The Manufacturing, Agribusiness & Services (MAS) Industry Group plays a vital role in supporting IFC's strategic priorities by investing in the relevant sectors of MAS ('Services' includes health and education plus tourism, retail, and property). MAS sectors play a vital role in emerging markets by manufacturing goods and providing services for use by consumers/end users; their development helps address core needs and create jobs thereby contributing to government revenue and stimulating growth. These sectors can account for as much as 80% of overall economic activity in a country.

The MAS team covering the countries of the Middle East, Central Asia, Türkiye, Pakistan, and Afghanistan (MCT) seeks a Principal Investment Officer to work in IFC's Istanbul office. The position will call for senior leadership in building and maintaining key relationships as well as executing transactions with MAS sector clients. Geographic coverage will be significant in Türkiye but also other parts of the MCT region. The position requires deep and recent experience in business development, evaluation, negotiation, structuring, and executing new investment transactions. The candidate will also be required to oversee select key client portfolio accounts with duties that include portfolio restructurings, rescheduling, capital increases, equity sales, etc. Finally, the successful candidate will be a proven corporate leader in areas such as mentoring and other corporate strategic initiatives, coordinating on a continuous basis with relevant Country Managers and Officers in MCT, staff from Global MAS and other Regional Industry units in MCT as well as other relevant Departments/Divisions within IFC (such as Risk, Special Operations, Environmental and Social, Treasury, and Legal, etc.).

  

Roles and Responsibilities

•  Source and evaluate opportunities that are not only financially, environmentally, and socially sustainable but also have significant development impact

•  Set strategy and lead efforts to develop a strong pipeline of good-quality investment opportunities in Türkiye and other MCT countries

•  Manage mapping exercises undertaken by more junior investment staff

•  Contribute to the active building of the MAS equity and debt portfolio

•  Lead the evaluation, structuring, negotiating, and closing of simple and complex transactions

•  Prepare investment process documentation for internal review and decision

•  Lead portfolio restructurings, rescheduling, capital increases, equity sales, etc.

•  Ensure timely and high-quality portfolio actions on complex issues (such as restructuring, equity sale, and loan conversion) as well as regular waivers and amendments

•  Via quality control provisions, supervise teams monitoring key client compliance with IFC financial, environmental, legal, and other requirements

•  Proactively engage with the Independent Evaluation Group (IEG) and relevant project teams on assessments of IFC's investment portfolio and

•  Contribute to and produce Knowledge Management tools through relevant Lessons Learned from the portfolio and maintain feedback loops from portfolio to new business development, including Upstream

 

Selection Criteria

•  MBA or equivalent professional qualification and a minimum of 15 years of relevant work experience

•  Familiarity with MAS sectors

•  Experience sourcing new clients and securing investment mandates, commitments, and disbursements with a preference for the MCT region

•  Strong sense of service to clients and demonstrated business development and portfolio aptitude. Proven success in developing client relationships and monitoring quality investments

•  Ability to deliver high-quality work within deadlines to meet team objectives

•  Ability to develop innovative solutions and challenge the status quo to build the business

•  Strong written and verbal communication skills in English are required; fluency in Turkish is preferred, while fluency in other MCT languages is also a plus

•  Ability to work in the organizational matrix as an integral part of the Regional Industry Department and an extended member of the Global MAS team

•  Ability to collaborate closely with other parts of the World Bank Group and other DFIs and financing institutions and banks

•  Awareness of environmental and social sustainability issues usually associated with projects in MAS and

•  Demonstrated leadership skills and strong teamwork and communication in a highly diverse virtual environment

This strategy calls for generating unique opportunities by proactively working "Upstream" to create, deepen, and expand markets and to imagine, design and implement investment projects. It requires taking a systematic approach to understanding the regulatory and sector bottlenecks that prevent the flow of private capital into productive investment in our member countries and addressing these bottlenecks through World Bank Group engagement on policy reforms and programmatic interventions at the country and sector level. This strategy also calls for working with Governments and World Bank colleagues to first seek private sector solutions to address development challenges - where such solutions are advisable and can be effective - and reserve public financing for projects only when other options are suboptimal. This approach is called the "Cascade".   IFC's Infrastructure and Natural Resources (INR) Department is looking to hire a Senior Investment Officer to join IFC's infrastructure investment team covering the MCT Region (Middle East, Central Asia, Türkiye, Afghanistan and Pakistan) to be based in Almaty, Istanbul or Tashkent. The selected candidate will provide expertise in the equity and structured mezzanine investment to the IFC Infrastructure regional industry teams primarily for the Central Asia and Türkiye (CAT) sub-region.  This role requires strong and demonstrated technical skills in sourcing, structuring, negotiating and executing equity and structured mezzanine transactions and in asset management. The Senior Investment Officer will also have a significant role in setting equity strategies, day-to-day business operations, equity and structured mezzanine business growth and portfolio management. ALU is principally responsible for advising the Deputy Executive Director, Management, on all administrative-law related matters, including on requests for management evaluation of administrative decisions brought by staff members under the UN Staff Rules and on all matters relating to possible misconduct and the disciplinary process. ALU represents the Secretary-General in proceedings before the United Nations Dispute Tribunal (UNDT) in all cases involving UNICEF staff members. As part of its functions, ALU assists in the development and updating of relevant administrative policies, such as UNICEF's disciplinary and prohibited conduct policies. It also advises on matters relating to the internal justice system in general, which includes liaising with the relevant stakeholders in the UN system of administration of justice, and represents UNICEF in relevant inter-agency working groups.   How can you make a difference? Under the direct supervision of a P-4 Legal Affairs Specialist, the Legal Affairs Specialist will research and provide advice on substantive and procedural matters of administrative law, including management evaluations and disciplinary cases and represent UNICEF in litigation before the UNDT, mediation processes and other other formal and informal procedures. More specifically, the duties of the Legal Affairs Specialist will include: 1. Conduct legal research and analysis with respect to management evaluation requests submitted by staff members under Chapter XI of the UN Staff Rules. Prepare responses for the Deputy Executive Director, Management, with the support of the P-4 Legal Affairs Specialist. Identify and flag the pertinent legal and factual issues and explore options for resolution in order to avoid litigation. Liaise with relevant offices and line managers throughout the process. 2. Review investigation reports received from the Office of Internal Audit and Investigations (OIAI) with a view to recommending appropriate action to the Deputy Executive Director, Management, with the support of the P-4 Legal Affairs Specialist, under Chapter X of the UN Staff Rules, which may include charging a staff member withmisconduct or recommending administrative or managerial measures. Ensure that staff members' due process rights are fully respected. 3. With the support of the P-4 Legal Affairs Specialist, responsible for drafting Charge Letters and Disciplinary Measure Letters, including proposing proportionate sanctions. Liaise with OIAI and the Deputy Executive Director, Management's office throughout the disciplinary process. 4. Assist the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit in defending UNICEF's position in appeals against administrative decisions affecting staff members' contractual rights by preparing oral and written submissions to the UNDT. Draft concise and well-argued submissions. Ensure that submissions meet procedural requirements and are consistent with the principles of administrative law in the United Nations. Identify, where applicable, cases that are amenable to informal resolution; respond to complex inquiries and correspondence. 5. Assist the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit in preparing and conducting examination of witnesses appearing before the UNDT and conducting negotiations with the opposing party. In appropriate cases, conducing the examination of witnesses personally. Prepare recommendations to the Office of Legal Affairs on the possible appeal of UNDT judgments. 6. Undertake other ad-hoc tasks as required by the P-4 Legal Affairs Specialist and Chief, Administrative Law Unit.   To qualify as an advocate for every child you will have? The following minimum requirements: Education: An advanced university degree in law (Master's or Doctorate degree or equivalent) is required. A first-level university degree in law (Bachelor's degree or equivalent), with two additional years (total 7) of relevant work experience, may be accepted in lieu of an advanced university degree.    Work Experience: A minimum of five (5) years' legal experience is required.  Experience as a litigator at the national or international level, including appearing and leading evidence before a court/tribunal/arbitration panel or equivalent administrative board or body, is required. Ability to apply legal expertise and sound judgment to a broad array of sensitive legal and administrative issues. Ability to instill confidence and trust and persuade others?including senior management?to reach agreement. Ability to develop innovative solutions to complex factual and legal problems. Effective communication skills to present information clearly and logically (including legal issues and their possible impact to non-lawyers) orally and in writing. The post will also perform all regular security duties and responsibilities in accordance with UN and UNICEF Security Management Systems. The Security Specialist (Access) contributes to the UNICEF mandate through strong security risk analysis advice, and relevant mitigation. The Security Specialist (Access) manages and supports all security activities in the Gaziantep office. The Security Specialist (Access) post will advise and coordinate with the Emergency Coordinator to ensure staff undertake regular programme-filled missions to northwest Syria and have access to the population in need. The Security Specialist (Access) will engage with the de-facto authorities on behalf of UNICEF to establish and maintain access of UNICEF program including the access of population in need of services. The post is also responsible for advising the Emergency Coordinator on analyzing, advocating and negotiating increased access for programme delivery and support UNICEF partners in access related issues in northwest Syria. The Security Specialist (Access) implements and manages security activities at Gaziantep in close coordination with all members of the UN Security Management System (UNSMS), including the UN Department of Safety and Security, as well as NGO partners in line with the Saving Lives Together (SLT) policy.  As a member of the Security Cell, contributes to the development of assessments, procedures and guidelines, including Security Risk Management (SRM) processes, SRM measures, and the relevant Security Plan(s). How can you make a difference? The Security Specialist (Access) will undertake the following tasks: 1. Access management and negotiations - Maintain stakeholders' access mapping for northwest Syria operations. - Develop and implement humanitarian access strategies and action plans for the UNICEF operations in northwest Syria with UNICEF partners.  - Monitor access constraints facing UNICEF programs, including gaps in assistance and lack of access to deliver humanitarian assistance. - Facilitate sustained dialogue with all stakeholders of relevance to UNICEF operations, including the de-facto authorities and non-state armed actors. - Negotiate access with the de-facto authorities and non-state armed actors; and advice management on engagement strategies with ANSAs. - Monitor access trends, and incidents/constraints in UNICEF programming by setting up monitoring and reporting mechanisms; and ensure UNICEF partners in northwestern Syra report humanitarian access incidents and constraints they face and maintain an up-to-date access incidents database. - Support capacity building efforts to UNICEF partners in NW Syria on access and civil-military coordination in line with UNICEF global policy and guidance. - Provide strategic advice on access dynamics to UNICEF Gaziantep management. - Represent UNICEF and participate in humanitarian access-related interagency coordination meetings (Access Working Group) in Gaziantep; and ensure active contribution and implementation of the inter-agency policy documents related to access. - Provide access technical support to the UNICEF programme staff and Emergency Coordinator. 2. Security Risk Management and Planning - Advise and support the Representative/CFO/CSM in the execution of his/her duties with regards to the security of UNICEF personnel and eligible family members, premises, and in accordance with UN and UNICEF Security Management Systems.  Attend as an observer, all A/SMT meetings, assist the UN Department of Safety and Security (UNDSS) as appropriate and participate as a member of the security cell established by UNDSS. - Provide advice on and manage the implementation of all technical security requirements identified in the SRMs, the Security Plan(s) and the Residential Security Measures (RSM), and support the compliance with other relevant policies, guidelines, and assessments. - Prepare, maintain, and update UNICEF security documentation including security contingency plans and provide the Representative/CFO/CSM with mandatory reports in accordance with UNICEF security reporting guidelines.  This includes the monitoring/reporting on security compliance and the submission of all Security Incident Reports (SIRs). 3. Security Services - Monitor the security situation and provide independent and comprehensive security analysis with the goal of identifying trends and predicting the specific conditions that would impact on the security of UNICEF personnel, eligible family members, premises, assets and resources. - Implement security activities in support of UNICEF operations and participate, coordinate and/or undertake security risk management for all locations where UNICEF personnel and eligible family members are present. - Ensure that UNICEF personnel are kept informed of matters affecting their security and the actions to take in the event of an emergency including those identified in the Security Plan(s) as it relates to UNICEF.  - Ensure there is an effective and functioning communications system for security management within UNICEF that is fully integrated into the UN Emergency Communications System.  - Coordinate with UNDSS to ensure all UNICEF personnel undertake all mandatory security training/briefings and participate in all security related contingency exercises.  - Conduct security surveys of international personnel residences in accordance with the Residential Security Measures (RSM). - Provide technical oversight for UNICEF contracted security providers such as guards service. - Develop and conduct security training for UNICEF personnel as required. - Monitor that all UNICEF offices comply with and periodically exercise security procedures/protocols and guidelines including Security Risk Management Measures (SRM-M) and UNICEF's Global Security Compliance platform. - Oversee the recruitment of additional UNICEF Security personnel, if required. 4. Programmatic Security Information Analysis - Provides analysis to understand security dynamics. Ensure the analysis addresses environmental, socio-economic and political factors that make geographical areas difficult to access and have an impact on the delivery of UNICEF programmes. - Works closely with the UNICEF personnel in the Gaziantep office to ensure security considerations are mainstreamed into programmes and integrate all relevant analysis and security measures into the planning and implementation of UNICEF activities. - Support UNICEF Management in the development and implementation of access strategies, preparedness plans, and programme contingency plans as required. 5. Security Networking and Partnership Building - Establishes contact and maintains networks with UNSMS, I/NGO, diplomatic, and international community security advisors and relevant local authorities as appropriate. - Collaborate and coordinate with UNDSS and the Security Cell to enable UNICEF activities. - Ensure that security collaboration with NGOs working as UNICEF implementing partners is undertaken, in coordination with UNDSS, and using the SLT policies as a framework. 6.
