Background and purpose of the assignment:

The World Food Programme (WFP) is the world's largest humanitarian agency, working towards achieving a world with zero hunger. After receiving an official request for assistance from the Government of Ukraine, the World Food Programme (WFP) launched an emergency operation to provide food assistance for people fleeing the conflict both within the country and in neighbouring ones. Since March 2022, WFP has distributed food and cash assistance equivalent to 2.4 billion meals to families displaced and affected by the war, partnering directly with local responders. 

WFP is seeking a highly qualified, results-oriented individual for the position of Operations Efficiency and Technology Advisor for the joint WFP-FAO project "Restoring livelihoods and revitalizing rural communities through mine action". The Operations Efficiency Advisor will be based in Kyiv but with frequent travel to project sites in Kharkiv, Mykolaiv and elsehwhere.

This role contributes and provides guidance to operations but also represents the projects interests regarding developments of innovation in tools and methodology including through liaison with other relevant national and international stakeholders.

 

 

Accountabilities/responsibilities:

  • Develop a workplan and brief strategy to maximise opportunity for the introduction of improved land release efficiency into the sector
  • In collaboration with partner organization and in liaison with relevant focal points develop and advance tools, methods and approaches that advance operational efficiency in the sector and agendas of priority for the WFP/FAO project. 
  • Drawing on risk management principles lobby for the adoption of efficient land release appropriate for varying levels of risk in agricultural settings
  •  Keep abreast of develops of technology and innovation in the sector through representation of WFP in technology forums and trials and evaluation of equipment 
  • Introduce pilots and tests of promising new technologies and approaches within the frame of the WFP/FAO project
  • Provide regular updates and reporting and ensure the project manager and other stakeholders are aware of new technologies gainig traction or being introduced into the sector

 

Coordination and Engagement 

  • Establish solid working relationship and coordination with other technical stakeholers and relevant authorities – including UNDP and national institutions
  • Align critical thinking in the mine action sector between operators and UN agencies to lobby for change to promote operational efficiency and introduction of new technologies and to manage risk
  • Assist on the operational programming of the WFP supported roller systems including liaison with the State Emergency Services of Ukraine and promote their use in relevant contexts. 
  • Establish pilot work with SESU or other government implementing arms to contribute to the WFP/FAO project.

 

 

Knowledge Management:

-        Actively interact with other project managers and the mine action & humanitarian community to share case studies, lessons learned and best practice 

-        Developments in new technologies, approaches, tests and evaluations of particular relevance to the WFP/FAO project documented

 

 

Qualifications & experience required:

Education: Master Degree or equivalent in following disciplines: engineering, design and technology, international relations, political/social/ pure science, business administration, economics or management.

 

Experience: A minimum of 5 years of postgraduate relevant working experience, preferably in the international humanitarian NGOs, commercial operators or other international organizations in the Mine Action sector. Experience working on operational efficiency in mine action, new technologies and innovation required

 

Knowledge and Skills: Excellent skill in MS Word, Excel, and PowerPoint; Good organizational, communicational and written skills;             Ability to work coordinate and liaise with a range of technical partners

 

Languages: Fluency (Level C) in English language is essential. Intermediate knowledge (Level B) of Ukrainian and/or a second official UN language such as Russian would be an advantage.

  Background Switzerland has developed and nurtured its relationship with Ukraine since the 1990s. The Swiss Cooperation Programme 2020–23, extended until 2024, translates Switzerland's renewed commitment to support Ukraine on its path towards peace and sustainable development, by building an inclusive society where all women and men equally contribute to and benefit from public integrity and sustainable growth. The Programme covers four domains: 1. Peace, Protection and Democratic Institutions (Governance), 2. Sustainable Cities, 3. Small and Medium-Sized Enterprises and Competitiveness, and 4. Health. On 24 February 2022, the Russian Federation launched a full-scale invasion of Ukraine, dramatically escalating the eight years of conflict. The ongoing Russian military aggression has a disruptive impact on all levels with unknown prospect. As per the UN Humanitarian Needs and Response Plan 2024, an estimated 14.6 million Ukrainians are in need of humanitarian assistance; nearly 4 million people are internally displaced. The humanitarian crisis requires a fast and coordinated response of local, regional, national and international actors in a highly volatile context. Challenges to the provision of humanitarian assistance are complex, and needs continue to be enormous, especially in the conflict-affected north, east, and south of the country, and in recovered areas that were previously occupied by Russia. In addition to the tens of thousands of civilian casualties, the ongoing destruction of civil infrastructure by frequent missile attacks, focussing especially on the heating-, electricity- and water distribution networks, leave millions of people without basic services. It is expected that the war will continue for an undetermined period and that long-term humanitarian and recovery support is needed. The Swiss humanitarian response focuses on two clusters of thematic priorities: (i) WASH, shelter & winterization; (ii) Protection, basic services and livelihood. These two clusters build on the existing priorities of the Swiss Cooperation Programme in Ukraine 2020-24. Furthermore, support to Mine Action is considered to be a crosscutting topic through an additional contribution of CHF 100 Mio for the period 2024-2027. Emergency preparedness and shock responsiveness continue to be highly relevant, together with humanitarian interventions in early recovery and reconstruction. SHA also engages in the organization and delivery of humanitarian goods to Ukraine as well as Humanitarian diplomacy and advocacy. Switzerland plays an active role in donor coordination, on both the humanitarian and the development/recovery side. Switzerland co-chairs the Humanitarian Donor Coordination Group, is member of the Ukraine Humanitarian Fund Advisory Board and of the Community Recovery Steering Committee, and is thus well positioned to engage in high level policy dialogue. The Swiss humanitarian team is fully integrated into the Swiss International Cooperation Team within the Swiss Embassy and reinforces the overall Swiss response.     Tasks The incumbent is responsible of a number of programmes and supports the overall coordination of the humanitarian work with internal and external parties. As active member of the humanitarian team, the incumbent is responsible for the humanitarian mine action portfolio, as well as support humanitarian policy dialogue in country. He/she can deputize the Head of Humanitarian Team in donor coordination meetings, aligning with the objectives of Switzerland's Country Programme Ukraine 2020-24 and/or the future Cooperation Programme (under development). He/she actively contributes to the definition of strategic priorities, to developing synergies among projects and cooperation programmes, as well as in the general allocation of human & financial resources.   Analysis (20%) - Monitoring and analysis of the humanitarian developments and response in Ukraine with a focus on humanitarian needs and gaps inside Ukraine; - Continued analysis of the operational environment, capacity of humanitarian responders in order to identify opportunities for the Swiss humanitarian programme; - Actively contribute to the development and coherence of the next cooperation programme for Ukraine; - Analysis of the development of key humanitarian policies in Ukraine, in particular referring to early recovery, responsible phase out of humanitarian aid and nexus opportunities; - Support the analysis capacity of the Humanitarian Office/Swiss Embassy by providing information and analysis on the humanitarian situation and gaps, including speaking points and analysis for Swiss representatives.   Programme management and strategic development (30%) - Contribute to the elaboration of a Swiss humanitarian portfolio in Ukraine that is based on needs, Swiss long-term interests and value added, and that draws from Cooperation Programmes and action lines proposed by previous missions to Ukraine; - Responsible for planning, monitoring, steering and closing of projects related to the Mine Action and other relevant humanitarian portfolio, in line with PCM and its related guidelines, instructions and defined processes. Interventions shall be coordinated closely with the Cooperation team and Swiss Embassy's colleagues; - Preparing of project documentation, credit proposals, reports, partner assessments, feasibility studies, evaluations, tender procedures, and other inputs as required;  - Collaborates with Finance and Administration staff on budget matters and by providing them with the necessary information and feedback on financial matters relating to projects and programs; - Where possible, seek programming synergies with the programmes supported by other Swiss administration actors (e.g. Peace and Human Rights Division, SECO, DDPS); - Mainstream protection and conflict sensitivity across all programmes and support quality control; keep promoting a principled locally-led humanitarian response in Ukraine, including fair partnership principles and duty of care. - Ensure proper monitoring of programmes and projects which are initiated as humanitarian response to the impacts of the war (including project cycle management, field visits, and review of operational and financial reports, contacts with stakeholders, back-to-office reports, etc.); - Take part in the monitoring of the programme activities, including through field visits in Ukraine depending on the security situation; - Ensure proper coordination of the programme implementation among implementing partners and with government ministries and administrations, international and national partners.   Internal and external coordination (30%) - In close consultation with the Head of the Humanitarian Team, the incumbent suggests and follows up key elements for the humanitarian policy dialogue, and informs Switzerland's humanitarian policy messaging and advocacy on Ukraine and in Bern/Geneva/New York; - He/she maintains and enhances SDC's network with other donors, humanitarian organisations, local partners and government representatives in Ukraine in order to identify programming opportunities and strengthen relevance; - Organize and accompany field visits of delegations from Switzerland and jointly with other donors and/or pool funds; - Ensure the lead role of Switzerland in humanitarian donor coordination, its visibility and principled stands, in close collaboration with the Head of Humanitarian Team and the Head of Cooperation. - Participate actively in the Humanitarian Core Donor Working Group, in relevant Sectorial Working Groups and Humanitarian Clusters. - Provides networking, strategic and policy input and advice that strategically places Switzerland on the humanitarian response map in Ukraine; - In collaboration with other SCO colleagues, identify and operationalize nexus opportunities, and advance the community recovery and durable solutions discussions in Ukraine to ensure responsible transitioning from humanitarian to development/recovery. - Participates in and contribute to overall program tasks (planning, coordination, reporting) within the Swiss Cooperation Program Ukraine.   Other tasks (20%) - Contribute to communication and visibility products; - Enhanced networking for and with Swiss secondees to partners (e.g. standby partnership) in Ukraine. - Participate in peer exchanges / SDC network activities relevant to the job description; - Participate in regional meetings on the Ukraine programme; - Support the organisation of field visits to Ukraine; - Support the definition and updating of operational priorities and procedures (e.g. security concepts, risk mitigations, financial procedures, etc.) - Carry out any other task requested by the Head of Humanitarian Team. The 13th General Programme of Work defines the mission of WHO as one to promote health, to keep the world safe, and to protect the vulnerable. The GPW calls for heightened accountability, prioritizing impact and outcome at country level, and to improve the lives of three billion people, through universal health coverage, through addressing health emergencies, and promoting healthier populations.WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.The European Region (EURO) of WHO is made up of 53 countries, with over 880 million people.  The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. WHO helps the country to improve its health system, facilitates policy dialogue and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed. VPI provides technical inputs into implementation of WHO's Biennial Collaborative Agreements with countries, aimed at prevention and control of diseases through strengthening immunization system. It supports Member States in designing and implementing evidence based decision making, assessing the burden of disease and monitoring progress towards reducing death and disability, by integrating these activities with management and dissemination of technical knowledge through strengthening of disease surveillance and response systems and public health programmes and services including supporting the introduction of new vaccines to ensure the benefits of the vaccines are offered to all individuals. The VPI unit develops norms and standards, guidance and tools to assist countries to implement effective disease control and elimination programmes.   DESCRIPTION OF DUTIES The purpose of this position is to assist the Ministry of Health (MOH) of Ukraine in strengthening the immunization programme through the provision of in-country technical assistance and guidance on good governance. This position will enable the WHO Regional Office for Europe (WHO/EURO) to be more responsive and to play a leading role in improving the standards, efficiency and preparedness of the national immunization programme in Ukraine. It will also strengthen the coordination, resource mobilization and technical assistance offered to Ukraine by WHO and other partners.Key duties: Under the overall guidance of the Head of WHO Office in Ukraine, and direct supervision of the Programme Manager, VPI at the WHO European Regional Office in Copenhagen, the incumbent will undertake the following specific responsibilities: 1. Oversee and coordinate the development, implementation, technical assistance to, and evaluation of, the national programmes for vaccine preventable diseases and immunization. The work will be in line with the regional vaccine-preventable disease targets and objectives with a primary focus on sustaining the Region's polio-free status, and controlling other vaccine-preventable diseases, such as measles and rubella.  2. Lead the development of knowledge translation of evidence-based recommendations on VPI priority topics for incorporation in country policies and provide technical support and coordinate with other partners the implementation of comprehensive activities and tools, supporting measures to reduce the burden of vaccine preventable diseases; collaborate closely with WHO regional and country offices, UN agencies, non-governmental organizations in delivering this task. Support the adaptation, monitoring and evaluation of these recommendations. 3. Provide continuous support to the MOH of Ukraine, as WHO's primary counterpart on immunization. Assist MOH with implementation of the polio preparedness activities and lead WHO support on outbreaks of vaccine-preventable diseases in Ukraine.  4. Support the MOH of Ukraine in developing, implementing and evaluating national immunization programme (NIP) strategies at national and local levels, in updating and adapting relevant guidelines, materials and tools, performing training needs assessments, and organizing and implementing training activities.  5. Serve as a primary technical supervisor of the VPI Team in Ukraine and coordinate the work in carrying out daily routine support tasks to the National Immunization Programme.  6. Support the Head of WHO Office in Ukraine on resource mobilization and provide budget oversight and reporting for WHO immunization activities, initiatives and projects in Ukraine. 7. Guide the Ukrainian national programme towards certification of poliovirus eradication and verification of measles and rubella elimination.  8. Report on status and progress made by immunization programmes in Ukraine to the Head of WHO Office in Ukraine and to the VPI Programme Manager, to donors and partners as required. Provide reports to WHO/EURO VPI advisory bodies and commissions (ETAGE, RCC, RVC) as requested by the VPI Programme Manager.  9. Facilitate and coordinate VPI staff and high-level immunization partner visits, technical reviews and missions to Ukraine as appropriate.  10. Collaborate closely with UNICEF and other partners to ensure an aligned and harmonized work plan, implementation, generation of resources, management of assessments and mobilizing funds.  11. To undertake related duties as required.   REQUIRED QUALIFICATIONS Education Essential: Medical degree with post-graduate training in epidemiology and immunization and/or an advanced degree, such as MPH, in research/public health. Desirable: PhD.   Experience Essential: Over 7 years of experience, including at least 3 years at the international level, in the field of vaccine preventable diseases and immunization, research and programmatic aspects of control of vaccine preventable diseases and elimination. Role & Responsibilities Develop, establish, and manage Medair's cash and voucher assistance (CVA) and non-food items (NFI) programming in Ukraine. This involves initial assessments, engaging with other actors, designing the project(s), contributing to proposals, developing and documenting processes and procedures, effectively managing and reporting on the project, capturing learning, and shaping Medair's CVA and NFI strategy within Ukraine.   Project Overview In response to the ongoing humanitarian crisis in Ukraine, Medair continues to deliver multi-sector relief programmes to save lives and alleviate human suffering by providing emergency response support in the East, rehabilitation support in the North, and support to Internally Displaced People and host communities in West Ukraine. Medair is intervening through its core sectors of expertise by providing essential life-saving Health, WASH, Shelter & Infrastructure, CVA, NFIs, Protection, mental health, and psychosocial Support.   Workplace & Working conditions Field-based position in North Ukraine.   Starting Date / Initial Contract Details June 2024. Full time, 6-12 months.   Key Activity Areas CVA Project Management - Conduct CVA and NFIs assessments in Ukraine, identifying opportunities and challenges that the implementation of CVA and NFIs in the programme implies. - Establish systems to efficiently implement CVA & NFIs interventions, including the development of SOPs. - Manage the assigned project(s) and promptly report any operational concerns to the line manager (e.g. projected failure to meet objectives; increased beneficiary needs; projected over or under-spending on project budget). - Provide strong leadership of the assigned project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities, and local staff. - Contribute to the development and implementation of an appropriate and effective strategy, including proactive planning for responsible exit in consultation with staff, field managers and with the local communities. - Set clear objectives and indicators for project activities in collaboration with the staff and field managers. - Provide input into the integration of beneficiary participation and accountability in all aspects of the project. - Ensure accurate and timely reporting of activities according to Medair, donor, and other applicable timeframes and formats. - Develop new proposals, linked to the country strategy and the assessed needs and gaps, in conjunction with the relevant field managers. - Improve service to beneficiaries through unique and more effective responses to increase their self-sufficiency - Monitor & supervise project activities, evaluating progress through outputs & impacts using both quantitative & qualitative data, and involving the project team in analysis and taking actions to ensure continued progress. Information Management - Monitor the data collection related to beneficiaries, Medair's selection of households, and the tracking of cash payments to beneficiaries. - Regular reporting to the country working groups on CVA and NFI assistance that is planned and completed. - Ensure effective systems regarding database management and security are in place and maintained. - Ensure data gathering is done according to the sector standards and relevant legislation, and results of lessons learned are integrated into the project. Household data is currently collected using Open Data Kit (ODK) through tablet software. Staff Management - Line-manage staff of the assigned project(s), including day-to-day management, recruitment, development and training, performance reviews, etc. It may also be necessary to line manage other project staff. - Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans, and to provide the opportunity for feedback. - Provide coaching & technical supervision to staff to develop ownership & responsibility for project activities. Financial Management - Create, manage and report on budgets for the assigned project(s) and ensure all project expenses are in line with budget plans, and meet the Medair's financial management standards, including accountability and good governance. - Support the team where needed in the selection, set-up, and management of cash assistance modalities for the project, in alignment with the sector standards of the banking institutions concerned. Communication and Coordination - Develop appropriate, regular, transparent, and supportive communication structures with the assigned team, Medair in-country, and GSO managers and advisors to ensure good partnerships. - Participate in coordination meetings with the Cash working group and NFI Cluster, Medair internal training, representing Medair and feeding back to staff and field managers on relevant issues. - Liaise with the GSO CVA Advisor for support with the project design, management, and CVA country strategy drafting. Logistics - Support the logistics activities of NFI staff, particularly in relation to the purchasing of supplies and equipment for the assigned NFI activities. - Liaise, as necessary, with the NFI, logistics, and finance staff to ensure items are procured, transported, stored, managed, and accounted for correctly. Quality Management - Liaise with the logistics and finance staff to ensure project implementation meets auditing standards in a timely manner. - Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards, i.e., CALP, Sphere, and CHS standards. - Ensure the inclusion of multichannel feedback measures, data protection considerations, and security aspects to be implemented to avoid fraud and corruption as well as unattended effects. - Ensure accurate and timely reporting of activities in line with Medair as well as donor requirements and expectations and formats. Security Management - In the Project Coordinator's absence, attend relevant external coordination and security meetings and feedback information. - Ensure security procedures are in place, guidelines are kept up-to-date and staff receive relevant security information. Provide support in managing security incidents as required. Administration - Draw up, manage and periodically review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that the terms and conditions are followed - Submit accurate and timely internal reports and contribute on request to external reports.Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements Staff Management - Manage and oversee the assigned programme support staff including recruitment, day-to-day management, development and training, appraisal, performance monitoring, disciplinary action, etc. Includes Project Support Officer(s) at sub-based where present. - Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work Communication - Develop and maintain a transparent, honest and supportive communication structure with colleagues and partners to ensure they are kept informed of support related activities and requirements - Develop and maintain positive relationships with partners, suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships - Ensure good communication between project teams and support teams.
