The UNDP Global Policy Network (GPN) draws on expertise globally to provide more effective responses to the complex development challenges countries face in achieving the SDGs and responding to crisis in an integrated and coherent manner. Anchored in the Crisis Bureau (CB) and the Bureau for Policy and Programme Support (BPPS), the GPN has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan, which is aligned with the 2030 Agenda Sustainable Development Goals (SDG).
The Crisis Bureau (CB) of the United Nations Development Programme (UNDP) supports UNDP's Country Offices (COs) and Regional Bureaus during crisis, post-crisis, and recovery, including in fragile contexts, to implement UNDP's Crisis Offer and Strategic Plan. As a global center of excellence for crisis prevention and recovery expertise, the Crisis Bureau assists colleagues and partners in countries in the planning, formulation and implementation of policies, programmes and projects in the areas of Crisis Prevention, Governance, Human Mobility, Livelihoods and Rule of Law and Human Rights, inter alia, geared at supporting the implementation of the Humanitarian Development Peace (HDP) Nexus and the Sustainable Development Goals. Working with partners across the UN system, the Crisis Bureau works to ensure that UNDP's work and perspective is integrated into Recovery, Peacebuilding and Development frameworks.
Through this Global call UNDP is specifically looking for experts to support countries and UNDP country offices to programme on rule of law, security, and human rights, as well as addressing antidiscrimination through its programming and development efforts.
Tasks and consultancies will be defined as required for the context and contribute to Programme/project/portfolio design; programme/project management; Support to national authorities including policy advice; Resource mobilization; Training; Programme evaluations, or similar.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED WORK:

Profile 2: Anti-racism
UNDP has been addressing the issue of racism both in its internal workplace culture and in its programmatic offer, especially after 2020. The Administrator has pledged to make anti-racism a corporate priority and acknowledged that to eradicate poverty, UNDP must eradicate racial injustice and inequality. He emphasized that to this end, anti-racism efforts are central to UNDP's development support across the globe. Therefore, UNDP is strengthening its dedicated anti-racism expertise and support capacities to operationalize its anti-racism commitment in practice.
Expertise is needed in the following areas: human rights; prohibition of racism, racial discrimination, xenophobia, and related intolerance; protection of the rights of minorities and indigenous peoples, Afro-Descendants, communities discriminated based on their work and descent, refugees, migrants, etc.; anti-discrimination; social inclusion; decolonization; intersectionality; hate speech; right to development; and other related areas. Familiarity with relevant global, regional, and national mechanisms and processes, and the global discourse - such as on disaggregated data, diversity and equity and inclusion, Leave No One Behind, affirmative action policies, racial justice, criminal justice systems, etc.
