Role & Responsibilities

The Project Coordinator manages the implementation and coordination of the designated field projects. Providing leadership, strategic direction, management and evaluation of all aspects of the Medair projects, the Project Coordinator also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security.

 

Project Overview

Medair Afghanistan is a complex and dynamic country programme due to instability related to politics and security. Medair has been operating in Afghanistan since 1996 and is currently implementing multi-sectoral projects in nutrition, WASH and food security in vulnerable communities in the Central Highlands and Southern Afghanistan. There are plans to expand the current programme into new areas.

Key Activity Areas

Project Support Management

  • Ensure the smooth running of Medair support activities and ensuring relevant policies and procedures are put in place and followed.
  • Supervise all financial activities to ensure all cash management needs, reporting deadlines and internal and external audit requirements are met
  • Ensure all internal financial controls are in place and that Medair and donor guidelines are followed
  • Oversee all human resource activities, supporting line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc.
  • Ensure all national and international legal requirements relating to employment are adhered to, including contracts, statutory deductions, record keeping, etc.
  • Provide logistical support to programme staff and field bases, including managing the supply chain and overseeing import/supply or medical/program procurements, vehicles, assets, IT and communication equipment and the training of logistics staff.
  • Ensure accurate and efficient procedures are maintained in logistics, particularly in the areas of procurement, storage and transportation
  • Monitor that regular computer back-ups, virus updates and routine maintenance are carried out and provide IT trouble-shooting if required
  • Work with field managers in the preparation and development of budgets for support and shared costs, ensuring they meet all relevant Medair and donor requirements
  • Manage and track expenditure of assigned budget(s), ensuring spending is in accordance with donor requirements and time frames and notifying the relevant field managers of any necessary adjustments
  • Cover in the absence of the Project Coordinator

Security Management

  • In the Project Coordinator's absence, attend relevant external coordination and security meetings and feedback information.
  • Ensure security procedures are in place, guidelines are kept up-to-date and staff receive relevant security information. Provide support in managing security incidents as required.

Administration

  • Draw up, manage and periodically review contracts between Medair and external suppliers, ensuring they remain valid and relevant and that the terms and conditions are followed
  • Submit accurate and timely internal reports and contribute on request to external reports.Ensure a clear and transparent paper trail is in place for all transactions, that records are kept in an orderly and timely fashion and that the filing (archive) system is in line with Medair and donor requirements

Staff Management

  • Manage and oversee the assigned programme support staff including recruitment, day-to-day management, development and training, appraisal, performance monitoring, disciplinary action, etc. Includes Project Support Officer(s) at sub-based where present.
  • Hold regular team meetings with the assigned programme support staff, reviewing team and individual objectives and ensuring team members are kept informed of issues relevant to their work

Communication

  • Develop and maintain a transparent, honest and supportive communication structure with colleagues and partners to ensure they are kept informed of support related activities and requirements
  • Develop and maintain positive relationships with partners, suppliers, local authorities, other NGOs and any other stakeholders, representing Medair and ensuring good co-operation and partnerships
  • Ensure good communication between project teams and support teams.

Quality Management

  • Promote and use Sharepoint, Medair People, Fin4U, the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • In conjunction with relevant managers, review, develop and implement (as applicable) systems to improve transparency and to detect and ultimately prevent loss or fraud. Carry-out regular inspections and spot-checks, both on systems and on-going work, to ensure the best use of Medair assets and resources

Integrated Monitoring, Evaluation & Research Plan (IMEP)  - Contribute to and provide technical assistance for the planning and establishing research, monitoring and evaluation objectives, priorities, and activities in UNICEF's multi-year and annual IMEPs, in consultation with child-rights and implementing partners. - Support the development of UNDAF/TEF M&E Plans from a sound results-based programming process.  - Identify the M&E objectives, priorities, and activities required for effective CO, polio programme, and partner Emergency Preparedness and Response Plans. 2. Situation Monitoring and Assessment  - In coordination with other GPEI stakeholders, support the collection of SDG and other key social development indicators (through MICS, KAP and other surveys) to improve national planning and decision making. - Support GPEI partners in the establishment and management of national statistical databases (e.g., DHIS, APMIS), ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews.  - Develop a Situation Monitoring and Assessment system owned by all GPEI partners which supports the preparation of country level statistical and analytic reports on the status of polio eradication initiative in Afghanistan.  - In humanitarian response situations, provide professional support for one or more rapid assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, working in close collaboration with the humanitarian cluster partners.  3. Programme Performance Monitoring - Provide technical support to ensure that polio programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners to assess progress towards expected annual and multi-year results in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans.  - Coordinate with GPEI partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring, with special attention to polio eradication. - Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports. 4. Evaluation - Technically support programme partners to formulate Terms of Reference and evaluation designs of high quality, when relevant drawing on the know-how of knowledge institutions, in compliance with the organization's programme evaluation policies and guidelines. - Monitor and ensure the quality of the fieldwork and data management during the implementation phase and the quality of the analysis and ease of understanding during the report writing phase. - Disseminate evaluation findings and recommendations to the intended audiences in user-friendly methods, to ensure that effective participatory feedback is provided to community and civil society stakeholders. - Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.  Most specifically, ensure that evaluation recommendations are submitted to the Country Management Team and follow-up actions are recorded in CMT minutes. Submit electronic copies of all evaluations to NYHQ via the Evaluation Data Base web portal, with full accompanying documentation.  5. M&E Capacity Building - Promote the awareness and understanding of the shared responsibility of M& E function among all polio staff members through communication, training, learning, and development activities organization wide. - In close collaboration with GPEI partners, ensure that an M&E capacity-building strategy for UNICEF Polio staff, national partners, and institutions exists in the context of the IMEP, or GPEI M&E plan.  - Collaborate to implement capacity-building strategies as a joint commitment with other developmental partners. Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops, and practical experience in order that UNICEF and UN staff have the basic knowledge and skills to understanding and apply new M&E policies, tools, and methods to fulfill their responsibilities. - Actively seek partnerships with knowledge institutions for the identification of capacity gaps and development of strategies to address them for polio eradication. 6. Coordination and Meeting - Collaborate with CO PME, Regional, and HQ M&E Advisers for overall coordination of priority research, monitoring, and evaluation activities. - Partner with the CO, Regional, and HQ Monitoring and Evaluation teams to ensure that current and accurate Polio M&E data and results are included in all reports, multi-country studies, and knowledge-sharing networks.  - Undertake lessons-learned reviews on successful and unsuccessful M&E practices and experiences at the national and sub-national levels, and ensure they are shared as appropriate.  Similarly, pay attention to M&E knowledge networks to identify innovations and lessons learned that may be relevant for the CO and GPEI partners to improve their M&E functions.   To qualify as an advocate for every child you will have? - Advanced university degree in social sciences, statistics, planning development, public health, or related field. - Professional work experience in programme development and implementation including monitoring and evaluation activities as follows:  - Eight years of relevant professional work experience. Developing country work experience (for international professionals) or fieldwork experience (for national officers) - At least one instance of exposure to emergency programming, including preparedness planning. Associate Operational Data Management Officer - UNOPS IICA1

Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid-April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Operational Data Management Officer: 1. CBI (Cash-Based Interventions) Tools and Systems Management  • Management of the CBI tools process flow (DDT -> Staging Server -> Cash Assist -> GDT Distribution).  • Deployment of upgrades, technical troubleshooting, and ensuring smooth interoperability among CBI tools. Oversight of GDT servers, including guidance and updates.  • Development and implementation of automation for deduplication processes and automated data quality checks to report on data errors and possible instances of fraud.  • Revision and alignment of Data Management SOPs for CBI tools, conducting training and capacity building sessions.  2. Interoperability and Technical Coordination  • Ensure the smooth running and interoperability of various data management tools and systems, including Cash Assist, GDT, and cross-regional platforms.  • Coordinating technical issues and improvements across different levels of the organization, including field units, regional bureaus, and headquarters.  • Provide remote technical support, resolve issues, and facilitate updates and upgrades.  • Providing guidance to the operational data management team in the field including other stakeholders in terms of interoperability of the tools, standards, procedures and UNHCR policy including user management and audits to the data management tools.  3. Data Management and Quality Assurance  • Support in maintenance, troubleshooting, user management, and ensuring data protection and consistency.  • Monitoring and addressing technical issues, implementing automated data quality checks, and engaging in data mapping and cleanup to ensure data integrity and consistency.  4. Project Deployment and Operational Support  • Support the rollout/deployment of key projects, such as the Afghanistan Refugee Returnee Database, ensuring smooth implementation and user management.  • General support in data management issues, contributing to the operation's data-related activities and strategies.  5. Registration, Verification, and Identity Management  • Providing support to the protection unit team with proGresV4, refugee caseloads verification, and BIMS enrollment.  • Support in the implementation of registration, enrolment, and digital identity strategies, ensuring compliance with protection objectives.  6. Beneficiary Selection and Aid Distribution Support  • Contribute to the beneficiary selection using tools, supporting the operation in implementing minimum standards and controls to ensure fair and accountable aid distribution.  • Involvement in vulnerability scoring, deduplication, and ensuring assistance reaches eligible and vulnerable households.    Desired experience:  • S/he should be familiar with data quality, security and privacy principles, backup systems, and disaster recovery methods to protect data. Understand network design and architecture, including TCP/IP protocols and network hardware.  • S/he must be experienced in system installation, deployment, configuration, troubleshooting, and upgrades. They should demonstrate problem-solving ability to effectively diagnose and troubleshoot technical issues effectively.  • At the same time, written and verbal communication skills are required to explain complex ideas to non-technical team members, especially during training that s/he is expected to carry out. Include the drafting and updating of Standard Operating Procedures (SOPs) and other user/system guidance manuals/documentation.  • In addition, the candidate should have good collaboration skills as s/he will work closely with various teams and stakeholders, in person and remotely, to ensure the effective use of data in decision-making processes.  • The candidate must demonstrate the ability to work well in a team, as they often need to work closely with other technical professionals in ICT. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, country operations and key external partners, including persons of concern.   An important element is the establishment of Data, Identity Management and Analysis (DIMA) units in all Regional Bureaux and potentially corresponding units in country operation, led by a senior staff to ensure that UNHCR has a capacity to produce, in line with global standards, quality data, information products, conduct region-level analysis, guide registration and identity management, and advise on responsible and effective data use at country- and regional-levels.   Operational data includes the following: population and demographic statistics, case management information, assessment results, situational analysis, protection incidents, vulnerability and risks, and programme response plans, delivery and implementation. S/He functions under the supervision of the DIMA Coordinator/Senior Information Management Officer /Senior Registration and Identity Management Officer /Operational Data Management Officer or as delegated. The AODMO liaises closely with the relevant technical units at the country, region or headquarters level for technical guidance on data and application management. The AODMO is closely collaborating with the headquarters technical division responsible for information systems and technology to ensure that global standards relating to operational data systems, including systems that process personal data of the persons of concern, meet the UNHCR global standards, including data security.   The Associate Operational Data Management Officer supports data-related activities conducted in the core applications, whether conducted by UNHCR, partners or Governments. Terms of Reference Operational Context Afghanistan is experiencing a humanitarian crisis of unprecedented scale, exacerbated by the critical economic crisis, high levels of poverty, natural disasters (earthquakes, drought, and floods). Some 23.7 million people – more than half of Afghanistan's 44 million population require humanitarian assistance, of which 15.8 million people are likely facing acute food insecurity, and at least one million children at risk of severe acute malnutrition. Human rights have deteriorated in Afghanistan, particularly against women and girls, following the December 2022 and April 2023 bans against women and girls. In 2024, it is projected that economic instability and growing humanitarian needs, compounded by secondary displacement, natural disasters, abuses of human rights, sporadic attacks, and armed clashes may continue to displace Afghans. Internal displacement is also likely to persist. On 3 October 2023, the Government of Pakistan announced plans to repatriate 'illegal foreigners'. In view of the ongoing humanitarian and human rights concerns for Afghans, particularly for women and girls, UNHCR and IOM issued a joint statement urging Pakistan to maintain the protection space for Afghans in need of safety. This was followed by a joint statement by UNHCR. IOM and UNICEF which appealed for the protection of children and families seeking safety in Pakistan. On 10 November, UNHCR declared an internal Level 2 emergency for Pakistan and Afghanistan for six months to scale up the humanitarian response in light of the rapidly evolving situation.. As of March 2024, over 500,000 Afghans have returned from Pakistan as a result of phase one of the Illegal Foreigners Repatriation Plan (IFRP) of which 83,000 were Proof of Registration (PoR) cardholders, or UNHCR slipholder/asylum seekers. The majority of those returning cite the use of police force and harassment as one of the drivers to return. Arrivals back to Afghanistan are also adding to the worsening humanitarian crisis, to a country with over 3.2 Million internally displaced persons due to conflict. As the Government of Pakistan prepares for Phase 2 of the IFRP, primarily focused on the estimated 803,000 ACC card holders, it is important to note that there are 1.35M registered Afghan Refugees who might be directly or indirectly impacted as was seen at Phase 1 of the IFRP. . According to UNHCR and IOM projections, approximately 908,000 Afghans are expected to require support at the border points between now and December 2024. Of this number, 197,000 are PoR Cardholders and Asylum seekers, 450,000 are ACC cardholders, and the remaining 261,000 are undocumented Afghans.. The sudden surge in returns is expected to put pressure on already strained resources, including shelter and basic services. Additional support is urgently required. UNHCR and partners in Pakistan and Afghanistan are currently working together to ensure a harmonized and coordinated cross-border response to this new emergency. To support these efforts an update to the interagency Border Consortium Appeal from 8 November 2023, is in the works, and will be launched in Mid April 2024. In addition, UNHCR and partners are also stepping up their presence in and around Torkham and Chaman border crossing points and accelerating efforts to ensure protection-sensitive mechanisms are in place via regular border monitoring visits and protection screenings to identify and assist people with heightened vulnerabilities and needs. Under the supervision of the Senior Information Management Officer, the Associate Information Management Officer is responsible for assisting in producing and disseminating information on the persons we serve, including but not limited to Protection and Programme information. S/he will supervise data collectors or data entry personnel. The incumbent operationalizes data standards developed at the central level in field operations, trains field staff, compiles data and analyses information from all persons we serve. S/he supports the Programme Team and UNHCR's partners in the choice of indicators for monitoring to be included in sub-agreements, as well as the Protection Team in operationalizing protection monitoring systems. This is an International UNOPS IICA assignment. The successful candidate will be based with the team in UNHCR's office in Kabul, Afghanistan. Duties for Associate Information Management Officer: 1. Population Data Management To oversee the collection, analysis, and dissemination of population data, ensuring accuracy, privacy, and consistency with International statistical standards. The officer will manage population databases, provide insights into demographic trends, and generate population statistics for planning purposes. • Develop and maintain robust systems for the collection of accurate and comprehensive population data. • Analyse population data to identify trends, patterns, and prepare and disseminate analytical reports and visualizations that communicate findings to relevant stakeholders.  • Regularly update UNHCRs operational data portal and ensures that there is harmony in the population data reported in all internal and external products. • Oversees the compilation and submission of population data for the UNHCR annual and midyear statistical reporting.  • Participate in interagency fora and platforms on population data. 2. Duties Coordinate data and information management activities: - Participate in the data and information management team and activities. - Contribute to the design and implement data strategies and systems. - Assist the data team and others communicate the status, value, and importance of data. - Support the collection, storage, management and protection of data. - Support consolidation of data systems, including the interoperability of operational data and systems. - Ensure consistency of data and results for country, global and regional analysis, including cross border analysis and response. - Support the coordination with HQ, external and regional partners on data and information management efforts - Take part the relevant IM network (internal and external) on refugee. IDP, etc and related issues. - Support data security, data protection and responsible data-sharing. Support offices with data and information management: - Support the analysis of primary and secondary data for interpretation and evidence-informed decision making. - Support the monitoring of data and information management activities in offices for integrity, veracity, reliability and credibility and compliance with policies. - Provide technical and training support to operations. - Support assessments and situational analysis process with analytical frameworks, data collection, and analysis (standards, methodologies). - Support planning process (standards, methodologies) with data and statistical analysis and quality assurance on Theories of Change and indicators. - Support monitoring by providing quality assurance to the monitoring methodologies, data collection and analyses. - Review and assess country or region-specific data systems and needs; provide recommendations to regional bureau. Undertake data and information management activities at the Global/Regional/Country level: - Help consolidate data and information for country, regional and global analysis. - Undertake data management activities (definition of needs, data collection, analysis, storage and dissemination) - Support analysis for comparative country, regional and global analysis, including political and socio-economic trends. - Take part in planning processes (COPs, regional RRP, regional migration response plans, etc.). - Support cross-country assessment and situational analysis, such as in regional RRP situation or COP. - Support the analysis of trends concerning changes at the outcome and impact levels. - Develop information management products such as indicators, templates, maps and dashboards. - Help ensure data is curated and stored in data registries and libraries in accordance with standards. - Undertake geospatial and statistical analysis. - Provide population movement tracking systems and other population data systems. - Support web-based data portals. - Support solutions for meeting 'communication with communities' information and data needs. Work in close collaboration with: - All staff to further data literacy and assist in interpretation the data. - Registration staff regarding the use of individual and personally identifiable data collected or managed by UNHCR. - Programme staff on the data and information aspects of assessment, targeting and monitoring (three most data driven aspects of the OMC). - Cluster coordinators and partners on data and information needs in UNHCR-led cluster operations, including HNO and HRP processes. - Inter-agency staff on the development, coordination and monitoring of country and/or regional responses plans. - Protection staff on the design, implementation and analysis of protection and case monitoring systems. - Operations coordinators and reporting officers on the design and delivery of data and information management products for internal and external consumption. - Sectors technical experts on the methodologies, formats, storage and dissemination of sectoral data and information, including cross sector analysis. - Senior management to understand and serve their information and knowledge needs. - Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work.
