The Human Development (HD) Practice Group (PG)

The Human Development Vice Presidency (HDVP) at the World Bank Group includes the Global Practices of Education; Health, Nutrition, and Population; and Social Protection and Jobs; additionally, the HDVP houses the Gender group.  As such, HD is central to the World Bank Group's goals to end extreme poverty by 2030 and raise shared prosperity. 
Over the past few years the World Bank's Human development sector has been delivering a scaled-up program with an active portfolio over $71.3B with engagements in 121 countries. New commitments in FY21 are expected to reach a total $21.2B by FY end.  Human capital development, has taken a central role for the WBG, as a result of the unprecedented COVID-19 pandemic and its impact. 

 

Social Protection & Jobs Global Practice  

Social protection systems help individuals and households, especially the poor and vulnerable, cope with crises and shocks, find jobs, improve productivity, invest in the health and education of their children; and also promote productive aging and protect aging populations. Social protection programs are at the heart of boosting human capital for the world's most vulnerable. They empower people to be healthy, pursue their education and income generating opportunities to lift themselves and their families out of poverty. Global Solutions Groups (GSGs) aim to promote the flow of knowledge across regions and countries for more effective country engagements and to contribute to the international dialogue.  GSGs play a key role in identifying innovations that have potential as global public goods, support their implementation at scale, and promote cross-regional learning. GSGs also help coordinate engagements across regions, and respond to corporate requests and mandates. In SPJ they include:  Social Assistance; Ageing and Pensions; Labor and Skills; and Delivery Systems.

The facilitation of each GSG is in the hands of a small team, complemented by an extended GSG team and Communities of Practice from the regions. GSG core staff are expected to allocate 50 percent of their time to provide cross-support to the regions, both in the form of short country engagement work – to brainstorm on innovations (particularly those with potential as global public goods), facilitate connections and cross-regional fertilization, peer review, provide targeted technical assistance and/or as core team member in country engagement tasks. The core GSG staff work closely together with the other GSGs to leverage synergies across topics.

The Ageing and Pensions GSG focuses on policies and programs to address the challenges and opportunities offered by the demographic transition. The longevity/ageing agenda aims to promote longer, healthier and more productive lives. As populations age due to increased life expectancy and decreased fertility rates, governments are faced with challenges such as preventing old age poverty through predictable income and adequate and sustainable pension systems, providing social and care support to the elderly, and ensuring adequate healthcare. The Global Lead coordinates the activities of the global Ageing and Pensions team on global knowledge products, and policy advice and operational support to regions; and establishes collaborations with other Global Leads within SPJ, as well with other Global Practices, to address intersectoral challenges.  

 

Specifically, GL duties and accountabilities include:

Area 1: Strategic Leadership of the GSG
      o Lead the GSG core team and the Bank-wide community on Ageing and Pensions
      o Provide intellectual and technical leadership; define and lead key knowledge products to be developed by the GSG
      o Position the World Bank within the global dialogue on Ageing and Pensions
      o Develop annual business plans with the leadership team and broader GSG community
      o Work with GSG and management to secure additional funding for knowledge work
      o Build relationships with internal partners to promote effective collaboration across Global Practices and GSGs
      o Build relationships with external stakeholders and players to forge partnerships, draw on external knowledge and expertise, and support resource mobilization  
      o Serve as an active member of the SPJ leadership team

Area 2: Community Building, Learning and Knowledge Sharing in the GSG
      o Organize and coordinate work on corporate requirements and support to country teams, through briefing materials, PPTs, references to pertinent country experiences, data sets, literature reviews, cross-support, etc.  
      o Organize and lead the GSG community, identifying and bringing together affiliated staff, maintaining roster of expertise on core topic areas, leveraging skills and knowledge across the GP, convening GSG staff, and building knowledge bridges across countries and regions
      o Provide substantive leadership for learning such as regular BBL seminars, core courses, Core Knowledge Exchanges and HD Week sessions related to GSG topics
      o Mentor and support technical staff in deepening their expertise 
      o Convene training, clinics, and dissemination activities to ensure that best practices are widely known and discussed

Area 3: Lead, Guide, or Contribute to Specific Global Knowledge Activities 
     o Identify critical data and knowledge gaps and develop approaches to fill them
     o Strengthen knowledge engagement throughout the GP
     o Lead or contribute to activities and products related to the GSG areas
     o Support development of cutting-edge knowledge in core topic areas
 

Area 4: Provide Advisory Support Country Engagements, Leveraging Synergies to Global Knowledge Agenda
     o Provide timely advisory services on country engagement activities, including through cross-support
     o Support quality enhancement for selected country engagement activities
     o Serve as a peer reviewer and/or QER advisor on high-profile / high priority activities, and otherwise ensure that the technical peer review mechanism works effectively by maintaining roster of expertise on key topic areas and advising on choice of peer reviewers
    o Convene expert panels to provide advice on complex operations, development challenges, and engagements
    o Contribute on a more in-depth basis to selected country engagement activities as determined in periodic work planning exercises, ideally with synergies between the country and global activities.

 

Selection Criteria

The Global Environment Facility (GEF) is a multilateral financial mechanism created in 1991 to provide grant and concessional funds to recipient countries for projects and programs that address biodiversity loss, climate change mitigation and adaptation, degradation of international waters, land and forests, ozone depletion, elimination or reduction of persistent organic pollutants and mercury, all within the framework of sustainable development. The GEF unites 186 countries in partnership with international institutions, civil society organizations (CSOs), and the private sector to address global environmental issues while supporting national sustainable development initiatives. An independently operating financial organization, GEF is the designated financial mechanism for five multilateral environmental conventions: The Convention on Biological Diversity, the Stockholm Convention on Persistent Organic Pollutants, the UN Framework Convention on Climate Change (UNFCCC), UN Convention to Combat Desertification, and Minamata Convention on Mercury. GEF was also recently designated to serve as part of the financial mechanism of the international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of Areas Beyond National Jurisdiction (BBNJ). Since 1991, the GEF has achieved a strong track record with developing countries and countries with economies in transition, providing $24.7 billion in grants for over 5,700 projects in over 170 countries.  The GEF Secretariat is a Vice Presidential Unit (VPU) within the World Bank for administrative purposes and has approximately 70 professional, administrative and client support staff.  The Secretariat is seeking a Senior Finance Specialist to support the work of the NGI Senior Expert in the Programming Division with a series of program investments, analytical and policy needs.    Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered an initial 2-year term appointment that is renewable based on performance.  The selected candidate will report to the Manager of the Programming Division. Blended Finance at the GEF Over many decades, the GEF and its Agencies have successfully used a wide array of non-grant instruments such as debt, equity, and risk-sharing mechanisms such as guarantees to attract private sector investment and deliver global environmental benefits beyond business as usual. The GEF-8 Programming Directions recognized the importance of blended finance and increased the commitment to innovative blended finance solutions. With a four-year funding level of $196 million, the GEF has identified priorities for blended finance that cover environmental conventions requirements and aim for multiple environmental benefits including nature-based solutions.  The GEF is accelerating the use of non-grant instruments for blended finance in support of delivering Global Environmental Benefits aligned with focal area objectives with a focus on projects that can reach scale and mobilize financing through capital markets at global and national levels. The new GEF Blended Finance Program and Non-Grant Instrument policy approved in December 2022, added new financial instruments and policy requirements that encourages GEF agencies to submit high quality and innovative proposals in competitive call for proposals on a semi-annual basis.  Projects seeking financing from the GEF under the Blended Finance Program need to participate in a competitive process through multiple Calls for Proposals. These are usually launched bi-annually for project selection and approval in GEF Councils review. Blended finance projects receiving financing from the GEF's Blended Finance Program, are expected to generate investment returns that can repay the GEF Trust Fund and can be used in future programming. The Blended Finance team is also responsible for informing the Council on expected reflows of projects on an annual basis. Duties and Accountabilities: The Sr.  Financial Specialist will provide support to the GEF Blended finance coordinator and the Programming Division and work across regions and thematic focal areas, as required. The ideal candidate would have experience in project structuring, blended finance, reflow management and reporting. Financial skills and technical expertise in assessing financial structures and skills in equity, debt and risk mitigation products is required. The candidate would also be familiar with the dynamics of the global environmental finance arena, including international negotiations of the Conventions the GEF serves as financial mechanism Specific duties include: The candidate will be required to work with the GEF Blended finance coordinator and under the Manager of the Programming Division in the following tasks 1. Manage under the supervision of the GEF Blended finance coordinator the biannual call for proposals under the Blended Finance window and contribute to the continued implementation of the Programming Division's business model. The ideal candidate will coordinate multidisciplinary inputs and liaise with GEF Regional Teams, Focal Area coordinator for input to the Blended Finance project review. The candidate will also coordinate the interactions and advise of the Advisory Group of Financial experts during project review. 2. Perform and manage reviews of project proposals to be financed by the blended finance window according to the agreed project review criteria and GEF Programming directions and provide guidance on major issues involved in the development of project proposals and assist in overall preparation of work programs to be presented to council. 3. Manage the preparation of annual reflow reporting in coordination with the GEF Trustee and GEF Partner agencies. The candidate will be required to review the existing processes for reflow reporting and repayment and seek to make recommendations to improve existing processes and policies when and if necessary. 4. Play an important role in developing blended finance policies and guidelines and support the overall GEF programs Unit to enhance GEFs impact and support the management of GEF's portfolio of ongoing projects through implementation, monitoring, and evaluation activities with GEF Agencies and countries. 5. Contribute to the GEF replenishment and provide constructive inputs to the new programming and policy reform/directions and any other duties as required ahead of GEF-9.  6. Provide quality inputs to the CEO and senior management on country and thematic briefings, talking points, speeches, analytical/strategic documents. 7. Participate in the GEF work within Regional Teams on GEF issues, including participation in country dialogues, expanded constituency workshops, and other activities under the GEF Country Engagement Strategy.  As required represent the GEF at a senior level at selected international; political, business, scientific and operational forums.  8. Undertake additional duties as required by Director of Strategy and Operations and the Manager of the Programming Division in coordination with the Blended Finance Coordinator.   Selection Criteria 1. A master's degree in business administration, finance, international development with at least 8 years of relevant professional work; 2. Strong financial skills namely in investment analysis of projects involving debt, equity, guarantees and structured finance. 3. Experience with private sector and blended finance (public and private sector projects). Experience in designing, developing and executing large bilateral and/or multilateral funded projects is a plus. 4. Excellent analytical skills and adeptness of excel spreadsheets, databases, word processing, and web-based skills required. Experience in financial management of projects and reflow reporting. 5. Ability to participate in multi-disciplinary teams and coordinate input from multiple areas inside the GEF Secretariat and outside stakeholders. 6. The GEF Council recently approved a new strategy for Knowledge Management and Learning that will enable the GEF to pursue three main objectives:   • Embed cutting-edge knowledge into investments and generate public goods in line with GEF mandate and enhance the role of knowledge management in projects and programs.  • Increase knowledge flows through platforms through partnership and communities of practice; and  • Create and enable the environment for learning and capacity building for greater exchange of knowledge and collaboration across the partnership.    The GEF Secretariat is seeking to hire a dynamic and experienced Senior Knowledge Management Specialist who will lead and oversee implementation of the strategy in close coordination with other Divisions. This position will report to the Manager of Integration and Knowledge Management Division in the Secretariat.    Duties and Accountabilities   The Senior Knowledge Management Specialist will be responsible for the overall implementation of the GEF KM&L Strategy. The ideal candidate would have a combination of cutting-edge expertise and in-depth understanding of how to organize, curate and disseminate knowledge across an institutional framework that includes diverse stakeholders and dispersed globally. Specific responsibilities are as follows:    • Oversee implementation plan for all action areas identified in the KM&L strategy, including liaison with GEF agencies, the Science and Technical Advisory Panel (STAP) Secretariat, and the Independent Evaluation Office (IEO) as appropriate.  • Develop and promote a collaborative and knowledge sharing culture in the GEF Secretariat and the wider GEF partnership, consistent with GEF operational, programming and communication policies and strategies.     • Lead and coordinate all learning and knowledge sharing activities, including the use of cutting-edge ICT, digital tools and platforms.  • Lead and coordinate training and support to GEF Secretariat staff and partners on digital tools and platforms for knowledge co-creation and dissemination, including incentives mechanisms for the GEF partnership.  • Lead and guide the establishment of mechanisms for capturing knowledge on best practices and lessons learned from GEF investments, including the potential application of cutting-edge technologies such as artificial intelligence.   • Lead the establishment of knowledge generation and storage mechanisms from GEF investments and activities, to ensure that institutional learning is captured, stored and made accessible within the GEF partnership and externally to other stakeholders.   • Liaise and work closely with the other GEF Secretariat Divisions to streamline and integrate knowledge management related operations and tools. • Lead and coordinate a GEF Secretariat-wide team on KM&L to ensure coherence and consistency in responding to and supporting the wider-GEF partnership, including greater alignment with project and program outreach plans, and the new GEF Communication and Visibility Policy • Monitor and guide the evolution of the KM&L strategy, including resources to deliver on the different components in accordance with needs and expectations of the GEF management. • Lead and coordinate assessment of KM&L plans in projects and programs from conception to design and implementation, and the extent to which these plans are being / have been achieved. • Prepare reports to regularly update GEF Secretariat management and the GEF Council as required.    Selection Criteria • Master's degree in knowledge management, learning, instructional design, organizational performance, international relations, international development, or similar discipline with a minimum 10 years' relevant experience. • Demonstrated experience working on KM&L in reputable organization(s), including strategically across the organization to coordinate efforts, set clear priorities and develop KM&L programs. • Experience in and ability to work with ICT tools, digital platforms for data management and social networking, including familiarity with AI tools and their potential application for KM&L. • Demonstrated ability to conduct both quantitative and qualitative analyses on large datasets using appropriate methods. • Strong interpersonal skills to work collaboratively in a diverse environment. • Exceptional organizational and coordination skills. • Excellent written and oral communication skills in English is essential. knowledge of another United Nations language is an advantage.  • Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem-solver. • Good familiarity and ease of working with the management information systems and dashboards. • Previous experience with and/or exposure to members of the GEF Partnership, in positions with an implementing agency, a government agency or an international organization would be a plus.  • Enthusiastic self-starter with proven ability to engage, enthuse, organize, package and share knowledge and information effectively, working with a variety of tools and audiences in a dynamic, entrepreneurial, and creative manner. • Adequate knowledge of GEF mandate, operations, policies, instruments, and systems. • Demonstrated initiative, and drive for results including the ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines. • Advanced knowledge of information resources and information technology, which could include SharePoint, Tableau, Adobe Illustrator or Photoshop, InDesign, Adobe Campaign, Cvent and Crowd Compass, HTML; In 2023, the GEF established the Global Biodiversity Framework Fund (GBFF) in response to decisions taken at the 15th Conference of the Parties (COP) to the Convention on Biological Diversity (CBD). The GBFF is part of the GEF family of funds, and has its own governance arrangements and project cycle that differ from other GEF funds. In June 2023, the GEF Council approved the arrangements to establish the GBFF and its Programming Directions. The GBFF establishment decision was ratified at the seventh GEF Assembly in August 2023, and the fund was launched. The first GBFF Council was held in February 2024. With the first tranche of the GBFF support released, the first and second rounds of the GBFF project preparation grant (PPG) submissions were announced in February 2024. The GEF Secretariat is seeking a dynamic and client-oriented Biodiversity Specialist to join its GBFF team to support the governance arrangement organization, partnership, and GBFF programming in developing countries to address their commitments and contributions towards the Kunming-Montreal Global Biodiversity Framework. The ideal candidate should have a good understanding of the complexity of the GEF partnership arrangement and the dynamics of GEF client countries. The candidate should have political acumen and the capacity to work effectively with partners and support governance arrangements associated with the GBFF Council, and experience with biodiversity management and/or support in developing countries. S/he will: be responsible for contributing to the GBFF governance arrangements, including the GBFF Council and Observer Groups representing the private sector, philanthropic and conservation organizations, Indigenous Peoples and local communities (IPLCs), women, and youth; facilitating the organization of the Advisory Group(s) and Auxiliary Body upon their constitution by the GBFF Council; conducting technical reviews that ensure high quality project proposals for Council approval and CEO endorsement; and supporting partnership building with the Implementing Agencies, major partners, contributors, and the CBD Secretariat.   Key Duties and Accountabilities: Under the supervision of the Manager of the GEF MEAs and Funds Division, the Biodiversity Specialist will have the following duties: 1. Contribute to the implementation of the GBFF, including its programming directions, governance arrangements, portfolio development and management, in line with the agreed GBFF policies and strategies, decisions by the GBFF Council, and relevant CBD COP guidance. 2. Provide technical support for the GBFF governance arrangements, in particular the GBFF Council and GBFF Council Observer Groups, including preparations of Council scripts, proposed decisions, summary, and other documents, and facilitating preparations and participation of Observer Groups to ensure perspectives of a wide range of stakeholders are represented in the Council discourse. Support the organization of Advisory Group(s) and Auxiliary Body, upon their constitution as agreed by the GBFF Council. 3. Contribute to the reviews of project proposals to be financed by the GBFF, according to the agreed project review criteria, provide review comments and guidance, and assist in overall preparation of work programs to be presented to the GBFF Council. 4. Maintain and enhance a productive dialogue with GEF Agencies and countries, providing information and guidance consistent with GEF decisions to: (i) assist countries in the development of project proposals; (ii) maintain consistency with, and responsiveness to, the Convention guidance; and (iv) build synergies across different GEF family of funds. 5. In collaboration with the GEF BD focal area coordinator, contribute to maintain a well-coordinated, GEF-wide biodiversity cadre of professional staff and programming support to countries from the GEF Trust Fund and the GBFF.   6. Support and collaborate with the Policy and Operations team on the GBFF project cycle and its associated policy, strategy, and guideline needs to ensure continued implementation of a simple and effective project cycle for easy and efficient access. 7. Provide quality inputs to CEO, Director, and Manager on thematic briefings, talking points, speeches, analytical/strategic documents. Carry out additional tasks as assigned.     Selection Criteria 1. Master's degree or Ph.D. in the field of environmental and natural resources management, environmental policy or law, or other relevant disciplines.  2. At least 5 years relevant experience in addressing biodiversity and its governance at the national or international level required, and experiences in managing biodiversity and governance in developing countries would be an advantage. In depth understanding of scientific, economic, social, and political dimensions of biodiversity and conservation. 3. Participate in the GEF work within the Latin America Regional Team on GEF issues, including participation in country dialogues, expanded constituency workshops, and the GEF Country Engagement Strategy.  As required represent the GEF at a senior level at selected international; political, scientific and operational forums.   5. Participate in the political outreach to relevant countries in international fora, in particular with the Rio Convention (CBD) and other related international instruments 6. Provide quality inputs to the CEO and senior management on country and thematic briefings, talking points, speeches, analytical/strategic documents 7. Support the development and implementation of results-based management (RBM) and the integration of knowledge management in RBM, operational processes and procedures as requested.   8. Undertake additional duties as required by Director and Manager of the Programming Division.   Participation in Biodiversity Focal Area Team 1. Under the guidance of the Manager of Conventions and Funds Division and in collaboration with the BD focal area coordinator, participate and follow the UNCBD meetings and negotiations and lead the political outreach where required.  Promote regular and informed communication about the biodiversity program of the GEF, with the GEF Family and the UNCBD Parties and Secretariat. 2. Under the guidance of the Manager of Conventions and Funds Division and in collaboration with the BD focal area coordinator, contribute to effective coordination of GEF's strategic engagement related to the Convention and other international negotiations, and the biodiversity focal area.  This will include CBD COP as well as other Conventions' meetings as relevant, consultations on draft guidance preparations, and provide support to the CEO and GPU Director for their engagement.   3. In collaboration with the BD focal area coordinator, contribute to the biodiversity focal area team as a BD specialist and in related tasks force teams and their dynamics.   4. Contribute to the GEF replenishment and provide constructive inputs to the new programming and policy reform/directions.    5. Support the development and delivery of GEF reports, Council documents, engagement plans, and other work products related to 1 above and as indicated by MEA Lead.     Selection Criteria • The candidate should possess a Masters with at least eight years of experience, or a Ph.D., with five years of experience in the field of biodiversity, natural resources management/environmental sciences, economics, or other relevant discipline. • The candidate should have at least 5 years of work experience managing biodiversity projects and programs in developing countries. • The ideal candidate should have been exposed to working with Indigenous Peoples on environmental issues and/or in Asia countries in general.   • Ability to deal with a range of stakeholders, international organizations, development agencies, scientific and technical bodies, developing country counterparts, and NGOs would be an advantage. • Ability to think analytically, strategically, and programmatically. • Excellent technical and working knowledge in various sectors • Proven record of constructive and positive engagement in leading a program and policy dialogue with client Governments, donors and other stakeholders; • Proven ability to work in teams, both as a team leader and team member • Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide range of audiences.
