Role & Responsibilities In light of our new strategy development, the ELT identified a need for a cross-department position that will act as Humanitarian Research & Development "R&D" Specialist in order to explore new opportunities, create and animate internal and external networks to work on new projects that are outside of the usual scope.   Project Overview Working as an important member of the Executive Office team committed to serving the world's most vulnerable with practical and compassionate care, the Humanitarian R&D Specialist will support increasing the efficient and effective operations of Medair's work globally. You will work in close collaboration with programme sections, the position is accountable for the establishment of viable systems that strengthen the programme focus and results for children in the State of Palestine. As such, you will facilitate planning, innovative programme monitoring and evaluation approaches, and provides guidance, coordination and leadership in policy and strategy development. You will work in collaboration with the UN country team in support of the achievement of UNDAF outcomes, as well as in monitoring the implementation of the SDGs. You will ensure: 1. The Country Office has accurate, coherent, and reliable up-to -date information disaggregated by gender on: the situation of children's and women's rights; and the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination and coherence. 2. The delivery of valid and reliable information on the attainment of the SDGs and other goals, and on the performance of UN-supported programmes. 3. National and sub-national, planning, monitoring, evaluation and research capacities and capacities and systems are strengthened using innovative technologies and platforms, with special attention to gender equality, disadvantaged groups and the interest, concern and participation of primary stakeholders. 4. Data and evidence are generated and used to inform programme development, policy formulation, to catalyze partnerships and collaborative relationships, for advocacy and actions needed for pro-child initiatives.   Key Responsibilities and Tasks 1. Situation Monitoring and Assessment. Ensure that the Country Office and national partners have timely and accurate and equity and gender-specific information on conditions in the country and its regions, including monitoring of socio-economic trends and the country's wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes and policies. Duties & Tasks: - In coordination with other stakeholders, support the collection of Sustainable Development Goal (SDG) indicators (through MICS or other surveys) to improve integrated national planning and policy formulation and to monitor the situation of children. - Manage available baseline information on national statistics and key indicators through established databases, for easy access and use ensuring that indicators are adequately disaggregated (equity, gender, location, age, disability status). - Prepare country level statistical reports on the status of children's and women's human rights issues when opportunities emerge to influence development and social policies and provide technical support to global reporting obligations including national reports on progress toward the SDGs, CRC, CRPD and CEDAW. - Coordinate with the Country Office and partners and provide assistance in their using up-to-date information in, inter alia, Situation Analysis, Common Country Assessment, early warning monitoring systems (including on the emergency preparedness platform). - In humanitarian response situations, provide technical support for a rapid assessment (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, in collaboration with clusters partners. Provide strategic information to determine programmatic needs in health and nutrition, integrated early childhood development, education, adolescents, child protection, water, sanitation and hygiene, and other salient child rights issues emphasizing gender across all programmes as well as factors affecting the organization's capacity to function in the field. - Provide technical support to ensure that the CO has information necessary for UNICEF to effectively report on and advocate for children's rights and gender equality through the appropriate channels. - Support the CO in collecting and interpreting existing early warning data effectively to guide the adjustment of programmes and operational approaches when and as country contexts deteriorate.   2. Programme Planning and Integrated Monitoring, Evaluation & Research. Ensure that the Country Office and national partners develop a well-prioritized and realistic programme plan on research, monitoring and evaluation activities that will provide the most relevant equity focused, gender-specific and strategic information to manage the Country Programme, including tracking and assessing UNICEF's distinct contribution. Duties & Tasks: - In close collaboration with Senior Management, lead the process of the elaboration of the programme of cooperation, strategy notes and - workplans at the national and sub-national levels, ensuring consistency with UNICEF Strategic Plan, the SDGs, national priorities, sectoral strategies and goals. - Provide technical support to the process of developing and monitoring Work Plans, ensuring consistency with objectives and goals as per the - Area Programme Document (APD). - Provide technical support and guidance in the development of Programme Cooperation Agreements and Programme Documents with civil society organizations (CSOs) ensuring alignment with workplans and in accordance with prevailing organizational procedures. - Assist in formulating and monitoring the Annual Management Plan. - Support program components (sections/programs) to effectively plan, monitor and report on intersectoral results and field office results to support convergent programming, particularly in the areas of early childhood development, adolescents, communication for development and violence against children. - Provide technical guidance and collaboration in the planning and establishing the major research and monitoring and evaluation activities in multi-year and annual IMEPs, that is to be reflected in UNDAF M&E Plans, including, data collection initiatives, such as MICS, quantitative and qualitative studies that provide accurate and relevant and data to measure outcomes for children. - Formulate evaluation terms of reference and design of high-quality evaluations in compliance with the organization's programme evaluation policies, guidelines and methodology while satisfying stakeholders' requirements. - Guide, supervise and participate in the joint evaluations with developmental partners, including joint evaluation of UNICEF or of multi-partner programs. - Ensure that the Country Management Team examines evaluation recommendations to provide direction for action. Coordinate management response of evaluation for senior management to ensure that findings and recommendations are implemented as agreed. - Contribute to the incorporation of M&E tasks within the CO Emergency Preparedness and Response Plan, in order to anticipate and prepare for the information needs and operational modalities of an emergency. - In humanitarian response situations, within the first month, draft and recommend a simple one-month data-collection to cover key data gaps as required for the continued emergency response. Support rapid assessment conducted through inter-agency mechanisms to define humanitarian response and measure the progress to identify and address results for children and women, in line with the core commitment for children in humanitarian action. After the initial humanitarian response, support management of the medium-term response with a minimal IMEP, outlining the key indicators on implementation and outputs and where possible, outcome indicators and the data collection systems and sources to be used (e.g. reporting by partner NGOs, field visits).   3. Programme Management Performance Monitoring. Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans. Duties & Tasks: - Provide technical support to the Deputy Representative to ensure that key programme indicators are tracked and analyzed with the contribution of implementing partners and provided regularly to the Country Management Team/ Senior Management Team for effective programme and management decisions. - Establish mechanisms for the monitoring of cross-cutting programme results and ensure that derived information informs internal discussions and with partners to support scale-up of good practice and systems building. - Establish office-wide mechanisms for field monitoring, ensuring standardization and coordination across programme areas and that reports enable robust programme performance monitoring and gender mainstreaming. Ensure optimum use of staff resources. - Facilitate country office capacity development activities for staff and Implementing Partners on overall HACT compliance, including the different types of assurance activities as well as for CSO partnerships. Ensure that HACT activities are adequately implemented, monitored and reported on systematically and progress shared with management and the Country Management Team. - Provide technical support to Deputy Representative for the implementation of evaluation recommendations and the appropriate integration of lessons learned in programme activities, especially those in the reduction of gender inequalities, is shared and used to improve gender mainstreaming results. - Provide advice in order to ensure that management decisions based on Country Office performance monitoring are properly tracked and followed up. - Facilitate the preparation of Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports. Seek the feedback of the partners to improve the assistance accordingly. Ensure that progress and results are adequately captured in the Results Assessment Module (RAM) of the UNICEF performance management system. - Provide technical advice in order that management reports including relevant sections of the annual reports are prepared drawing on monitoring and analysis of key management indicators.   4. Innovations and M&E Capacity Building. Innovative programming approaches, particularly in planning, monitoring and innovation are introduced and supported with capacities of Country Office staff and national partners ? government and civil society ? strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes, including those that address gender inequality, humanitarian assistance, and the equity focus. Duties & Tasks: - Actively promote and engage in innovative real-time monitoring approaches, using making use of new technologies, seeking out opportunities for innovations to programmatic challenges, and developing and scaling user-centered products in support of programme monitoring. - In close collaboration with partners, ensure that an M&E capacity building strategy for national partners and institutions exists and corresponding activities are identified and implemented in the context of the IMEP or UNDAF M&E plan. Collaborate to implement capacity building strategies as a joint commitment with other developmental partners, highlighting gender as a central component. - Develop staff capacity development strategy and plans, and exercise effective leadership in implementing them, ensuring that Country Office staff have the basic knowledge and skills to fulfil their monitoring and evaluation responsibilities, and training is planned and carried out to fill identified gaps. - Promote knowledge of and build capacity in evaluation practices. Oversee to ensure that Country Office staff and national partners are aware of and have access to UNICEF monitoring and evaluation learning resources. - Ensure that Evaluation capacity of national partner organizations, which may include local institutions such as national professional evaluation associations, is strengthened through their involvement in evaluation processes and possibly through specific capacity building initiatives. - Lead and guide the development of training materials, as well as delivery of training in gender-sensitive, results-oriented M&E. Promote Evaluation Capacity Development initiatives based on demonstrated demand at country level.   5. Knowledge Management and Reporting. Country and programme information databases support quality reporting and development of proposals that advance knowledge of the SoP programme in terms of its scope and coverage, including geographic location and results. Duties & Tasks: - Prepare comprehensive, analytical and substantive briefs, reports, statistics and other documentation on development and humanitarian trends and programme performance. - Facilitates the development of briefs on good practice experiences, on sectoral and intersectoral programme delivery. - Maintains regular up-to-date knowledge products on UNICEF cooperation Consolidates quality reports and inputs into UN documents, including Situation Reports (SitReps) in a timely manner. - Coordinate and ensure effective dissemination of programme assessments, including lessons learned from evaluation to the intended audience. - Specifically, ensure that evaluation results feed key UNICEF programme planning processes. - Coordinate and ensure that electronic copies of all evaluations are submitted to NYHQ via the Evaluation Data Base web portal, with full accompanying documentation. - Actively seek partnerships with knowledge institutions for the identification of information gaps and develop strategies to address them. - Ensures that reports from reviews and the country office annual report and reports to donors are of the highest quality and standards.   6.Communication and Partnerships. Ensure that all of the above tasks are carried out and accomplished through effective communication and partnerships within and outside the organization. Duties & Tasks: - Collaborate with key knowledge partners (universities and think tanks) for their knowledge and their research capacities in order to generate and disseminate relevant data for the identification of child-friendly policies and their effective problem-solving mechanisms. - Build partnerships within and outside the organization. Education: - An advanced university degree in social sciences, economics or other relevant disciplines is required. - Practical training in programme management and evaluation, survey and research analysis, or applied statistical data analysis in social sciences is an asset. In addition, this deconcentration will enable the WHO country office to contribute to the strengthening of the health system at both the county level in general.   DESCRIPTION OF DUTIES In the context of the WHO Health Emergencies Incident Management System (IMS), the incumbent manages the Health Cluster coordination mechanism in the relevant sub-national, emergency context, with all relevant partners and project staff. Coordinates and guides the technical and operational inputs, including resources mobilization, to fulfill WHO's critical functions, in collaboration with the WHO Health Cluster Coordinator and the Health Emergencies' Team Lead. Technically leads the health cluster's systematic identification and monitoring of health risks and needs, as well as the planning and implementation of the most effective prevention, control, and response strategy and measures, in support of national and local health authorities' identified priorities. Guides the building of national capacity through need identification, and development, operationalization and implementation of required training plans. Guides the WHO's field support team on continued self-assessment and learning on planning, budgeting, and operational service delivery. Strategic communication and advocacy planning - Support the regular planning, review and reporting processes of the Division of Global Communication and Advocacy. Monitoring, reporting and evaluation - Work closely with GCA Sections to obtain analytical quantitative and qualitative results, lessons learned, and insights for integration into campaign snapshot reports, mid-year report, annual report, and other reports as required. - Monitor and analyze media coverage and engagement on digital channels and platforms (including social media, web, and online news) to evaluate the impact of UNlCEF's global communication and advocacy initiatives. - Manage vendor relationships and maintain GCA's Long Term Agreements (LTAs) for monitoring tools; serve as the focal point for account management, training, and procurement on the monitoring tools for GCA, and country and regional offices. - Work with GCA's media monitoring vendor to develop quarterly KPI scorecards and media analyses of UNICEF's print, online, and broadcast coverage. - Prepare the GCA daily press clippings, summarizing UNICEF coverage in print, online and broadcast channels. - Develop M&E guidance, tools, and presentations to support capacity building on communication and advocacy M&E across the organization. 3. Research, data management, analysis and knowledge management - Design research surveys and tools for data collection and analytics including for digital platforms. It focuses on small and newly emerging independent CSOs targeting women and girls who are working on issues of peace, security and representation. The estimated population in Lebanon is 5.4 million among which 51% are women. Women are more likely to be food insecure and less likely to have legal residency (if they are refugees), savings, a bank account, extensive social networks beyond their family or access to social protection. Lebanon's laws largely discriminate against women who face more barriers than men in accessing justice. Female labour force participation in Lebanon stood at only 22 per cent in 2022. Combined, such vulnerabilities make women less resilient to shocks – all things that are critical to enabling individuals and families to respond to disasters. Lebanon was reclassified as a lower middle-income country in July 2022, the first time in 25 years. Economic challenges include exchange rate fluctuations, inflation, unemployment, low household incomes, and limited capacity of municipal authorities to deliver basic services. Following the outbreak of the conflict in Gaza in early October 2023, hostilities along the Blue Line in the Lebanese southern region have led to the displacement of tens of thousands of people. Under the supervision of the Country Representative, the Programme Management Specialist is responsible for managing the development, implementation, monitoring and reporting of programmes for the Lebanon CO, including providing technical support to the implementation of the Country Office programme, managing the monitoring and reporting for the Country Office, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.   Duties and Responsibilities 1. Manage the programmatic development for the Country Office, based on the Strategic Note - Provide overall programme advisory support to the Office Management; - Guide the development of the CO programme, and provide technical support to the design and formulation of programme/ project initiatives; - Support the Representative in managing the process of programme conceptualization, planning, implementing and monitoring; - Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed; - Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting; - Review and evaluate proposals and oversee the preparation of donor proposals and reports; - Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions. 2. Purpose for the job: The incumbent will work under the general guidance and supervision of the Chief Immunization (Team Lead for Polio Eradication at UNICEF), Afghanistan, in close collaboration with the Programme Monitoring and Evaluation section and the health section. This position is based in the Afghanistan Country Office in Kabul, Afghanistan, with frequent travel to the field. The incumbent will support the following functions: - Ensure that the UNICEF Country Office has useful, valid, and reliable information about children's and women's rights; the performance of UNICEF-supported programmes including their relevance, efficiency, effectiveness, and sustainability, and in emergency contexts, their coverage, coordination, and coherence. - Assist in the establishment of a monitoring an evaluation tools which enhance partnership between GPEI partners, government, and other key players to collectively track progress on SDGs and other international commitment for children. - Assist in the development of national capacities for monitoring, evaluation, and research, with special attention to the interest, concern and participation of government, community, and civil society stakeholders.   - Provide technical guidance, leadership, and strategic inputs, supporting the development and implementation of targeted and data driven polio program strategies. - Provide technical assistance to field offices and polio team in the collection, analysis, and reporting of key programme performance indicators, as well as ensuring the documentations of best practices. - Collaborate with national counterparts as well as GPEI partners including WHO, CDC, Gates Foundation to coordinate polio programme monitoring and evaluation efforts. - Support proposal development for resource mobilization and donor reporting for resources received from polio eradication activities.   Summary of Key functions/accountabilities: 1. Integrated Monitoring, Evaluation & Research Plan (IMEP)  - Contribute to and provide technical assistance for the planning and establishing research, monitoring and evaluation objectives, priorities, and activities in UNICEF's multi-year and annual IMEPs, in consultation with child-rights and implementing partners. - Support the development of UNDAF/TEF M&E Plans from a sound results-based programming process.  - Identify the M&E objectives, priorities, and activities required for effective CO, polio programme, and partner Emergency Preparedness and Response Plans. 2. Situation Monitoring and Assessment  - In coordination with other GPEI stakeholders, support the collection of SDG and other key social development indicators (through MICS, KAP and other surveys) to improve national planning and decision making. - Support GPEI partners in the establishment and management of national statistical databases (e.g., DHIS, APMIS), ensuring that key indicators are readily accessible by key stakeholders. Potential uses include the Situation Analysis, Common Country Assessment, Early Warning Monitoring Systems, and Mid-Term Reviews.  - Develop a Situation Monitoring and Assessment system owned by all GPEI partners which supports the preparation of country level statistical and analytic reports on the status of polio eradication initiative in Afghanistan.  - In humanitarian response situations, provide professional support for one or more rapid assessments (inter-agency or independently if necessary) to be carried out within the first 48-72 hours, working in close collaboration with the humanitarian cluster partners.  3. Programme Performance Monitoring - Provide technical support to ensure that polio programme performance indicators is identified and adjusted as necessary, with inputs of all concerned partners to assess progress towards expected annual and multi-year results in the context of the multi-year and annual IMEPs, the Annual Management Plan and Annual Work Plans.  - Coordinate with GPEI partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardized across programmes to feed into to programme performance monitoring, with special attention to polio eradication. - Drawing on monitoring and analysis of key program performance and management indicators, provide professional input to management reports, including relevant sections of the annual reports. 4. Evaluation - Technically support programme partners to formulate Terms of Reference and evaluation designs of high quality, when relevant drawing on the know-how of knowledge institutions, in compliance with the organization's programme evaluation policies and guidelines. - Monitor and ensure the quality of the fieldwork and data management during the implementation phase and the quality of the analysis and ease of understanding during the report writing phase. - Disseminate evaluation findings and recommendations to the intended audiences in user-friendly methods, to ensure that effective participatory feedback is provided to community and civil society stakeholders. - Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, recorded, and followed up for implementation.  Most specifically, ensure that evaluation recommendations are submitted to the Country Management Team and follow-up actions are recorded in CMT minutes. The Global Unit acts as the support hub for a decentralized network of Disaster Risk Management experts within the World Bank.   Senior Specialist – Monitoring, Evaluation, and Learning Expert  The GFDRR is seeking a Senior Specialist to lead the Global Unit's and GFDRR's evaluation and learning work, in close collaboration with our portfolio team currently comprised of one other Sr. Specialist as well as several analysts who oversees our grant monitoring functions. The Unit has been working to improve development impact measurement and monitoring related to both our knowledge and technical services as well as to our grant allocation functions. The Senior Specialist will be leading the continuation of this work. Programme Monitoring and Evaluations - Undertakes field visits and ensures that his/her staff conduct field visits to monitor and assess programme implementation and decides on required corrective action. - Carry out a rigorous and transparent approach to evaluate and participate in the major programme evaluation exercises in consultation with the Representative, the Operations Officer, the Evaluation Officer and others to improve efficiency and quality of programme delivery. Participate in annual sector review meetings with government counterparts.  Ensure the timely preparation of annual program status reports. 6.  Rights-Based and Results-Based Programme Management Approach - Adopt rights-based programmes approach in the formulation of programme goals and objectives and development of strategies and implementation frameworks. Formulate consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme planning and design. - Prepare and submit viable recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfilment of the rights of children and women, and recommendations on programme, new initiatives and management issues to ensure achievement of stated objectives. 7.  National and Local Capacity Building/Sustainability - Provide authorities and service providers with technical support and guidance to plan and organize training programmes for the purpose of capacity building and programme sustainability. - Ensure the building and reinforcing of the commitment and institutional capacities of the national and local partners starting with taking a strategic approach to the identification of these partners and partnerships. 8. Rights Perspective and Advocacy at the National, Community and Family Levels - Conduct policy analysis from a children's and women's rights perspective and advocacy at the government, community and family levels for elevating credibility in national and international policy debates. Promote the organization goals of UNICEF through active advocacy and communication in line with UNICEF national advocacy guidelines and strategy. 9. Partnership, Coordination and Collaboration - Develop partnership and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation and movement/distribution of supplies. Org. Setting and Reporting The UN Secretary-General launched on 01 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator – the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level – support national governments in the achievement of their development priorities and the attainment of the SDGs. Development priorities in Burundi are articulated in the revised National Development Plan 2018-2027 and in the Vision 2040-2060. The position is located in the United Nations Resident Coordinator's Office (RCO) in Burundi and reports to the UN Resident Coordinator (RC). The Head of the RCO manages the resources of the Office in order to provide support to the Resident Coordinator and the UNCT on sustainable development analysis, strategic planning, programming, financing, communications, advocacy, and partnerships. The Head of RCO serves as a key adviser to the RC in the pursuit of all their functions and is accountable for the overall quality and timeliness of the work of the office.   Responsibilities Within delegated authority, the Senior Development Coordination Officer, Head of RCO/Strategic Planner will be responsible of the following duties: Summary of Functions: 1. Leads the provision of strategic guidance to the RC and UN Country Team (UNCT) on effective, quality, and timely UN support for the implementation of the 2030 Agenda through the Common Country Analysis (CCA) and UN Sustainable Development Cooperation Framework (UNSDCF) 2. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new generation UNSDCF 3. Coordinates and supports roll-out and implementation of the efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common Back-Office) 4. Manages and directs knowledge management and capacity development activities in and outside the UN System 5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures Description of Functions:  1. Leads the provision of strategic guidance to the RC and UNCT of effective, quality, and timely UN support for the implementation of the 2030 Agenda through a new generation CCA/UNSDCF  • Leads and coordinates substantive support to the RC/UNCT in articulating and actively communicating a credible and convincing strategic vision for the UN, articulated through the UNSDCF, which is consistent with national development goals and priorities, UN values, aligned with the 2030 Agenda and committed to the principles of universality, equality and leaving no one behind;  • In line with CCA/UNSDCF, provides strategic direction and develops recommendations to facilitate decision-making by the RC/UNCT to reposition the UN in country to advance the objectives of UN development system reform;  • Develops policy recommendations to the RC/UNCT on the development, implementation, monitoring, reporting and evaluation of the new generation CCA/UNSDCF as the primary instrument for the planning and implementation of UN development activities in country;  • Ensures effective guidance to the RC/UNCT in asserting vision and accountability for the UN to operate as a nimble, innovative, and enterprising development partner, demonstrating characteristics of a knowledge-based organization and thought leader;  • Leads the strategic design of UN's policy and programmatic services, operational capabilities, and partnership mechanisms;  • Establishes and promotes close engagement across the humanitarian, development, and peace domains, as required by the country context;  • Leads the identification, analysis, and prioritization of joint programmatic work of UN entities in response to national priorities and in line with the UNSDCF and the 2030 Agenda;  • Leads the coordination of the UNSDCF through the Joint Workplan and results groups; directs UNSDCF monitoring, evaluation, learning (MEL) and reporting through the UNINFO platform; and guides preparation and provision of the annual UN Country Results Report to the Government and other stakeholders;  • Promotes the engagement of all relevant agencies – with and without physical presence in country – from across the UN system, including at Headquarters and at the (sub-)regional level in inter-agency fora and in discussions with external partners;  • Ensures quality control and oversight over strategic communications and advocacy activities related the implementation of the UNSCDF  • Ensures coherence across the different intra-agency coordination bodies, including with Humanitarian Country Teams and the Security Management Team.    2. Facilitates and oversees the initiation, establishment and coordination of external partnerships and joint resource mobilization efforts for the new generation UNSDCF  • Facilitates and oversees the initiation, establishment, and coordination of effective working relationships with national and international public and private partners to ensure knowledge sharing throughout the UNSDCF cycle.  • Directs substantive support for positioning the UN as a key provider of integrated services and as a platform in support of the SDGs, in consultation with a broad range of stakeholders;  • Based on the UNSDCF, and in close collaboration with the Development Partnerships Officer, oversees the formulation and implementation of the partnership approach as well as the resource mobilization strategy, and other initiatives in support of SDG achievement through the UNSDCF;  • Oversees the implementation of the SDG Country Fund/country-level pooled fund (where relevant) in support of the UNSDCF and SDG acceleration;  • Oversees strategic messaging and communication initiatives by RC/UNCT.    3. Coordinates and supports roll-out and implementation of the Efficiency agenda (Business Operations Strategy, Common Premises and Local Shared Service Centers/Common Back Office)  • In collaboration with the Operations Management Team (OMT), directs substantive support to the RC/UNCT on business innovations for the UN in country;  • Provides substantive support to the Resident Coordinator and UNCT in formulating, implementing, and monitoring the UN Country level Business Operations Strategy;  • Supports the RC and the UNCT in their leading role in implementing common premises, and in establishing a common back office for location-dependent services;  • Promotes a culture of continuous improvement and client-orientation in operational service delivery, including the implementation of high impact standardized common services, fostering the SDG impact through common operations;  • Coordinates effective participation of entities at the country level in operations management team and represents the RC in the OMT.    4. Manages and directs knowledge management and capacity development activities in- and outside the UN System • Creates an enabling environment for the knowledge generation, sharing, collaboration, as well as usage of existing good practices and lessons learnt within the RCO and in the UN Country Team. Leads by example.  • Coordinates the effective communications within the RCO, in UN Country Team and among other stakeholders;  • Leads and coordinates the sharing of good practices and lessons learned on issues related to UN strategic planning frameworks, methodologies, and tools, among others, within the DCO (at regional and global levels), across the UN system and with external partners;  • Oversees the analysis of UN experiences, lessons learned and knowledge networking to contribute to strategic planning processes.  • Keeps abreast of emerging innovative approaches and encourages the RCO and UNCT to apply new ways of working, where relevant.    5. Leads and coordinates overall management of the RCO to ensure efficient and effective substantive coordination support to the RC/UNCT and adherence to organizational policies and procedures  • Coordinates the formulation and implementation of the substantive work programme of the UNCT; allocates and monitors RCO resources for delivery of outputs and reporting on results;  • Supervises the activities undertaken by the RCO and manage performance of RCO staff, ensuring that programmed activities are carried out in a timely fashion;  • In close collaboration with Service Providers, performs the role of certifying officer in the UNDP IRIS platform and performs the UMOJA approver role over processes related to human and financial resource management, procurement, general administration, security, time management, and information technology for the RCO;  • Manages, guides and trains staff under his/her supervision; promotes teamwork and communications among staff in the RCO and across organizational boundaries; ensures staff complete mandatory trainings and UMOJA certifications  • Establishes and maintains a work environment in the RC Office and across UN entities that is conducive to innovation and engagement with a diverse set of stakeholders and delivers results in line with the 2030 Agenda for Sustainable Development.   Competencies •Professionalism:  Proven knowledge and understanding of theories, concepts and approaches relevant to sustainable development. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.   Work Experience A minimum of ten years of progressively responsible experience in strategic planning, sustainable development policy and programme development and management in the context of development cooperation or related area is required. Experience with multi-stakeholder coordination on the context of development cooperation or related area is required. Experience in team leadership and management is required. Experience in UN interagency coordination is desired. Experience in designing and implementing partnership and resources mobilization strategies is desired. Experience in promoting knowledge management in the context of development cooperation is desired.   Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written French, is required.
