resources for smallholders. The incumbent acts as a credible voice of the organization and represents IFAD combining the capacity to present, identify opportunities, establish frameworks for interaction and maintain/grow relationships over time.

Education:

  • Level – Advanced university degree from an accredited institution in a technically relevant area. The Advanced University degree may be substituted by a first university degree (Bachelor or equivalent) plus at least four additional years of relevant professional experience, over and above the minimum number of years of experience as stipulated below.

Experience:

•   At least ten (10) years progressively responsible experience in supervisory / team leader communication roles, such as global media outreach, digital communications and video, campaigns and external visibility. Newsroom experience desirable.

•   Experience managing a decentralised communications structure across the humanitarian, development, international finance or philanthropic landscape.

•   Proven experience in innovation integration such as data story-telling techniques, VR and AI optimisation, in communications and external visibility.

•   Four (4) years experience in a multi-cultural or national organization providing support on a global scope; field communications experience desirable.

Other Information

The structure of IFAD is currently undergoing a recalibration process. The definite set-up of the Communications Division is being finalized and is subject to confirmation of institutional processes requirements, which will be confirmed during the recruitment process.

IFAD staff members are international civil servants subject to the authority of the President of IFAD. In accordance with IFAD's Human Resources Policy, the President can decide to assign them to any of the activities of the Fund. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation.  The Strategy and Knowledge Department (SKD) provides expert guidance on IFAD's strategic direction, thematic priorities and technical quality of IFAD's operations. It plays a critical role in providing technical expertise to operational teams to enhance development effectiveness, by generating  and disseminating IFAD's development knowledge and evidence on strategic themes, and encouraging innovative application of cutting-edge global knowledge and evidence in IFAD investments to support countries tackle their most complex development challenges in fostering inclusive and sustainable rural transformation. SKD is composed of the (i) Environment, Climate, Gender and Social Inclusion Division (ECG); the (ii) Sustainable Production, Markets and Institutions Division (PMI); and the (iii) Research and Impact Assessment Division (RIA). ECG is composed of two clusters: (i) Environment and Climate Change Cluster; (ii) and the Social Inclusion Cluster. ECG takes the lead in integrating cross-cutting themes of environment and climate, nutrition, gender, youth, and indigenous peoples into IFAD's portfolio, with the aim of strengthening the quality and impact of IFAD's operations. ECG also contributes to the generation of evidence and knowledge on these themes, and facilitates their use in IFAD-funded projects and activities. In addition, ECG provides guidance and support to ensure the inclusion of marginalized groups, particularly women, indigenous peoples and rural youth, into IFAD operations. Addressing environmental, biodiversity and climate change issues are inseparable from IFAD's mission to overcome poverty. The Technical Specialist (Indigenous Peoples) works under the overall strategic, policy and management guidance of the  Director, ECG and the direct supervision of the Senior Technical Specialist (Indigenous Peoples).   Job Role The Technical Specialist is a seasoned professional in a specialized thematic area; the incumbent reports either to a more senior Technical Specialist or to the divisional Director. At this level Technical Specialists independently analyse technical and policy problems of concern to IFAD, intergovernmental bodies, and national authorities and provide substantive technical input to the development of policies, technical strategies and proposals. The incumbent may work collaboratively with the thematic Technical Specialists, Country Directors and other staff to ensure consistency, cohesion and synergy in the application of technical advice and provision of programme development support. Position specifics: The Technical Specialist (Indigenous Peoples) works collaboratively with respective ECG Technical Specialists (both Environmental/Climate and Social Inclusion), PMI thematic specialists, country teams and other staff across IFAD to ensure coherence, consistency and ultimately the good performance of IFAD's funded projects in all stages of the project cycle. The Indigenous Peoples team leads the implementation of the IFAD's Policy on Engagement with Indigenous Peoples, as well as of other corporate priorities, including IFAD13 commitments related to Indigenous Peoples. Considering the broad Indigenous Peoples' agenda to implement, the team works in close collaboration with the other teams in the social inclusion cluster, with the regional divisions in PMD, and across IFAD.   Key Functions and Results 1.TECHNICAL ADVICE: On the basis of seasoned technical knowledge and analysis of current thematic conditions, emerging development challenges and the state of rural poverty at the country, regional and global levels, the Technical Specialist provides sound technical advice to improve IFAD's s capacity to address rural poverty, to support national programmes and to enhance IFAD's reputation as a trusted and valued partner.  Accountabilities may include:  - Providing technical expertise in the Identification, elaboration and assessment, in accordance with existing organization guidelines, technical opportunities, proposals and feasibility studies for development projects and programmes and monitoring their execution;  - Participating in country programme management teams (CPMTs) and providing technical, analytical inputs to IFAD country strategic opportunity papers (COSOPs), project designs as well as to other policy documents related to rural development and poverty reduction; and  - Participating in project missions as necessary and pilot methods of analysis for IFAD projects Review proposals for small and large grants as required.  2. KNOWLEDGE MANAGEMENT: The Technical Specialist enhances the development of viable and sustainable policy and project development at the country-level and supports regional thematic input through seasoned technical knowledge sharing for the area of specialization. The incumbent will ensure country-level access to the latest sources of knowledge and innovation, strengthen national technical capacity and establish new knowledge and advisory partnerships. Accountabilities may include: - Sharing knowledge and experiences generated through activities such as analytical studies and regional grants with colleagues in the country programme as well as the division;  - Conducting relevant knowledge development and dissemination with institutions outside of IFAD within the region concerned and national Institutions, disseminating knowledge and lessons learned with peers, counterparts and stakeholders through drafting of Occasional Papers, journal articles, seminars and workshops, through electronic media (e.g. web resource platforms and social media) and the development of new knowledge products and operational tools that are informed by learning from the field; and  - Participating in IFAD-wide thematic discussions and developing appropriate technical and operation approaches of relevance to the country/divisional strategies and programmes.  3. PARTNERSHIP BUILDING AND RESOURCE MOBILIZATION The Technical Specialist establishes and maintains a network of peer contacts inside and outside IFAD to keep up-to-date on activities at the country and regional levels, to support joint advocacy and for knowledge sharing to enhance the Fund's profile as a highly competent and viable partner in development. Accountabilities may include:  - Building partnerships with complementary technical organizations, NGOs, and specialized departments of other development agencies as potential operational and strategic partners at regional and country levels;  - Strengthening IFAD's representation and communication in technical issues (including representing IFAD at international, regional, inter-agency meetings, seminars and conferences I); and  - Mobilizing new resources for IFAD, in collaboration with the RBMO, through partnerships and outreach activities.  4. MONITORING, EVALUATION AND REPORTING The Technical Specialist contributes to managing the monitoring, evaluation and reporting of technical activities and components of programs/projects in order to enhance country level programme and funding decisions based on accurate technical data. Accountabilities may include:  - Developing monitoring and evaluation criteria for technical components of programmes and projects;  - Implementing performance monitoring systems and new approaches to performance monitoring; and  - Preparing analytical findings and reports for divisional and country-level decision making on project viability and sustainability.  5. COUNTRY PROGRAMME ADVICE AND DEVELOPMENT: Under the supervision of the Senior Technical Specialist, the incumbent will ensure appropriate and up-to-date technical advice to country programs, including the preparation of country strategies, and project design and implementation. In particular the incumbent will:  - Provide technical support to Project Delivery Teams (PDTs), project management staff, consultants, and national programmes at all stages of the project cycle, including undertaking design, implementation support and supervision missions, to ensure good practices are fully integrated into projects and country strategies;  - Support provision of trainings to staff on Indigenous Peoples' issues, the IFAD Policy on Engagement with Indigenous Peoples, and the Free, Prior and Informed Consent and all processes related to IFAD's Social, Environmental and Climate Assessment Procedures (SECAP), the IFAD safeguards for managing risks and impacts.  - Contribute to building synergies with the other thematic areas under ECG, i.e. gender, youth, nutrition, biodiversity and climate in country programmes; - Support the management of the Indigenous Peoples' Assistance Facility (IPAF) at country level. The IPAF, as one of the instruments to implement the principles of engagement of the Policy, is a funding instrument that finances small projects that foster self-driven development and strengthen indigenous peoples' communities and their organizations. - Support the country-level processes of the Indigenous Peoples' Forum at IFAD (IPFI), including managing relationship with its Steering Committee. 8. KNOWLEDGE MANAGEMENT: The Technical Specialist will support capturing, systematizing, and sharing the results generated from IFAD portfolio of loan and grants, and of the Indigenous Peoples' Assistance Facility, and engage in new and existing knowledge partnerships. PARTNERSHIP BUILDING AND RESOURCE MOBILISATION: The Technical Specialist develops and maintains a network of contacts inside and outside IFAD to keep up to date on activities at country, regional and global levels, to support joint advocacy and enhance the Fund's profile as a result-oriented and trusted and viable partner to Indigenous Peoples and to all actors willing to engage with them. In particular the incumbent will: - Engage in and manage partnerships with Indigenous Peoples' organizations at country, regional and global level, with complementary technical organizations, NGOs, and specialized departments of other development agencies, as both operational and global advocacy partners. Organizational Setting The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and  advocates at the local, national and international level for policies that contribute to rural transformation. The Ethics Office (ETH) is a stand-alone division which assists the Office of the President and Vice President, in ensuring that all staff observe and perform their functions consistent with the highest standards of integrity required by the organization's Code of conduct and Core values fostering a culture of ethics, transparency and accountability. The Ethics Office reports administratively to the Vice-President. The Ethics Office main functions include:  - Providing guidance to management to ensure IFAD rules, policies, procedures and practices reinforce and promote those values. - Managing the organization's ethics and anti-harassment programmes, leads corporate efforts on the promotion of the no tolerance policy for sexual harassment , sexual exploitation and abuse by developing and conducting staff training in these areas. - Managing informal and formal complaint mechanisms. This position is located in IFAD Headquarters in Rome, Italy and the Ethics Officer reports to the Chief Ethics Officer.   Job Role Under the general supervision of the Chief Ethics Officer, the Ethics Officer supports ETH's initiatives aimed at preventing and responding to sexual misconduct, including Sexual Harassment (SH) and Sexual Exploitation and Abuse (SEA), and the implementation of ETH's relevant policies and procedures to reinforce IFAD's workplace culture and uphold the values of the Organization. The Ethics Officer coordinates the IFAD Sexual Misconduct Focal Points Programme globally. make prima facie determination whether there are elements that indicate possible instances of unsatisfactory conduct and/or misconduct, and refer cases where such a determination is made to the Office of Audit and Oversight for further investigation, by the IFAD's procedures. - Engage, as needed, on a strictly confidential basis with victims or witnesses reporting sexual misconduct.   - Administer ETH's reporting tools and provide timely answers to requests made via the ethics helpline while applying current IFAD policies and procedures and analysing the root causes of ethical dilemmas. - Conduct in-depth legal research on ETH related topics, identify best international practices, including to prevent and respond to sexual misconduct, and recommend initiatives to the Chief of Ethics to be implemented in ETH Sexual Misconduct annual workplan. - Under the supervision of the Chief of Ethics, draft ETH Prevention and Response to Sexual Misconduct annual workplan and coordinate its timely execution.  2.    Monitoring of Annual Declaration of compliance to the Code of Conduct and Financial Disclosure Programme (FDP) - Support the administration of the Annual Declaration of compliance to the Code of Conduct and the Financial Disclosure program in line with applicable rules and established procedures addressing conflict of interest, actual, perceived, and potential, to mitigate or eliminate them in the best interest of IFAD.  - Provide advice and guidance related to the FDP to IFAD staff and support FDP corporate activities.  3.    Review of Protection against Retaliation requests - Under the supervision of the Chief of Ethics, review requests for protection against retaliation, make a prima facie determination whether there is a credible case of retaliation or a threat of retaliation, and refer cases where such a determination is made to the Office of Audit and Oversight for further investigation, following the IFAD's Whistle-blower protection policy. - Liaise as appropriate with relevant divisions such as the Human Resources Division, the Office of the General Counsel, and the Office of Audit and Oversight to implement IFAD's whistle-blower procedures.  4.    Education, Training and Outreach  - Under the supervision of the Chief of Ethics, develop the Ethics Office's strategy and directions on training and outreach, and plan and conduct training and outreach activities in coordination with other relevant offices as required.  - Develop and deliver education, training, and outreach events on IFAD's Code of Conduct, anti-harassment programs, policy on preventing and responding to sexual harassment, sexual exploitation and abuse, and any other ethical topic within ETH's mandate. - Develop ad hoc ethics outreach materials and activities, including designing advocacy materials to respond to ethical situations. - Increase awareness of IFAD's values, standards of conduct, and procedures through training and outreach. - Incorporate best international practices in ETH's processes.  - Represent ETH in knowledge-sharing activities and on internal and external fora.  5.    Reporting Under the supervision of the Chief of Ethics: - Prepare the Ethics Office sexual misconduct reports to be presented to the Audit Committee and the Executive Board. - Monitor and report progress to the President on the effectiveness of prevention and management of Sexual misconduct at IFAD.  - Prepare regular and ad hoc sexual misconduct reports and communications to the UN Secretariat, IFAD stakeholders, and ETH networks, included but not limited to the United Nations System Chief Executives Board for Coordination (CEB) on SH and SEA and the High-level Committee on Management (HLCM) on SH and SEA. 6.    Coordination and cooperation - Lead ETH's engagements with Ethics Networks (United Nations and IFIs) and Rome-based agencies (FAO and WFP) to discuss best practices to prevent and respond to sexual misconduct.  - Act as ETH Sexual Misconduct Focal Point and participate in regular meetings of the Ethics Network of Multilateral Organizations, Inter-Agency Standing Committee (IASC) Task Team on Accountability and Inclusion; the United Nations System Chief Executives Board for Coordination (CEB) Task Force on Addressing Sexual Harassment; the Multilateral Financial Institutions (MFIs) SEA and SH Working Group; and other regular working groups meetings, as needed.  - Liaise with stakeholders in field locations (the United Nations, IFIs, governments, and others) for closer SH/SEA coordination, knowledge sharing, and collaboration (including SH and SEA resident coordinators and local SEA networks, as appropriate). - Review and assess requests from IFAD stakeholders regarding Sexual misconduct matters and initiatives, including donor´;s initiatives on aligned language on SEAH.  - Support ETH´;s participation in the United Nations innovation challenge in close cooperation with the World Food Programme Innovation Accelerator to identify and propose tangible and implementable projects in leadership, culture, and prevention of sexual misconduct. - Drafting policy guidance and recommendations for managers including senior management referring where appropriate to the legal policy frameworks; drafting of briefs to senior management on ethical matters and other documents for submission to international standard-setting entities, internal governing bodies, and external  bodies, including the United Nations Executive Group to Prevent and Respond to Sexual Harassment. 7.    Operational Support - Under the supervision of the Chief of Ethics, develop, implement and monitor the Terms of reference and framework of the ETH SH and SEA Task Force and Global Focal Point Programme.  - Represent ETH and participate in preparing the Country Strategic Opportunities Programme (COSOP) or Country Strategy Note (CSN) to support the achievement of concrete development results within the 2030 Agenda, including mainstreaming gender, and sexual misconduct preventive measures. - Support IFAD's Social, Environmental, and Climate Assessment Procedures (SECAP) team to develop clear procedures to assess sexual misconduct risk and establish preventive and mitigation measures during the project cycle to maximize IFAD´;s positive social and environmental impact in the field. - When needed, support IFAD's Programme Management Department (PMD) IFAD in handling sexual misconduct complaints in IFAD-funded projects applying SECAP 2015 and SECAP 2017.  - Provide advice, guidance, and support to IFAD Country Directors, Regional Directors, and Country teams on sexual misconduct matters and implementation of ETH policies and procedures, including IFAD policy to preventing and responding to sexual harassment, sexual exploitation and abuse.   - Support the creation of a sexual misconduct risk assessment for IFAD´;s projects: (i) understand the risk of SEA happening and how IFAD addresses the risks, and (ii) provide recommendations to promote safer projects and to enhance IFAD´;s actions to respond to prevent sexual misconduct, including SH and SEA. - Carry out any other tasks assigned by the Chief Ethics in support of the efficient functioning of the Ethics Office. 8.    Managerial functions The Ethics Officer is accountable for integrity, transparency, and equity in the personal use of assigned IFAD resources, including equipment, supplies and, as applicable, staff or consultants supervised.   Key Performance Indicators Work is intricate in that it requires review of a wide range of confidential and sensitive ethical matters and compliance with the organization's ethical standards and applicable norms as well as best practices in the IFIs and UN system. Position-specific functions: - Contribute to the mandate/work of risk management function in efficiently implementing the operational risk and programme delivery framework;  - Assist the unit in the implementation and maintenance of the Risk Control Self-Assessments process across the organization for the identification of risks, existing controls and action plans for mitigation; - Assist in the regular monitoring of the RCSA activity, follow up on action plans and in the preparation and implementation of the work plan for control testing.  - Support the analysis of operational risk incidents recorded in IFAD repository; - Review and challenge the key risk indicators regularly submitted by risk owners for inclusion in the Corporate Risk Dashboard and work closely with risk owners for the identification of new metrics that allow for the enhancement of the control environment;  - Perform the monitoring of Projects risk appetite established by the Board of the Level 2 programme delivery risk sub-categories;  - Perform ad-hoc risk analysis of IFAD projects portfolio in line with the established guidelines; - Perform controls on the first line portfolio risk assessment tools;  - Develop and enhance interdepartmental communication and engage with the 1st line of defence to enabling the evaluation of the adequate implementation of operational and programme delivery risk management practices and effectiveness of controls; - Consult and collaborate with a variety of internal stakeholders to promote risk culture;  - Support the Lead to constantly enhance technical risk committees (Operational Risk Committee and Programme Delivery Risk Committee)   Key Performance Indicators Risk Officers work in an independent and rigorous risk management function and are accountable, under the Lead Officer supervision, for producing various reports to stakeholders and others interested in the activities of the Fund. The incumbent contributes to achieve RMO work plan goals and objectives also through the preparation of new and/or modified versions of existing policies, practices and techniques. Based on a thorough knowledge of finance and risk principles, concepts and systems, the Risk Officer independently performs the full range of tasks assigned. The supervisor may be consulted in the analysis of complex and/or precedent setting cases to ensure consistency in the interpretation and application of regulations and rules and to document such decisions. The work typically requires the identification of the need for changes to risk policies, as well as the authoritative interpretation and application of risk policies, rules and regulations to a broad range of complex casework. The Risk Officer's responsibilities also include supporting the supervisor in key decision-making initiatives. The key performance indicators for Risk Officers at this level include both technical and behavioural results. Accurate performance of assigned risk operations, technical quality in terms of both substantive depth and adaptive relevance to client needs and customer service approach to problem resolution. The Operational and Programme Delivery Risk Officer works in an independent and rigorous risk management function. The incumbent works within a framework of broad policies, principles, and goals, applying a high degree of autonomy in selection of work methods in consultation with the Lead Officer. The key results from this role have impact on the overall effectiveness and efficiency of risk management at IFAD, as well as the successful establishment and implementation of risk policies and standards to accompany the new organizational architecture and business model for IFAD 13 and beyond. The key performance indicators include efficient performance of assigned responsibilities, technical quality, and team working characteristics.   Working Relationships Internally, Risk Officers are the Fund's technical experts. Contacts extend throughout the organization and include Country Office staff, internal audit officers and evaluation officers. The incumbent may need to be performed in collaboration and coordination with other organizational units to ensure the effective implementation of risk management rules and procedures. External work relationships, if and when required by the Lead Officer, supporting the Lead Officer, the incumbent may need to be in direct contact with external auditors and counterparts in other IFI and UN organizations, which normally requires a potential exchange of information with external stakeholders. They are also delegated authority to make commitments on routine aspects of the assignment. Work relationships for the Operational and Programme Delivery Risk Officer involves the provision of cooperation in operational and programme delivery risk advice, including to Lead Operational and Programme Delivery Risk Officer and, when required, to the AVP & CRO. The Officer may represent the Unit on related matters at internal and external meetings, as requested by the Lead Operational and Programme Delivery Risk Officer or the CRO. Internally, the role requires interdepartmental communication on subjects relating to operational risk and programme delivery risks. The Operational risk and Programme Delivery Risk Officer will use their experience on operational risk and programme delivery policy and risk management to ensure overall oversight and adherence to IFAD's policies and procedures. Work relationships will extend throughout the organization.
