Shelter & Infrastructure Project Manager

Role & Responsibilities The Shelter & Infrastructure Project Manager plans, develops, monitors and evaluates assigned shelter and infrastructure projects, assessing needs, designing projects, writing proposals, initiating and effectively managing and reporting on the projects in line with the objectives, timeframe and budget. Provide technical support, leadership and strategic direction; meet quality standards in delivery, encourage beneficiary participation, liaise with other stakeholders, manage and train shelter and infrastructure staff.   Project Overview Due to the conflict in Ukraine, there are vast shelter, infrastructure and non-food items (NFIs) needs – from support to collective centres where people who have fled their places are now staying; to supporting those rebuilding their homes after the conflict; to the rehabilitation of health facilities damaged. The role requires someone agile to implement shelter and infrastructure improvements and repairs in the Ukraine context, as well as the distribution of essential NFIs. The role will involve travel to support our various bases, and mentoring Medair staff.   Workplace & Working conditions Field position based in North Ukraine.   Starting Date / Initial Contract Details As soon as possible. Full time, 6 to 12 months.   Key Activity Areas Shelter & Infrastructure Project Management - Manage assigned shelter and infrastructure projects to meet project objectives within the budget and allocated time frame. - Provide strong leadership of the assigned shelter and infrastructure project(s), working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities and local shelter staff. - Implement appropriate and effective shelter strategies in line with other shelter staff and field managers. - Set clear objectives and indicators for shelter and infrastructure activities in collaboration with the shelter staff, field managers and, where appropriate, with the local communities. - Continuously monitor and supervise shelter and infrastructure activities, overseeing the technical design and execution and evaluating progress through outputs and impacts using both quantitative and qualitative data. - Provide input into the integration of beneficiary participation and accountability in all aspects of the project. - Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes. - Develop new proposals, linked to the country strategy, in conjunction with the relevant field managers. Staff Management - Line-manage the Shelter and Infrastructure Manager(s) of the assigned project(s), including day-to-day management, development and training, appraisals, etc. It may also be necessary to line manage other shelter related project staff. - Facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives and current work plans and to provide the opportunity for feedback. - Provide coaching and supervise staffs in order to develop ownership and full responsibility for shelter and infrastructure activities. Assess the training needs of shelter staff and ensure that training is conducted. Financial Management - Manage the shelter and infrastructure budget for the assigned project(s) and ensure all expenses are according to budget and meet the Medair standards with regards to financial management, including accountability and good governance. Communication and Coordination - Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned shelter and infrastructure team, Medair in-country and GSO Shelter and Infrastructure advisers and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships. - Participate in shelter coordination meetings and other working groups or meetings as required, representing Medair and feeding back to the shelter and infrastructure staff and field managers on relevant issues. Logistics - Support the logistics activities of shelter staff and infrastructure, particularly in relation to the purchasing of supplies and equipment for the assigned shelter activities. - Liaise, as necessary, with the shelter and infrastructure, logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly. Quality Management - Promote and use the Medair e-library and other operating procedures, ensuring that all standardised formats are used and guidelines are followed. Ensure shelter and infrastructure projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, sector cluster, country and international standards i.e. Sphere and HAP standards. Proficiency in website creation is a strong asset. - Strong proficiency in utilizing SharePoint or similar document management platforms, as well as graphic design software such as Adobe Creative Suite. - Experience in curating and disseminating case studies, best practices, and other knowledge products for diverse audiences, including internal stakeholders and external partners. - Practical experience in social and behavior change is a strong asset. - Proven ability to work with internal and external stakeholders at multiple levels - Fluency in English is required. About the Position UN Security Council Resolution 1325 (UNSCR1325, 2000) is the landmark resolution on women, peace and security (WPS) that links gender equality to the maintenance of international peace and security. WPS agenda is a significant international normative and policy framework, because it addresses the gender-specific impacts of conflict, political crisis, displacement, disaster, violent extremism, and mass atrocities on women and girls. Two decades and nine resolutions after, WPS agenda continues to expand its footprint in global policy making. Indonesia is one of the lead ASEAN Member States to advance WPS agenda in the ASEAN region, particularly around issues of conflict prevention, peace mediation and negotiation including counter terrorism (CT) and prevention of violent extremism (PVE), women in peace keeping operation among others. Under the UN Women Indonesia SN-AWP 2021-2025, governance and WPS is one of the programme priorities funded by various donors. It is also fully aligned with Indonesia UNSCDF 2021-2025.   Under the new UN Women's Strategic Plan (2022-2025), UN Women globally aims at contributing to achieving positive social norms, including through engaging men and boys in partnership with other UN Agencies such as UNFPA and UNICEF. In Indonesia, UN Women Indonesia Country Office Programmes are guided by the Strategy Note 2021-2024, that is aligned with UN Sustainable Development Cooperation Framework (UNSDCF) signed between the Minister of National Planning and UN system in the country. The Country Office is currently managing three major programmes/portfolio, namely, Women's Economic Empowerment, Ending Violence Against Women (EVAW) and Governance, Peace and Resilience (to include climate change and disaster risk reduction). Working with the triple mandate on normative framework (CEDAW, Social norms programming and coordination is a vital component and cross-cutting theme of all UN Women's work in Indonesia. Under the direct supervision of the Programme Manager/ Team Lead – Governance, Peace, and Resilience with the secondary reporting line to the Project Coordination Specialist, ASEAN WPS, the Programme Analyst is responsible for the management and implementation of the WPS programme in Indonesia, including the monitoring and evaluation (M&E), reporting, and finances of the portfolio. The Programme Analyst will also be mainly responsible for developing and implementing country strategy for advocacy, coordination, and engagement with multi-stakeholders at the national levels to advance WPS in Indonesia and strengthening cross-thematic coordination within UN Women Indonesia and with other UN agencies working on WPS.   Duties and Responsibilities 1.  Provide substantive technical support to the implementation and management of the WPS programme including communication for social norms change activities - Coordinate the overall Programme work plan development and implementation according to the project/programme documents; - Lead the coordination and liaise with WPS regional and national counterparts especially with relevant government agencies, donors, UN Women and partners to ensure the Programme results are achieved and resources are managed; - Prepare and present work-plans, periodic narrative progress reports and expenditures status reports; - Establish systems for project planning, implementation and monitoring, in collaboration with partners; - Record and maintain documents on relevant Programme activities, issues, and risks. - Implement and manage social norm change activities and communication actions in the WPS projects implemented in Indonesia, including collaborating with internal and external partners to provide operational and technical support to implement social norm change strategies. 2.  Provide technical support to inter-agency coordination on WPS and social norms change to achieve coherence and alignment of UN Women programmes with other partners in the country - Co-develop tools for the design and implementation of specific social norm and/or behavioral change technical components with the Programme Manager for Governance, Peace, and Resilience; ensure project; implementation adheres to the appropriate ASEAN and Indonesia strategies and remains technically sound. - Contextualize and contribute to the effectiveness implementation of social norm/behavioral change programs/projects/components and make recommendations for continuous improvement; - Ensure that strategies to integrate social norms/behavior change into WPS programming can leverage UN Women thematic programme on WEE, EVAW, Governance and Disaster Risks Reduction and Humanitarian Action; - Help to establish indicators for social norm/behavioral change and monitor/assess implementation performance according to those indicators; - Synthesize lessons learned, accomplishments, and challenges on the work to promote social norm/behavioral change to advance the WPS and gender equality cross thematic linkages; - Participate in inter-agency coordination meetings and represent UN Women. 3. Plan and design external communication and outreach/advocacy strategies and plans - Provide analysis for elaboration of communication strategies; ensure gender perspective; - Integrate communication, advocacy and outreach strategies into proposals for project/programmes and other initiatives, as necessary; - Monitor and analyze print and social media and provide analysis; - Provide inputs and support to the launch of in-country UN Women/ UN system corporate and local campaigns and special events; - Follow up on the production of communication for change materials to ensure technical quality, consistency and relevancy of communications materials that are developed, produced and disseminated to target audience (e.g., individuals, communities, government officials, partners, media etc.); 4. Project Coordinator

Role & Responsibilities The Project Coordinator manages the implementation and coordination of the designated field projects. Providing leadership, strategic direction, management and evaluation of all aspects of the Medair projects, the Project Coordinator also plays a key role in liaison with local authorities and other relevant stakeholders, team leadership and security management.   Project Overview Medair has reestablished our offices in Chad given the current refugee crisis due to the war in Sudan and is setting-up to provide multi-sectoral emergency response in the camps in the east of Chad. Programming will provide support to refugees and vulnerable people through the sectors of shelter, NFI, health, nutrition and WASH within camps and host communities. The project requires an agile program that can quickly respond to the establishment of new camps and support with existing needs given the flow of refugees has continued due to the ongoing conflict in Sudan. Project Support Manager

Role & Responsibilities The Project Support Manager (PSM) is responsible for the support functions within the Chad country program. Finance - Manage the Finance Senior Officer and supervise all financial activities to ensure all cash management needs, reporting deadlines, salary payments are timely and internal and external audit requirements are met. - Ensure all internal financial controls are in place and that Medair and donor guidelines are followed. - Work with PMs and the Project Coordinator in the preparation and development of budgets for support and shared costs. Human Resources - Oversee Human Resource management function at project site, supervising the Project Support Officer and supporting line managers as required in areas such as recruitment, induction, training, appraisals, disciplinary action, etc. - Ensure line managers are supported on disciplinary action and grievance procedures, ensuring that the correct procedures are followed and records are kept in accordance with Medair guidelines and local labour laws. - Represent Medair to all local ministries and commissions, in relation to labour issues. - Provide line managers with any necessary training, advice, mentoring and coaching on performance management procedures for their team.
