MANDATE OF THE DEPARTMENT:
The mandate of the Ethics Office is to promotes an ethical culture based on the UNAIDS core values of commitment to the AIDS response, integrity and respect for diversity, and in accordance with the WHO Staff Regulations and Staff Rules and the adaptations for UNAIDS staff members (as reflected in the Introduction to the Staff Regulations and Staff Rules for staff members of UNAIDS), the Standards of Conduct of International Civil Servants, and related policies. The Office is separate and independent of management.

The Office carries out its work through six strategic functions: provision of ethics advice; protection against retaliation; administration of the declaration of interest programme; provision of ethics training; prevention of sexual exploitation and abuse; and contribution to the development of standards, policies and principles to ensure consistency and fair application of the organisation's rules.

The Ethics Office is guided by the principles of independence, impartiality, and confidentiality in its dealings with staff members, management, and collaborators.
 

Main tasks and Responsibilities of the Position:
The Head of the Ethics Office is accountable for providing leadership on all matters relating to ethics in the UNAIDS Secretariat, and ensuring that staff members and other personnel (hereinafter 'staff') observe the highest standards of integrity. The Head of the Ethics Office reports to the Executive Director, with day-to-day management by the Chief of Staff.

Working in close cooperation with relevant services (such as People Management, Finance and Accountability, and the Ombudsman Office), the Head of the Ethics Office's key responsibilities are to:

- Formulate, review and disseminate ethics-related policies, in coordination with relevant internal services, ensuring that UNAIDS policies and practices reinforce and promote the ethical standards called for under the UN Charter.
- Provide authoritative advice to both UNAIDS management and individual members of staff related to ethical issues (conflicts of interest, outside activities, etc.) in
accordance with applicable standards of conduct prescribed for UNAIDS staff, and in coordination with relevant internal services.
- Help managers develop skills and capacity to deal with ethical matters.
- Raise staff awareness of expected ethical standards and behaviours, including development of training programmes on ethics and targeted outreach to country, regional and headquarters teams.
- Undertake the responsibilities assigned to him/her under the relevant policy to protect against retaliation, receive complaints, directly and/or through the Integrity Hotline, and facilitate resolution, or refer cases to the WHO Office of Internal Oversight Services for further investigation, as appropriate.
- Develop and implement the UNAIDS Declaration of Interests Program.
- Liaise with UN System Ethics Network and related external organisations. Keep abreast with new developments and best practices in ethics and compliance programmes in order to ensure a continual enhancement of UNAIDS ethics standards and tools.
- Serve as focal point on sexual exploitation and abuse.
 

REQUIRED QUALIFICATIONS

Education:
Essential: Advanced university degree at Master's level or equivalent in Law, International Relations, Business Management, Social Sciences or related fields.

FUNCTIONAL/TECHNICAL KNOWLEDGE AND SKILLS
Demonstrated knowledge of HIV, implications and response, and of UNAIDS work, goals and achievements. Sound networking and partnerships building capacity. Strong interpersonal skills with proven ability to promote consensus, lead negotiations, motivate and guide others. Strong awareness and understanding of cultural and political sensitivities, complemented by the ability to work and produce results under pressure. Diplomacy, tact and courtesy.

 

Experience:
Essential: Ten years of professional experience, including substantive experience in corporate ethics and related fields, preferably in the international arena. Experience in the development and implementation of standards, policies, compliance frameworks and programs.

Desirable: Experience working with ethics and compliance in an international organization. Experience in dealing with ethical risks.

 

Languages:
Essential: Advanced knowledge of English and a good working knowledge of French.

Desirable: Knowledge of other UN official languages.
 

Additional Information:
The term of the Ethics Officer is limited to a fixed-term period of five years and may be extended for additional two years maximum. The selected candidate will not be eligible for any further employment at UNAIDS thereafter.

Positions at the international professional category within UNAIDS will be subject to the Organization's Mobility Policy. The above-mentioned position is a rotational position and its standard duration of assignment is linked to the ICSC hardship classification of the duty station.

Annual salary: (Net of tax)
USD 92,731 at single ratePost Adjustment: 89.70 % of the figure(s) on the left side. This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.

Needs assessment and analysis - Lead the planning and implementation of needs assessment and analysis, including representing the Cluster/ Sector/ Working Group in multi-sectoral needs assessments and joint analysis of need, at national and subnational levels, - Analyse needs assessment data and work collaboratively with the Cluster/ Sector/ Working Group partners to create analytical products, including an HNO based on evidence-based information. Implementation and monitoring - Monitor, evaluate and report on the coverage, equity, quality and progress of the response against the Cluster/ Sector/ Working Group strategy, priorities and agreed results, - Plan and support gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the Cluster/ Sector/ Working Group humanitarian response, - Monitor Cluster/ Sector/ Working Group adherence to IASC cluster approach principles, relevant humanitarian and sectoral agreements, standards, initiatives and guidelines and support partners to make improvements. Operational peer review and evaluation - Lead the annual cluster coordination performance monitoring (CCPM) exercise and annual review and contribute to other sectoral and humanitarian evaluations as appropriate. Accountability to affected populations - Be accountable to the affected population by establishing inclusive and consultative feedback mechanisms, creating meaningful opportunities for the involvement of the affected population in the response and encouraging partners to operate accountably, - Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, gender-based violence (GBV) mitigation and response and HIV & AIDS) in Cluster/ Sector/ Working Group activities throughout the HPC, - Establish and implement systematic measures for supporting inclusive work practices and processes, - Adhere to child safeguarding and PSEA policies including procedures for challenging and reporting incidents and ensure other members of the coordination team comply. Strengthen national and local capacity - Encourage participation of local and national actors in Cluster/ Sector/ Working Group activities and strategic decision-making, removing barriers to access, - Lead the development of a capacity assessment and capacity strengthening strategy for Cluster/ Sector/ Working Group members and oversee implementation and harmonization of initiatives, - Lead early warning, contingency planning, and emergency preparedness efforts for the Cluster/ Sector/ Working Group, ensuring adequate cluster participation in inter-cluster early warning, contingency planning and emergency preparedness activities.   To qualify as an advocate for every child you will have? The following minimum requirements: Education:  An advanced university degree in one of the following fields is required: public health, social sciences, health and hygiene behavior change communication, WASH-related engineering or another relevant technical field. Additional relevant post-graduate courses that complement/ supplement the main degree are a strong asset. Work Experience:  A minimum of 8 years of professional experience, preferably at the international level, in WASH-related programmes planning and management is required. Experience in humanitarian contexts is required.   Language Requirements: Fluency in English is required.    The following desirables: - Experience in development contexts is an added advantage - A minimum of two years of experience of WASH Cluster/ Sector/ Working Group coordination is desirable - Experience and advanced skills in data analysis and visualization to support needs assessment and information management, including knowledge of software is an asset (i.e. Excel, R, Adobe suite, Power BI, ARC-GIS, Web content management)  - Demonstrated ability to develop knowledge products for coordination, information management and needs assessments that support capacity and learning is an asset - Solid understanding of surge support and the Standby Partnership mechanism, including as a manager and/or member is desirable - Demonstrated knowledge and engagement in global level, inter-agency initiatives linked to coordination, information management and needs assessments is desirable (i.e. Joint Operational Analysis Framework, WASH Insecurity Analysis) - Demonstrated leadership experience in inter-agency coordination and representation is desirable (i.e. with the Inter-Agency Standing Committee, Global Cluster Coordination Group, Strategic Advisory Group, Working Groups) - Experience in effective management of human resources/teams in high stress/risk environments is desirable - Experience in a mixed set of country contexts, in multiple geographic regions, including a deployment mission with UN, Government or INGO is strongly desirable Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset   For every Child, you demonstrate... Full or part-time for 3-6 months, the internship requires creativity, enthusiasm to learn, and motivation to close gender gaps and empower persons with disabilities in the UNDP workplace. Support UNDP's DEI Committee through its Secretariat - Contribute to coordination of DEI events to be conducted during the DEI week. - Support consultation processes with the DEI Committee members on ongoing areas of work that may include recommendations to mainstream disability-inclusion across UNDP and engage with the DEI Committee members as Bureau Focal points to promote the mapping of childcare facilities in family-duty stations, substitution mechanisms for personnel on long leaves, and socialization of return-to-work guidelines for managers, among others.   2. Mapping of Childcare Services and Communication Assets - Contribute to efforts that support mapping of available childcare services including roll out of guidelines for UNDP country offices and researching and documenting available facilities, services, and resources in HQ office. - Assist in the development of assets and communications materials to inform UNDP personnel about childcare options and resources available to them.   3. Substitution of Personnel on long leaves - Support the creation of a dedicated page on DEI SharePoint and upload available guidance on increasing team capacity and reintegration from long leave. - Under the guidance of the DEI Specialist, assist in compiling relevant information across the UN system on existing funding mechanisms to substitute personnel on extended leave, including key sources of funding, eligibility criteria, and application procedures for such mechanisms. 4. Guideline Development for Graduated Back-to-Work Plans - Under the guidance of the DEI Specialist, assist in researching best practices related to graduated return to work for employees returning from extended leave to support development of guidelines for managers. 5. UNDP Disability Inclusion Café, virtual sessions that aim to increase the understanding of UNDP personnel on issues related to disability inclusion. - Support communications and coordination of a series of virtual sessions that aim to increase the understanding of UNDP personnel on issues related to disability inclusion, including organizing liaising with vendors to provide Sign Language Interpretation and CART services for all sessions.   Competencies Innovation: Ability to make new and useful ideas work.
