UNDP Mongolia Operations Intern will play a supporting role in providing administrative support to Country Office (CO) operational activities in areas of office maintenance, asset management, logistical services, micro-purchasing, fleet management, record-keeping, and event organization.  This is the perfect position for someone who is a team player, eager to learn and wants to gain experience in operations to help support the programme team and ultimately contribute to the works of the Country office. You don't have to be a development professional – that is something we can teach and help you 'grow into'. To do your job effectively, we require strong interpersonal skills in English and Mongolian languages to work with diverse teams from different backgrounds.    Duties and Responsibilities Under the overall guidance and supervision of the Administrative Assistant, the intern is expected to provide a day-to-day support to the UNDP Country Office Operations and Programme Team. Summary of key functions are as follows: - Provide support to the maintenance of office administrative related documents, files and records as per corporate guidelines including archiving, both online and offline  - Provide support to payment processing activities and follow ups needed as per guided by the supervisor - Provide support to travel arrangements including ticket purchasing, hotel reservations, preparation of travel authorizations and DSA (daily subsistence allowance) calculation  - Provide support to fleet management including receiving and managing carpooling requests, keeping accurate log of maintenance schedules, follow up on its timely completion and assist to obtain/ensure annual insurance where applicable - Provide support to coordination of planned events, such as workshops, retreats, trainings, seminars, for the country office, different projects, and other UN entities where applicable. UNICEF Afghanistan Data Strategy development and operationalization - Manage data as a strategic asset, and operationalize data governance, data quality and other competencies and controls to sustain the integrity of UNICEF's data. - Identify critical programme priority research questions and lead on analysis for priority issues. - In collaboration with Planning, Monitoring and Data (PMD) section, advise and support sector analysis of programme monitoring data and situation monitoring data. - Coordinate with planning, monitoring and data section, programme sections and field office teams on forward looking analytics to produce flagship quarterly analysis for UNICEF Country Management Team. - Coordinate and support office efforts on the use of frontier data/big data 2. Data Collection and Analysis Capacity Building - Support office situation monitoring mechanisms and ensure preparation of analytical reports on the critical issues of children and women. - Make use of existing data on programmes, operational and situation data and generate actionable insights for country office management and sectors. - In coordination with UNICEF programme colleagues and other stakeholders, support the design and implementation of further analysis (e.g., MICS and other relevant sources of data) to provide a regional, provincial, national and subnational perspective on progress towards the goals for children. - In close collaboration with UNICEF partners, ensure that data collection and capacity building measures implemented, and corresponding activities are identified and implemented.  3.  Data and Analysis for Situation Monitoring and Assessment. - Facilitate consultations with sections, development partner and other relevant stakeholders to discuss and explore related opportunities, challenges, and priorities affecting children and women to identify issues and thematic areas in conceptualizing analytical products and further analysis. - Contribute to sector's strengthen data mining, analysis, and statistical capacity of UNICEF and partners to effectively pursue data driving results for children. - Conduct thematic analysis of data of sectors/cross-sectoral issues to show unexplored relationships, subgroups, and subnational variations. - Carry out qualitative and quantitative analyses (using statistical software such as, NVivo, Stata, SPSS,R, Excel, etc.) and secondary analysis on sectoral and cross-sectoral priorities. - Conduct new and innovative data analysis and visualization to show some unexplored trends in data to support dissemination and advocacy on issues affecting children and women. - Promote responsible data practices across the office (responsible sharing of data, compliance with UNICEF policies on personal data protection, application of responsible data).  4. Data visualization and dissemination - Preparing periodic reports for program managers on both humanitarian and development interventions that effectively communicate trends, patterns, and predictions using relevant data. Such reports will include creation of engaging interactive data visualizations including interactive charts, maps and dashboards based on UNICEF's data work and contribute to publications and media reports. - Produce external facing outreach materials such as emails, social media cards, presentations, and infographics, as well as internal facing communications assets for internal use in discussions and meetings. - Ensure the establishment and delivery of technologies, tools, approaches and methodologies to unlock the value in UNICEF data, including guiding data use and structures to remove data silos, and ensure responsible cross-fertilization of data across the organization especially between humanitarian and development. - Using statistical tools to interpret data sets, paying particular attention to trends and patterns that could be valuable for diagnostic and predictive analytics efforts. 5. Networking and partnership building - Support as Office data steward by coordinating and linking situational data (outcome and impact level indicators) with programme data (output and activity levels) - Ensure effective partnership and collaboration with UNICEF Headquarters, Regional Office, UN System and development partners are pursued for data and analytics on women and children. - Work with regional office and partners to mobilize and leverage resources for regional/country child data related efforts, including the implementation of the global UNICEF data for children strategy. - Represent UNICEF and attend relevant regional and national data platforms. Travel and Events Unit intern promotes a collaborative, client-focused, quality, and results-oriented approach to the delivery of travel services.     The intern works in close collaboration with the Travel and Events Unit Assistant and Associates to ensure consistent service delivery.   Duties and Responsibilities Main duties of an intern will be as follows: - Interfacing with current technology to recommend better solutions for Travel and Events challenges in the office - Payment status follow-up with the LTA travel agency; monitor payments and maintain weekly contact with the agency representative - Keep the payment status table updated and inform when there is a significant increase in the pending payments - Follow up open claim tables and send reminders to travelers for claim submission. - Follow-up of the Travel IRH inbox - Assist with hotel reservations for visiting UN/UNDP officials - Support on processing requests for visas for all UN travelers in coordination with the visa agency - Preparation of routine correspondence, excel tables, and reports - Extracting, inputting, copying, and filing data from various sources - Provide on-site support during events when needed - Informing Plaza reception on expected guests - Other required support to the work of the IRH Travel and Events Unit - Any other ad-hoc duties that might be requested by the Unit   Competencies - Excellent relationship management, communication, and analytic skills - A well-organized individual with the ability to multi-task - A team player: the ability to work productively and effectively with others   Required Skills and Experience Education: Applicants to the UNDP internship program must, at the time of application, meet one of the following requirements: - Be enrolled in a postgraduate degree programme (such as a master's programme, or higher); - Be enrolled in the final academic year of a first university degree program (minimum bachelor's level or equivalent) - Have graduated with a university degree in fields such as Tourism/Hotel management and/or travel desirable related fields, and, if selected, must start the internship within one year of graduation - Be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program Experience: - Previous related work experience in a national or an international entity would be an asset but not required. - Experience in Travel agency/Hotel management is an asset but not required. The department also works with its counterparts in the World Bank to provide policy-based assistance to governments. Within the Infra department, the Global Transport Team (CNGTR) take part in transport projects worldwide including ports, roads, airports, railways, mass transit, logistics and other kinds of transport infrastructure and rolling stock investments. Associate Operational Data Management Officer - UNOPS IICA1

Afghanistan, Kabul, Kabul - UNHCR

Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid-April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Operational Data Management Officer: 1. CBI (Cash-Based Interventions) Tools and Systems Management  • Management of the CBI tools process flow (DDT -> Staging Server -> Cash Assist -> GDT Distribution).  • Deployment of upgrades, technical troubleshooting, and ensuring smooth interoperability among CBI tools. Oversight of GDT servers, including guidance and updates.  • Development and implementation of automation for deduplication processes and automated data quality checks to report on data errors and possible instances of fraud.  • Revision and alignment of Data Management SOPs for CBI tools, conducting training and capacity building sessions.  2. Interoperability and Technical Coordination  • Ensure the smooth running and interoperability of various data management tools and systems, including Cash Assist, GDT, and cross-regional platforms.  • Coordinating technical issues and improvements across different levels of the organization, including field units, regional bureaus, and headquarters.  • Provide remote technical support, resolve issues, and facilitate updates and upgrades.  • Providing guidance to the operational data management team in the field including other stakeholders in terms of interoperability of the tools, standards, procedures and UNHCR policy including user management and audits to the data management tools.  3. Data Management and Quality Assurance  • Support in maintenance, troubleshooting, user management, and ensuring data protection and consistency.  • Monitoring and addressing technical issues, implementing automated data quality checks, and engaging in data mapping and cleanup to ensure data integrity and consistency.  4. Project Deployment and Operational Support  • Support the rollout/deployment of key projects, such as the Afghanistan Refugee Returnee Database, ensuring smooth implementation and user management.  • General support in data management issues, contributing to the operation's data-related activities and strategies.  5. Registration, Verification, and Identity Management  • Providing support to the protection unit team with proGresV4, refugee caseloads verification, and BIMS enrollment.  • Support in the implementation of registration, enrolment, and digital identity strategies, ensuring compliance with protection objectives.  6. Beneficiary Selection and Aid Distribution Support  • Contribute to the beneficiary selection using tools, supporting the operation in implementing minimum standards and controls to ensure fair and accountable aid distribution.  • Involvement in vulnerability scoring, deduplication, and ensuring assistance reaches eligible and vulnerable households.    Desired experience:  • S/he should be familiar with data quality, security and privacy principles, backup systems, and disaster recovery methods to protect data. Understand network design and architecture, including TCP/IP protocols and network hardware.  • S/he must be experienced in system installation, deployment, configuration, troubleshooting, and upgrades. They should demonstrate problem-solving ability to effectively diagnose and troubleshoot technical issues effectively.  • At the same time, written and verbal communication skills are required to explain complex ideas to non-technical team members, especially during training that s/he is expected to carry out. Include the drafting and updating of Standard Operating Procedures (SOPs) and other user/system guidance manuals/documentation.  • In addition, the candidate should have good collaboration skills as s/he will work closely with various teams and stakeholders, in person and remotely, to ensure the effective use of data in decision-making processes.  • The candidate must demonstrate the ability to work well in a team, as they often need to work closely with other technical professionals in ICT. Technical skills: • Advanced knowledge of Excel, an understanding of SQL, and database management systems (DBMS) such as SQL Server or MySQL is necessary.  • Knowledge of UNHCR's proGresV4, Biometric Identity Management System (BIMS), Cash Assist, and Global Distribution Tool (GDT) is an advantage. • Experience using data collection tools like Kobo/ODK for registration, verification, and identity management. Evaluation of qualified candidates may include a written test (eliminatory/complementary) which may be followed by competency-based interview.   Standard Job Description Associate Operational Data Management Officer Organizational Setting and Work Relationships The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern.   An important element is the establishment of Data, Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operation, led by a senior staff to ensure that UNHCR has a capacity to produce, in line with global standards, quality data, information products, conduct region-level analysis, guide registration and identity management, and advise on responsible and effective data use at country- and regional-levels.   Operational data includes the following: population and demographic statistics, case management information, assessment results, situational analysis, protection incidents, vulnerability and risks, and programme response plans, delivery and implementation. It will be both sectoral data and inter- and intra-sectoral data. Systems that manage operational data include registration systems, sectoral monitoring systems, protection and programme monitoring systems, biometrics and identity management systems, case management systems and other data management approaches such as profiling and household surveys that manage the types of data defined above.   The Associate Operational Data Management Officer (AODMO) supports the operational data systems and activities that fall under the responsibility of the respective country, regional or global entities. S/He functions under the supervision of the DIMA Coordinator/Senior Information Management Officer /Senior Registration and Identity Management Officer /Operational Data Management Officer or as delegated. The AODMO liaises closely with the relevant technical units at the country, region or headquarters level for technical guidance on data and application management. The AODMO is closely collaborating with the headquarters technical division responsible for information systems and technology to ensure that global standards relating to operational data systems, including systems that process personal data of the persons of concern, meet the UNHCR global standards, including data security.   The Associate Operational Data Management Officer supports data-related activities conducted in the core applications, whether conducted by UNHCR, partners or Governments. The incumbent will provide high-quality, user-focused support services to UNHCR field operations and partners, in line with agreed standards and objectives. S/he also supports and implements provision of user access to systems and applications in accordance with data protection protocols. The incumbent supports building reports, templates and forms out of the operational data systems, including refugee registration and case management systems.   As delegated, the Associate Operational Data Management Officer coordinates closely with information management, registration and other functions in the Field, relevant sector leads, the Regional Bureaux and relevant Divisions in Headquarters to promote regional and global consistency in operational data management, including registration, population data and personal data. The incumbent may closely work with partners, including Government users of UNHCR applications. All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties - Manage the use, maintenance and technical support of core operational data applications, including systems that manage refugee registration and identity management, including overseeing the quality of data collection and ensuring consistency with standards and guidelines. - Perform database administrator functions in relation to local field server machines that contain operational data, and refugee and other persons of concern data. - Respond and manage user access permissions for UNHCR staff, local government and NGO partners to global applications in accordance with the policies and standards, including the Data Protection Policy and regional or local country data protection protocols. - Assist in designing and developing standard reports, templates and forms, while ensuring consistency with global guidance and policies, and in consultation with relevant stakeholders, including business module owners. - Identify, diagnose and escalate for the resolution of technical user errors, bugs and queries related to UNHCR core applications on persons of concern data and other operational data systems, in consultation with headquarters, external developers and support teams. - Contribute to the capacity building and guidance of technical users and administrators. - Monitor user management and conduct regular clean-up of user accounts and access permissions in accordance with relevant guidance and procedures of the applications and systems under his/her responsibility. - Monitor device and user management within local client and field server solutions, including monitoring frequency of data synchronization to prevent and mitigate data loss. - Analyse and respond to user requests and queries, including compilation and assessment of applications enhancements and change requests. - Assist with data quality assessment, data clean-up and data mapping from legacy or external database systems to the applications, as required. - Conduct data collection audits as required. - Conduct field testing of new functionalities within respective applications, as required. - Support the design and strengthening of operational reports and statistics, including provision of training and user guidance. - Support discussions and definitions of business requirements for interoperability of local tools and applications within the core applications, in consultation with business owners and relevant governance structures. - Keep apprised of evolving technology and new business needs to support operational data management systems, including registration, identity and population data management in the country operations; - Provide business analysis for operational needs. - Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. The Sustainable Financing of Papua New Guinea's Protected Area Network Project, (the 'Project') commenced in September 2019 with the objective will extend the Government of Papua New Guinea's ability to fulfill its protected area mandate and implement its Protected Area Policy and associated legislation. This support aims to ensure: - Secure, stable, and long-term financial resources for the management of protected areas across the country. - That these financial resources are allocated to contribute to improving the effective management of protected areas across PNG and their administration balances cost effectiveness and conservation.  In recognition of this need, the Project assists with the development of a diverse mix of conventional and innovative funding sources and consolidate revenues to finance the ongoing costs of establishing and managing protected areas in Papua New Guinea (PNG). The Project has already assisted in establishing a PNG Biodiversity and Climate Fund, designed as a secure, accountable, and transparent financial mechanism for receiving, administering and disbursing such funds. The Project will therefore result in a system that will provide catalytic and long-term financial support that will lead to more stable ecosystems (both within and ultimately outside of protected areas). This includes helping institutions to become supporters and/or facilitators of that process and establishing long-term partnerships with a diverse constituency of stakeholders. The Project has completed Mid-Term Review in December 2022 and received a 'Satisfactory' rating. The expected date of operational closure of the project is 30 July 2026.      DUTIES AND RESPONSIBILITIES The Project concludes in July 2026 and UNDP now seeks a Technical Specialist with expertise in business and financial planning, resource mobilization, and systems and capacity building to support PNG's Conservation and Environment Protection Authority for the remaining project period to complete the output/activities and achieve its objective and project outcomes and indicators. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration. Under the overall guidance of the DRR, the Technical Specialist will undertake the following as key adviser of the Project and on matters relating to sustainable financing of protected areas. Ensure effective technical leadership in project implementation and monitoring:  - Provide overall technical, strategic and planning assistance to project activities, and specifically lead the – (i) implementation of the financing solutions identified under the national Protected Area Finance and Investment Plan (ii) resource mobilization for the Biodiversity and Climate Fund and support to the Secretariat and Board to implement its Strategic Plan; (iii) capacity development of partners on financial management. - Provide technical advice and guidance to refocus and where necessary revise project strategies and implementation plans as the operating context evolves. - Provide guidance and advice to ensure successfully implementation of activities at project sites, in partnership with implementing partner and responsible parties. - Provide significant input to project reporting and monitoring for both internal and external stakeholders. - Advise on biodiversity conservation issues and ecosystem management.  - Work with national and international partners on identifying opportunities to support civil society organisations (CSOs) on sustainable livelihoods, community resilience, land mediation including opportunities for accessing additional resources where possible. - Develop and run media information campaigns as required on the Fund's work and the Project more broadly.  - Advise Country Office senior management on engagement related to environmental finance and  resource mobilization opportunities.  - Advise senior management on pertinent national environmental issues, developing policy briefs, speeches, position papers, as well as contribution to strategy development. Ensure provision of top-quality advisory services: - Provide technical support to the Project Manager, Conservation and Environmental Protection Authority (CEPA) staff and other project partners in the areas of project management and planning, management of site activities, monitoring, and impact assessment. - Provide specific support to assist in integrating the Project into the UNDP's broader Environment portfolio of projects. - Work with the project team to develop Terms of Reference for consultants and assist in selection and recruitment process. - Ensure the technical aspects of the work of all consultants and Implementing Partners is of the highest standard. - Facilitate the Project Manager in the preparation and revision of Annual Work Plans and other documents and reports associated with the Project. - Advise in the preparation of TORs to engage consultants and other partners to support implementation. - Work with the Project Manager on the preparation of the periodic Status Report when called for by the National Project Director. - Advise the Project Manager in the preparation of the Project Implementation Review/Annual Project Report (PIR/APR), inception report, technical reports, quarterly financial reports for submission to UNDP, GEF, other donors, and Government Departments as required. - Advise in mobilizing staff and consultants in the conduct of a project terminal evaluation, and in undertaking management response and preparing project exit strategy following evaluations and recommendations.  - Facilitate the Project Manager in liaising with project partners, donor organizations, NGOs, and other groups to ensure effective coordination of project activities. Build strong strategic partnerships and resource mobilization:  - Lead on relationship building with key government counterparts to ensure full participation on the Project. - Lead external and internal analysis for assessing opportunities for resource mobilization to support the Project's objectives.  - Lead on relationship building with key private sector entities to support resource mobilisation for the Biodiversity and Climate Fund.  - Actively mobilise financial resources for the Biodiversity and Climate Fund through the implementation of the finance solutions in the Protected Area Finance and Investment Plan.  Facilitate Communication and Knowledge management: - Document lessons from project implementation and make recommendations to the Project Board for more effective implementation and coordination of project activities as and when required.  - Ensure that any institutional assessment and analysis is done in an inclusive and participatory way with the involvement of stakeholders. This should include ensuring that the emerging roles and responsibilities are appropriate for the nature of the protected areas of PNG. This includes supporting the role of CEPA in areas of conservation management, compliance, enforcement, and administration.  - Work to build the capacity of communities, institutions and organizations involved in protected area management to support better management of protected areas and in particular, ways to ensure action and financing are more sustainable.  - Ensure close collaboration with the GEF-8 Blue Green Islands Integrate Program (BGI-IP) child project in PNG titled 'Accelerating PNG's sustainable economy through strengthened governance and investment in marine areas' as the project idea was conceived based on the blue economy work undertaken through the GEF-6 project with funding support from joint SDG fund and Global Fund for Coral Reefs (GFCR).       Other Duties: - The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
