We seek to hire a Legal Affairs Specialist under a fixed term appointment to join the Legal Office on a two year contract, with the possibility of extension. Under the overall guidance of the Senior Legal Affairs Specialist in Geneva and the direct supervision of Legal Affairs Specialist in Geneva, the Legal Affairs Specialist will provide guidance and advice on private sector fundraising matters and private sector partnerships, data protection, digital products, as well as institutional and commercial procurement, donor agreements and contracts related to programme support and project implementation to ensure adherence to organizational financial, procurement, contracting and legal policies, rules and procedures; and to ensure that the organization is protected from legal exposure. Members of the UNICEF Legal Office are expected to be open-minded and resourceful, responsive, and dynamic, transparent and approachable, and clear and authoritative. In Dadaab, refugees are identified for resettlement through UNHCR's main database, ProGres V4. The United States receives the largest percentage of resettlement submissions; over 90%. Canada, Germany, Australia, Sweden, and Netherlands among others, also receive cases from the Kenya operation. The office will continue to prioritize resettlement submissions as a durable solution. The Resettlement Officer (reviewer) will work under the direct supervision of the Durable Solutions Officer at the UNHCR Sub-Office Dadaab and will supervise national resettlement staff in the day-to-day case management. Monitoring and Progress Controls - Assign an average of 15 cases/week for needs assessment interviews. - Assign an average of 10 cases/week for RRF interviews. - Review cases and provide feedback and guidance to resettlement staff  members. - Finalize and submit an average of 10 cases/week to RST countries to meet  targets. - Produce monthly statistics of submissions and departures. - Identify needs for specific training and suggest training sessions in  coordination with the Durable Solutions Officer - Provide inputs in the production of analytical reports, updates, and briefing  notes on resettlement activities in the Sub-Office (including challenges and  responses).   Standard Job Description Resettlement and Complementary Pathways Officer Organizational Setting and Work Relationships The position for Resettlement and Complementary Pathways Officer may be based in Country Operations, Regional Bureaux or Headquarters. The incumbent's primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) through identification of needs, submission of cases, monitoring and enforcing procedural compliance, integrity and quality of case submissions, and ensure progress against targets. He/she contributes to comprehensive protection and solutions strategies and needs to make resettlement both strategic as well as responsive to the needs of people of concern to UNHCR The role may also involve managerial responsibilities in supervising staff and affiliate workforce. The incumbent works in close coordination with the Resettlement and Complementary Pathways Service in the Division of International Protection in Headquarters, and protection teams in Bureaux and country operations. The internships are available throughout the year and usually last six months. The Office acts as a country office for Switzerland and Liechtenstein. We work closely with the Swiss authorities, non-governmental organisations (NGOs) and other relevant actors in Switzerland and Liechtenstein for the protection of asylum seekers, refugees and stateless people. We also seek to support governments to find durable solutions for refugees.  Main Responsibilities • Support in individual cases management and answer questions from refugees.  • Conduct legal and factual research and collect information on a wide range of protection topics. • Analyse the situation of asylum seekers, refugees and stateless persons in Switzerland and Liechtenstein. • Support the drafting of reports, briefing notes and background papers on matters relevant to UNHCR protection activities in Switzerland and Liechtenstein. • Provide ad hoc support in organizing trainings and workshops. • Translate documents and correspondence. • Perform other tasks as required. Selection Criteria In order to be considered eligible for an internship, the following criteria must be fulfilled: • Be a recent graduate or current student in a graduate/undergraduate school programme from a university or higher education facility accredited by UNESCO. • Have completed at least two years of undergraduate studies in a field of law, political science or related studies and a particular interest in refugee protection and human rights. • Practical experience in / good knowledge of the Swiss asylum and international refugee law. • Excellent knowledge of English, as well as French or German, and good knowledge of the other language.  • Research experience and strong drafting skills. What makes this position attractive Our interns are part of a small but dynamic team and benefit from individual supervision. They are involved in day to day tasks, but are also entrusted with specific longer and shorter term projects. It is important for us that interns profit from the given tasks and learn more about UNHCR's mandate and activities. There is also the possibility of partial home-office arrangements. Allowance Interns receive an allowance of 2748 CHF/month. They are expected to make their own arrangements for travel, visa, accommodation and living expenses during the internship period. Over the last three decades, its efforts have yielded varying degrees of success. Papua New Guinea was the first Pacific country to sign and ratify the United Nations Convention Against Corruption (UNCAC), doing so in 2004 and 2007. This was followed by a number of significant developments. Challenges, however, persist. Public trust in states' ability to combat corruption remains low. Civil society in Papua New Guinea is fragmented. NGOs have struggled to speak with one voice on issues of national interest. National and sub-national governance arrangements complicate matters by aiming to deliver services through public, statutory, and authority-style institutions. As part of its efforts to relaunch a national anti-corruption drive in 2020, the national Government endorsed the current National Anti-Corruption Plan of Action 2020 - 2025 (NACPA) to implement the existing NACS framework. The NACPA identifies fifteen Programmes of Work (POWs) that divide up Papua New Guinea's core anti-corruption priorities, identify key activities and allocate responsibilities to stakeholders. Action to develop the NACPA drawn together various areas of Government, civil society, the private sector and development partners.  The United Nations Development Programme (UNDP) has played an important role in supporting, facilitating and advising on various aspects of this effort. In 2021, UNDP and UNODC with support from the European Union, began implementing initiatives to support the Government of Papua New Guinea and key stakeholders progress national anti-corruption priorities. Much of this has been delivered under the Project on Preventing and Countering Corruption in Papua New Guinea (the 'Project'). Under this initiative, UNDP is partnering with Government, key national institutions, civil society and communities to strengthen their capacities to address corruption. Specifically, the Project aims to assist strengthening Papua New Guinea's national integrity system through the strengthening of core anti-corruption institutions and processes in close partnership with key Government and non-government bodies.  The success of this work has resulted in calls for UNDP to expand its efforts and specifically in strengthening the capacity of civil society to engage in a more substantive and unified manner on matters of good governance, transparency, and advocacy. The first step in this emerging body of work, funded by the European Union, will be delivered under the newly commissioned, Transparency and Accountability in Papua New Guinea Project or 'TAP in PNG Project.' Delivered by UNDP, the goal of TAP in PNG Project is to support strengthening of Civil Society Organizations, Women Organizations, journalists, youth and active citizens to demand improved integrity transparency and accountability systems and practices.  The Project will be implanted at the national level and on pilot level in Bougainville.  This will be done by working with non-state actors including Civil Society Organizations, Women's Organizations, journalists, youth, community leaders and other active citizens in line with the United Nations Convention against Corruption (UNCAC) and National Anti-Corruption Plan of Action (2020 – 2025) Power of Work 10: Engagement and support to Non-State Actors.  This Project will enhance capacities of local civil society organizations and independent actors to demand improved integrity, transparency and accountability (ITA) systems and practices.  UNDP is now seeking a highly motivated Programme Specialist to provide a range of management, operational and oversight services to this growing portfolio of work. The Programme Specialist will report to the Country Office Chief Technical Adviser (Anti-Corruption). He/She will sit in a multi-national team which includes senior national programme officers.    Position Overview Under the supervision of the Chief Technical Advisor (Anti-Corruption), the Programme Specialist will be responsible for the day-to-day management of this growing portfolio of projects and in particular, management of the Preventing and Countering Corruption in PNG Project and Transparency and Accountability in Papua New Guinea Project. The Programme Specialist will further provide technical advice related to advocacy and strengthening the Civil Society Organizations, Faith-Based Organizations, and other non-state actors as appropriate. The incumbent will be based in Port Moresby, with regular travel to subnational locations. UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.   Duties and Responsibilities  1. Develop strategic partnerships and resource mobilization. -  Substantively contribute to the harnessing of effective partnerships and lead the identification and onboarding process for implementing partners. - Cultivate and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national and regional stakeholders, and beneficiaries to support and ensure accurate interpretation of projects objectives and promote inclusive project implementation. -  Substantively contribute to project communications and visibility efforts. Advising, facilitating in strengthening public education and civic awareness on matters of transparency, integrity and anti-corruption drawing on research, cross-sectoral analysis and strategic assessment  - Undertaking assessments that inform the development of a strategy for public awareness and inclusive civic education. It will aim to support Lao PDR recover from the economic and social impacts of the COVID-19 pandemic and continue its transition from LDC status, with a particular emphasis on supporting inclusive growth and reducing inequality.   Position Purpose The UNDP's programming on effective, responsive and accountable governance, inter alia, focuses on the provision of policy advice and technical support to the Government of Lao PDR to (1) enhance the rule of law, access to justice, and protection of human rights, (2) strengthen people's participation in decision-making through increased access to information and political representation, (3) enhance public administration reform through institutional capacity-development.  Under the supervision of the Deputy Resident Representative and overall guidance of the Resident Representative, the Programme Specialist acts as the Team Leader and ensures effective oversight on programme/ portfolio management, accountability, and achievement of the CPD results within the assigned outcome, and supervises staff assigned within the Governance Unit. The Programme Specialist/Team Leader leads in policy development, strategic planning and advisory services on all aspects of the country programme and implements activities related to programme design, monitoring, identification of new areas and opportunities for programmatic engagement in line with the CPD.  The Programme Specialist develops innovative solutions while ensuring quality assurance, programme oversight and compliance of the programme and project management.  The Team Leader works in close collaboration with other Team Leaders and across all teams in programme and operations, Communications, Accelerator Lab and other staff in Regional Bureau, Bangkok Regional Hub and HQ locations. S/he also ensures strong cooperation with UN Agencies, national partners from the Government, civil society, and international partners, including donors through multilateral and/or bilateral arrangements. The position requires occasional travel within the country to conduct monitoring/field visits, as required by the nature of the portfolio and programming interventions. Provides strategic planning, quality assurance and oversight of the assigned portfolio of programmes/projects and ensures their compliance with programme and operations policies and procedures (POPP) and quality assurance standards. - Implements risk-management and anti-fraud mechanisms, tracking of financial resources, and provides support in addressing gaps or applying corrective measures in accordance with UNDP rules and regulations. - Performs clearance measures (incl. tracking of NIM advances/reimbursements, liquidation of NIM advances, clearance of Funding Authorization and Certificate of Expenditure (FACE) forms, escalating and advising the CO Management on timely remedial actions required). - This project is particularly focused on bridging the significant financial gap that impedes small and medium-sized enterprises (SMEs), with special attention to those spearheaded by women and youtha demographic critical to achieving inclusive economic development and aligning with the Sustainable Development Goals (SDGs). Central to this project's execution is the Innovative Finance Lab (IFL), the executing arm responsible for the project's programmatic components. The IFL is strategically positioned to bolster Ethiopia's economic growth trajectory by employing groundbreaking approaches. It is tasked with enhancing capacity building, ensuring financial inclusion, providing technical assistance, and piloting enabling financial mechanisms. These efforts are designed to nurture the growth and prosperity of MSMEs and startups, fortifying them as cornerstones of sustainable economic progress. The IFL is composed of the following key entities: - The Technical Assistance Facility (TAF), which is committed to enhancing growth -oriented SME and startup capabilities, ensuring a robust pipeline of projects ready for investment through targeted capacity-building programs. - The Enterprise Financing Facility (EFF), a mobilizing platform for innovative financial products and services designed to meet the varied needs of SMEs and startups across different stages of growth. - The Knowledge Sharing Unit (KSU), dedicated to fostering a culture of knowledge exchange, policy advocacy, and research, thus paving the way for market-driven innovative finance solutions that support both SMEs and emerging startups. - The Regulatory Sandbox Unit (RSU), a structured environment for rigorous testing of innovative financial products and services, which ensures regulatory compliance while encouraging market innovation. This unit is instrumental in setting industry standards and catalyzing financial innovation within the Ethiopian economy. These components collectively represent the IFL's commitment to driving sustainable growth and economic resilience through strategic financial innovation, inclusivity, and enhanced access to finance for Ethiopia's dynamic business sector. One of the strategic initiatives in tandem with the interventions is the establishment of an Innovative Finance Lab (IFL), a joint initiative by the UNDP and the National Bank of Ethiopia (NBE).
