As part of the humanitarian-development nexus, UNICEF remains a reliable partner in supporting governments to improve their supply chain maturity levels even during complex fragile, and humanitarian contexts. The EAP Region is an emergency prone zone that includes both low- and middle-income countries and has a rapidly evolving supply function. Consequently, emergency prepositioning, development of more resilient national supply chains and requests for UNICEF to facilitate technical assistance in support of national systems are increasing. With expanding government resources, the potential for UNICEF engagement in supply chain support, usually leveraging the Procurement Services mechanism as an entry point, is a strategic opportunity in the region. Based at the Regional Office in Bangkok, Thailand under the supervision of the Regional Supply & Logistics Specialist and working closely with colleagues in the 14 Country Offices in the region and SCSC Supply Division, the incumbent will support the countries in the development and implementation of Supply Chain System Strengthening strategies and initiatives, which provide a tangible impact for delivery of services to the women and children of the East Asia and Pacific Region.   How can you make a difference? 1. Provides strategic and technical support to UNICEF Country Offices - Support EAP country offices in the collaboration with internal UNICEF partners (Programme sections, senior management, Supply Division, Programme Group, other regional offices) and all relevant external partners (Governments, other UN agencies, donors, etc.) to develop Supply Chain System Strengthening (SCSS) strategies, and support in the implementation and scale up of associated initiatives. - Support COs to conduct stakeholder mapping, supply chain assessments and/or review of existing documentation to identify opportunities for supply system strengthening. - Recommend strategies and approaches to achieve measurable improvements in national supply chain maturity, performance, and delivery. - Support the establishment and institutionalization of coordination and governance structures at national level, including national Technical Working Groups, whenever necessary and relevant - Assess the opportunities and provide technical guidance for COs to deploy and implement effective supply chain systems strengthening tools and approaches, including the UNICEF Maturity Model assessment, TrVSt, system design, etc, as applicable considering country contexts. - Contribute to the UNICEF Humanitarian Development Continuum strategy in terms of SCSS activities that promote greater sustainability and resilience of government supply chains and programmes. - Provide technical support in all areas of SCSS, and associated supply chain enablers, including data analytics, network design and optimization. - Support CO efforts in their efforts to assist Governments to develop, revise and/or update National Supply Chain strategy documents. - Participate in field missions for specific technical assistance when required. 2. Development of partnerships and donor engagement - Support EAP country offices in the identification, oversight, and development of Procurement Service (PS) partnerships, ensuring SCSS is closely linked into these partnership relationships. - Identify opportunities emanating from existing Procurement Services initiatives, including Nutrition Match Window, SFF, Gavi procurement (Gavi vaccines, HSS, CCEOP, MICs) and help COs create linkages with supply system strengthening support to be provided by UNICEF. - Identification and development of potential fund-raising avenues to provide a sustainable level of funding for SCSS activities for governments within EAP. - Leverage existing partnerships with other global alliances and platforms (People that Delivery, UN agencies, etc) to support the collaboration of initiatives and efficiency of engagement through the East Asia and Pacific countries. 3. Capacity building of UNICEF Country office staff - Coordinate technical support to develop regional and country office capacity in SCSS knowledge, experience, and best practices. - Identify skills and competencies that may require enhancement in order to advance the regional Supply Chain System Strengthening efforts, including in areas/functions adjacent to core supply responsibilities. Work with relevant internal stakeholders to plan and deliver relevant capacity building activities. - Participate in the designing, planning, and organizing of SCSS related training programmes and knowledge sharing events with UNICEF staff, and external partners including governments, UN agencies and other partners. 4. Monitoring and documentation of results - Ensure adequate reporting by COs against CSIs or any other global strategic indicators relevant to national supply chains. - Support COs in the EAP region to identify relevant indicators to be included in routine CO monitoring, with an aim to track the UNICEF contribution to strengthening the national supply chains, as well as the progress in attaining health outcomes. - In liaison with relevant sections within RO and COs, prepare information materials for programme advocacy, awareness creation, establishment of partnerships/alliances and to support fundraising for programmes for national supply system strengthening. - Contribute to the documentation and dissemination empirical case studies, best practices and lessons learned, related to implementation of SCSS strategies and initiatives in EAP countries. - Any other duties or assignments as requested by the supervisor.   To qualify as an advocate for every child you will have? The following minimum requirements: - Education: A first university degree (equivalent to a Bachelor's) from an accredited institution is required in Supply Chain Management, Logistics Management, Operations Management, Project Management, Strategic Planning, or Health related field. - Work Experience: At least 2 years of relevant work experience in a professional capacity in supply chain management in the public sector, preferably in the health sector. Work experience in an international setting and in the development sector is required. - Technical Knowledge:  - Knowledge and experience of leading SCSS in developing countries, with experience in the health sector. - Familiarity with supply chain assessment tools and frameworks is required. - Technical experience in all elements of the supply chain from forecasting, to monitoring and evaluation. - Good understanding of management information systems and how to undertake data analysis to provide informed decision-making using data. - Ability to write reports and prepare presentations for both high-level and technical audiences. Language Requirements: Fluency in English is required. The centre serves as the centralized source of official supply and logistics data, statistics and analysis, as well as the norm-setting entity on supply data in UNICEF. It leads on performance monitoring, demand forecasting and supply planning, end-to-end supply chain monitoring, as well as research and evaluation to use evidence to inform improvements to processes. It leverages UNICEF's experience on supply chain monitoring and performance measuring to support countries improve visibility and performance of their supply chain through increased use of data. The centre's work is cross-cutting in nature, providing support to SD, Regional and Country Offices, and collaborating with other Divisions and external supply partners. The position with this Job Profile provides critical visibility, monitoring and reporting of the UNICEF supply chain under the Supply Intelligence pillar of MSDEC.   How can you make a difference? Under the supervision of the Supply Chain Specialist (Strategic Data, Evidence & Monitoring) and in the framework of UNICEF Supply Chain Digitalization Initiative, the incumbent is responsible for (1) ensuring UNICEF's supply information systems, including VISION, Info Hub and InSight, adequately meet the needs for visibility; (2) ensuring reports, data and supply intelligence are made available as needed via UNICEF's progressively available digital solutions; and (3) supports the development of capacities within the supply community on supply intelligence and digital dexterity.   Key functions and responsibilities: Under the supervision of the Supply Chain Specialist (Strategic Data, Evidence & Monitoring): Actively contributes to the UNICEF Supply Strategy on Digitalization, particularly concerning data availability, visibility and monitoring of the UNICEF supply chain, while also supporting the leveraging of experiences in support of UNICEF's government partners engaged in strengthening their use of data in their supply chains. - Ensures the availability of data, analysis and statistics required for statutory reports for the Director's Office, including the Supply Division and Supply Function Annual Reports, the UN Annual Statistical Report, and audit reports - Ensures the design, business logic, functionalities, relevance, user friendliness and data accuracy of reports, indicators and visualizations in relation to supply inputs to humanitarian and development programmes ? both in SAP, in the Data Warehouse and on corporate web platforms, and both for internal and external stakeholders. - Contributes to the development, maintenance and enhancement of reporting tools, models for supply chain data analysis, the supply chain visibility and monitoring dashboards, data warehouse and databases for Supply Division and the supply function where relevant, including documentation and guidance on such. - Oversees data analysis and generates supply intelligence with a focus on strategic and cross-centre activities, facilitates the understanding of the analysis, communicates results, creates linkages with external sources and users as relevant, including partners, and supports the establishment or improvement of processes and a knowledge base on supply chain, as required. - Ensures the availability of relevant and updated policy, user guides and documentation for the standard supply chain reporting, analysis and monitoring tools and processes; coordinates the development and maintenance of the training module on supply chain monitoring and digital dexterity, and delivers training to users as part of the professionalization efforts for the supply community. - Participates in the development, analysis, testing and implementation of supply related business process improvements. - Provides effective supervision to staff and consultants to ensure the achievement of the targets, by providing clear directions and objectives and maintaining a healthy and respectful work environment. - Performs any other duties or assignments as requested by the supervisor.   To qualify as an advocate for every child you will have? The Supply and Logistics Specialist reports to the Regional Supply Specialist P4 and is responsible for providing guidance and support to countries for implementation of global strategic priorities for the supply function, with an emphasis on supply chain resilience and sustainability. The incumbent collaborates closely with the Country Office (CO) supply and logistics teams, programmes, regional advisors and Supply Division (SD) to facilitate the implementation of supply interventions to meet programmatic needs and achieve results for children, and provides technical and advisory support to country offices, governments, national systems and partners on supply chain management, innovation and market shaping, emergency preparedness, procurement services and financing. The incumbent will also be responsible for leading regional initiatives and building collaboration across the EAP region with internal and external partners to enable streamlined processes for increased efficiencies, mobilization of resources and enhanced knowledge sharing.   How can you make a difference? 1. Support countries in their supply and logistics emergency preparedness and response efforts - Support the development and maintenance of CO emergency supply & logistics preparedness and response strategies based on risk assessment analysis and Programme assumptions. - Ensure an emergency supply and logistics preparedness action plan is established for COs in line with Core Commitments for Children in Humanitarian Action (CCC) and implemented, including appropriate emergency supply plans and sourcing strategies. - Coordinate the use of regional stocks of programme supplies prepositioned by EAPRO for emergency response. Execute and supervise all stock movements, including replenishment and dispatches, in line with agreed procedures and UNICEF policies. - Ensure appropriate monitoring of regional stockpiles, including aging of supplies, applicable grant conditions and batch expiry dates, whenever relevant. Conduct cycle and year-end stock counts as required. - Generate necessary reports on the use and impact of the regional stockpiles. Contribute to partnership discussions and resource mobilization to ensure sustainability of the stockpile arrangement. - Participate and provide guidance in high level emergency coordination at regional level, including implementation and monitoring meetings with internal and external partners and establish close collaboration with relevant coordination mechanisms. - Contribute to the capacity building of UNICEF staff in the supply and logistics component of emergency preparedness and response. Develop and deliver trainings in EPR workshops at regional and country level, as required. - Leverage emergency preparedness and response as an entry point to advocate for, promote and mobilise resources for supply chain systems strengthening and supply chain resilience initiatives. 2. Support the expansion of local sourcing and production, by leveraging product innovation, partnerships and market shaping. - Contribute to pilots and support the actual roll-out of new products and services, particularly as relates to product innovation initiatives initiated at country level within EAPR. - Further to analysis of supply spend and related procurement strategies, elaborate a plan and run initiatives to develop local and regional markets, including for medicines and medical supplies and local manufacturing of other key commodities. - Analyze supply spend and support to establish informed regional procurement strategies based on category management in order to focus on strategic, essential supplies and services that contribute to results for children, including to inform market shaping and establishment of local and regional long-term agreements (LTAs). - Coordinate regional market research and analysis activities for priority products. The Position: The Regional Supply Chain Management Specialist is located in the Latin America and the Caribbean Regional Office (LACRO). You report directly to the Head of Country Support and Monitoring in Supply Chain Management Unit (SCMU) in Copenhagen with a dotted reporting line to the International Operations Manager in the Regional Office. You will support the provision of technical and programmatic guidance to Country Offices to develop and implement supply chain management strategies applicable in development and humanitarian settings, and to ensure programme supplies are effectively managed and safeguarded in accordance with the applicable supply-chain management and procurement policies, procedures, and related guidelines.
