In the Americas & Caribbean Region, UN Women has a Regional Office based in Panama City, 10 Country Offices, one Multi Country Office and programmatic presence in 5 countries throughout the region. In addition, the Regional Office provides support to the governments, civil society, and UN system as a nonresident agency in countries with no UN Women presence.

The goal of UN Women´s presence in the region is to support the achievement of gender equality, women´s empowerment and the promotion and protection of women´s human rights.  Ending violence against women and girls has been identified by UN Women as a key primary focus area in the region.  UN Women is working to improve the quality of, and increase accessibility to, coordinated services and responses to violence against women.  UN Women works with partners to reach a shared understanding at the regional level on the range of services and responses required and the corresponding standards and/or guidelines for the provision of the services that are considered essential to meet the needs of women and girls subject to violence. In addition, UN Women actively participates and contributes to various UN inter-agency processes and collaborates with UN organizations around specific programme areas. 

The scope of work of the Policy Specialist on Ending Violence Against Women (EVAW) requires experience and in-depth understanding of gender equality and strategies to prevent and address violence against women, to translate UN Women´s strategic plans in EVAW into effective programmes and results.  It also requires developing mutually reinforcing partnerships with relevant Government counterparts, UN organizations, and Civil Society Organizations.

Reporting to the Deputy Regional Director, the Policy Specialist, EVAW will oversee the development of EVAW programmes and resource mobilization strategies on the thematic areas of gender equality and EVAW, provide capacity building to Country Offices (CO), Multi Country Offices (MCO), programme presence offices (PPO) and Non Residency Agencies (NRA), establish and strengthen partnerships, and develop relevant knowledge products on EVAW.

 

Duties and Responsibilities

1. Oversee the development of programmes on gender equality and ending violence against women to support to Programme Presence Office (PPO)/Country Office (CO)/ Multi Country Office (MCO) teams

  • Oversee the development of regional programme documents on gender equality and EVAW;
  • Provide technical inputs to programme proposals from MCO, COs and PPOs;
  • Provide advice on contextualizing/ localizing programme documents, country strategies, and knowledge products;
  • Coordinate monitoring and reporting on gender equality and EVAW in collaboration with programme teams.

         2. Provide capacity building support to Programme Presence Office (PPO)/Country Office (CO)/ Multi Country Office (MCO) teams  and partners

  • Provide substantive technical and policy support to MCO, COs and PPOs programme teams in developing and strengthening projects/ programmes to support the implementation of global norms and standards;
  • Develop, implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of gender equality and EVAW programmes and initiatives;
  • Provide technical policy advice to programme/ project managers/ specialists in the region.

        3. Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners

  • Build and maintain alliances and strategic partnerships for the advancement of gender equality and EVAW, including with donors;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, RO, CO and HQ;
  • Maintain close contact with relevant staff in UN Women HQ. 

       4. Manage the resource mobilization strategy for EVAW in the region

  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on EVAW in the region;
  • Provide technical support to field-based presences in the region in mobilizing resources for the implementation of EVAW initiatives;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation. 

       5. Oversee the design of gender equality and ending violence against women initiatives in the region and the development of  relevant knowledge products

  • Provide policy recommendations and guidance to strategic planning and positioning on EVAW;
  • Work closely with and provide advice to regional/ national bodies and interagency groups that influence national policies related to gender equality and EVAW and where necessary represent UN Women;
  • Research, develop and present analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on gender equality and EVAW;
  • Identify promising practices, technical expertise, and strategic opportunities in EVAW.

      6. Oversee knowledge building and sharing for gender equality and ending violence against women

  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;
  • Ensure technical skills and knowledge are shared within and among RO/PPOs/COs/ MCO.

      7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 7 years progressively responsible experience in designing and managing programmes and advocating for gender equality and ending violence against women, ideally with some experience in developing countries, preferably in the Americas and Caribbean region, is required.
  • Experience in programme, policy analysis, and strategic planning is required.
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field is required.
  • Experience leading and coaching staff in international settings is requiered.
  • Experience working with the UN is desirable.
  • Experience working in the Americas and Caribbean region is desirable.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
  • Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English and Spanish is required.
  • Working knowledge of French and/or Portuguese is desirable.
  •  Knowledge of another official UN language is desirable (Arabic, Chinese or Russian).

In particular: 1.1.    Lead the technical collaboration between CDEMA and Belize, Jamaica, ECA, and Guyana/ Suriname COs, enhancing their leadership and capacity to boost child-centered EPR at regional and national level, by supporting: 1.1.1.   the implementation and audit of the Comprehensive Disaster Management (CDM) framework 1.1.2.   the high-level coordination platforms and mechanisms, e.g., the Caribbean Development Partners Group for Disaster Management (CPDG-DM), ii to monitor hazards and impact analysis. 1.1.3.   the activation of the CDEMA Regional Response Mechanism (RRM), including the civil- military coordination, mobilizing UNICEF support and private sector engagement whenever required. 1.2.    Collaborate with the humanitarian learning centres and academia (e.g., the CDEMA's Regional Training Center, the UWI, INTEC, UNESCO) in the definition, development and roll-out of child- centred EPR trainings, to produce studies and evidence for child-focused humanitarian action and advocacy at different levels, including for the operationalization of the CDEMA's Regional Protocol for the Integrated Protection of Children and Adolescents in Emergency and Disaster Situations.,. 1.3.    Support technical and strategic alliances with UNETT, UNCT, and key partners in the Caribbean (e.g., IFRC, Red Cross Societies, Caritas, and other relevant NGOs and CBOs), to build a joint/ multi- country EPR programmes implementation, involving joint early warning systems, supplies & logistics strategies, joint information management (e.g., for data readiness, and through platforms such as the Caribbean Risk Information System, GeoCRIS or CCRI-DRM), capitalizing on joint advocacy and networking, resource and human resources sharing.   2.       Guide and support the work of the COs with National Disaster Offices (NDOs): Strengthen collaboration networks and procedures for enhancing inter-sectorial coordination for child-centered emergency preparedness and response. In particular: 2.1.    Assist NDOs to consolidate the strategic and operational linkage with CDEMA through the implementation of the CDM framework, the development and audit of national work plans in relevant countries (only for Belize, Jamaica, Guyana/Suriname, and ECA COs). 2.2.    Support national inter-sectorial coordination by establishing coordination platforms and thematic working groups as needed, and by enhancing their Information Management tools and mechanisms. 2.3.    Enhance child-centred inter-sectorial contingency and emergency planning, including meaningful preparedness and Anticipatory Actions to mitigate the disaster impact. 2.4.    Encourage the exchange of experiences and south-south cooperation, including outside the LAC region, to enhance private sector engagement (e.g., Philippine experience and the work through the Chambers of commerce) and ensure the integration of cross sectorial approaches such as the Accountability of the Affected Population (AAP), Gender equity, and inclusion of people with disabilities, among others.   3.       Guide and support the work of the COs with Line Ministries: Enhance national preparedness for more shock-responsive systems in Health, Nutrition, WASH, Education, Child Protection and Social Protection with line ministries. In particular: 3.1.    Strengthen sectoral coordination, capacities, processes, and tools, to consolidate line ministries' sectorial leaderships on emergency preparedness and response work. 3.2.    Institutionalize bridging mechanisms to facilitate inter-sectorial coordination through NDOs, including the revision /update of emergency and contingency plans, the development and testing of standard operating procedures (SOPs) and activation protocols for the implementation of anticipatory actions and early actions. 3.3.    Support the operationalization of the CDEMA's Regional Protocol, carrying out sectorial bottlenecks analysis and establishing institutional arrangements required for national preparedness strengthening, monitoring and evaluation. 3.4.    Identify opportunities for business engagement and capacity building in WASH, Education, Child Protection and other UNICEF-led sectors, to support sectorial preparedness and response.   4.       Lead the work with the private sector and other partners, at regional and subregional levels: Develop existing and new partnerships to boost collaboration, knowledge and resources sharing, capacity building, resource mobilization, and policy influence, at subregional and country levels. Coordinate and support the rollout/implementation of the Complaint Feedback and Redressal Mechanism (CFRM) Procedure - Strengthen COs capacities to develop and improve access to integrated, safe, gender and age-sensitive feedback, complaint, and redressal mechanisms, in line with the CFRM Procedure. - Support COs in regularly analyzing and bringing feedback trends and insights to the senior management decision-making fora to foster improvement and adaptation of CO's programmes, activities, operations and supply chain. - Coordinate the establishment and operation of the Regional Office CFRM. - Train RO staff, complementary staff and implementing partners staff on how to receive and handle the different types of feedback that might be disclosed to them. - Support visibility and sensitization efforts to raise awareness about the CFRM among all stakeholders with whom UNICEF interacts. - Act as the RO focal point for feedback issues that might be escalated from the different COs. - Convene the RO Complaints and Feedback Management Committee (CFMC). Provide ongoing technical support for country offices on the PSEA Portfolio - Contribute to the implementation and roll out of global and regional guidance and strategies to improve efforts to address SEA including survivor assistance, SEA risk assessments and engagement with government and other partners. - Provide technical support to COs for implementation of survivor assistance to ensure survivors have access to appropriate services i.e., medical, psychosocial, legal and material support, in accordance with the UN Victim Assistance protocol. - Work closely with the Programme Specialist for IP Management and Risk Management team to operationalize the requirements for PSEA Assessments of CSO Implementing Partnerships and overall risk management policies and procedures. - Strengthen implementation of COs PSEA inter-agency initiatives/networks, including the setting-up of in-country PSEA Networks - Represent UNICEF on the inter-agency PSEA regional working group and on UNICEF HQ coordination groups and maintain close relationship with focal points in other regions. - Regularly support COs capacity building efforts including co-facilitating PSEA training modules for UNICEF and IPs staff as appropriate on international standards on PSEA, roles and responsibilities, and how to submit and receive complaints and strengthening GBV services for survivor assistance. - Provide technical support to COs, identify trends, needs, challenges, good practices and escalate them to HQ for continued improvement. 4. Provide ongoing technical support for country offices on the AAP Portfolio - Support countries in the design and implementation of strategies and action plans to scale up Accountability to Affected Populations (AAP) - Ensure the mainstreaming of AAP in program planning procedure, implementation, and monitoring in alignment with the global efforts in this area, and make sure to support countries implement mainstream AAP in these processes at their level. - Supporting advocacy, networking and capacity building of RO and COs staff for improved understanding, and adoption of, AAP principles and approaches. - Develop capacities of country staff on AAP including on AAP approaches in both humanitarian and development contexts, within UNICEF and at interagency level. - Revise and support country plans that provide strategic emphasis on vulnerable groups ? including adolescent girls, children living with disabilities, minority groups etc. - In line with the global policy, promote a common understanding of aligned approaches in AAP and Safeguarding / PSEA. Poor production practices lead to negative environmental impacts such as biodiversity loss, deforestation, carbon emissions, soil erosion, depletion of water resources and contamination from chemicals. In fact, the largest driver of deforestation is the production of agricultural commodities. On the social side, working conditions in commodity production are often not in line with basic labor rights. Despite recent commodity booms, small producers are held in poverty, mostly due to low productivity and product quality. Despite the progress made through standards and supply-chain initiatives, weaknesses in the underlying enabling environment limit change at a larger scale. An effective enabling environment consists of elements such as clear public policies, a well-functioning legal framework, clarity regarding land-use planning, effective enforcement mechanisms, accessible credit structures, and effective farmer extension services. As a result of the absence of these elements, work on commodity sustainability remains less effective than it could be, and costlier and more time-consuming than it should be. Improving the enabling environments will increase the chances of sector-wide change to sustainable production practices. UNDP has developed its Strategy for Food and Agricultural Commodity Systems (FACS) to focus its vision and enhance its support to transform FACS. FACS are fundamental to the sustainable development of the 170 countries UNDP supports. FACS are often the largest contributor to their economies; food and nutrition is fundamental for citizen health; and FACS have a key role to play in achieving the SDGs. Yet, FACS are in crisis and need to be radically transformed to become sustainable. UNDP, building on its experience, has for the first time consolidated its FACS support and vision into this Strategy. A FACS practice has been established within UNDP´;s Nature, Climate and Energy team, which is tasked to support UNDP Country Offices with FACS related challenges in a way that is aligned with UNDP´;s FACS strategy. UNDP´;s Green Commodities Programme (GCP) is one of UNDP´;s global projects in support of implementing UNDP´;s FACS strategy. Through the GCP project, FACS intends to improve the national economic, social and environmental performance of agricultural commodity sectors. GCP works within agricultural commodity production in countries of UNDP operation where the programme can have significant impact on rural livelihoods, mitigate climate change, and maintain the ecosystem services and resilience of landscapes and seascapes. In November 2021, UNDP launched the Effective Collaborative Action (ECA) guidebook, which gathers key principles and practices for accelerating transformation of food systems. GCP supports the World Bank with the implementation of the Food Systems, Land Use and Restoration (FOLUR) Impact Program (IP), financed under GEF-7. The Programme is designed to promote sustainable integrated landscapes and efficient food value chains at scale. The GCP coordinates the Good Growth Partnership coalition, whose support focuses on the FOLUR Global Platform with the objective of contributing to transformational shifts in the use of environmentally sustainable practices and policies for priority global value chains. In addition, GCP has different sources of funds including from the Government of the Republic of Ireland, to support the FAO and UNDP co-design of a Country Support Facility, as a follow-up action to the 2021 UN Food Systems Summit.   Duties and Responsibilities Main tasks: Provide support to the Operations and Management Team in: -Support in meetings including scheduling, agenda drafting, delivery of key action points, minutes taking and report drafting. -Support in maintaining all operations documents (contracts, payments,) in shared repository. -Support on procurement basic processes (micropurchases and others) -Assist on team recruitment processes -Support the implementation of the Team HR workplan. -Assist in preparing and reviewing presentations, briefing notes, reports, and other supporting materials. -Support in consolidating documents for Procurement and HR related processes. -Support the organization of (virtual) events and face to face workshops as needed. -Support on travel arrangements -Support internal communication needs and ensure flow of information and dissemination of material amongst project team and partners as needed. -Translation, proof reading and editing documents. -Any other relevant tasks as needed related to the Operations and Management Team.   Competencies: Demonstrates integrity by modeling the UN's values and ethical standards. Experience in the preparation of (virtual) events and workshops asset.   Personal Skills: - Creative, proactive and supportive; - Able to take initiative and work independently; - Good in organizing and structuring various tasks and responsibilities with appropriate time management and attention to details; - Ability to work in multi cultural team, creating a positive environment; - Consistently approaches work with energy and a positive, constructive attitude; - Excellent organizational, inter personal, communication and administrative skills.   Required Skills and Experience Requirements and Qualifications Education: (a) Be enrolled in the final academic year of a first university degree programme (minimum Bachelor level or equivalent) in a relevant study area, such as Administration, Finance, environmental management, sustainable development, economics, global development, social or political sciences, international relations, or any other related field. or (b) Be enrolled in a graduate school programme (second university degree or equivalent, or higher) in Administration, Finance, environmental management, sustainable development, economics, global development, social or political sciences, international relations, or any other related field. or (c) Have recently graduated with a university degree (as defined in (a) and (b) above) as Administration, Finance, environmental management, sustainable development, economics, global development, social or political sciences, international relations, or any other related field and, If selected, must start the internship within one-year of graduation. Experience: Mastery of MS Office package and Zoom settings; Excellent communication, writing and editing skills; Experience in operational and programme management support; Experience suppporting Human Resources unit and/or processes Experience with basic procurement processes is and advantage Experience in the preparation of (virtual) events and workshop is an asset. Language Requirements: Fluent English and Spanish.
