How your contributions will help us achieve our goals The Financial Analyst plays an important role, working with the rest of the team and other stakeholders, to deliver on all of the areas noted above.  The position will report administratively to the Senior Financial Officer, Corporate Reporting and Analysis, Chennai and functionally to the Head of WFA Risk and Controls in Washington DC.   What you will do 1. ICFR - support the end to end ICFR program for assigned business lines, which includes: • Scoping; validating & documenting business processes, risks and controls; developing testing strategy for key controls; testing the controls for design and operating effectiveness • Liaise with process unit owners/coordinators, auditors and other stakeholders on ICFR program implementation • Support audit requests and enquiries • Follow up and work with business units to remediate open deficiencies; support in management reporting • Ensure adequate documentation of processes and workpapers in Wdesk (ICFR tool)  2. Operational Risk and Business Continuity • Coordinate the submission of quarterly operational risk report by WFA units • Analyze the risk events submitted to determine root-cause and remediation status, to support overall management reporting •Contribute to enhancing staff awareness on learnings from risk events and best practices in controls •Coordinate the end-to-end BCP program activities including Business Impact Assessment, Recovery Procedures documentation, Exercises and Reporting to management 3. Advisory work on Risk and Controls •Perform pre-implementation review of new products and systems to evaluate and mitigate ICFR risks •Advise on internal control best practices, participate in adhoc deep dive reviews of specific areas and help enhance control awareness among staff •Participate and contribute to other institutional risk initiatives as assigned   4. Wdesk Administration and Automation • Serve as in-house functional specialist for Wdesk system, to support the ICFR and Operational risk reporting activities • Guide business units in using Wdesk effectively, for the above-mentioned initiatives • Perform user acceptance testing for Wdesk system upgrade •  Identify opportunities and support the automation efforts to streamline and bring about efficiencies in the above activities.   Selection Criteria Education and Experience  • Professional accounting qualification (ACA / ACCA / CPA or equivalent) Bachelor's degree in finance/ accounting with at least 3 years relevant work experience Experience in financial institutions or public accounting/consulting firms in an audit, consulting, or risk/control role.   Knowledge and Skills • Fundamental Controllership Knowledge: Has a strong understanding of general accounting principles, risks and controls, and financial concepts and transaction processes   • Financial Products Knowledge: Good understanding of financial products, hands-on experience in performing process reviews in financial institutions in areas such as treasury, loans, reporting • Knowledge of Recognized Risk and Control Frameworks: Working knowledge of COSO Internal control framework and Basel Operational risk guidelines. The Region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world's poorest, with 216 million people living below $1.9/day.   The South Asia Region: https://www.worldbank.org/en/region/sar Country Management Unit (CMU) Context Nepal is part of the SACSN Country Management Unit along with Maldives and Sri Lanka, with a Country Director and Operations Manager for Maldives, Nepal, and Sri Lanka based in Kathmandu, Nepal. In addition to the Country Director, the Operations Manager, a Senior Operations Office, and an Operations Analyst in Nepal, the SACSN CMU includes a Country Manager, a Sr. Operations Officer, and an Operations Analyst in Colombo, Sri Lanka, an Operations Officer in Male, Maldives, as well as a Washington-based Senior Country Officer/Country Program Coordinator. Nepal is undergoing a historic transition toward a federal democratic republic and has adopted (along with fifteen development partners) the globally-renowned Kathmandu Declaration in 2021 formally aligning itself with the Green, Resilient and Inclusive Development (GRID) framework supported by the World Bank. Nepal has a large development partners' presence with active in-country donor coordination mechanisms, including the International Development Partners Group. This represents a window of opportunity for the country to further reduce poverty, increase the income of the bottom 40 percent, and pursue its ambitious agenda of inclusive growth and accountable service delivery. The Nepal program has a portfolio value at about US$2.3 billion. Nepal is implementing the Country Partnership Framework (CPF) with priority in three focus areas: (1) Public institutions and policies in a federalization context, (2) Growth and employment, and (3) Inclusion and resilience. The World Bank country program provides financial support and technical advisory services across a broad range of sectors, with focus in infrastructure, energy, human development services, climate, and disaster risk management. In addition, the priority of the program is also to support implementation of federalism. Under the leadership of the Operations Manager, the Sr. Operations Officer in Nepal oversees the CMU program monitoring and portfolio management, supports the Country Director and the Operations Manager in managing the relationship with government counterparts on operational and portfolio issues, and provides operational support to task teams in Nepal and across CMU countries as necessary. He/she will also back up other members of the CMU as needed. More specifically, as part of the Country Management Unit (CMU), the Senior Operations Officer in Nepal will: A. Support the Country Director and the Operations Manager in the interactions with Government and stakeholders in Nepal and contribute substantially to the development, implementation and monitoring of the country partnership framework. The Senior Operations Officer will develop and maintain close working relations with the Washington-based Country Anchor Unit, operational staff in Sri Lanka and Maldives, sector colleagues, operational services and quality staff, and regional management. This includes meeting with project teams to discuss project status and strategy; commenting on Implementation Status and Results Reports (ISRs) and Implementation Completion Report (ICR); advising on Operations Manager intervention on project and portfolio issues; disbursement issues; reviewing implementation readiness of projects under preparation, including advice on project design, results-M&E, risk management; advising the Operations Manager on management letters, extensions, cancellations, and other types of restructuring; working with the Government on generic portfolio issues; and leading the annual Nepal Portfolio Performance Review in close cooperation with the Government of Nepal. C. Advise operational staff on design and implementation of projects to mitigate governance and corruption risks in World Bank-financed Projects. In close collaboration with the project teams, develop and maintain systems to help prevent and address allegations of fraud and corruption, while promoting good governance and value-for-money in World Bank-financed projects. D. Contribute to donor coordination by developing and maintaining contacts with key stakeholders and development partners, and interfacing with donors on harmonization of policies and procedures. E. Act for the Operations Manager and support the Operations Manager in general management of the Nepal office when necessary. F. Mentor and coach junior staff and inspire technical and behavioral excellence. The primary focus of SCCFM is in the development of policies, technical approaches, and instruments for mainstreaming results-based climate finance and Emissions Reductions Programs in WBG investment operations through the Bank's regions and global practices. The unit also mobilizes climate finance through long-standing carbon trust funds that deliver innovative, scalable climate action.  It supports analytical work and builds partnerships. The unit serves as a "one-stop" shop for the delivery of the Bank's carbon funds, including: the Forest Carbon Partnership Facility (FCPF), Bio Carbon Fund Initiative for Sustainable Forest Landscapes (BioCF ISFL), Transformative Carbon Asset Facility (TCAF), Carbon Partnership Facility (CPF), and Carbon Initiative for Development (Ci-Dev).  It oversees implementation of these programs by the WB; financial and trust fund reporting; asset management; donor relations; mobilization of other sources of finance and manages the overall Umbrella TF issues (SEFF, FINs etc). A new Umbrella Trust Fund has been established recently to cover all result-based carbon/climate finance, Scaling Climate Action by Lowering Emissions and its associated trust fund EnABLE – Enhancing Access to Benefits while Lowering Emissions. SCCFM is developing innovative ways to capitalize this facility. In addition to traditional donors, it will target philanthropies and the private sector. Finally, a Bank-wide working group is exploring innovative financing mechanisms, geared towards crowding in private finance to carbon crediting and results-based finance. SCCFM plays a critical role in shaping and ground-truthing new approaches to mobilizing finance in this area. Duties and Accountabilities  CCG is hiring a Practice Manager (PM) for SCCFM, who will manage about 35 staff and report to the Climate Change Global Director. The PM will be part of a cohesive CCG department, including four technical units and a small Front Office team.  The PM will also be a member of a collaborative CCG Management Team, the CCG Leadership team and the Climate Change Talent Board. The Practice Manager will be responsible for: • Managing the unit staff, setting with each staff member their annual objectives, providing performance feedback throughout the year, and supporting staff in their career development. • Collectively setting the unit strategy, as part of the broader one-CCG approach, and leading the broad-based team to support delivery, innovation and integration of Results-Based Climate Finance in WBG operations. • Ensuring the delivery of commitments across the carbon funds, with emphasis on high environmental and social integrity of results. The PM is expected to consolidate and increase the efficiency in the management of these trust funds. • Developing and providing technical assistance on new methodologies, MRV approaches, approaches to results measurement for mitigation, resilience and adaptation, and other necessary elements relevant for results-based financing further mainstreaming and deepening climate finance and carbon markets across regions and WBG. • Coordinating across CCG, GPs and Regions in piloting and scaling up climate/ carbon financing in operational dialogue and programs.  The PM will do so by providing the enabling environment, supporting analytics and technical assistance across sectors, including for example, in energy, macro-fiscal, and agriculture, and landscapes. • Playing a lead role in building donor partnerships, coordination and fund-raising for the funds managed by SCCFM in coordination with CCG. • Ensuring the delivery of high-quality, just-in-time corporate reporting on a continuous basis. • Working as one-CCG, ensuring coherence and synergies across the four units and contribute to shaping the Climate Agenda for the Bank. • Substantively contributing to the design and delivery of training programs for Bank staff and clients, focused on but not-limited to delivering the supply of high integrity results-based carbon credits and climate finance. • Actively participating in Leadership Team and Talent Board, including for Workforce Planning of CCG staff and supporting the careers of Climate-mapped staff across the Bank.   Selection Criteria • In addition to meeting all Bank-wide Grade GH level position criteria (i.e., Work in at least two world regions or a combination of region and corporate assignments, and field experience preferred), the candidate is expected to have a Master's or Ph.D. degree in a technical field such as engineering, economics, finance, public administration, or another field relevant to climate, and typically the successful candidate will have 12-15 years of experience in positions of increasing complexity and responsibility. • Strong people and resource management skills, proven experience working in formal and non-formal reporting authority situations. Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. ECA has a substantial lending pipeline as well as a portfolio of Reimbursable Advisory Services (RAS), concentrated primarily in a few countries. Knowledge is critical to the Bank's value proposition to client countries in the ECA region in both lending and advisory services.   A predominantly middle-income region, ECA's slow growth and persistently high unemployment have threatened to reverse the region's achievements in reducing poverty and increasing shared prosperity. The region continues to struggle with multiple structural weaknesses, including high public debt burdens, tight fiscal space, low investment, and financial sector vulnerabilities.  The recent war in Ukraine, geopolitical tensions, the refugee crisis, rise in prices and complex Eurozone issues pose further challenges to the region's economic prospects.   In addition, the ECA region is highly vulnerable to climate change. The region has a large potential to strengthen resilience to climate change and also to improve energy efficiency, thereby reducing its contribution to climate change. The EECG2 team also collaborates with other GPs to enhance governance in sectors.   Duties and Accountabilities The Public Sector Specialist based in Washington DC, will make an expert technical contribution to the work of the GGP focused on the West ECA Region in the areas of decentralization, local finances and public service delivery. His/her duties and accountabilities include, but are not limited to the following:   • Perform Task Team Leader (TTL) or Team member duties for the preparation and management of projects, in the area of decentralization, regional and local economic development, including using PfR instruments; • Prepare and implement large multi-sector Trust Funds (TFs) providing advisory services and technical assistance on regional and local development to foster economic, social and institutional convergence with and within the European Union as part of its regional and cohesion programs and the EU accession process; • Conduct high-level dialogue and Analytic and Advisory Services (ASA) on fiscal, administrative and functional decentralization, regional development and convergence, local taxes and resource management and service delivery;  • Lead research and analytics in the areas of decentralization, multi-level governance, domestic revenue mobilization, subnational governments' capability and performance;   • Participate in missions, provide inputs and guidance to EECG2 task teams, assess public sector policy issues through a public governance perspective, and prepare terms of reference for assigned work as necessary. • Contribute as needed to GGP activities in other countries in the region. • As requested by the Practice Manager for EECG2, undertake other activities, as appropriate.   Selection Criteria   The position requires a highly-motivated professional with the following competencies:   • Minimum Education/Experience: Master degree in economics or public policy and a minimum of 3 years of relevant experience. Intern to support engagement with Afghan women and girls refugees in the Kyrgyz Republic

Background UN Women - the United Nations Entity for Gender Equality and the Empowerment of Women, strives to eradicate discrimination against women and girls. It champions the equal participation of women and men in all aspects of development, human rights, humanitarian efforts, peace, and security, as envisioned in the United Nations Charter. In 2022, UN Women embarked on a critical initiative to support Afghan women affected by the ongoing conflict, particularly those in the diaspora within the Europe and Central Asia (ECA) region. This initiative aimed to provide a safe space for these women to engage in dialogue, build and maintain relationships, and collaborate on strategies to protect and advance gender equality. The focus was on empowering Women Human Rights Defenders (WHRDs), Women Peacebuilders (WPBs), women leaders, civil society, and a new generation of peace activists to leverage regional and global support and shape any future governance configuration in Afghanistan. UN Women's ECARO conducted a comprehensive needs assessment to identify the capacities, solutions, and advocacy needs of Afghan WHRDs, WPBs, and young activists. This assessment was pivotal in understanding how to utilize regional and national policy and human rights institutions to promote solidarity for Afghan women's rights and enhance their participation in peace processes. The findings from the needs assessment in the Kyrgyz Republic, Tajikistan, Türkiye, and Uzbekistan revealed critical issues, obstacles, and gaps in gender equality, women's rights, and inclusive peace. These insights informed action planning to address the identified priorities and challenges. Afghan women participants also articulated their needs for capacity development and strengthening to tackle these challenges effectively. Moving forward, this initiative will center on creating and facilitating safe and inclusive spaces for Afghan women, both within the country and in exile, to engage directly with international and regional decision-makers. This engagement aims to foster network- and alliance-building with women peacebuilders from other countries, strengthen coordination among key stakeholders, and collect and showcase gender-sensitive data to influence decision-makers in Afghanistan and neighboring countries. From April to 31 August 2024, UN Women is dedicated to prioritizing the creation of safe virtual and in-person spaces that foster the coming together of Afghan and Central Asian WPBs and WHRDs; and bolster advocacy initiatives that amplify the priorities of Afghan WHRDs, thereby informing and shaping policy decisions at the regional level by the international community. For this purpose, UN Women CO in the Kyrgyz Republic is seeking an intern from the Afghan refugee community in the Kyrgyz Republic to support the smooth implementation of the 4-month initiative in a frame of the UN Women global programme on "Enhancing Afghan Women's Leadership for Sustainable Peace". The programme is aimed at enhancing women leadership and participation and providing gender-responsive services to female refugees and the affected host communities in the wake of the crisis in neighboring Afghanistan.   Goals and Objectives The main goal of this assignment is to support UN Women's broader goal of enhancing women's leadership and participation and building capacity of women and girls from diverse groups in gaining valuable work experience and skills that contribute to their personal and professional development.  An intern from the Afghan refugee community would bring a unique perspective and understanding of the challenges and needs of the community, thus enhancing the effectiveness of the results achieved within the project on promoting social and economic integration of Afghan refugees in the Kyrgyz Republic. The internship will also enhance employability and build a professional network for Afghan refugee participants and foster professional skill development in diverse and multicultural environment and prepare them for successful transitions into the workforce. Duration: The internship will last for about four months, commencing on 20th May and concluding on 31st August 2024. Reporting: The intern will report directly to the Programme Coordinator and will also work closely with other team members, UNHCHR, and its legal and social partners to amplify advocacy efforts for Afghan women and girls empowerment. Location: The internship will be based in Bishkek with potential field visits to project target areas and refugee communities.   Duties and Responsibilities - Update the mapping of networks and CSOs representing Afghan women and girls in the Kyrgyz Republic and Central Asia. - Assist in organizing regular exchanges and dialogues between Afghan women activists and WHRDs within and outside the country to prepare the inputs/messages for the regional/global events - Assist in strategizing the role and level of engagement of in-country Afghan women. Define issues/ specific groups of Afghan women who will participate in the events. - Support the leveraging of the Central Asian Women's Leaders Caucus (CAWLC) chaired by the Kyrgyz Republic in 2024 to integrate Afghan women's perspectives into regional dialogues. - Support Afghan WPBs/WHRDs based in Central Asia in the development of the Biejing+30 review submission, communicating their inputs to the final recommendations. - Facilitate Afghan WPBs/WHRDs' contributions to the regional dialogue on COMPACT on WPS-HA, Peace Week in the Kyrgyz Republic and other relevant regional processes and events. - Document the contributions and outcomes of the Afghan WPBs/WHRDs' participation in the above-mentioned events. - Conduct a series of online discussions with Afghan female students (in CA) in exile on the findings of ACO Quarterly WPS consultations. - Design communication strategies to disseminate findings from UN Women-led needs assessment. - Prepare publications/briefs/leaflets to present the results of CA discussions on the situation of Women in Afghanistan. Support in producing human interest stories portraying positive image of Afghan refugees to prevent hate speech and xenophobia - Utilize creative methods, such as art tools, to amplify the voices of Afghan women activists. - Any other tasks assigned by the Programme Coordinator. Under the guidance and general supervision of the Chief of Filed Office, in coordination with Chief of Education, the Specialist will provide support to the development and preparation of Education and Multi-sectoral ECD programmes and is responsible for managing, implementing, monitoring, evaluating, and reporting the progress of education and ECD programmes within the multi-country programme. The specialist will provide technical guidance and management support throughout the programming processes to facilitate the administration and achievement of results on education and ECD programmes to improve holistic development, learning outcomes and equitable and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society. The Specialist will also contribute to the achievement of results according to plans, allocation, results-based management approaches and methodology (RBM), as well as UNICEF's Strategic Plans, standard of performance, and accountability framework. The Specialist plays a key role with in-country donor relations, as well as resource mobilization initiatives. The efficiency and efficacy of support provided by the Education Specialist to programme preparation, planning and implementation, contributes to the achievement of sustainable results to improve learning outcomes and universal access to quality, equitable and inclusive education and holistic ECD. Success in education and ECD programmes in turn contribute to maintaining and enhancing the credibility and ability of UNICEF to provide programme services for mothers and children that promotes greater social equality in the country. Summary of key functions/accountabilities:   - Support to programme development and planning.   - Support the preparation, design and updating of the situation analysis for the education and ECD programmes to ensure that current ensure that current and comprehensive data on education and ECD issues is available to guide UNICEF's strategic policy, advocacy, intervention and development efforts on education programmes. - Help supervisor set priorities, strategies, design and implementation plans. Keep abreast of development trends to enhance programme management, efficiency and delivery. - Participate in strategic programme discussion on the planning of education and ECD programmes. Formulate, design and prepare programme proposals and concept notes for the sector, ensuring alignment with UNICEF's Strategic Plans and Multi-Country Programme and coherence/integration with the UN Sustainable Development Cooperation Framework (UNSDCF) 2023-27, regional strategies and national priorities, plans and competencies. - Establish specific goals, objectives, strategies, and implementation plans for the sector using results-based planning terminology and methodology (RBM). Prepare required documentations for programme review and approval. - Work closely and collaboratively with internal colleagues and partners across sectors to discuss strategies and methodologies, and to determine national priorities to ensure the achievement of concrete and sustainable results. - Provide technical and operational support throughout all stages of programming processes and to ensure integration, coherence, and harmonization of programmes with other UNICEF sectors and achievement of results as planned and allocated. - Programme management, monitoring and delivery of results.  - Plan and collaborate with internal colleagues and external partners across sectors to establish monitoring benchmarks, performance indicators and other UNICEF/UN system indicators to assess/strengthen performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector on education programmes. - Participate in monitoring and evaluation exercises, programme reviews and mid-year/annual reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results. - Prepare and assess monitoring and evaluation reports to identify gaps, strengths and weaknesses in programme management. - Identify lessons learned and use knowledge gained for development planning and timely intervention to achieve goals. - Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems, and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution. Leverage new technology and innovations to collect and analyze education and ECD data. - Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative and other assets) confirming compliance with organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity, ensuring timely reporting and liquidation of resources. - Prepare regular and mandated programme reports for management, donors and partners to keep them informed of programme progress. Hold regular bilateral meetings with in-country donors and partners. - Technical and operational support to programme implementation.  - Provide technical guidance and operational support to government counterparts, NGO partners, UN system partners and multi-country office partners and donors on interpretation, application and understanding of UNICEF policies, strategies, processes and best practices and approaches on education, ECD and related issues to support programme management, implementation and delivery of results. - Arrange/coordinate availability of technical experts with MCO, Regional Office/HQ to ensure timely and appropriate support throughout the programming process. - Participate in education and ECD programme meetings including programme development and contingency planning to provide technical and operational information, advice and support. - Draft policy papers, briefs and other strategic programme materials for management use. - Networking and partnership building.  - Build and sustain effective close working partnerships with relevant government counterparts, national stakeholders, global partners, donors, and academia through active networking, advocacy and effective communication to build capacity, exchange knowledge/expertise and to reinforce cooperation to achieve sustainable and broad results on education programmes. - Prepare communication and information materials for CO programme advocacy to promote awareness, establish partnerships and support fund raising for education programmes. - Participate and/or represent UNICEF in appropriate inter-agency (UNCT) discussions on education and related issues to collaborate with inter-agency partners/colleagues on UNSCDF planning and preparation of programmes/projects ensuring organizational position, interests and priorities are fully considered and integrated in the UNSCDF process in development planning and agenda setting. - Contribute to resource mobilization initiatives through proactive engagement with donors through concept notes and proposal development.  - Innovation, knowledge management and capacity building.  - Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results. - Keep abreast, research, benchmark, and implement best practices in education management.
