Education Cannot Wait (ECW) is the first global movement and fund dedicated to education in emergencies and protracted crises. It was established in 2016 during the World Humanitarian Summit by international humanitarian and development aid organisations, along with public and private donors, to help reposition education as a priority on the humanitarian agenda, usher in a more collaborative approach among actors on the ground and foster additional funding to ensure that every crisis-affected child and young person is in school and learning.

Based on the recognition that continuous access to quality learning is a priority for children and families affected by conflicts, natural disasters and displacement and that no programme nor organisation can do it alone, ECW comes as a ground-breaking initiative bringing together public and private partners eager to work together differently and mobilize the funding required to deploy immediate and sustainable solutions.

ECW's mandate is articulated around five core functions:

  • Inspire political commitment, so that education is viewed by both governments and funders as a top priority during crises.
  • Plan and respond collaboratively, with emphasis on enabling humanitarian and development actors to work together on shared objectives.
  • Generate and disburse additional funding to close the $8.5 billion funding gap needed to reach 75 million children and youth.
  • Strengthen capacity to respond to crises, nationally and globally, including the ability to coordinate emergency support.
  • Improve accountability by developing and sharing knowledge, including collection of more robust data to make better-informed investment decisions, and knowledge of what works and does not.

Education Cannot Wait is hosted by UNICEF. The Fund is administered under UNICEF's financial, human resources and administrative rules and regulations, while operations are run by the Fund's own independent governance structure.

 

How can you make a difference? 

The role of the Funds Monitoring Specialist is to facilitate smooth grant management processes, including grant-making, processing, contracting, data collection and maintenance, reporting, and monitoring by following established procedures. It also aims to improve communication and coordination between programme managers and grant recipients, as well as with UNICEF Funds Support Office (FSO). Ensuring effective and efficient administration of ECW funding and increasing ECW's exposure among stakeholders are the main outcomes.

Key functions, accountabilities and related duties/tasks:

  • Execute the ECW Annual Work Plan for the designated area to guarantee the prompt and efficient administration of top-notch grants. This should be done in compliance with the ECW Annual Work Plan and the Operational Manual as sanctioned by the Executive Committee.
  • Enhance and solidify support and oversight mechanisms to foster stronger partnerships with ECW grantees by collaboratively engaging with Programme Managers and UNICEF FSO. This collaborative effort aims to secure the approval of top-tier grants while emphasizing accountability.
  • Receive and review critical information from potential grantees for due diligence, initiating seamless communication with FSO to streamline and expedite prospective grants' pre-approval and approval processes.
  • Review and assess the management of ECW grants by grantees to identify risks and potential challenges. Share pertinent information promptly with Programme Funding Managers and Programme Managers to ensure proactive resolution and mitigation of issues.
  • Deliver strategic, logistical, and programmatic support to the Programme Funding Manager and other ECW Secretariat staff in their interactions with the ExCom, donors, and key partners.
  • Build and sustain a comprehensive understanding of current and potential grants and grant recipients, enhancing ECW's knowledge base on grants management and partnership cultivation.
  • Serve as a central figure within the ECW Secretariat for grant management, overseeing issue resolution and institutional knowledge sharing. This includes anticipating and addressing concerns and priorities of ECW Secretariat staff and grantees, ensuring they are well-informed on ECW's perspectives, policies, priorities, and capacities.
  • Undertake additional responsibilities as directed by the supervisor to support the achievements of the ECW Grants Management team. This may involve providing guidance, training, and coaching to temporary staff, such as interns and consultants, as required.

 

To qualify as an advocate for every child you will have?

Minimum requirements:

  • An advanced university degree is required in business administration, public administration, or development studies. MBA or MPA is highly desirable.
  • A minimum of five years of professional experience with non-profit organizations, preferably in grant management or fund management as a specialized area. Of the five years of professional experience, at least two years must be with a recognized international civil society organization in the field.
  • Diplomatic communication and coordination skills to establish and maintain trusted partnerships for achievement of objectives and to develop close and effective working relationships with diverse stakeholders.
  • Current knowledge of development and humanitarian issues, strategies, as well as programming policies and procedures in international development cooperation.
  • In-depth knowledge of project management and fund management, with emphasis on finance and accounting.
  • Demonstrated ability to formulate new approaches in respect of grants and data management.
  • Skill in the identification of new opportunities or requirements to meet challenges in the field and propose changes.
  • Excellent communications skills, verbal and written.
  • In-depth familiarity with political and governmental processes as well as civil society organizations and their management and networks.
  • Ability to conduct sound policy and managerial analysis.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

To be an effective instrument to our members states in their journey towards their development goals, and to support them make progress paving the three-lane road of productivity, inclusion and resilience, RBLAC is organized around three main pillars - strategic engagement, solid content and impeccable administration.   Position Purpose Under the guidance of the Regional Director and Deputy Regional Director, the Strategic Partnerships Advisor will be responsible for the overall bureau's regional partnerships, resource mobilization, and advocacy for the LAC programmes in response to UNDP´;s Strategic Plan. In support of the Regional Bureau´;s leadership, the Advisor will lead the strategic thinking of the partnerships team and proactively coordinate with other unities to strengthen the coordination that brokers mobilization efforts in COs and plans to engage with external partners as regional donors, international financing institutions, academic institutions, think-tanks, and civil society.    Recognizing that in Latin America and the Caribbean, UNDP works closely with governments and other stakeholders, the Advisor will support the strategic external engagement to strengthen current partnerships and explore new and emerging sources of financing for the LAC programmes. In support of the UNDP's role as integrator and to address the UNDS reform, the Advisor will advocate for the promotion of strategic alliances with think tanks, academic institutions, development partners, private sector, philanthropy, and financial institution engagements to ensure a cohesive approach with the position of the Organization and its objectives. UNDP's Social and Environmental Standards (SES) apply to UNDP projects and programmes and are intended to strengthen the social and environmental outcomes of UNDP projects and avoid adverse impacts to people and the environment affected by projects. UNDP's Social and Environmental Compliance Unit (SECU) within the Office of Audit and Investigations (OAI) helps ensure compliance with the SES. SECU forms one of the two units that comprise UNDP's Accountability Mechanism (the other being a dispute resolution function that is located in a separate office from SECU). SECU conducts compliance reviews in response to complaints alleging that the SES have somehow been violated in the context of UNDP projects and programming. SECU investigates these claims to determine if and how the SES have been violated (rendering a project "out of compliance with the SES"), and how a project can be brought into compliance with corrective measures. The operations of SECU within OAI are ongoing and require support, with a particular emphasis on raising awareness of SECU, conducting outreach campaigns with related media, coordinating our social media presence, assisting in policy/factual research, providing logistical support for events (such as conferences, presentations, and meetings), and supporting its operations, including the possibility of assisting in specific compliance review cases. UNICEF is moving forward with an ambitious strategy to accelerate faith-based philanthropy by securing new partnerships and building a network of influential faith-based organizations and religious leaders providing faith partners with the opportunity to further UNICEF's work through resource mobilization, engagement, enhanced thought-leadership, and advocacy.     For every child, a Champion  Under the general guidance of the Faith and membership-based organizations unit manager, the post holder will be responsible for supporting our partnership with our largest global MBO partners (those with a value of over $5m), plus our main focal point for the US Fund.  They will be supporting the implementation of the global strategy and maximizing engagement (financial and non-financial) and income from this audience group.   The post will be focused on the global coordination of our largest partnerships and supporting the relevant markets to maximize internal and external engagement opportunities.     How can you make a difference?  Strategic support to existing partnerships  - Ensure existing strategic partnerships with membership and faith-based organizations are optimized and retained.  - Ensure they are strategically and effectively managed. Support all areas of account management: Growth strategy, programmatic content, coordination with all participating Natcoms and COs, stakeholder management including with senior management and OED, income and soft crediting.  - Ensure these strategic partnerships are adequately recognized and promoted at various events and engagement platforms.  - Act as a primary focal point for the US Fund.   Global engagement platforms  - Identify additional appealing global recognition opportunities, including non-financial engagement offerings, that will further UNICEF's work through resource mobilization, engagement, enhanced thought leadership, and advocacy.  - Coordinate the engagement of our largest partners in external engagement offerings, including the UN General Assembly, COP, and the World Day of Prayer and Action for Children.  - Create appropriate engagement offerings for our partners, to provide them with opportunities to be informed about our work, explore combined areas of influence for children, and develop innovative partnership offerings.     The post holder might support additional projects as necessary.    DELIVERABLES:   - Support on the largest global MBO partnerships is maintained.  - Project manage the creation and renewal of tripartite partnership MOUs. - Creation of partnership guidance documents to ensure the consistent management of global partnerships across the UNICEF ecosystem.  - Meaningful and impactful engagement of our highest value partners in external engagement opportunities including UNGA, COP, World Health Summit, Disability Summit, and the Arigatou Day of Prayer and Action for Children.  - Creation of appropriate opportunities for highest value partners, including bespoke briefings, bilateral meetings, and engagements.  - Update the process and guidance documentation for UNISON, Due Diligence, Communications, and Recognition.  - Regular support to the relationship managers of partnerships with a value of $5m or more.  Estimated Duration of the contract  364 days  Reporting To:  Partnership Specialist (Faith and Membership)  Working Place:  New York    To qualify as a Champion for every child you will have?  Education:  - An advanced university degree in one of the following fields is required: international development, fundraising, marketing, theology/ religious studies.  - Alternative, a first-level University Degree in a relevant field combined with (2) additional years of qualifying professional experience may be accepted in lieu of the advanced university degree  Experience:  - A minimum of five years of relevant professional fundraising experience is required, with at least two years working with either faith groups, major donors, foundations, or corporates.  - Experience directly cultivating or supporting high-value partnerships ($5m plus) is required.   - Familiarity with the global fundraising landscape is required.  - Familiarity with wider civil society engagement offerings, including advocacy is an asset.  - Knowledge of diverse faiths and faith-based landscapes is an asset   - Excellent interpersonal and communication skills are essential, both written and verbal are required.  - Must possess a strong work ethic, have confidence, take initiative, and be an enthusiastic team player.  - Proven ability to prioritize; work independently; handle multiple, complex tasks simultaneously; and to generate pragmatic solutions to challenges.  - Strong customer service approach to interactions with colleagues and partners; ability to navigate complex environments and help build relationships with a variety of stakeholders.  - Proficient in Microsoft Word and Excel, and with experience in using complex database.  - Experience in the NGO sector/ for UNICEF and/or UN is an asset.  Language requirements:  Fluency in English is required.
