Under the supervision of the DAPM Deputy Director of Data and Analytics and Chief Statistician, the Statistics & Monitoring Specialist (Data analysis & Database management) is responsible for the work related to analyzing data from administrative sources, household surveys, phone-based surveys, and sector-specific surveys into one data flow to inform child focus policies. The incumbent works closely with other database managers and data analysts in DAT to develop, support and enforce common data-analytical protocols that ensure the reproducibility, reliability, and scalability of all indicators the office produces. Investigation Specialist - P3

The Office of Audit and Investigations (OAI) reports to the Administrator and is responsible for internal audit and investigations services to UNDP and its affiliated entities.  The Investigations Section of OAI conducts assessments and investigations into allegations of misconduct, such as fraud, theft and embezzlement, corruption, abuse of privileges and immunities, sexual exploitation and sexual abuse, workplace harassment, sexual harassment and abuse of authority, retaliation on whistleblowers, or other acts or omissions in conflict with the general obligations that involve UNDP staff and other personnel. OAI also investigates allegations of fraud and other financial irregularities committed by contractors, implementing partners and other third parties, deemed to be detrimental to UNDP. Where vendors are found to have engaged in proscribed practices (including, for example, corruption, collusion, and unethical conduct) OAI provides all relevant evidence to the UNDP Vendor Review Committee for consideration of sanctions against the vendors involved. In addition, OAI may undertake proactive investigations in high-risk areas that are susceptible to fraud, corruption, and other wrongdoings. OAI has the sole responsibility for the conduct of all investigations within UNDP. OAI conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations endorsed by the 10th Conference of International Investigators, with the UNDP Legal Framework for Addressing Non-Compliance with the United Nations Standards of Conduct, and with the OAI Investigation Guidelines. OAI maintains multi-language, toll-free reporting facilities (telephone hotline, web-based reporting facility, email, postal address, and other means as appropriate) that function around the clock to facilitate staff, management, and others to report any instances of fraud, corruption or other wrongdoings. OAI will operate separate mechanisms for the reporting of alleged non-compliance with UNDP's social and environmental policies and procedures.  The Investigations Specialist functionally reports to the Team Lead Asia and the Pacific, Investigations Specialist, on investigation issues, under the overall supervision of the Investigations Manager.    Position Purpose: The primary role of the Investigations Specialist is to conduct investigations into allegations of wrongdoing falling within OAI jurisdiction.  UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.    Duties and Responsibilities Ensure effective management of investigations - As a member of the investigations team, the Investigations Specialist plans and conducts investigations to ensure that all appropriate lines of inquiry are identified, and investigation resources are used effectively and efficiently to factually determine the issues relevant to an investigation.  - Identifies, collects, and analyses information, using software, internal data, and open-source information relevant to investigations, demonstrating an understanding of information security and confidentiality issues relevant to investigation.  - Collects, records, and handles evidence appropriately, ensuring chain of custody and demonstrating knowledge of handling considerations for different types of evidence.  - Uses specialist investigation services as and when appropriate (for example, document examination and computer forensics).  - Interviews witnesses showing appropriate communication skills, accurate recording, and verification of testimony through the use of interpreters as required.  - Interviews subjects/suspects in accordance with generally accepted best practice procedures (in order to obtain reliable information, while affording due process).  - Undertakes frequent, and at times extended, missions to UNDP offices worldwide, including areas with hazardous working conditions.   - Keeps the Investigations Section's database and case files up to date on cases under investigation.  - Proposes action to close matters where appropriate. - Drafts investigation reports of a high standard, providing an objective and factual summary of the investigation, with soundly based conclusions and recommendations supported by all evidence obtained in the course of the investigation. Ensure efficient Client Services - Liaises with the Office of Legal Services (OLS), the Ethics Office, the UNDP Sexual Misconduct Taskforce, and other relevant offices in UNDP.  - Liaises with the investigation sections of other international organizations and with national anti-corruption and law enforcement agencies as appropriate. Facilitate knowledge Management and other tasks - Contributes to the ongoing development of professional practices within OAI.  - Participates in the implementation of his/her personal learning and training development plan.  - Performs other assignments or tasks as determined by the Investigations Manager. Thirteen years of humanitarian crisis and hostilities has left children in Syria facing one of the most complex emergencies in the world with 15.3 million people in need of humanitarian assistance, including 7 million children. Around 90 per cent of families in the country live in poverty. Of the country's 6.8 million internally displaced people, 5.3 million require humanitarian support. Children are particularly vulnerable to rights grave violations, with recruitment into armed groups, exploitation and abuse, including forced early marriage and child labor of particular concern. There are more than 5.1 million Syrians registered as refugees in the neighboring countries of whom 2.5 million are children. Non-State Entities (NSE's) are controlling parts of the Syrian Arab Republic territory which triggered the UNSC resolutions 2165 in 2014 to allow cross border (XB) operations to access and scale up assistance to children in need of assistance.  UNICEF cross border programming and the UN Whole of Syria (WoS) operational working framework requires a full dedicated coordinated approach with multiple actors, the Syria Country Office (SCO), and the several UNICEF hubs across neighboring countries in order to deliver critical humanitarian assistance against CCCs in an efficient, effective, and timely way. This allows a rational use of resources and improved coordination capacity. The XB implementation includes a coordination team based in Amman supported to date by field hubs based in Gaziantep and Amman. This WoS team is led by a P-5 with strong humanitarian, diplomatic skills, managerial experience, and sound understanding of the regional context reports to the Regional Director, ensuring the overseeing of the sub regional Syria humanitarian response working in close coordination with the Syria CO (SCO) Representative.   Purpose for the job Under the guidance of the MENA Regional Director, the Senior Adviser Emergency P5 is accountable for managing UNICEF's response to the humanitarian operations in Northwest Syria and coordinating closely with all stakeholders involved to ensure the effectiveness and efficiency in humanitarian operations and any post crisis recovery efforts. As such, the Senior Adviser Emergency collaborates with the Regional Advisors and Syria country office staff to support ensuring strategic planning, positioning of UNICEF in this crisis and provide policy guidance in relation to humanitarian support, complex emergencies, risk reduction, post crisis-situations and recovery in this context. The following minimum requirements: - Education: Advance university degree in Social Sciences, Economics, Public Administration, International Relations, Management or other related fields. - Work Experience: A minimum of 10 years of progressively responsible senior managerial experience essentially in emergency programme operation, public relations, and management of human, financial and institutional resources at national and international levels. The Service Delivery Model adopted by BMS aims to provide more integrated, effective, and customer focused services; delivering improved management services in the areas of Legal Support, Procurement Oversight, Information Management and Technology, Consolidated Transactions, Sourcing and Operations, and Security. The UNDP Security Office is a client-oriented Centre of Excellence for Security Risk Management, focusing on high-quality, timely and effective support and advisory services, helping clients to assure an environment for safe programme delivery. The Security Office is responsible for providing effective Security Risk Management advice and support at all levels (HQ, Regional, Country Office and Project), within the overall UN Security Management System, thereby enabling security of UNDP operations, programmes, and personnel globally. The Security Office Intern – Security Analysis and Operations – will work within the structure of the UNDP Regional Security  Advisor office for Europe and Central Asia, researching and monitoring the security situation in the region, contributing to maintaining security information awareness of all aspects which could potentially affect the safety and security of the UNDP personnel and operations in field environments. For more information, visit www.ifc.org.   The Economics and Private Sector Development Vice Presidency (CEDVP) is responsible for identifying and delivering on private sector diagnostic needs, drawing on resources across the WBG, to grow IFC's capacity to deliver Country Private Sector Diagnostics (CPSDs), and present private sector perspectives in Systematic Country Diagnostics or Country Partnership Frameworks (SCD/CPF) and country strategies; developing rigorous sector economic analyses and an ex-ante project assessment framework to help guide project selection, complementing our expertise in supporting and monitoring project implementation; as well as identifying and strategically driving policy engagements that create and grow new markets for the private sector.
