OAI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. OAI has a decentralized organizational structure with Directorate and other headquarter units, based in New York, and Regional Audit Centres (RAC) located in the five regions: Kuala Lumpur (Malaysia), Pretoria (South Africa), Dakar (Senegal), Panama City (Panama) and Istanbul (Turkey). At the Headquarters level OAI has the Investigations Section, the Headquarters Audit Section, the Special Advisory Services Section, ICT Audit Section, and the Directorate. Under the guidance and supervision of the Deputy Director (Audit), OAI, the Chief, Regional Audit Centre manages UNDP internal audit function in the region of Latin America and the Caribbean supported by four Audit Specialists (2 P-4 and 2 P-3), and one Administrative Associate (G-6 level).    Position Purpose   Under the overall supervision of the Deputy Director (Audit), the primary role of the Chief is to manage and supervise the work of RAC-LAC, as outlined in 'Organizational Context' above. The Regional Audit Centre for Latin America and the Caribbean manages UNDP internal audit function in the region that comprises 25 country offices (including several Multi-Country Offices in the Caribbean, such as Jamaica, Barbados, Trinidad and Tobago as well as Guyana in South America).  He/she develops working relationships with management and stakeholders in order to improve risk management and controls and promote effectiveness and efficiency of operations. The primary role of the Audit Chief is to lead the team that conducts internal audits of activities carried out by UNDP country offices in the region, undertake project audits of directly implemented projects as well as project funded by the Global Fund to Fight AIDS, Tuberculosis and Malaria (The Global Fund or GF). Some of these tasks may include undertaking audit assignments in areas with hardship or hazardous working conditions. In addition, the Chief may be tasked to provide advisory services to the various units within the region or at the corporate level and is also responsible for the administration of the annual HACT/NIM audit exercise. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.   Duties and Responsibilities Leads management functions. - As a member of the OAI management team, contributes to new strategic initiatives, and to the continuous improvement of processes and methodologies. - Effectively manage the human resources assigned, including providing support to staff in the achievement of their career goals, ensuring appropriate learning, training and development, and actively participating in planning and assessing staff performance. Manages services to clients. - Manages internal audit services for the region, ensuring proper planning, high quality execution of the audits as well as effective and timely reporting.  - Oversees and guides audit teams in conducting audits of UNDP country offices and projects (includes projects directly implemented by UNDP and/or project audits, including programmes funded by the Global Fund); and as may be required, directly participates in the audits.  - Provides support and backstopping to investigations. - Manages and supervises the services provided by audit firms (or audit consultants) that may be hired to undertake audits either with or on behalf of OAI. This may include procurement of services of audit firms. - Manages the financial audit reports submitted by country offices in the region that cover projects implemented by NGOs and national institutions (also known as HACT financial audits), identifies recurring and systemic issues in such HACT financial audit reports and issues review letters to the management of country offices that provide an assessment of audit outcome, audit scope and audit administration.  - Builds and maintains effective client relationships in order to identify business risks and facilitate the impact and acceptance of OAI audits.  - Communicates audit results, best practices, and lessons learned to country offices, and other key stakeholders.  - Provides advisory services on a broad range of issues related to audit, risk management and internal controls.  - Provides guidance and advice to country offices in the region on the HACT financial audits exercise.  - Ensures data is accurately uploaded into the Comprehensive Audit and Recommendation Database System (CARDS), monitors the implementation of audit recommendations and validates follow up information provided by management.  - Undertakes frequent missions to UNDP offices in the region, including to areas with hardship or hazardous working conditions. - Advises and guides UNDP offices in the region about accountability, risks and internal controls in light of UNDP's increasing adoption of global shared services. The core function of the technical team is to ensure that the Medical Device product portfolio procured and supplied by UNICEF is safe, fit-for-purpose and meets the required quality standards. Under the general guidance of the P4 Technical Specialist, acts as material owner for a portfolio of Personal Protective Equipment and medical devices in resource limited settings and emergency response. Applies specialized product knowledge, and in collaboration with counterparts in field offices and Programme Division, establishes technical specifications, standards, and guidelines for procurement of clinical medical devices, consumables and equipment used in MNCH requisitioned by UNICEF programmes and specialized UN agencies, governments, and non-governmental organizations on a procurement services basis. This includes (but is not limited to):  - Providing advice and guidance to shareholder Ministries, incoming and current Board Officials and OSG senior management on Board HR policies and procedures, with support from the Analyst (Finance).  - Advising Directors on bilateral arrangements between shareholders in multi-country Constituencies, to ensure commitments are understood by all parties.   Oversight of Board Travel & Expenses: - Manage the two Senior Officers who are responsible for checking, challenging and processing travel and expense claims from the Board of Directors. Participate in information exchange through donor and media visits as well as in the development of training and orientation material. 3. Programme Development and Management Identify critical intervention points and measures by administering a consistent and transparent monitoring system; analyse country level socio-political-economic trends and their implications for ongoing programmes and projects. Draft changes to/or prepare programme work plans as required. Prepare program recommendations for inclusion in formal programme documentation, and new approaches, methods and practices. Establishes programme workplans, monitors compliance and provides training, support and guidance to the programme team in order to meet objectives. Identifies human resources requirements and on-going staff development needs. Reviews and evaluates the technical, institutional and financial feasibility and constraints of programme/projects in collaboration with the authorities and other partners. Optimum Use of Program Funds Establish and supervise programme work plans and monitor progress and compliance.  Monitor the overall allocation and disbursement of programme funds, making sure that funds are properly coordinated, monitored and liquidated. Programme Monitoring and Evaluations Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides on required corrective action. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design. Prepare and submit viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives. 7.  Local Capacity Building/Sustainability Ensure the building and reinforcing of the commitment and institutional capacities of local partners starting with taking a strategic approach to the identification of these partners and partnerships. 8. Rights Perspective and Advocacy at the National, Community and Family Levels Conduct policy analysis from a children's and women's rights perspective and advocacy at the authorities, community and family levels for elevating credibility in national and international policy debates. Promote the organization goals of UNICEF through active advocacy and communication in line with UNICEF national advocacy guidelines and strategy. 9. Partnership, Coordination and Collaboration Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Linkage to the Regional Programme Knowledge Network to ensure the availability of current and accurate programme data. Maintain close collaboration with heads of sectoral programmes in the CO, Regional and HQ advisers for effective overall coordination on programmes. Engagement with authorities: Engages with the authorities to maintain open channels of communication to ensure smooth programme delivery and access to communities. Resolves challenges as they arise with relevant authorities and provincial and district level. Communicate challenges with CO as needed. 11. Emergency Preparedness and Response: Collaborate with the FCE section to ensure the office has effective preparedness measures in place against the approved EPP. Monitor emergency trends within the field office and develop standby partnerships to enable rapid response to crises. Liaise with ACo for additional capacity/resource support as required.   To qualify as an advocate for every child you will have? - An advanced university degree in one of the following fields is required: social sciences, international relations, public administration, government and public relations, public or social policy, sociology, social or community development, or another relevant technical field. - A minimum of eight of relevant professional experience in programme management, planning, monitoring and evaluation, project administration or another relevant area is required. - Experience in partnership management is required. - Experience in a complex, high-threat environment is an asset. - Experience in managing large teams and budgets is an asset. - Nexus experience and emergency preparedness are considered an asset. - Experience in access and engagement and humanitarian development is an advantage. - Relevant experience in a UN system agency or non-government organization is an added advantage.  - Developing country work experience and/or familiarity with emergencies is considered an asset. - Fluency in English is required. Under the supervision of the Monitoring Specialist within the Supply Chain Projects Unit in Monitoring, Strategic Data and Evidence Center (MSDEC) and in the framework of UNICEF Supply Chain Digitalization Initiative, the incumbent will support the introduction of the LMSM solution in Somalia. - Provide support to the Somalia Country Office in relevant areas related to the country-wide implementation of LMSM including setting up and providing user support and remote assistance to the UNICEF trainers during the training of local partner LMSM users. - Support in the overall project management of the LMSM solution in Somalia by e.g., preparing relevant materials. Participate in activities to create healthy stakeholder relationships to ensure a good collaboration with different UNICEF divisions and offices such as preparing for relevant meetings and develop written updates. - Monitor the use of the LMSM application and dashboard and collect user feedback to understand potential platform and dashboard enhancements.
