AGIAMONDO places qualified specialist personnel on the basis of the Development Workers Act (EhfG) for the international cooperation of church and civil society organisations. 

The German Caritas Association (DCV) is the social welfare organisation of the Catholic Church in Germany. Caritas international (Ci) is the globally active aid organisation of the German Caritas Association. Ci supports around 1,000 aid projects worldwide every year, providing help regardless of the religion, ethnicity or nationality of those affected. 

Caritas Jordan was founded in 1967 and has been registered as a charitable organisation since 1968. Caritas Jordan was founded in response to the Six-Day War and has been committed to helping refugees from neighbouring countries, migrants and vulnerable Jordanians ever since. Caritas Germany has a long-standing and intensive partnership with Caritas Jordan. 

On behalf of Caritas International, AGIAMONDO is looking for a Project Coordinator Humanitarian Aid (m/f/x) to start as soon as possible.

 

 

Your Tasks

  • You will advise and support the local partners in the identification of needs, planning, management and implementation of projects and programmes for emergency aid and rebuilding measures according to the Caritas Germany project agreements and guidelines.
  • You will carry out training for managers and program coordinators in the application and monitoring of institutional funding bodies (German federal government, EU), train local partners in administrative and financial matters and support them in narrative and financial reporting.
  • You will check project applications from local partner organisations, carry out content and administrative monitoring of ongoing aid programmes and projects, report promptly on the project progress as well as draw up recommendations for Caritas Germany.
  • You will coordinate and oversee the short-term deployment of specialist consultants.
  • When specifically agreed on, you will take part in relevant coordination meetings on location (German Embassy, OCHA, ECHO, UNHCR), represent Caritas Germany at meetings and support public relations work.  

 

 

Your Profile

  • You have completed a relevant degree (e.g. social sciences, international cooperation, international emergency and disaster relief) and have professional experience in the field of humanitarian aid and/or development cooperation, ideally in a comparable environment.
  • You use your communication and counselling skills in a culturally sensitive way and have already gained experience in carrying out training.
  • You are experienced in the education sector and/or inclusion in humanitarian aid.
  • You are experienced in programme management and have knowledge of financial management, accounting and administration. You are also familiar with the management of public funds. 
  • You identify with the objectives and substance of Caritas Germany and  the values of the Christian church.
  • Your written and spoken English and German is excellent, ideally you have knowledge of Arabic

The socioeconomic status has deteriorated further, in addition to the February earthquake that exacerbated the needs and amplified vulnerabilities. The erosion of service capacity continues, with water and sanitation systems, health systems, and social protection systems under immense strain. According to Humanitarian Needs Overview 2024, Syria faces a concerning escalation in the prevalence of wasting, stunting, and anemia affecting children under the age of five. Elevated levels of anemia for women of reproductive age, particularly among adolescent girls (15?19 years). Whole of Syria (WoS) provides leadership and technical guidance to cluster coordination across Syria. The WoS leads humanitarian programme cycle including assessment, preparation of Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP) which also includes sector severity ranking, children in needs, set priorities, targets and funding requirements. WoS also participates in Inter-Sector Group (ISG) coordination meetings. The demands on UNICEF to respond to large-scale crises have never been greater in the region. There is a trend towards increasingly complex crises, where conflict and climate threats exacerbate underlying vulnerabilities in health, water, food and other systems. The result is a greater number of countries experiencing protracted food and nutrition insecurity and high levels of malnutrition in children and women. The Nutrition Section in the Middle East and North Africa Regional Office (MENARO) provides technical and strategic assistance, quality assurance and oversight for 20 country office nutrition programmes in the region, based on the UNICEF global nutrition strategy, strategic plan and regional office priorities. The MENARO nutrition section contributes to country office results in preventing all forms of maternal, child and adolescent malnutrition and ensuring treatment for wasted children, supports evidence generation, data analysis, knowledge management and the strengthening of information systems, and pursues strategic partnerships with UN agencies, NGOs, academic institutions, donors and other stakeholders to advance the nutrition agenda in the region.   Purpose for the job: Under the supervision of the Senior Emergency Specialist, P5, Whole of Syria and the Regional Nutrition Adviser, P5, MENARO (dotted line), the Nutrition Specialist, Programme and Cluster Coordination will provide do the cluster coordination for the WoS and provide the technical guidance to all MENA countries on nutrition in emergencies programme and cluster coordination. Coordination, representation and leadership - Ensure, establish and maintain a coordination mechanism that facilitates the effective achievement of the cluster functions (as outlined by the IASC Reference Module) and the requirements of the HPC (HNO, HRP and CCPM) and which builds on pre-existing coordination structures where appropriate and furthers the development of current of future national and subnational capacities. - Oversee the functioning of any sub-national or hub Cluster/Sector/Working Group where they exist, ensuring alignment of work and priorities, effective communication, reporting, engagement and coordination between the levels. - Supervise the Cluster/Sector/Working Group coordination team. - Ensure appropriate coordination and build partnerships with all relevant sector stakeholders including government counterparts and national authorities, local, national and international organizations, other AoRs/Clusters/Sectors/Working Groups, and affected populations. - Build complementarity of partner actions within the Cluster/Sector/Working Group, pro-actively negotiating with partners to avoid and resolve duplication and gaps. - Coordinate, collaborate and represent the Cluster/Sector/Working Group with stakeholders across all sectors, including through inter-cluster coordination fora, developing cross-sectoral relationships as appropriate. 2. Programme development and planning - Provide technical support and guidance on the preparation, design and updating of the situation analysis for the WASH sector/s to ensure comprehensive and current data on WASH is available to guide policy development as well as design and management of WASH programmes/projects. - Participate in strategic programme discussions on the planning of WASH programmes/projects. - Establish specific goals, objectives, strategies, and implementation plans for the sector(s) based on results-based planning terminology and methodology (RBM). For every child, Hope   Job organizational context The complex crises in the Middle East and North Africa (MENA) region and other countries in transitions require highly visible humanitarian response equally supported by subtle, quiet advocacy. The choices of UNICEF are subject to far greater scrutiny and debate than normal, more importantly in the Syrian crisis context. Thirteen years of humanitarian crisis and hostilities has left children in Syria facing one of the most complex emergencies in the world with 15.3 million people in need of humanitarian assistance, including 7 million children. Around 90 per cent of families in the country live in poverty. Of the country's 6.8 million internally displaced people, 5.3 million require humanitarian support. Children are particularly vulnerable to rights grave violations, with recruitment into armed groups, exploitation and abuse, including forced early marriage and child labor of particular concern. There are more than 5.1 million Syrians registered as refugees in the neighboring countries of whom 2.5 million are children. Non-State Entities (NSE's) are controlling parts of the Syrian Arab Republic territory which triggered the UNSC resolutions 2165 in 2014 to allow cross border (XB) operations to access and scale up assistance to children in need of assistance.  UNICEF cross border programming and the UN Whole of Syria (WoS) operational working framework requires a full dedicated coordinated approach with multiple actors, the Syria Country Office (SCO), and the several UNICEF hubs across neighboring countries in order to deliver critical humanitarian assistance against CCCs in an efficient, effective, and timely way. This allows a rational use of resources and improved coordination capacity. The XB implementation includes a coordination team based in Amman supported to date by field hubs based in Gaziantep and Amman. This WoS team is led by a P-5 with strong humanitarian, diplomatic skills, managerial experience, and sound understanding of the regional context reports to the Regional Director, ensuring the overseeing of the sub regional Syria humanitarian response working in close coordination with the Syria CO (SCO) Representative.   Purpose for the job Under the guidance of the MENA Regional Director, the Senior Adviser Emergency P5 is accountable for managing UNICEF's response to the humanitarian operations in Northwest Syria and coordinating closely with all stakeholders involved to ensure the effectiveness and efficiency in humanitarian operations and any post crisis recovery efforts. As such, the Senior Adviser Emergency collaborates with the Regional Advisors and Syria country office staff to support ensuring strategic planning, positioning of UNICEF in this crisis and provide policy guidance in relation to humanitarian support, complex emergencies, risk reduction, post crisis-situations and recovery in this context. He/She ensures that strategic partnerships are developed and sustained in the area of coordination of humanitarian response in this complex emergency and post crisis/conflict situation.   How can you make a difference?  Key functions, accountabilities and related duties/tasks 1. Leadership, Strategic Planning, Policy guidance and Representation. Ensures that UNICEF's role in the WoS complex emergency and post crisis-agenda is fulfilled by contributing to strategic planning and decision making of the Organization. Advises the MENA Regional Director Regional Office Management Team (ROMT)on strategic analysis and positioning of UNICEF in this specific context, linking political, humanitarian and security agendas. The MENARO humanitarian section responds to humanitarian need across the region, including Level 3 emergencies. The post is supervised by the Regional Adviser, Emergency in the humanitarian section.   How can you make a difference? The Middle East and North Africa region is facing significant challenges. Some 32 million children, including 5.8 million refugee children and 6.8 million internally displaced children, are affected by conflict, protracted emergencies, and the climate crisis. The UNICEF Middle East and North Africa Regional Office will continue to support the most vulnerable children and families with humanitarian assistance. In the context of the coronavirus disease 2019 (COVID-19) pandemic, UNICEF will reach 47 million people with risk communication messages and 2.8 million children with back-to-learning activities in Algeria, Djibouti, Egypt, Morocco, Oman and Tunisia. The humanitarian response will also improve accountability to crisis-affected communities, localize emergency response, prevent sexual exploitation and abuse and prioritize protection. Building shock-responsive systems and strengthening the resilience of vulnerable communities will remain critical. The post will reinforce the system to report across the MENA region including on humanitarian performance monitoring (HPM)  You will work closely with Regional Advisors who provide leadership in all programme/technical areas and with the Planning team in the regional office, to ensure consistent approaches are adopted in regard to managing for results across regular programmes and humanitarian situations.   Key Responsibilities and Tasks: - Lead Production and Quality Assurance of UNICEF external and internal humanitarian Situation Reports - Provide quality assurance for humanitarian SitReps across the region as required, including feedback to country offices. - Lead the capacity building efforts toward improving COs reporting quality. - Provide inputs to external SitReps and updates for agencies such as UNHCR and OCHA. - Production and Quality Assurance of UNICEF and Cluster/ Sector Information Products - Prepare and systematically update UNICEF information materials, including Infographics, Fact Sheets, Communications Q&As, human interest stories, and presentations. - Support the UNICEF lead cluster/ sector coordinators in MENARO to develop regular information products. - In collaboration with the IMO officer, strengthen data collection and humanitarian data strategies across the region. - Lead Production and Quality Assurance of the Humanitarian Team Planning and Reporting - Lead the consolidation and follow up of the Humanitarian Team's work plan design, monitoring and reporting. - Lead Section's inputs into RAM and Fiori -Support the Section in preparing necessary inputs for ROMTs, ROMP design and revision. - Support other reporting as required. - Support MENARO humanitarian section coordination activities - Record minutes of humanitarian coordination meetings including the CMT, EMT, and regional meetings. - Support the humanitarian section and the programme sections to compile and analyze reports and data on systems including eTools and SharePoint. - Compile internal reports including Briefing Notes and presentations. - Support Humanitarian Funding Management with Humanitarian Appeals and Donor Reporting - Support coordination of Humanitarian Appels for Children (HAC) development, review and quality assurance across MENARO - Support the drafting and finalization of humanitarian donor reports for which MENARO is accountable, including the annual Consolidated Emergency Reports and the Humanitarian Action for Children reports. - Provide quality assurance for donor proposals, reports and project documents. - Support the section's PA in analysis the MENARO HAC Income and Fund Utilization   To qualify as an advocate for every child you will have? Education: - An advanced university degree in one of the following fields is required: communications, international affairs, international development, monitoring and evaluation, reporting and reporting on results and/or any other relevant discipline is required. A bachelor's degree with at least 7 years of professional experience can also be considered in lieu of an advanced university degree. Work Experience: - A minimum of five years of professional experience in communication, programme planning, management, reporting and/or monitoring and evaluation is required. Skills: - Excellent writing skills in English are required - Proven ability to conceptualize, plan and execute ideas, as well as impart knowledge and teach skills.   Language Requirements:  Fluency in English is required. Fluency in Arabic and French would be an asset. The following desirables: - Experience working in a humanitarian crisis affected country is considered as an asset. - Relevant experience in a UN humanitarian system agency or organization is considered as an asset. - Experience in Monitoring & Evaluation, and field experience, preferably in complex humanitarian situations, are assets.   For every Child, you demonstrate...
