Driver
Purpose of the role 

The Driver will serve as part of the Abidjan Resident Office (RO) team and will drive EBRD official vehicles for the transport of authorised personnel for official purposes, usually within Abidjan but also to other locations within Cote d'Ivoire(and at times neighbouring countries). The Driver may provide clerical support as needed.

 

Accountabilities and Responsibilities 

-
Responsible for the safe, punctual and efficient transport of authorised personnel to/from airports, transport hubs, meetings and appointments for official purposes.

-
Must know how to operate the RO official vehicle safely in all local conditions and be skilled in defensive and safe driving techniques.

-
Strictly adhere to Code of Conduct for EBRD Personnel, the EBRD's Driver Rules of Conduct, the EBRD's Travel Safety Mandatory Procedure and associated Guidelines for Road and Vehicle Safety.

Must comply with local laws and speed limits at all times, and ensure all passengers (including themselves) wear seat belts, at all times. Drivers must never drive under the influence of alcohol or drugs (including prescribed medication that may impair driving performance), or use mobile phones whilst driving (with exception of hands-free kit).

Must comply with United Nations Department for Security and Safety (UNDSS) security management system procedures where appropriate (i.e. route planning/avoidance of restricted areas or routes) unless otherwise directed by the Head of RO (HOO) or delegate.

Ensure, before departures and upon return, that the official RO vehicle is in roadworthy, clean and safe working condition, and that it contains all necessary equipment, including first aid kit, spare tyre, communications equipment, and tracking device (if required), all in good working order.

Provide, as needed, clerical support including, but not limited to, the delivery and collection of mail, documents or pouches, answering phones, recording business transactions, and other errands.

Responsible for true and accurate recording and reporting of weekly transport logs, fuel usage and purchases, maintenance, and cleaning. Ensure the official RO vehicle holds and maintains valid vehicle registration, insurance and license plate(s) and any other locally required vehicle tests.

Must maintain a professional appearance at all times.

Identify alternative routes for the trips when route is busy or unsafe.

Undertake daily/weekly/monthly vehicles checks as directed.

 

Knowledge, Skills, Experience and Qualifications

Valid driving license and capable of defensive driving

Professional driving experience with a safe driving record

Thorough knowledge of local driving rules and regulations

Familiarity with the city's roads and environs, as well as the road networks in the country in general, and willingness to drive throughout the country where the RO is based (and at times neighbouring countries).

The World Bank is seeking a highly experienced and dynamic leader to fill the position of Vice President of the Integrity Vice Presidency (INT). The INT Vice President is appointed by the President and reports directly to the President on all matters related to INT's core activities and mandate, with delegation of certain administrative oversight aspects to the Managing Director, Chief Administrative Officer. 

 

Position Summary & Responsibilities:

The Integrity Vice-Presidency is charged with helping foster the highest standards of institutional integrity for the WBG. The Vice President leads the INT office in making sure that its objectives are consistent with shareholders objectives and with applicable professional standards.

S/he leads the INT Vice-Presidency in conducting independent and diligent investigations of fraud and corruption allegations or other illegal activities involving projects and activities financed by the WBG, corporate vendors and WBG staff, litigates the results and disputes arising from these cases, and collaborates with others in the WBG to introduce best practice policies and systems, to protect the WBG's assets and reputation from fraud and corruption.

The position is based in Washington, D.C. Reporting directly to the President, the Vice President INT, in conduct of the business of this function will liaise with:

• Senior Management at headquarters and country offices, including Vice Presidents and Managing Directors;

• Board of Executive Directors and its Committees;

Counsel

• Providing sound, professional counsel to Senior Management on issues that affect the World Bank Group's fraud risks and actions to be taken in connection with investigations, including possible criminal referrals, civil actions and cooperation with national law enforcement agencies and other intergovernmental organizations.

• Giving strategic advice to Senior Management and operational departments on how to proactively prevent fraud and misuse of Bank Group funds, based on expertise and lessons learned.

• Providing intellectual and project leadership in identifying and managing risk to the institution arising from fraud or corruption and designing clear procedures for appropriate sanctions.

Accountability

• Ensuring rigorous, prompt and objective investigations of relevant allegations of fraud or corruption coming to the Vice Presidency based on established internal mechanisms consistent with externally recognized procedures for conducting investigations in international organizations.

• Establishing and maintaining robust monitoring and evaluation systems to track the effectiveness and impact of all integrity-related programs, investigations, and prevention initiatives.

• Setting clear performance expectations for teams and individuals, regularly monitoring progress, and ensuring rigorous follow-through on commitments to foster a culture of transparency, a sense of urgency, and a results-oriented mindset.

• Promoting continuous improvement by analyzing outcomes, sharing lessons learned, and implementing corrective actions to enhance team efficiency and effectiveness.

 

Management

• Maintaining effective lines of communication to permit Bank Group staff and the public to submit to INT allegations of fraud or corruption in Bank Group projects while adhering to the principle of whistle-blower protection.

• Organizing programs for the Bank Group staff aimed at preventing and detecting fraud and corruption and creating an environment in which staff can report misconduct without fear of retaliation, and which contribute to the Bank Group's broader anticorruption agenda.

• Planning, organizing and directing a large and diverse work program and budget of the INT business unit and being accountable for overall quality and consistency of outputs

• Reviewing of the organizational structure of the VPU and internal processes and, following the review, if necessary, implementing changes to increase efficiency, transparency, and the effectiveness of the VPU, and developing and implementing plans for recruitment, training, rotation, and skills development of INT staff.

 

Oversight

• Preparing debarment proceedings, when warranted, recommending firms be declared ineligible for future Bank-financed contracts for engaging in fraudulent or corrupt practices, while acting in a fair and professional manner.

 

Selection Criteria

 

The successful candidate will be recognized and respected widely through his/her intellectual leadership, ability to get things done, reputation and track record as a problem-solver, and accomplishments relevant to the Bank Group's development agenda. S/he will have an active interest in the activities of the WBG, its mission, and services in addition to having a strong work ethics and unquestionable integrity, and will possess outstanding intellect, leadership and analytical abilities as well as excellent interpersonal, communication and presentation skills.

• Expertise in fraud and corruption regulatory schemes in government and business, investigative techniques, procedures and intelligence systems commonly utilized in conducting complex fraud and corruption investigations.

• Demonstrated track record of impactful results in the design and operationalization of highly effective anti-corruption prevention programs and impactful knowledge products.

• Strong track record of driving accountability for strong and timely delivery, high levels of productivity, and impactful outcomes.

• Demonstrated ability in attracting, leading and developing high calibre teams of senior professionals, and a proven management track record in an internationally recognized organization and demonstrated ability in fostering a cohesive and integrated culture among staff at all levels.

IEG is led by the Director General, Evaluation (DGE), who reports directly to the Board of Executive Directors through the Committee on Development Effectiveness (CODE). IEG's organizational structure comprises two operational departments: Finance, Private Sector, Sustainable Development and Infrastructure (IEGSP) and Human Development and Economic Growth (IEGHE), which are responsible for leading the evaluation of WBG programs and projects, analytic and advisory products, country strategies, corporate evaluations, and sector, thematic or focused evaluations across the WBG. The IEGSP department comprises three units: IEG Infrastructure and Digital (IEGID), IEG Private Sector Development (IEGPS), and IEG Planet (IEGPL). IEGPL covers all planet sectors (notably agriculture, environment, climate, water) and covers all three WBG institutions: World Bank (including IDA and IBRD), IFC and MIGA.

Duties and Accountabilities

The Senior Evaluation Officer, IEGPL, reports to the Manager of IEGPL. He/she will be a strong evaluator, with extensive experience in planet sectors including climate and nature-based solutions. He/she will be directly responsible for related evaluations – including thematic evaluations, cluster project evaluations, validation work, and learning engagements and outreach. He/she will design and conduct evaluations. He she/may also contribute to other evaluations, and corporate activities as a subject matter expert, as well as contributing to IEG corporate objectives. 

More specifically, under the direction of the Unit Manager, the Senior Evaluation Officer will have the following primary responsibilities:

• Lead or co-lead the design, implementation and dissemination of IEG evaluations, including thematic evaluations, cluster evaluations, and other IEG products. 
• Lead or co-lead micro reviews and/or their coordination, in Planet sectors.
• Lead, co-lead and/or participate in the development Learning Engagements (LEs) and outreach and dissemination activities related to IEG's evaluative work.
• Provide advice and technical insight on other evaluation work, technical input to the IEGPL manager, and for development of the IEG work program for Planet sectors.
• As TTL/co TTL/senior team member, oversee the work and support coaching of junior staff, including by providing quality-assurance and guidance.
• Contribute to VPU, departmental, and cross-sectoral activities designed to help IEG pursue its mission, specifically in providing methodological advice and coaching across units, and contribute in other forms to the development of IEG products.
 

Selection Criteria

The successful candidate is required to have the following minimum qualifications, skills, motivation, and personal attributes:

• Master's Degree or PhD degree in directly relevant area of expertise, including planet sectors (agriculture, environment, forestry, water, climate), economics, or evaluation. 
• At least 8+ years of relevant experience. Prior experience – operational, analytical/research, and policy-related - in Planet, nature and related sectors.
• Strong familiarity with World Bank, IFC and MIGA work, including operational and analytical, or at a minimum in other similar institutions. 
• Extensive experience and understanding of the design and delivery of complex evaluations, preferably in a multilateral development bank context; or solid experience in overseeing or leading the successful preparation and effective dissemination of highly complex analytical products for maximum impact, combined with some familiarity with evaluation principles, criteria and methods. 
• Deep experience in quantitative methods (such as econometric analysis) and qualitative methods (such as for cross case analysis) relevant to robust, evaluations, especially in relation to applying mixed methods to answer complex questions on outcomes and impacts.
• Excellent communication and influencing skills, proven ability to distill complexity appropriately for a range of audiences.
• Honed diplomatic and negotiation skills, with demonstrated strong personal maturity, balanced judgment, and a track record of building and maintaining partnerships with colleagues and clients. 
• Strong practical understanding of how to engage with operational teams effectively in the design and delivery of evaluations, protecting independence and credibility while promoting learning and ownership for operational staff.
• Excellent teamwork and interpersonal skills, and ability to operate collaboratively across organizational boundaries.

The WBG Digital and AI Vertical Vice Presidency is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. The four department will be responsible for Solutions and Impact for their business areas and will collaborate closely with the Manager for Policy and Regulations, who will support the Vice President to provide thought leadership for the Vertical. Access – Solutions and Impact Department is comprised of 30+ staff. WBG recently published its Digital Strategy which includes four pillars: access, affordability, ecosystem and AI readiness. The WBG Education and Skills Director is responsible for delivery of the new Education and Skills Strategy. Job Duties and Responsibilities

The future incumbent will be based in the World Bank's office in Singapore, contribute to the design and implementation of World Bank operations and knowledge activities in mining and geographic focus on ASEAN countries, PNG, Solomon Islands and other countries in the Bank's East Asia & Pacific (EAP) region:

• Contribute towards the framing of the World Bank's strategy and service responses to the evolving technical, fiscal, regulatory, environmental, and social challenges in the mineral sector and related areas.

• Lead in a cross-sector context and in multidisciplinary teams on operational work and policy dialogue with countries and internally in the World Bank Group across a broad range of mineral sector issues on long-standing and emerging business lines and contribute to new business development in these areas. 

• Initial scope of work will likely concentrate on the World Bank's ongoing mining sector financing and advisory support to countries of the ASEAN, as well as ongoing pipeline and portfolio operations in Papua New Guinea (PNG), Solomon Islands and Indonesia.

• Provide expert policy and technical advice to governments on policy, fiscal, institutional and regulatory frameworks for mineral development, processing, governance, negotiations, national economic and infrastructure linkages, and mine closures.

• Lead on the development of innovative approaches supporting the Bank's efforts in mining projects including adoption of approaches to decarbonize mining activities and the development of resilient supply chains for metals needed for the energy transition.

• Take a lead role in partnering with others within the World Bank Group (including IFC and MIGA) and on joint initiatives with industry, government, NGOs, and regional institutions to implement the Bank's broader mining agenda.

• Conduct outreach to key stakeholders including delivering presentations to World Bank Group management, staff and a range of external audiences.

• Maintain dialogue and internal relationships with Country Management Units in selected countries. 

• Mentor junior staff.

 

Selection Criteria

 

• Minimum of a master's degree or higher in a mining related discipline (e.g. natural resource management, mineral economics/finance, geology, or mining, metallurgical, geotechnical or environmental engineering) from a reputable university.
• A minimum of 8 years of broad international work experience including experience in Asia (but not limited to Asia) in the mining industry development agenda where a significant part was ideally gained in the private sector focusing on mining investment or government relations, and experience with policy, institutional, regulatory, and fiscal frameworks for mineral development projects, processing, governance, sustainability (environmental and social), mine closures, local economic development, and mining linkages to the domestic economy.
• Demonstrated experience and knowledge of mineral regulatory and institutional frameworks; taxation; sector governance; exploration and development; mining and mineral processing; environmental and social protection; local content; community and gender linkages and mine closure.
• Exposure to and experience in a mix of project, policy, negotiations, and planning issues in mining ideally in the public sector or in industry preferably in developing economies.
• Results-oriented approach and proven problem-solving skills, with a strong ability to devise and manage work plans and manage a portfolio of projects ensuring delivery and results on time and within allotted resource budgets.
• Experience of building effective working relationships and working successfully with a range of constituencies in government, mining industry and community groups, creating partnerships and gaining commitment for action.
• Knowledge of the intersection between mining and the climate change agenda, including approaches to climate mitigation and adaptation in the context of mining, greening mineral value chains and decarbonization, and sustainable extraction and processing of critical minerals.
• Demonstrated experience of assessing macro and micro trends (economic, social or technological) that affect the mining industry as well as geopolitical trends affecting investments, supply chains, and resource governance. 
• Demonstrated ability to coordinate, participate in strategic cross-sector dialogues within the network, across countries, among a multi- disciplinary team of colleagues and other development institutions, government, and other organizations.
• Excellent written and oral communication skills in English and/or French; a demonstrated ability to operate and collaborate effectively in a diverse team and matrix environment; and engage with the adequate levels in the World Bank Group and with Government. Accountabilities & Responsibilities

Under the supervision of the Principal Manager and, where applicable, in support of the Regional Associate Director, the Associate will lead the delivery of instruments, activities and any other delegated tasks under the Advice for Small Businesses Programme in line with strategic priorities of the Bank and the SME Finance and Development Business Group, and in coordination with relevant teams (e.g. Financial Institutions, Corporate sector, Policy teams).

- Structuring and Execution
- Perform all activities under the Programme in full alignment with the Bank's policies and procedures, donor requirements, internal control and compliance standards, as well as the highest standards of integrity and ethical conduct working with credible and respectable counterparts.
- Be responsible for origination and conception, implementation and monitoring, and evaluation of advisory activities.
- Liaise with relevant banking colleagues to identify and structure most suitable advisory support for high growth SMEs.
- Analyse clients' financials and growth prospects, with a view to structure impactful advisory support and nourish them for financing.
- In close collaboration with the Principal Manager, initiate and lead business development and generate a pipeline of high quality clients and advisory activities in priority areas (e.g. digital, green, inclusion, innovation).
- In close coordination with and support of the Principal Manager, engage with external stakeholders and partner organisations to explore SME development support needs and lead on relevant initiatives (e.g. partner financial institutions, government representatives, business associations, EBRD corporate clients other relevant entities with SME development mandate).

- Ensure maximum synergy of advisory and banking, such as under EBRD intermediated SME finance programmes, e.g. Women in Business or Youth in Business, we well as Risk Sharing Facilities; Supply Chain Financing or other dedicated financial or non-financial initiatives.

The GEF's Climate Change Focal Area (CCFA) team develops and finances projects to address climate change mitigation priorities at national and global level, and to support the implementation of national climate change commitments under the United Nations Framework Convention on Climate Change (UNFCCC). The CCFA team oversees the provision of financing for Enabling Activities for developing countries to meet reporting requirements under the UNFCCC and its Paris Agreement, including those related to the Enhanced Transparency Framework. The GEF also supports capacity building for climate reporting through the Capacity Building Initiative for Transparency (CBIT). The GEF is seeking an expert and experienced environmental specialist to serve as a Climate Change Specialist in the CCFA team of the GEF Programming Division. 

 

Duties and Accountabilities

The Climate Change Specialist will work in a multi-disciplinary technical team of climate change specialists and will actively participate in UNFCCC related events, supporting eligible countries in programming GEF resources. S/He will provide timely review and processing of projects proposals submitted by GEF-accredited agencies and provide sound upstream guidance to project proponents to foster coherence with GEF programming strategies. The selected candidate will also contribute to managing the pipeline of UNFCCC Enabling Activities (EA) and CBIT projects. 

The Climate Change Specialist will work within Regional Teams on functions that require cooperation and collaboration related to the programming of CCFA resources. S/he will also support regional and country-level engagement with clients and stakeholders to ensure that GEF recipient countries optimize their CCFA investments to achieve global environmental benefits. 

The Climate Change Specialist will work under the guidance of the Climate Change Focal Area Coordinator and will report to the Manager of the Programming Division.

• Perform review of GEF programs, projects and enabling activities, including in relation to the estimation of carbon emission reductions

• Develop and improve EA and CBIT proposal review procedures that align with the Paris Agreement's evolving enhanced transparency requirements and contribute to improving the efficiency of the operational processes for project clearance, as needed. 
• Perform the review and processing of EA and CBIT proposals, including requests to support National Communications (NCs) and Biennial Transparency Reports (BTRs). 
• Contribute to the management of the EA and CBIT A project databases, by maintaining up-to-date information on project status, portfolio performance, and resource allocation. 
• Coordinate the collection, tracking and analysis of EA and CBIT indicators for portfolio and results management, as well as to ensure timely response to donor queries, as needed. 
• Contribute to the preparation of the CBIT progress reports to the GEF Council and to the UNFCCC COP report, including data collection, analysis and visualization. 
• Contribute to the preparation of relevant outreach activities and knowledge products in coordination with the GEF's communications team, including online communications and publications.
• Contribute to effective GEF participation in major meetings related to CBIT and EAs, including through preparation of briefing, presentations, talking points and outreach materials.

Selection Criteria

• Master's Degree in climate change, environmental economics, natural resource management, sustainable development, or other fields related to climate change financing.
• At least 5 years of relevant professional experience in the climate change field, including experience designing, implementing, and monitoring of climate change projects and programs Experience working on GEF projects is a plus. 
• Strong knowledge and project expertise in climate change mitigation, including clean energy, energy efficiency, energy access, low-carbon transportation, industry decarbonization and nature-based climate solutions, including in the forestry and low-carbon agriculture systems.
• Demonstrated ability to effectively engage and develop appropriate and sound relationships with a range of stakeholders, international organizations, development agencies, scientific and technical bodies, private sector entities, developing country counterparts, and NGOs. 
• Experience in developing countries, particularly in the development and execution of climate change projects and/or related environmental sectors.
• Working knowledge of GHG methodologies, transparency and institutional arrangements under the Paris Agreement. 
• Working knowledge related to Measurement, Reporting, and Verification (MRV) and Enhanced Transparency Framework (ETF) systems 
• In depth understanding of the climate finance landscape and experience with UNFCCC negotiations preferred. 
• Excellence in written and spoken English is essential.
• Knowledge of other UN languages, French, Spanish and Arabic is preferred

The Chief Risk Officer (CRO) Vice Presidency of the World Bank is the core unit responsible for institutional risk oversight, including establishment and monitoring adherence to risk policies and guidelines and risk assessment and reporting to the Board and executive management. Its mission is to enable and support the institution to achieve its goals in a financially sustainable manner. The VPU assists management with identifying and managing group-wide cross-cutting risks, enhancing risk response decisions, reducing financial and operational surprises and losses, seizing opportunities and improving deployment of capital. The CRO Vice Presidency comprises four Departments: 1) Credit Risk (CROCR); 2) Market & Counterparty Risk (CROMC), 3) Operational Risk (CROOR), and 4) Environmental and Social Risk (CROES).

The Credit Risk Department (CROCR) ensures that the Bank's credit risk exposure is commensurate with the risk appetite of stakeholders and strikes the appropriate balance between financial and development objectives. CROCR manages the credit risk inherent in IBRD's loan portfolio. CROCR's core functions include, among others (i) Assessing and rating sovereign credit risk for all IBRD and IDA borrowers; (ii) Assessing and rating sovereign credit risk for IFC and MIGA; (iii) Assessing and scoring economic/country risks to the private and financial sectors for IFC; (iv) Assessing country eligibility for IBRD resources; (v) Influencing IBRD's lending strategy and assessing lending plans against lending allocations as established through the exposure management framework: (vi) Anticipating countries that are vulnerable to crises; (vii) Participating in arrears workouts for IBRD borrowing countries; (viii) Engaging with the Paris Club of bilateral creditors; (ix) Ensuring IBRD is adequately provisioned for loan losses; and (x) Assessing/Monitoring the size of credit shocks (unexpected losses) as part of IBRD's capital adequacy framework.

 

Responsibilities

The Senior Economist position is within the Sovereign Risk Unit in CROCR. As country coordinator, the successful candidate will:

•Have primary sovereign risk ratings responsibility for a portfolio of IDA and IBRD borrowing countries. This includes the periodic presentation of country risk notes including risk rating proposals to the CROCR's Risk Committee, as well as ongoing country monitoring.

•Have primary responsibility for assessing and rating country/economic risks to the private sector and financial sectors of these countries.

•Lead the dialogue with World Bank country operational teams on issues relating to macroeconomic and debt risks and exposure management, including:

- Contributing to the corporate reviews of country engagement products and lending operations.

- Engaging with country operations teams on exposure reallocation requests, and debt and macro issues, as needed, in close collaboration with other relevant units across the Bank.

- Contributing to CROCR work on the IDA Sustainable Development Financing Policy (SDFP)

•Leading the preparation of key inputs to CROCR written products, such as the Annual Risk Report, Board papers, and ad-hoc management briefings.

•Contributing to the department's continual efforts to improve risk assessment approaches and to innovate.

•Depending on business needs, the candidate could also assume responsibilities within the Department on other issues, such as ESG influences on credit risk, stress testing, Paris Club representation, Short-term Risk Monitoring, and strengthening quantitative approaches.

Duties and Accountabilities

You will be under the supervision of the Governance Practice Manager for the EAEG2 Unit (Angola, Botswana, Burundi, Comoros, Democratic Republic of Congo, Eswatini, Lesotho, Madagascar, Mauritius, Mozambique, Namibia, Sao Tome and Principe, Seychelles, South Africa) and will work in coordination with other EAEG2 team members based in Washington DC and in other country offices, as well as with colleagues from other Global Practices. Together with one other Financial Management Specialist based in Luanda, you will be responsible and accountable for operation-level financial management (FM) arrangements throughout the project cycle. Specific duties include:

• Undertaking FM assessments (covering project budgeting, internal controls, accounting, treasury, funds flow, financial reporting, auditing arrangements, and adequacy and suitability of project FM staff) for new projects.

• Providing FM implementation support (covering tests of transactions, reviews of interim financial reports and annual audited financial statements, problem solving) for ongoing projects and then updating the Bank's automated FM monitoring systems on a timely basis.

• Monitoring ongoing project compliance with the Bank's FM policies and procedures.

• Assessing audit firms/auditors' independence, competence, and compliance with international auditing standards.

• Providing training, guidance, and advice on FM-related aspects to external clients (borrowers and project implementing agency staff) and internal clients (Bank staff).

• Contributing to, or leading, analytical or technical assistance work on public financial management issues including assisting countries in developing their professional accountancy institutions; in strengthening corporate financial reporting performance (including accounting and auditing standards); and supporting Supreme Audit Institutions to improve the quality and transparency of fiscal and financial information.

• Participating in country-level portfolio activities such as Country Portfolio Performance Reviews and risk-review meetings.

 

Selection Criteria

• Qualified professional accountant (CPA, CA, ACCA or equivalent membership of an internationally recognized professional accountancy body) with a Master's degree in accounting, public financial management, finance, or other related field.

• At least 8 years of directly relevant experience in providing fiduciary or audit assurance services.

• Public financial management knowledge and experience either from working in a similar role with an international development institution or as a result of having public sector institutions as audit engagement clients.

• Multi-country experience, including in developing countries in Sub-Saharan Africa.

• Experience in mentoring and supervising more junior staff.

• Strong team player with the ability to work independently and effectively both remotely and face-to-face.

• Strong written and verbal communication skills in Portuguese and English.

• Willingness to travel frequently, sometimes at short notice.
