Key Activity Areas

Technical / Management

  • Develop and manage a comprehensive activity plan covering the time frame of the project proposal.
  • Ensure the quality and sustainability of the project outputs.
  • Conduct regular monitoring and evaluation assessments against project objectives.
  • Ensure accurate and timely reporting of activities (monthly, quarterly and final reports).
  • Support the Programme Coordinator and CD in the development of new proposals.
  • Support the health sector by the improvement and further design of the technical sector on approved and appropriate health practices.

Logistics and Administration

  • To coordinate with the logistics department and ensure all health project related equipment is available on site in a timely fashion.
  • To coordinate with the administration department to ensure accurate accounting of project finances as well as effective cash-flow.
  • To ensure that health project stocks are managed, transported and maintained correctly.

Staff Management

  • Oversee all staff based in the health project including recruitment,appraisal, management, general well-being, job descriptions, work schedules, discipline etc. in coordination with the Projects Coordinator.
  • Provide training to all National staff in the health sector (within budget and operational constraints) so as to ensure ownership and full local responsibility of all health activities.
  • To facilitate regular project meetings to assist information sharing between project staff and to ensure that all staff members are well aware of project objectives and current work plan.

Communications and Public Relations

  • To maintain a transparent, honest and supportive communication structure within the Medair team.
  • Develop and maintain relationships with local authorities, churches and NGO's on site, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships.
  • Contribute to Medair's private fundraising and public awareness campaigns by supplying the FCO or the International HQ Marketing team with beneficiary stories and photos, as well as project updates etc.

Security Management

  • To be responsible for the safety and security of Medair health assets and personnel on site of operations.
  • To adhere to the security guidelines employed by Medair on site.

Quality Management

  • To promote and use the e-library, ensuring the standardised formats are used and guidelines followed.
  • Ensure health projects are implemented in accordance with Medair, donor, field, and international standards.

Qualifications

  • Higher level qualification in a technical field; BSc/MSc in Management desirable.
  • Medical doctor or senior nurse with public health or tropical health qualification desirable.

 Experience

  • 2 years minimum experience post qualification.
  • 1 yr overseas experience in relief work with an NGO, having worked preferably in the health sector desirable.
  • Able to prioritise clearly; able to enforce procedures; able to oversee multiple tasks.
  • Good interpersonal skills; clear communicator.
  • Good negotiation skills, especially in the context of another culture.
  • Advanced planning, assessment and analytical skills desirable.

Associate Operational Data Management Officer - UNOPS IICA1

Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid-April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Operational Data Management Officer: 1. CBI (Cash-Based Interventions) Tools and Systems Management  • Management of the CBI tools process flow (DDT -> Staging Server -> Cash Assist -> GDT Distribution).  • Deployment of upgrades, technical troubleshooting, and ensuring smooth interoperability among CBI tools. Oversight of GDT servers, including guidance and updates.  • Development and implementation of automation for deduplication processes and automated data quality checks to report on data errors and possible instances of fraud.  • Revision and alignment of Data Management SOPs for CBI tools, conducting training and capacity building sessions.  2. Interoperability and Technical Coordination  • Ensure the smooth running and interoperability of various data management tools and systems, including Cash Assist, GDT, and cross-regional platforms.  • Coordinating technical issues and improvements across different levels of the organization, including field units, regional bureaus, and headquarters.  • Provide remote technical support, resolve issues, and facilitate updates and upgrades.  • Providing guidance to the operational data management team in the field including other stakeholders in terms of interoperability of the tools, standards, procedures and UNHCR policy including user management and audits to the data management tools.  3. Data Management and Quality Assurance  • Support in maintenance, troubleshooting, user management, and ensuring data protection and consistency.  • Monitoring and addressing technical issues, implementing automated data quality checks, and engaging in data mapping and cleanup to ensure data integrity and consistency.  4. Project Deployment and Operational Support  • Support the rollout/deployment of key projects, such as the Afghanistan Refugee Returnee Database, ensuring smooth implementation and user management.  • General support in data management issues, contributing to the operation's data-related activities and strategies.  5. Registration, Verification, and Identity Management  • Providing support to the protection unit team with proGresV4, refugee caseloads verification, and BIMS enrollment.  • Support in the implementation of registration, enrolment, and digital identity strategies, ensuring compliance with protection objectives.  6. Beneficiary Selection and Aid Distribution Support  • Contribute to the beneficiary selection using tools, supporting the operation in implementing minimum standards and controls to ensure fair and accountable aid distribution.  • Involvement in vulnerability scoring, deduplication, and ensuring assistance reaches eligible and vulnerable households.    Desired experience:  • S/he should be familiar with data quality, security and privacy principles, backup systems, and disaster recovery methods to protect data. Understand network design and architecture, including TCP/IP protocols and network hardware.  • S/he must be experienced in system installation, deployment, configuration, troubleshooting, and upgrades. They should demonstrate problem-solving ability to effectively diagnose and troubleshoot technical issues effectively.  • At the same time, written and verbal communication skills are required to explain complex ideas to non-technical team members, especially during training that s/he is expected to carry out. Evaluation of qualified candidates may include a written test (eliminatory/complementary) which may be followed by competency-based interview.   Standard Job Description Associate Operational Data Management Officer Organizational Setting and Work Relationships The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern.   An important element is the establishment of Data, Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operation, led by a senior staff to ensure that UNHCR has a capacity to produce, in line with global standards, quality data, information products, conduct region-level analysis, guide registration and identity management, and advise on responsible and effective data use at country- and regional-levels.   Operational data includes the following: population and demographic statistics, case management information, assessment results, situational analysis, protection incidents, vulnerability and risks, and programme response plans, delivery and implementation. While the economy has recently stabilized, poverty conditions remain dire in the context of depressed activity, largescale unemployment, and continued constraints to banking sector functionality. Conditions for Afghans, particularly women and girls, and prospects for broader international support have been worsened by a series of restrictions announced by the interim administration. The Bank plays a core convening role with international partners who look to the Bank for critical analytics, intervention design leadership and financing. The Bank co-chairs the Afghanistan Coordination Group. The Bank's initial response after August 2021 (Approach 1.0) focused on providing financial support to the immediate humanitarian response, specifically health and food distributions through transfers out (TO) to UNICEF ($100 million) and WFP ($180 million), respectively. Currently, Approach 2.0 (March 2022) has made available more than US$1.7 billion in Afghanistan Resilience Trust Fund (ARTF) resources and finances delivery of essential basic services through off-budget recipient-executed grants to UN agencies and international NGOs. Approach 3.0 (endorsed by the Board in February 2024) deploys IDA resources to complement ARTF in the provision of basic services. The Bank has technical engagement with the interim administration. The Bank's Afghanistan Futures analytics program provides public-good, data-driven analysis that helps drive the international dialogue on Afghanistan and informs global Fragility, Conflict and Violence (FCV) knowledge. The Bank team evacuated in 2021, and began a gradual return to Kabul in March 2022, which was completed by January 2023. Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation.. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. . According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans.. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Information Management Officer: 1. Population Data Management To oversee the collection, analysis, and dissemination of population data, ensuring accuracy, privacy, and consistency with International statistical standards. The officer will manage population databases, provide insights into demographic trends, and generate population statistics for planning purposes. • Develop and maintain robust systems for the collection of accurate and comprehensive population data. • Analyse population data to identify trends, patterns, and prepare and disseminate analytical reports and visualizations that communicate findings to relevant stakeholders.  • Regularly update UNHCRs operational data portal and ensures that there is harmony in the population data reported in all internal and external products. • Oversees the compilation and submission of population data for the UNHCR annual and midyear statistical reporting.  • Participate in interagency fora and platforms on population data. 2. Assessment Coordination To oversee the systematic collection, analysis, and dissemination of data and information including for identification and targeting of vulnerable households, protection monitoring, border monitoring, and other assessments to enhance the effectiveness and efficiency of UNHCRs response. • Develop and oversee the implementation of data collection tools and methodologies, including for protection monitoring, that capture relevant information to provide the evidence base for decision making, planning assistance and service delivery. • Continuous review of data collection tools in collaboration with a multifunctional team to ensure relevance in capturing necessary information to meet UNHCRs information needs. • Design and implement sampling strategy that accurately represents the community dynamics, and other AGD considerations. • Train field staff and data collectors on data collection tools, ethical considerations, survey techniques, and oversee the data collection process, ensuring consistency, accuracy and data protection standards are adhered to. 3. Programme Monitoring To ensure that the UNHCR programme management cycle is supported with relevant data and evidence from the initial needs analysis and programme design, to monitoring and evaluation and reporting, ensuring that data driven insights inform all stages of the programme planning and implementation. • To support sectors with the data needed to conduct comprehensive needs analysis to identify community needs, gaps, and priorities that will inform programme interventions.  • Work with program team, external relations, and business units to ensure that reporting requirements are met and that there is alignment on the indicators being reported. • Set up and maintain programme monitoring systems including ActivityInfo to meet reporting needs, including setting up databases, forms, and indicators. • Train staff, field data focal points and partners on how to effectively use programme monitoring systems, including data entry, report generation, and understanding indicators. • Extracting insights and generating reports from data collected in ActivityInfo including UNHCR 3W map, static and dynamic dashboards. 4. Data analysis and visualization To lead the organization's efforts in analyzing data and presenting it in visual formats that are easy to understand and actionable. The officer will support decision-making and strategic planning by providing timely, accurate, and visually engaging data insights to stakeholders. • Conduct thorough data analysis to uncover trends, patterns, and insights within the data. • Apply statistical methods and analytical models to support decision-making processes. • Develop dashboards, reports, and presentations that summarize analysis findings for both technical and non-technical stakeholders. • Design and create clear, accurate, and engaging data visualizations that convey complex information in an intuitive format. Role & Responsibilities The WASH & Food Security Advisor provides technical advice and support to management and project staff, delivers training and ensures quality programming. On a day-to-day basis this involves developing, leading, monitoring and evaluating technical aspects of the country programme activities in WASH and Food Security. The role includes coordinating and networking at a senior level with national and regional authorities, clusters, and other NGOs, providing capacity building for national and international staff, championing best practice (international and Medair) in the programmes and contributing to the overall management of the country programme. The WASH & Food Security Advisor will advise on assessment and survey design, for existing and new project areas. Provide technical advice and ensure quality programming in WASH and some Food Security aspects of programmes. Provide capacity building for national and international Project Managers. The role Holder will be the Point of contact in the country programme for GSO sector Technical Advisors. Champion best practice (international and Medair) in the WASH programmes and contributing to the overall management of the country programme.   Project Overview Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and security. Medair has been operating in Afghanistan since 1996 and is currently multi-sectoral projects in health, nutrition, WASH, and food security in vulnerable communities in the Central Highlands and Southern Afghanistan.   Workplace & Working conditions Field based position in Kabul, Afghanistan.   Starting Date / Initial Contract Details June 2024. Full time, 12 months.   Key Activity Areas Project Management - Provide programme support and technical advice with an emphasis on WASH and disaster risk reduction including food security. - Maintain an overview of the country WASH & Food Security programme(s) and of the regional context, with a view to strategically developing new projects in current sites and / or in surrounding regions. - Ensure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards. - Provide technical support in the sectoral (WASH, Food Security, BCC, DRR) including the evaluation and impact analysis of current projects and writing of donor proposals and reports within the required timeframes. - Monitor the project quality outcomes and make necessary recommendations including corrective action related to changes to the project scope, project schedule and project costs in consultation with project and senior management. - Participate in recruitment of staff for country programme, providing advice on technical skills and experience as requested. - Define appropriate policies, guidelines, and protocols for the WASH aspects of Medair's work in country, in consultation with other field project managers and in line with relevant government, Sphere and WHO guidelines! - Carry out regular monitoring visits in conjunction with other field project managers, ensuring that project objectives are met within the stated timeframes and in accordance with recognised international standards! - Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up and feedback to relevant staff, donors, partners, and other agencies. - Maintain an oversight of WASH supplies ordered for the WASH projects, supporting the WASH and logistics staff in the coordination and quality control of WASH supplies. - Provide input into the integration of beneficiary participation and accountability in all aspects of Projects. - Develop new project design for WASH, BCC, Food Security and DRR components of projects, in consultation with wider senior management team. Representation - Develop and maintain relationships with UN, NGOs, donors, partners, and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships. - Seek out relevant networks or task groups on specific Sector -related humanitarian aid issues and actively participate, if possible - Accompany donors on field trips, as requested, and ensure programme details are transmitted in a timely and professional manner. - Represent Medair, as appropriate, at coordination, sector, and bilateral meetings, working groups, with national and / or local government departments and any other relevant meetings or events, facilitating supportive synergies and overall progress in the WASH sector and avoiding duplication with the work of other agencies. Staff Management - Participate in the recruitment of WASH, Food Security and DRR staff for the country programme, providing advice on technical skills and experience as requested. - Ensure that all WASH staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring, and coaching, within budget constraints. Plan and develop training material as required. - Support line managers in inductions and appraisals of WASH staff, particularly with regard to technical skills. Financial Management - Work with the Projects Coordinator and relevant field project managers and GSO staff to plan and construct Sector budgets. - Work with the Projects Coordinator to ensure the project expenditure is in line with approved budgets, advising on potential under / overspend and recommending appropriate corrective action. Quality Management - Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used, and guidelines are followed. - Ensure WASH & Food security projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country, and international standards e.g. Sphere and CHS standards, WHO recommendations, etc. Follow the direction of the WASH Advisor at GSO regarding quality, strategy, and technical guidelines. - Ensure sectoral integration, learning, sharing and adoption of best practices to ensure quality of projects in liaison with other sector advisors, and under advice of GSO WASH Advisor. - Maintain a resource library for the WASH, BCC, Food Sec and DRR teams and keep up-to-date with the latest trends and updates within the sector. Ensure staff have access to necessary and appropriate information as required.
