The main purpose of this post is to support the Global Cluster Coordination Section, hosting the UNICEF led/co-led Clusters and Area of Responsibilities, in effectively managing and strengthening frameworks and capacity for country-level coordination. This role will lead on operational field support to ensure timely, relevant, and appropriate responses that effectively and accountably meet the needs and priorities of the people most affected by and vulnerable to crises. The support provided will ensure that core coordination functions are maximized to achieve results for impact for the operational response and will enable National Coordination Platforms to: - maximize quality and coverage of responses; - minimize duplication, gaps and risks; - continuously support stronger national leadership of coordination   How can you make a difference? Under the overall direction and guidance of the Global WASH Coordinator, the Deputy Global WASH Cluster Coordinator will lead on operational field support to ensure effective and accountable humanitarian water, sanitation and hygiene (WASH) coordination for the people most affected by and vulnerable to crises, in partnership with the Cluster/Sector/Working Group members. The post holder's main tasks and responsibilities will include but not be limited to:  Coordination, representation and leadership - Ensure, establish and maintain a coordination mechanism that facilitates the effective achievement of the cluster functions (as outlined by the IASC Reference Module) and the requirements of the HPC (HNO, HRP and CCPM) and which builds on pre-existing coordination structures where appropriate and furthers the development of current or future national and subnational capacities, - Oversee the functioning of any sub-national or hub Cluster/ Sector/ Working Group where they exist, ensuring alignment of work and priorities, effective communication, reporting, engagement and coordination between the levels, - Supervise the Cluster/ Sector/ Working Group coordination team, - Ensure appropriate coordination and build partnerships with all relevant sector stakeholders including government counterparts and national authorities, local, national and international organizations and affected populations, - Build complementarity of partner actions within the Cluster/ Sector/ Working Group, pro-actively negotiating with partners to avoid and resolve duplication and gaps, - Coordinate, collaborate and represent the Cluster/ Sector/ Working Group with stakeholders across all sectors, including through inter-cluster coordination fora, developing cross-sectoral relationships as appropriate. Needs assessment and analysis - Lead the planning and implementation of needs assessment and analysis, including representing the Cluster/ Sector/ Working Group in multi-sectoral needs assessments and joint analysis of need, at national and subnational levels, - Analyse needs assessment data and work collaboratively with the Cluster/ Sector/ Working Group partners to create analytical products, including an HNO based on evidence-based information. Strategic response planning - Lead and coordinate strategic planning, response prioritization and the development of the sectoral response plan that is based on the HNO and aligned with national priorities, policies and plans, - Ensure all programme delivery modalities (in-kind, cash, voucher and services) are given equal consideration in the strategic response planning and establish and implement systematic measures for supporting their consideration and use, - Provide technical expertise and advice to Cluster/ Sector/ Working Group partners to ensure activities are relevant, appropriate and in line with national priorities and communities' needs, - Ensure that the Cluster/ Sector/ Working Group response plan is updated regularly according to evolving needs and that it establishes indicators by which performance of the cluster can be measured, - Engage with OCHA and other AoRs/ Clusters/ Sectors/ Working Groups to contribute to the development of the HRP, advocating for a response that reflects and addresses the concerns of the Cluster/ Sector/ Working Group. Resource mobilization and advocacy - Support and coordinate the mobilization of adequate resources to ensure the effective functioning of the Cluster/ Sector/ Working Group and its response and subsequent handing over and establishment of medium to long term capacities when the cluster approach is deactivated, - Monitor, analyse and communicate information about the Cluster/ Sector/ Working Group's financial situation and resource mobilization and identify appropriate actions to address gaps or constraints, - Advocate for improved sectoral outcomes, by developing an advocacy strategy, networking with advocacy allies, influencing stakeholders' decision-making. Implementation and monitoring - Monitor, evaluate and report on the coverage, equity, quality and progress of the response against the Cluster/ Sector/ Working Group strategy, priorities and agreed results, - Plan and support gap and coverage analysis to identify spatial and temporal gaps, overlaps and coverage of the Cluster/ Sector/ Working Group humanitarian response, - Monitor Cluster/ Sector/ Working Group adherence to IASC cluster approach principles, relevant humanitarian and sectoral agreements, standards, initiatives and guidelines and support partners to make improvements. Operational peer review and evaluation - Lead the annual cluster coordination performance monitoring (CCPM) exercise and annual review and contribute to other sectoral and humanitarian evaluations as appropriate. Accountability to affected populations - Be accountable to the affected population by establishing inclusive and consultative feedback mechanisms, creating meaningful opportunities for the involvement of the affected population in the response and encouraging partners to operate accountably, - Ensure the inclusion of cross cutting issues (age, child protection, disability, gender, gender-based violence (GBV) mitigation and response and HIV & AIDS) in Cluster/ Sector/ Working Group activities throughout the HPC, - Establish and implement systematic measures for supporting inclusive work practices and processes, - Adhere to child safeguarding and PSEA policies including procedures for challenging and reporting incidents and ensure other members of the coordination team comply. Strengthen national and local capacity - Encourage participation of local and national actors in Cluster/ Sector/ Working Group activities and strategic decision-making, removing barriers to access, - Lead the development of a capacity assessment and capacity strengthening strategy for Cluster/ Sector/ Working Group members and oversee implementation and harmonization of initiatives, - Lead early warning, contingency planning, and emergency preparedness efforts for the Cluster/ Sector/ Working Group, ensuring adequate cluster participation in inter-cluster early warning, contingency planning and emergency preparedness activities.   To qualify as an advocate for every child you will have? The following minimum requirements: Education:  An advanced university degree in one of the following fields is required: public health, social sciences, health and hygiene behavior change communication, WASH-related engineering or another relevant technical field. Additional relevant post-graduate courses that complement/ supplement the main degree are a strong asset. Work Experience:  A minimum of 8 years of professional experience, preferably at the international level, in WASH-related programmes planning and management is required. Ensure that training operations and development activities are implemented in accordance with the training plan and established standards. Coordinate with trainers to determine training standards to be achieved, reviews country submissions for eligibility of nominees, recommend trainees for selection and maintain a trainee database. Coordinate and report on Training Needs Analysis visits. Organize all activities at the training location(s); liaises between training location(s) and Headquarters staff on all training and administrative matters. Support the organizations of the UN on matters relating to medical training, and acts as a resource person and a training instructor when needed. Identifies risks and develops the risk register. Coordinate with UN Clinic Team and UNDSS on Mass Casualty Incidence training drills in compliance with the standing Mass Casualty Incident SOPs. Undertake surveillance for preventable health and safety hazards in the work environment.  Provide occupational health support to assess Health and Safety Risks. Provide occupational safety and health and Emergency Medical Response training and capacity development by ensuring that personnel are aware of their roles and responsibilities in all aspects of health and safety work, including compliance with health and safety policy. Develop training content and educational materials on Safety & Health and emergency response educational and facilitate and provide trainings to all levels of personnel. The Chief Health is responsible for managing and supervising all stages of health programmes/projects (e.g. gender, maternal, neonatal, child survival, emergency preparedness) within the country programme, from strategic planning and formulation to delivery of results. Transfer technology for the laboratory diagnosis of Vaccine Preventable Diseases   DESCRIPTION OF DUTIES The incumbent is responsible to carry out the following activities related to immunization and vaccine development to assist national immunization programme and Ministry of Health and Family Welfare Bangladesh: i)Strengthen Immunization systems and specifically: 1.    Develop and apply innovative methods to increase and maintain access to high immunization coverage in hard to reach and difficult areas 2.    Plan, implement, monitor, and evaluate the introduction of new vaccines that have been planned or under consideration by government of Bangladesh, I.e., Human Papilloma vaccine, Japanese encephalitis vaccine and Rota virus vaccine. 3.    Facilitates strengthening urban immunization strategic plan. Assist the authorities in capacity building, monitoring and review of urban immunization activities including surveillance in city corporations and municipalities. 4.    Assist in preparing country specific training materials and guidelines in support of the above. 5.    Facilitate integration of other public health interventions to immunization 6.    Facilitate strengthening of health systems for immunization 7.    Provide support for implementation and monitoring of GAVI supported activities 8.    Provide support for implementation and monitoring of COVID vaccination 9.    i.  Establish and institutionalize Immunization monitoring system including dashboards, review meetings and app-based dashboards ii) Support in, implementation, monitoring and evaluation national measles, rubella and CRS elimination strategic plan iii) Develop, implement, monitor, and evaluate integrated surveillance of AFP, Measles, Neonatal Tetanus, Japanese Encephalitis, rota and IBD iv) Facilitate implementation of national plan for polio eradication in line with global polio eradication and support smooth polio transition as per Polio Transition plan with special focus on polio legacy planning to use lessons learn from polio eradication and polio infrastructure for other priority public health interventions in Bangladesh) Work closely with other categories in WCO BAN towards integrated services and systems strengthening  10. Desirable: Training in field epidemiology, emergencies   Experience Essential: At least seven (7) years of experience in EPI and vaccine preventable disease control some of which should have been obtained in an international context in communicable disease control. Desirable: Experience in new vaccine introduction, polio eradication, measles elimination and resource mobilization.   Skills Essential: Demonstrated knowledge of communicable disease control, epidemiology, and laboratory diagnosis specifically for EPI diseases. Actuellement nous réalisons 3 projets avec un accent opérationnel sur les violences basées sur le genre (VBG) et la santé et droits sexuels et reproductifs. Nos zones d'intervention sont dans des quartiers défavorisés de Port au Prince, dans la région Goâvienne ainsi que la région de Jacmel. La mission de MdM Suisse en Haïti a grandi au cours des années passées dans un contexte d'instabilité politique et d'insécurité croissante. Le bureau de la coordination MdM Suisse en Haïti est basé à Pétionville dans la zone métropolitaine de Port au Prince et des bases sont actives à Petit Goâve et Jacmel. Au total MdM Suisse emploie actuellement 34 employés.es en Haïti.   En Haïti, MdM Suisse collabore avec les autres chapitres MdM présents dans le pays – MdM Canada et MdM Argentine. Nous réalisons des projets conjointement et travaillons pour un partage accru de ressources humaines entres les chapitres.   VOTRE POSITIONNEMENT DANS LA STRUCTURE   Vous êtes directement subordonné.e au responsable de programme du siège.  VOS ACTIVITÉS PRINCIPALES  Planification stratégique, gestion, supervision et suivi du programme  -   Assurer une veille contextuelle et sanitaire afin d'identifier les besoins humanitaires/de développement, et les opportunités de projets dans le pays. -   Initier, stimuler et animer les différentes phases du cycle de projet du programme de MdM en Haïti.  -       Coordonner l'élaboration et la mise en œuvre du programme pays de MdM Suisse en Haïti assurer la cohérence entre le programme et la stratégie globale de MdM Suisse. -       Superviser la mise en œuvre globale du programme et en assurer la qualité, en étroite collaboration avec son équipe. -       Coordonner des missions exploratoires dans de nouvelles zones géographiques et potentiellement pour de nouvelles thématiques. -       Assurer la sélection, l'évaluation, la planification du renforcement et le suivi des partenaires locaux. -       Assurer l'élaboration des propositions de projets, tant sur les activités que sur le budget. -       Assurer la mise en œuvre, le monitoring opérationnel et l'évaluation des projets dans le respect des budgets, objectifs et indicateurs (indicateurs projets et indicateurs programmes). -       Superviser la rédaction des rapports de projets (narratifs et budgétaires) à l'attention du siège, des autorités, partenaires et bailleurs de fonds. -       Garantir l'organisation des missions de suivi ayant lieu dans le pays.  Représentation, coordination et recherche de financement avec les autorités nationales, régionales et locales, les acteurs humanitaires et de développement, les bailleurs de fonds, les associations locales de la société civile, les bénéficiaires des projets  -       Assurer la coordination avec les principaux acteurs humanitaires/développement intervenant dans les mêmes zones et participe activement aux réunions de coordination générale ou sectorielle (santé, social, éducation, etc) et aux réunions CHINGO (réseau de coordination des ONGs internationales). -       Assurer la visibilité et la représentation de MdM Suisse dans le pays. -       Assurer les liens avec les autorités nationales, régionales et locales concernées par les projets. -       Elaborer la stratégie de financement pays. -       Assurer la représentation auprès des bailleurs de fonds présents dans le pays. -       Assurer la recherche active d'opportunités de financements dans le pays. -       Assurer le suivi du respect des obligations des contrats bailleurs, le suivi de la consommation et produire les demandes d'amendements. -       Entretenir des liens étroits et réguliers avec les partenaires de la société civile impliqués dans les programmes et les activités de plaidoyer. -       Assurer la représentation de MdM auprès des acteurs des projets et des bénéficiaires.  Management des ressources humaines  -   Assurer le management d'une équipe de 34 collaborateurs.rices. -   Superviser la gestion globale des ressources humaines : recrutements, réalisation de fiches d'objectifs, évaluations annuelles des postes, suivi des dossiers du personnel national selon la loi nationale et les procédures de MdM-Suisse, gestion administrative du personnel national, respect de la grille salariale, formation continue des employés, etc. -   Superviser la déclinaison, la mise en œuvre et le respect des outils RH nationales. -   Assurer l'identification et le calibrage des besoins RH au sein du programme dans le pays de la mission.  -   Assurer la cohésion d'équipe, le bien-être au travail, organiser et animer les rencontres d'équipes (réunions de coordination hebdomadaires, réunions all staff mensuelles, ateliers annuels de coordination et de team-building). -   Assurer la mise en place des briefings et débriefings du personnel national et international (contexte, sécurité, programmes, etc.).  -   Superviser le processus de renouvellement des visas, ordres de missions, permis de travail pour le personnel international de la coordination en Haïti.  Gestion financière, administrative, logistique et sécurité MdM est dans le processus de recrutement d'un point focal sécurité en Haïti, partagé entre les 3 chapitres. Les responsabilités dans ce domaine peuvent varier de la description ci-dessous, en fonction de l'avancement de ce recrutement. -   Superviser et coordonner la formalisation du budget de référence du pays et sa révision annuelle. -   Assurer le monitoring des budgets, leur analyse et leur révision en fonction des suivi financiers. -   Assurer la validation des demandes d'approvisionnement. -   Superviser la gestion administrative, financière et logistique des programmes et de la mission (cycles mensuels, sécurité des fonds, plans de trésorerie) et valider les comptabilités mensuelles en veillant à la conformité des dépenses avec les règles des bailleurs de fonds. -   Assurer la déclinaison, la mise en œuvre et le respect des outils financiers, administratifs, logistiques et sécurité dans le pays de la mission. -   Coordonner les audits financiers terrains. -   Assurer et suivre la bonne existence et le bon renouvellement des procédures complètes pour l'enregistrement de MdM par les autorités. -   Assurer une veille par rapport à la législation et aux normes locales potentiellement applicables pour MdM Suisse (loi du travail, lois sur les taxes et revenus, lois sur l'immigration...). -   Superviser la gestion de la logistique, coordonner la planification et le suivi des plans d'achats et veiller au respect des procédures et règles logistiques. -   Assurer la gestion quotidienne de la sécurité des équipes et du programme (mise en œuvre et actualisation du manuel de sécurité, veille géopolitique continue, supervision de la mise en place des procédures de gestion de la sécurité, socialisation des documents sécuritaires, formation des équipes terrains quand nécessaire). -   Assurer la responsabilité de toute décision liée à la sécurité pour MdM Suisse en Haïti en collaboration avec le siège. The Medicines and Nutrition Center (MNC) is situated within the UNICEF Supply Division in Copenhagen and oversees the procurement and contracting of pharmaceuticals and nutrition products for UNICEF offices globally. Emphasizing timely access to quality products, particularly in emergencies, the MNC plays a pivotal role in ensuring the availability of essential nutrition commodities in low- and middle-income countries (LICs and MICs). The Technical Specialist (Regulatory, Nutrition) will spearhead regulatory support initiatives aimed at enhancing our regional and country regulatory function for UNICEF's nutrition commodities. This position is focused on time-limited projects within the Nutrition product portfolio. The position is a temporary appointment (364 days, with the option for extension).   Key functions and responsibilities: - Conduct regulatory mapping to discern market pathways for specific nutritional commodities, fostering in-depth understanding and networks within key countries. - Develop regulatory strategies and lead processes to ensure compliance with international and national regulations in LICs and MICs. - Analyze regulatory decision pathways in selected countries to inform strategic approaches. - Create resources (processes and tools) for UNICEF operations in Nutrition and also to disseminate regulatory information to suppliers, partners, and stakeholders. - Coordinate multiple regulatory activities, including quality documentation submissions, within cross-functional project teams. - Collaborate with the technical team to facilitate documentation submissions for clinical trial projects. - Engage with external stakeholders to advocate for nutrition inclusion in essential medicine lists and other policy documents. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate and, more specifically, how these bear upon the way the health system stewardship function of health ministries is carried out.The WHO Country Office supports the Member State to shape its health policy in line with WHO's principles and values and advocates for an integrated approach to health development. By means of a single, unified and functionally integrated country representation, WHO facilitates the implementation of the GPW13 and particularly BCA with the Member State and its corresponding country work plan. WHO helps the country to improve its health system, facilitates policy dialogue and provides technical support as necessary. The WHO country office administers, consolidates, manages and enhances WHO collaboration in the country including all resources deployed in the country either permanently or temporarily to maximize WHO impact. The Country Office also has a representational, fund-raising and resource steering function, as needed. The aim of the Division of Health Emergencies and Communicable Diseases (DEC) in the WHO Regional Office for Europe is: --> to improve health security across the WHO European Region by maintaining regional alert and response operations and assisting countries in building their capacity for surveillance systems, preparedness for, and response to all health emergencies, in line with the requirements of the International Health Regulations and specific country risks; --> to promote WHO's leadership in health emergencies and communicable disease prevention and control, including through relevant regional initiatives and specific research projects; --> to assist countries in the Region to design, establish and run effective health programmes that are able to tackle the burden of communicable diseases, particularly, HIV/AIDS, tuberculosis, especially M/XDR-TB, viral hepatitis, influenza, malaria, antimicrobial resistance and vaccine-preventable diseases through strengthened immunization programmes and to achieve/maintain regional elimination/eradication goals as for measles, rubella, malaria, and poliomyelitis; --> to ensure, within EURO, the availability of state-of-the-art competency to provide high level technical support to Member States of the Region, in collaboration with Headquarters and in close partnership with relevant institutions of the Region.Within DEC, the Vaccine-preventable Diseases and Immunization (VPI) programme aims to reduce disease and death caused by vaccine-preventable diseases including surveillance and response with emphases on the parts of the region, where the support is needed the most.  Specific attention is paid to the relationships between the burden of disease, the relevant risk factors and the actions needed at country and inter-country level. VPI provides technical inputs into implementation of WHO's Biennial Collaborative Agreements with countries, aimed at prevention and control of diseases through strengthening immunization system. It supports Member States in designing and implementing evidence based decision making, assessing the burden of disease and monitoring progress towards reducing death and disability, by integrating these activities with management and dissemination of technical knowledge through strengthening of disease surveillance and response systems and public health programmes and services including supporting the introduction of new vaccines to ensure the benefits of the vaccines are offered to all individuals. The VPI unit develops norms and standards, guidance and tools to assist countries to implement effective disease control and elimination programmes.   DESCRIPTION OF DUTIES The purpose of this position is to assist the Ministry of Health (MOH) of Ukraine in strengthening the immunization programme through the provision of in-country technical assistance and guidance on good governance. This position will enable the WHO Regional Office for Europe (WHO/EURO) to be more responsive and to play a leading role in improving the standards, efficiency and preparedness of the national immunization programme in Ukraine. It will also strengthen the coordination, resource mobilization and technical assistance offered to Ukraine by WHO and other partners.Key duties: Under the overall guidance of the Head of WHO Office in Ukraine, and direct supervision of the Programme Manager, VPI at the WHO European Regional Office in Copenhagen, the incumbent will undertake the following specific responsibilities: 1. Oversee and coordinate the development, implementation, technical assistance to, and evaluation of, the national programmes for vaccine preventable diseases and immunization. The work will be in line with the regional vaccine-preventable disease targets and objectives with a primary focus on sustaining the Region's polio-free status, and controlling other vaccine-preventable diseases, such as measles and rubella.  2. Lead the development of knowledge translation of evidence-based recommendations on VPI priority topics for incorporation in country policies and provide technical support and coordinate with other partners the implementation of comprehensive activities and tools, supporting measures to reduce the burden of vaccine preventable diseases; collaborate closely with WHO regional and country offices, UN agencies, non-governmental organizations in delivering this task. Support the adaptation, monitoring and evaluation of these recommendations. 3. Provide continuous support to the MOH of Ukraine, as WHO's primary counterpart on immunization. Assist MOH with implementation of the polio preparedness activities and lead WHO support on outbreaks of vaccine-preventable diseases in Ukraine.  4. Support the MOH of Ukraine in developing, implementing and evaluating national immunization programme (NIP) strategies at national and local levels, in updating and adapting relevant guidelines, materials and tools, performing training needs assessments, and organizing and implementing training activities.  5. Serve as a primary technical supervisor of the VPI Team in Ukraine and coordinate the work in carrying out daily routine support tasks to the National Immunization Programme.  6. Support the Head of WHO Office in Ukraine on resource mobilization and provide budget oversight and reporting for WHO immunization activities, initiatives and projects in Ukraine. 7. Guide the Ukrainian national programme towards certification of poliovirus eradication and verification of measles and rubella elimination.  8. Report on status and progress made by immunization programmes in Ukraine to the Head of WHO Office in Ukraine and to the VPI Programme Manager, to donors and partners as required. Provide reports to WHO/EURO VPI advisory bodies and commissions (ETAGE, RCC, RVC) as requested by the VPI Programme Manager.  9. Facilitate and coordinate VPI staff and high-level immunization partner visits, technical reviews and missions to Ukraine as appropriate.  10. Collaborate closely with UNICEF and other partners to ensure an aligned and harmonized work plan, implementation, generation of resources, management of assessments and mobilizing funds.  11. OBJECTIVES OF THE PROGRAMME The mission of WHO's Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies   DESCRIPTION OF DUTIES During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. Depending on the level and complexity of the incident, the incumbent might be performing all or some of the following duties: • Manage the team, guide, and ensure implementation of the response plan. Set standards and norms, develop and disseminate technical guidance and validate training, resource mobilization and communication materials. • Under the guidance of the Incident Manager, manage the coverage of all health operations in support to the MOH, work with partners and facilitate the implementation of WHO's most effective prevention, control and response measures.   Health resources availability and populations needs: 1. In close collaboration with the Health Cluster and the Health Information Management teams, oversee the implementation of in-depth health sector assessments using harmonized tools, and agreed needs analysis methodology. 2. Actively participate in the Health Cluster needs assessments, including Multi Cluster/Sector Initial Rapid Assessments and Humanitarian Needs Overviews. Communicable diseases: 1. Ensure the planning and implementation of communicable diseases programmes addressing the risk of outbreak and/or health emergency, co-develop action plans for interventions in high-risks groups and recommend measures for special attention. 2. Monitor the early prevention, detection, verification, assessment and investigation of any risks of outbreaks and the dissemination of data related to the occurrence of outbreaks. 3. Manage the rapid response teams responsible for the rapid investigation of alerts, field risk assessments and early response. 4. Support the information systems on communicable diseases and the monitoring of progress towards universal health coverage (UHC) facilitating integration with the national health information systems. 5. Conduct the periodic reporting and treatment of communicable diseases activities. 6. Ensure that the messages are technically sound and socio-culturally appropriate to induce, engage and empower stakeholders in the prevention, mitigation, and control of risks Health service delivery. 7. Assist the national authorities in undertaking vulnerability assessments combining data from the health sector and the social determinants of health, to prioritize interventions according to the severity of needs in the different areas affected by emergencies. 8. Support national authorities and partners on equipping the health facilities with the necessary infrastructure, equipment, drugs, public health laboratories and blood safety, and medical supplies to address the existing and foreseen risks and to prevent the dissemination of infectious diseases within the facilities. 9. Monitor that health facilities provide quality preventive and curative health care to the affected population and continue to deliver routine essential health services in addition to responding to the cause of the crisis. Make appropriate recommendations where necessary. 10. Support capacity-building and training of local staff on best preventive, diagnostic, control and curative knowledge, practices and standards. Prevention and control measures. 11. Make recommendations and give guidance on relevant courses of actions to be taken in affected as well as non-affected areas/countries in order to prevent and/or control cause of excess morbidity and mortality. 12. Provide technical assistance on vaccination, enhanced surveillance, vector control, infection control (including personal protection), enhanced sanitation and hygiene, increased provision of water and/or nutrients, prepositioning of drugs and medical supplies, etc.   Sciences and research: 13. Conduct research in etiology, physiopathology, transmission, reliable and rapid diagnostic, effective prevention, and treatment of any of the causes of excess morbidity and mortality of the affected population and recommend remedial actions. 14. Perform all other related duties as assigned.   REQUIRED QUALIFICATIONS Education Essential: Advanced university degree (Master's level or above) in medicine, public health, epidemiology, tropical medicine, health systems/services administration or related field. First university degree in medicine or public health from an accredited/recognized institute. Desirable: Specialized training in emergency management; specific training in humanitarian response.   Experience Essential: At least seven years of related experience, at the national and international levels, in health operations, with proven experience in managing outbreaks and health emergencies. Related experience in managing human and financial resources. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1940 per month for the duty station indicated above. Role & Responsibilities Working as an important member of a diverse team who are committed to serve the world's most vulnerable with practical and compassionate care, the Health Advisor provides technical advice and support to field management and the health staff. Develop, lead, monitor, and evaluate the health aspects of country programme. Coordinate and network at a senior level with national and regional health authorities. Actively participate in health sector coordination supporting the development of quality standards and protocols to improve the overall response. Lead on all health elements of proposals and reports, development of strategy, providing capacity building for national and international staff, promoting best practice in the health programmes, and contributing to overall management of country programme.   Project Overview Medair started a multisector response to the Ukrainian crisis in March of 2022. The health response has focused on re-establishing access to primary health care for affected populations and has included re-equipping health facilities with essential supplies and equipment, health facility repairs, training for health care workers and minor infrastructure repairs. Medair has also been providing support to vulnerable people living in the community through the provision of consumable supplies and mobility devices. Mental health and psychosocial support is integrated into the response. The role will involve travel to support our various bases in Ukraine and mentoring Medair staff.   Workplace & Working conditions The position is remote with visits to the Country Program.   Starting Date / Initial Contract Details June 2024. The annual number of outbreaks has increased more than threefold since 1980. UNICEF is involved every year in over 100 responses related to public health events. UNICEF ensures that outbreak response strategies are inclusive of children, women, and vulnerable groups, and adapted to their needs, particularly where public health infrastructure may be weakened by epidemic drivers and structural vulnerabilities. UNICEF preparedness and response to public health emergencies aim to prevent outbreaks, and to detect and respond to them before they can generate high mortality and society disruption. UNICEF addresses the specific needs of the most vulnerable and simultaneously focuses on addressing the outbreak, controlling its spread, and addressing its socio-economic consequences. ​​​​​​​   How can you make a difference? The position strategically represents UNICEF to influence and partake in global public health emergency preparedness, response and policy making. The position leads and participates in joint programming with international organizations and the World Health Organization in support of member states PHE preparedness and response. This is an exciting opportunity to advance competencies in strategic leadership and management, communication, and public health. The staff member has a strong regular working relationship across Programme Group, EMOPS and senior management of HQ Divisions.   To qualify as an advocate for every child you will have? Representation and Strategic Partnerships in Public Health Emergencies - Liaise with WHO and other Geneva-based public health agencies on behalf of the Associate Director, Health Emergency Preparedness and Response and Regional and Country offices involved in preparedness and response to major public health events, including Emergency Operations and disease specific collaborations. - Support the representation of UNICEF at key external forums related to public health emergencies, epidemic/pandemic meetings convened by partners or alert risk assessments. - Lead coordination of preparedness and response activities to epidemic/pandemic disease events with WHO. - Alert the Public Health Emergencies team and UNICEF leadership of new alerts and risk assessments of diseases of epidemic/pandemic potential launched by WHO. - Contribute to maintain institutional awareness on new and potential public health emergency events, and update on existing ones, based on close collaboration with WHO experts. - Contribute to regular public health emergencies bulletins and ad hoc briefing notes as needed. Technical assistance and country support - Contribute to the development of policy and guidance on public health emergencies. - Contribute to technical and strategic advice to formulate UNICEF's preparedness and response plans for public health emergencies, risk assessments, implementation of activities, situation reports, funding proposals, and monitoring and evaluation reports. - Support countries involved in preparedness and response to public health threats through remote assistance or undertake country missions and field visits to provide surge capacity based on need. Coordination support for public health emergencies - Support UNICEF with interagency processes including partner teleconferences, information and data sharing with partners, identifying opportunities for cross-sectoral and inter-agency collaboration. - Effective communication and networking through partnerships and collaboration. - Coordinated inputs across the organization into fundraising initiatives for public health emergencies from prevention to response. Knowledge management - Contribute to UNICEF's and partners lessons learned from public health emergencies with a focus on children and inter-sectoral actions. - Support UNICEF's engagement in the development and implementation of, and response to, public health emergencies related evaluations. - Identify and support opportunities for awareness-raising on public health emergencies within UNICEF. Communication and advocacy - Support communication and advocacy efforts on public health emergencies in close collaboration with the Associate Director, GCA and other relevant divisions/sections. - Contribute to the necessary technical strategic information to reinforce the collaboration with GCA in public health emergencies.   The following minimum requirements: - An advanced university degree (Master's or higher) in Public Health, global/international health, epidemiology and/or related field is required. - A minimum of ten years of professional experience in public health planning and management and/or in relevant areas of health emergency/humanitarian response, at the international level is required. - Relevant experience in managing public health emergency programs in any UN system agency or International non-governmental organization is required. - Experience in leading UNICEF programs during public health emergencies at the field level is required. - Fluency in English is required. Working knowledge of another UN language (Arabic, Chinese, French, Russian and Spanish) is considered an asset.   For every Child, you demonstrate...
