Portfolio Manager - Mental Health (80%)

The Foundation is seeking a highly motivated individual with a long-term vision to manage and monitor portfolio partners and projects supported by the Foundation. The Portfolio Manager will join a small team that works independently and collaboratively to select and support portfolio partners. He/She will be under the direct supervision of the Foundation's Director in the due diligence and management of multi-year projects funded by the Foundation.

 

Key responsibilities

 

Portfolio and Project Management:

  • Support If! portfolio partners in the management of their projects.

  • Analyze and report on partner progress, achievements, and budget usage.

  • Assess disbursement requests and conduct project assessments during site visits.

 

Board (and other) Meetings Preparation:

  • Identify prospects that may be of interest to the Foundation

  • Conduct due diligence on prospects biannually, alongside ongoing project management.

  • Assist in preparing Board documents and other internal/external meetings.

 

Communications:

  • Research and report on thematic or geographic issues.

  • Occasionally represent the Foundation externally at conferences, seminars, workshops, bilateral meetings and through written communication.

  • Prepare official communication for grantees and stakeholders.

Main tasks and Responsibilities of the Position: Reporting to the Deputy Executive Director of PAK, with a matrix line to the Executive Director, the Director of Communications is responsible for the development of media and communications strategies aligned with the goal of ending AIDS as a public health threat by 2030. He / she has the following key responsibilities: 1. Communications Conceptualizes, designs and executes the overall UNAIDS communication strategy, initiatives and activities, coordinating all channels: traditional media, social media, multimedia, web and emerging channels, ensuring quality, consistency and impact of outputs. Facilitates each year a year-long communications arc on a specific theme. This includes leadership of the World AIDS Day report.  Supports communications to convey the findings of UNAIDS data, to strengthen understanding of what is needed for sustainability in the HIV response, and to set out and secure support for UNAIDS advocacy objectives at key moments.  Holds responsibility for the production of the Executive Director's flagship public communications, including speeches, videos, articles, and forewords to setting out the core narrative of UNAIDS.  Provides support for communications to advance resource mobilization.  Holds responsibility for crisis-prevention and crisis-management communications.  Coordinates the provision of communication support to - or supports directly, as appropriate - UNAIDS senior leadership and subject matter experts at the global, regional and country level ensuring appropriate media presence. Organizational Setting and Work Relationships The United Nations High Commissioner for Refugees provides international protection under the auspices of the United Nations, to refugees and other persons of concern, including stateless and internally displaced persons. UNHCR follows policy directives from the General Assembly or the Economic and Social Council. The organization's finances are regulated by the United Nations Financial Regulations and Rules, and in respect of the Voluntary Funds administered by the High Commissioner for Refugees, by its Financial Rules which are promulgated by the High Commissioner. In terms of programme planning and budgeting, the organization applies the Results Based Management method, and its accounts are recorded in line with the International Public Sector  Accounting Standards. The Organization has adopted a global management accountability framework and a decentralised operating model to achieve its global strategic goals. In this context, the Division of Financial and Administrative Management (DFAM) establishes and maintains the framework within which UNHCR can make optimal use of the financial resources at its disposal and is responsible for maintaining and improving the Organization's financial and management controls.   The Deputy Controller deputizes the Controller and assists him/her in discharging the responsibilities of the Division in respect of all financial management issues. This includes corporate controlling, financial reporting, financial services, policy, and the financial internal control framework. The incumbent will lead teams located at Headquarters in Geneva as well as those based in UNHCR's Global Service Centre (GSC) in Budapest. The Deputy Controller must possess demonstrated qualities of leadership as well as relevant experience and qualifications in financial management, corporate controlling, and in the design and implementation of enhanced financial data analytic systems and structures. Job Purpose: The overall purpose of the Humanitarian Response Division (HRD) is to facilitate the delivery of the UNFPA's mandate by leading emergency response and supporting humanitarian preparedness actions in increasingly complex humanitarian situations, within globally agreed frameworks (2030 Agenda, Grand Bargain Commitments, Sendai Framework, etc.). The HRD leads in leveraging and increasing the effectiveness, efficiency, and capacity of UNFPA staff and partners to scale up UNFPA's role as a key global humanitarian leader. Through the Inter-Agency Standing Committee for Coordination of Humanitarian Assistance (IASC) and other associated entities, the HRD acts as a point of convergence on humanitarian activities, including policy, coordination, programming, advocacy, capacity development, resource mobilization, innovation, partnerships, technical guidance and, crucially, thematic integration, ensuring complementarity between humanitarian and development action within the organization. HRD advocates among humanitarian agencies to include sexual and reproductive health and rights needs and sexual and gender-based violence prevention and response needs and humanitarian concerns and specific needs of women, adolescents and young people into the overall humanitarian preparedness and response frameworks. The HRD facilitates the development of UNFPA capacities to prepare and respond to the emergencies and to ensure the Agency is well equipped to deal with the context of fragility and disaster risk reduction. The Head of the Global Emergency Response Unit (GERU) is responsible for supporting the overall leadership of HRD's emergency interventions and management of the Global Emergency Response Unit under the overall guidance of the Director of HRD and daily supervision of the Deputy Director and contributing to UNFPA's strategic goals through the management of an emergency preparedness and response portfolio. The GERU provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and ensures a swift, coordinated, and integrated humanitarian emergency response. The incumbent will work in close collaboration with other units in HRD and HQ, the Regional and Country Offices and other UNFPA entities. The incumbent has supervisory responsibilities.    You would be responsible for: - Provide regular operational updates to the Director/Deputy Director on ongoing crises, and potential crises for early warning, early action, and emergency preparedness including prepositioning. - Lead in monitoring and tracking compliance of preparedness and prepositioning action by Regional and Country Offices to identify gaps and need for additional support. - Ensure that the organization is up to date on policy and guidance for emergency preparedness and response.  - Closely monitor, track, and ensure full implementation of the Emergency Policy and Procedures, and identify gaps for more support to Regional and Country Offices in emergencies.  - Provide support to the Director/Deputy Director to ensure effective and timely deployment of the Global Emergency Response Team (GERT). - Lead the provision of technical assistance in emergencies, especially in IASC Scale-Up/L3/Corporate priorities and emergencies. - In collaboration with Supply Chain Management Unit (SCMU), ensure the implementation of the Humanitarian Supply Strategy (HSS). - In collaboration with Regional and Country Offices in emergency, provide substantive support in ensuring After Action Reviews are conducted timely and effectively. - Identify lessons learned from previous emergencies and apply them for continuous learning and improvements for future planning and strategy development.  - In collaboration with other relevant business units within HRD and in UNFPA, ensure generated knowledge is shared and updated for UNFPA's emergency response.  - In collaboration with other relevant units in HRD, develop humanitarian partnerships for operational strengthening of UNFPA's emergency response. - Contribute to resource mobilization efforts for UNFPA's humanitarian actions. - Provide substantive support to management for any inter agency operational requirement. - Closely monitor, tract and ensure full implementation of recommendations of audits, reviews, and evaluations with regards to emergency preparedness and response, including the implementation of the Emergency Policy and Procedures.  - Performs any other duties as may be directed by the Director/Deputy Director, including emergency deployment.   Qualifications and Experience:  Education:   - Advanced Degree in business management, humanitarian affairs, human rights, law, economics, development studies, public administration, international relations, public health, gender, or other related disciplines.
